1. GENERAL
1.1 Scope
The scope of this Specification is to define the characteristics relevant to
materials and to the methods to be used for applying an external coating in
plastic tape to steel linepipe.
1.2 Normative References

2. FUNCTIONAL NORMATIVE REQUIREMENTS
2.1 Operative environment
The external anticorrosion coating with plastic tape of buried steel line pipe can
reach a maximum service temperature of 60C, in an environment involving
attack by chemical or/and microbiological agents.
2.2 Functional requirements
2.2.1 Coating
The pipe external coating shall be made of:
- one layer of epoxy primer
- one layer of anti corrosion tape
- one layer of tape providing mechanical protection.
2.2.2 Primer
The primer is composed of a solvent and of a solid component (synthetic resin
and rubber) and shall be supplied in drums.
2.2.3 Anticorrosion tape
The plastic anticorrosion tape must ensure protection from corrosion.
The tape is composed of a polyolefine based support and by an adhesive layer
either rubber and synthetic resins based or bituminous rubber based.
Before the coated pipe is buried the thickness of the support and of the
adhesive shall be those specified in the relevant Data Sheet.
The tape must be supplied in rolls wound on a cardboard core having a
minimum diameter of 3 in. At about 5 m distance from the tape end a colour
mark shall indicate this distance.
Width and length of the tape rolls to be supplied shall be indicated by the
Contractor.
The tape must be compatible with the primer properties and with those of the
tape providing mechanical protection.

2.2.4 Mechanical protection tape
This plastic tape shall guarantee mechanical protection and is usually
differentiated from the anticorrosion tape by its higher thickness and different
colour.
Before the coated pipe is buried the thickness of the support and of the
adhesive shall be those specified in the relevant Data Sheet.
The tape must be compatible with the properties of the anticorrosion tape.
The supply shall be performed for the anticorrosion tape.
2.2.5 Bare pipes storage
2.2.5.1 Storage areas
Pipe storage areas within the Contractor's Works shall meet the following
requirements:
a) they shall be at least at 30 m distance from any type of electrical power line,
the distance being measured from the vertical projection on the ground of the
nearest conductor
b) shall be free or be freed before use from all kind of plant life; the same
applies to a surrounding area of a width sufficient to keep fires from
propagating to the pipe stacks
c) shall be free or freed before use from protruding stones and foreign matter
d) shall be level on a horizontal plane, in order to allow uniform loading of the
supports and ensure stack stability
e) shall have sufficient load bearing capacity, in order that no subsiding in the
ground takes place at all in course of time
f) shall never be directly exposed to salt water spray.
2.2.5.2 Handling
All stacking operations shall be performed using lifting equipment (such as
cranes, overhead or other, lift trucks) with adequate slings and hooks. Hooks
for lifting pipes from their ends shall be provided with a rubber or copper
sheathing in order to avoid damaging the pipe bevels.
Suspended pipes shall be kept from swiveling around by providing appropriate
side guide ropes to the lifting equipment.

When handled, pipes shall be kept from striking or scraping against other
bodies or pipes; positioning of the pipes on those already stacked shall be
carried out using utmost care.
Slings and hooks shall also neither strike nor scrape the pipes.
Flat wooden supports shall be positioned on the ground. The outside supports
shall be at least at 0.5 m distance from the pipe end.
2.2.6 Preservation of the coating materials
Materials that will be used for coating shall be stored as follows in the
Contractor's Works:
The containers holding liquid products shall be kept hermetically sealed, and be
protected from the sun rays and kept at a proper distance from heat sources and
from those Works areas where free flames are used.
The containers shall not be in direct contact with the ground.
Solid products shall be kept in sheltered areas with controlled temperature and
humidity.
Products supplied packaged shall be kept in their packagings until they are
used; any handling shall be carried out taking care not to damage these
packages.
Packaged materials shall not be placed nor stored on wet or damp surfaces or
environments, nor in places that can be flooded or are near to possible sources
of fire.
All products that become altered for any reason shall be removed from the
manufacturing areas of the Works.
2.2.7 Surface preparation
Before they are cleaned, all the pipes shall be carefully visually inspected to
check metal surfaces for corrosion and any presence of oil, grease or other
foreign substances, in order to be able to choose the most suitable cleaning
process.
Pretreatments shall be performed, if needed, in accordance to the provisions of
ISO 8501-1 Standard.

