INTRODUCTION 1.1. OBJECT This document gives a detailed view of the cell planning process in use for Nortel GSM Wireless. It is intended to explain activities of cell definition that are performed to meet or exceed customers requirement in term of coverage and traffic. 1.2. SCOPE This document details the cell planning process into a breakdown of activities and focus on the deliverables of each phases that ensure a reliable and efficient definition of cells. A standard denomination of teams is used to define responsibilities for work completion, but the actual allocation of responsibilities is defined on a project basis. For example, site acquisition team refers to the team that is performing the site acquisition task without specifying if it is a Nortel team, a Customer team, or a third party team. Nortels practice is to define a matrix of responsibilities to document this for each project. DEFINITIONS Cell Planning Tool A generic name for the software tools used by the Cell Planning activity. Cellular planning tool database A database, owned and managed by cell planning that contains all information related to the RF design for a project : field, antennae, model, sites ... Clutter A clutter is a statistical description of a given type of environment above the ground, defined on radio propagation criteria. Global Site Database This database is the project database, it is shared between all teams, and provide financial, purchase, and technical data. Quality of coverage One of the three following definitions shall be selected according customer (or contractual) request : 1. probability for electromagnetic field to be equal or superior than a given value at the edge of the cell 2. percentage of the cell area where electromagnetic field is equal or superior than a given value 3. probability for electromagnetic field to be equal or superior than a given value inside a cell This confidential document is the property of NORTEL MATRA CELLULAR and may not be copied or circulated without permission Ce document confidentiel est la proprit de NORTEL MATRA CELLULAR et ne peut tre reproduit ou communiqu sans autorisation Cell Planning Process Page 8/29 SQ/NE/APP/0030 01.03 / EN 30/09/97 4. CELL PLANNING PROCESS OVERVIEW 4.1. PHASES DESCRIPTION The Cell Planning consists in three phases, preliminary tasks, design and implementation. This section describes these activities and the links between them. The first phase main objective is to gather hypotheses (antenna heights and technical data (such as terrain database, link budget calculation, traffic dimensioning, propagation model ...) in order to start the cell planning design. The second phase objective is provide a cell planning (target site locations, frequency planning, TRX planning, and a tuned propagation model). The third phase covers the cell planning implementation (final site locations, coverage concession, frequency planning, TRX planning, network engineering support, radio acceptance support). 4.2. PRELIMINARY TASKS Cell Plan Reference Coverage target Site information Digital Maps Propagation model Link Budget Traffic info Frequency info Hypotheses Gathering Terrain DB select & improve Model design Link budget RFQ / Contract Customer meetings Digital maps RF Survey Cell count To start a cell planning activity several assumptions must be set. The objective for the phase preliminary tasks is to summarise the required inputs for the design activities into the cell planning reference. CELL PLANNING DETAILED ACTIVITIES 5.1. PRELIMINARY TASKS 5.1.1. HYPOTHESES GATHERING Most of assumptions are derived from the RFQ, from meetings with the customer or from Nortel commercial decisions (products used). Hypotheses gathering consists in collecting from various sources information that are required for cell planning (coverage target, BTS equipment information, site constraints, existing sites, traffic information, frequency information). Objectives gather cell planning hypotheses as specified in the cell planning reference document. propose a deployment strategy if required. TERRAIN DATABASE SELECTION AND IMPROVEMENT Digital Terrain Map (DTM) is a mandatory input for cell planning. Purchase of a terrain database is a deal between cost, delay and accuracy. Then, it is required to perform several checks on the terrain database data (heights, clutters, vectors, geographical continuity) to validate it (this is detailed in [A3]). RF survey reports and alternative sources of information (paper maps) may also contribute to improve the initial data accuracy. Objectives purchase of DTM with appropriate accuracy in regards to cost and delay check the database consistency and updating using alternative source of information, including results of RF survey. improve the database when needed (include updates, requalified clutters) Tools cellular planning tool Inputs contract Request For Quotation (RFQ). paper geographical maps. environment photos ( from clutter survey). photos spot clutter information (from the map provider). LINK BUDGET The link budget calculation specifies for each type of environment (urban, suburban, rural ... ) and each type of product ( indoor BTS, outdoor BTS, coupling