2.2.7.1 Environmental conditions
The Contractor shall check that the pipe surface is completely dry before
proceeding to its blast cleaning, and that ambient humidity corresponds to a
dew point more than 3 C lower than ambient temperature.
If the pipe surface is moist, or the dew point is more than 3C over ambient
temperature, a preheat is considered necessary before blast cleaning of the
pipes.
2.2.7.2 Preheat
The equipment used for preheating the pipes shall be approved by the
Company.
If the Contractor uses for preheating purposes free open flames in direct contact
with the pipe surface, the surface shall be kept in motion in respect to the flame
at a minimum speed of 10 mm/sec, along a helically winding path. The flame
shall also be adjusted in its combustion ratio so that no soot or moisture are
deposited on the metal.
All measures shall be taken and developed by the Contractor in order to avoid
possible stoppages of the line resulting in the steel being brought to uselessly or
damagingly high temperatures.
The preheat temperature shall be kept between 35C and 50C; it shall be
checked at least three times for every work shift (at its start, middle, and end)
and whenever stoppages occur in the production line.
Preheat temperature can be checked using either temperature indicating
crayons or contact thermometers.
All temperature measurements shall be recorded on the production certificate.
2.2.7.3 Cleanliness degree
Pipe surfaces that are to be coated with plastic tape shall be clean to a degree
corresponding as a minimum to Sa 2.5 of ISO 8501-1 standards, i.e. to a finish
to near white metal.
2.2.7.4 Surface roughness
The average surface roughness shall be between 30 and 50 micron.

2.2.8 Coating application
2.2.8.1 Primer application
The primer shall be applied immediately after the metal surface has been
cleaned and provided it is perfectly dry.
The removal of any residual moisture may be accelerated using procedures
approved by the Company.
The primer contained in the drums must be ready for use also when it is to be
appropriately mixed before being applied.
The primer shall be applied by spraying in order to produce on the metal
surface a thin and uniform layer with minimum tendency to form bubbles.
Plastic tapes can be applied when the primer has not fully hardened yet.
Once the primer is applied the pipes must not touch the ground or be
contaminated by humidity, grease, mud or foreign materials.
2.2.8.2 Plastic tape application
Tapes shall be applied winding them on the pipe in spirals while keeping them
tensioned.
The application system must guarantee that wrapped turns overlap by 50%.
The tape shall be spirally applied using mechanical equipment on straight pipe,
and by hand when mechanical application is not possible.
The primer may be applied by brush where the tape is applied by hand.
Whatever the method of application, it shall provide an uniform and adherent
coating without wrinkles bends, cuts or empty spaces.
2.2.9 Cut back
The pipe external surface shall not be coated near the ends. The distance of the
coating (the so called cut back) from the pipe ends is specified in the
following table for different pipe diameters:

up to 20 in 500 mm 110 - 140 mm
up to 32 in 800 mm 150 - 200 mm
up to 56 in 1500 mm 180 - 220 mm
The cut back length specified refers to the tapes, while the primer shall be
extended for a further distance of about 40 - 50 mm.
The pipe bare ends shall be properly clean and free from fabrication residues.

A temporary protective agent shall be applied to them, and shall be easily
removable by brushing.
2.2.10 Marking
The Contractor shall provide to re-apply the original markings that may have
been removed by the coating process, following the instructions given by the
Company.
The P.O. can specify additional identification markings to be applied.
2.2.11 Handling, Storage and Delivery of the coated pipes
All handling, stacking, and stowing on transport equipment shall cause no
damage to the pipes and to their coating.
Handling shall be carried out using idoneous equipment, provided with the
appropriate protective sheathing in order to avoid damaging the pipe or its
coating.
All the personnel involved in the handling operations shall be adequately
trained.
Handling operations and equipment shall all strictly comply with the applicable
safety regulations and laws.
At least 24 hours shall pass from the completion of coating operations before
the coated pipes may be loaded on transport equipment.
Careful visual inspections shall be performed during transportation, and all
pipes showing damage and/or surface defects shall be properly repaired.
Coating flattened because of pipe stacking on wooden bearing pieces shall not
be considered as defective, unless the flattened area shows cuts, holes or
waviness.
Stacks shall have a maximum height of 3 m, exclusive of bottom and
intermediate supports height. Supports shall provide sufficient distance from
the ground, considering its nature (compacted or agricultural type soil).
Supports shall be of a size and number sufficient for avoiding permanent
deformations, through proper load distribution.
Pipes having a diameter under 80 mm (3 in) shall be delivered in bundles
strapped in at least 4 or 5 points using strong, possibly non metallic straps at
least 25 mm wide.
Plastic tape coating scrap shall be used as an interposed protection between the
pipe and straps.
All pipes over 80 mm (3 in) in diameter shall have 5 nylon rings placed on
them at appropriate reciprocal distances in order to avoid direct contact of one
pipe with another.