system, antennas type ...) a maximum cell radius based on the Quality of Service requirements (quality of coverage). These radius are used to produce cell counts that give an idea of the number of sites required to meet the RFQ (or contract) requirements. Objectives specify the different cases (defined by environment or equipment ) to take into account for link budget calculation compute link budgets calculation (a tool based on a propagation model is used). determine the Equivalent Isotropic Radiated Power (EIRP). define the outdoor minimum field Tools link budget tool (see [A5]) Inputs contract Request For Quotation. specification and validation of a terrain database (see [A6]) validated terrain DB Outputs cell plan reference section 8 : link budgets This confidential document is the property of NORTEL MATRA CELLULAR and may not be copied or circulated without permission Ce document confidentiel est la proprit de NORTEL MATRA CELLULAR et ne peut tre reproduit ou communiqu sans autorisation Cell Planning Process Page 13/29 SQ/NE/APP/0030 01.03 / EN 30/09/97 5.1.4. TRAFFIC DIMENSIONING This activity aims at defining areas where traffic is the main constraint and leads the design. This may be identified by a positive difference between the number of erlangs required on an area and the number of erlangs calculated from the number of sites used to cover that area. The type and configuration of cell sites can be mapped on traffic area. Objectives Identify area where traffic is more constraining than coverage. determine BTS maximum config to be used for each traffic area Tools N/A Inputs QoC versus area of coverage link budget cell plan reference section 9 : traffic information Outputs Identify areas dimensioned by traffic and areas dimensioned by coverage BTS max config versus traffic area This confidential document is the property of NORTEL MATRA CELLULAR and may not be copied or circulated without permission Ce document confidentiel est la proprit de NORTEL MATRA CELLULAR et ne peut tre reproduit ou communiqu sans autorisation Cell Planning Process Page 14/29 SQ/NE/APP/0030 01.03 / EN 30/09/97 5.1.5. CELL COUNT This activity consists in calculation of the number of cell sites required to both fulfill traffic and coverage requirement, in relation with choice of equipments. The cell count may be performed as a bid support task, to quote cell sites , or before design phase, to work out the number of cell sites that will be positioned. In the first case, several scenario may be considered in relation with the choice of equipments Objectives support bid quotation providing required quantity of equipment determine cell site number for provisioning Tools dimensioning table ` cell planning tool (possibly) cell count tool (when available) Inputs link budgets required QoC versus areas of coverage PLM Guidelines or project requirement for choice of equipments cell plan reference section 9 : traffic information Outputs number of sites / cells configurations of equipment that optimize cell count This confidential document is the property of NORTEL MATRA CELLULAR and may not be copied or circulated without permission Ce document confidentiel est la proprit de NORTEL MATRA CELLULAR et ne peut tre reproduit ou communiqu sans autorisation Cell Planning Process Page 15/29 SQ/NE/APP/0030 01.03 / EN 30/09/97 5.1.6. MODEL DESIGN This activity includes the choice of a propagation model, its calibration to focus on the major cell planning requirements linked to a contract. The propagation modelling process assumes that the terrain database is validated. The propagation model is specific to a terrain database (or a part of it). Model tuning process details can be found in [A2]. If required, radio measurements might be specified to study specific environments. Objectives specify a propagation model using all available information. specify the prediction thresholds and percentage of coverage. Tools cellular planning tool. link budget tool. MODEL TUNING This activity is not mandatory but may occur during the design or the implementation phase. The model tuning might be required if the level of confidence in the terrain database or in the model is not high enough. The radio measurement validation process (see [A4] ) details the method of operation. Objectives check the validity of radio measurements. verify consistency between propagation model and radio measurements. tune propagation model to improve the level of confidence. TRX PLANNING Based on the contract subscriber profiles and contract products the traffic planning specifies the TRX configuration for each site. If the required capacity cannot be provided by a site location then cell splits may be necessary. A new site determination step might have to be done. Objective determine (or confirm) the number of TRXs per cell needed to satisfy the customer's traffic requirements. Tools traffic planning tool (if existing). Inputs cell plan report (section 6 and 7 if completed) subscriber profile model cell plan reference (section 9). Outputs cell plan report (section 5). FREQUENCY PLANNING Assign frequencies according to the available RF channels in order to minimise the interference. A C/I (Carrier to Interference) map is created to determine the levels of interference. These two activities (frequency allocation and C/I analysis) are repeated until the frequency plan is acceptable. Once the cells have been positioned and the number of TRXs per cell has been set (or confirmed by the TRX Plan), frequencies must be allocated to each cell in a way which minimises interference using tilts and azimuths. If frequency hopping is used, the C/I calculation with fixed frequencies is considered as a worst case. Objective allocate frequencies to each cell to minimise the interference level. IMPLEMENTATION 5.3.1. SITE SELECTION A procedure to select sites shall be define and agree on a project basis, since the breakdown of responsibilities between the Customer, subcontractors and Nortel teams is never the same. Candidate sites brought back by SAQ team are evaluated according to the site selection procedure. Cell Planning must participate in this procedure to check that the choice sticks to design, or to take actions (design iterations). When a site is selected, a site nomination form shall be issued to record the decision. It contains the site location, the antenna height, the azimuths, the tilts (see A10). This form must be signed by the Cell planning team, the Site acquisition team and the Transmission team. If data change on a site nomination form, the team responsible for the change issues a site nomination change form. The same approval process as for site nomination applies. Objectives choose a single real location per theoretical site, this location is supposed to be the best among the proposed ones . share data (site location, antennae height, azimuths, tilts) between cell planning, site acquisition, and transmission teams. maintain the cellular planing tool site database up to date. Tools terrain database maps & geographical maps camera, binoculars, compass, decametre global site database (folders, computer database ...). COVERAGE CONCESSIONS It may occur that no candidate sites can match the criteria which implies a local problem (coverage holes, poor quality of service, high interference level ... ). Cell planning specifies the exposure, and propose a solution (add one more site, increase the height of a site...). A coverage concession form (see A12) is issued to explain the problem and the proposed solution. This forms is a support for discussion with customer project management, which is expected to sign it when an agreement has been found. Concession forms are stored in the coverage concession log, to share data at the project level. Objectives keep track of coverage problems. propose solutions to solve coverage holes. maintain an accurate communication link with customer project management to deal with cell planning problems. CELLULAR PLANNING TOOL DATABASE This database is the site database of the Cellular planning tool, it reflects the site status from the cell planning point of view and is owned by cell planning team. This database is created during the site determination activity and is updated after frequency and traffic planning activity. During the implementation phase the database must be updated with info from : candidates site folder, to record the best offered site location site nomination change form, to record changes RSV & NEO reports This confidential document is the property of NORTEL MATRA CELLULAR and may not be copied or circulated without permission Ce document confidentiel est la proprit de NORTEL MATRA CELLULAR et ne peut tre reproduit ou communiqu sans autorisation Cell Planning Process Page 29/29 SQ/NE/APP/0030 01.03 / EN 30/09/97 8.3. MAPS LOG All maps leaving the cell planning team are named, archived and recorded. The maps are stored as computer files, and a text file is used to record the maps details. 8.4. SITE FOLDERS Candidates site folders, site survey report, site technical dossier must be indexed by theoretical site, to find out quickly all data related to a theoretical site. This paper database is updated by the SAQ team whenever new reports or new information on an existing site location are gathered. A site nomination form is issued and signed for each site by cell planning, site acquisition and transmission teams. A site nomination change form is issued and signed for each nominated site where changes occur (height, exact location...). The team responsible for the change issues the form and makes sure that the other teams sign it. These forms must be stored with the Site Folders. 8.5. GLOBAL SITE DATABASE This database is created by SAQ when they start their activities. This database contains all data related to a site ( cell planning parameters, SAQ, SE, SS data). This database is the only official database for all teams. It can only be updated using site nomination or the site nomination change form signed by CP, SAQ and transmission teams. This database is under the responsibility of the Nortel project management, each team has a read only access to the database. 8.6. COVERAGE CONCESSION LOG The coverage concession log is a paper folder which contains all cell planning studies (coverage maps, QoS calculation) related to design deviations. END OF DOCUMENT