2.3 Safety and Ergonomics
It is the Contractor's duty to observe the regulations on safety and health
applicable to his premises. Special consideration is to be given to the
following:
- painting products mixing and handling shall be performed in areas where air
can circulate freely and that are distant from zones of danger;
- the abrasives for blast cleaning shall be chosen among those not harmful to
operators' health.
The materials storerooms shall be appropriately ventilated and complying with
applicable law provisions on safety and fire prevention.
2.4 One-off functional requirements
2.4.1 Coating Repairs
All pipes found defective by the required inspection and tests, all the pipes used
for destructive tests and all the pipes that may have been damaged during
handling and stacking shall have their damaged parts repaired.
Repairs are only allowed on coating areas meeting the following limitations:
a) Maximum area of the damaged coating not exceeding 100 cm
2
.
b) Independent from the amount of area involved, no more than 3 repairs may
be done on each individual pipe.
c) Small peelings under which the coating adhesion is fully satisfactory, but
thickness is below the minimum value specified though not below 80% of
said minimum value require no repairs, as long as such damage is quite
occasional, does not appear more than once per pipe and its area does not
exceed 100 cm
2
.
d) Defects such as diffused pores, insufficient total thickness or adhesion imply
the complete removal of the coating and its remark, whatever the extension
of the area they involve.
Complete removal of the coating is also required when individual defects
revealed on one pipe exceed in number or extension those mentioned above.

2.4.2 Repair Procedure
The Contractor shall make proposals specifying repair and reworking
procedures and materials for the coating; these shall be qualified and approved
by the Company before they are applied.
The proposals shall mention in all cases:
- materials characteristics
- application method
The area to be repaired shall be adequately prepared by removing the damaged
coating until sound coating is reached, and by smoothing the edges of the
sound coating to zero thickness.
All paints, solvents, fluidifiers, catalysts, etc. shall bear on their container the
data required by the Decreto Ministero della Sanit (Health Ministry Decree) of
16 February 1993, or be accompanied by the relevant safety data sheets
mentioned in that Decree.
In Countries outside Italy, these regulations may be complemented, integrated
or substituted by applicable local Laws and regulations .
2.5 Requirements for Quality Management and Quality Assurance
The additional requirements for Quality Management and/or Quality Assurance
are contained in the applicable Quality and Execution Requirements
Specification attached to the Invitation to Bid.
2.6 Additional Requirements for Review
2.6.1 Reception of bare pipes
Upon receiving the pipes to be coated, the Contractor shall verify at once that
the pipes are not damaged and that there are no apparent defects.
If damages such as dents, cuts or scratches are found on the bevel, these
damages shall be at once recorded on the shipping documents, making
reference to the serial number of the pipes concerned.
Damaged or anyhow non conforming pipes shall be appropriately segregated.

The Contractor shall provide a written report for submission to the Company
that is entitled to dispose of the damaged pipes.
2.6.2 Reception of the coating materials
All materials that will be used for pipe coating shall be properly checked upon
their delivery to the Works, in order to verify that their containers are well
preserved and to segregate immediately any material that does not comply with
the requirements of this Specification.
The Company may have samples of the delivered materials taken and analyzed
elsewhere.
The container markings shall also be checked, as well as the accompanying
documents; these must include the material certificates giving the result of the
tests performed by the Supplier on the coating products.
2.6.3 Pipe identification
Before starting any work, the Contractor shall be in possession of the Packing
List of the pipes to be coated. If the Packing List is not yet available, the
Contractor shall request and obtain it before starting work.
The pipes serial numbers shall be matched with the ones listed, identifying all
inconsistencies. When these cannot be solved (e.g. packing list without any
such serial no. and showing no pipe of such length) a written report shall be
submitted to the Company.
The pipes serial numbers shall be taken and recorded, and also written with
indelible paint on the pipe inside surface before starting work on the pipes.
This serial number shall follow the pipe in all production stages and appear in
the pipe final marking. It shall be recorded on all production documents and on
the quality control certificates.
If no original serial number can be found or traced down in a group of pipes,
the Contractor shall assign a special sequence of serial numbers to these pipes.

2.6.4 Control of surface cleanliness
After blast cleaning and before the primer is applied the pipe shall be subjected
to the following controls.
2.6.4.1 Visual inspection
All the blast cleaned pipes shall be subjected to an accurate visual inspection.
The Contractor shall assign properly qualified personnel to perform this
inspection.
Besides verifying that the surface cleanliness grade is the required one, the
Contractor shall provide to check that blast cleaning has not revealed surface
defects such as slivers, scale, cuts, dents and pitting. All surface defects of a
limited size (slivers, light pitting) shall be removed by grinding.
If the area to be ground exceeds 50 cm
2
, the Contractor shall bring it to the
required surface roughness using appropriate abrasives.
If defects such as scale, deep pitting and dents are found, the Contractor shall
segregate the pipe, marking clearly the defect area/s.
These defective pipes shall be checked by the Company, that is entitled to
dispose of the pipes.
2.6.4.2 Roughness check
At the start, middle and end of every work shift the pipes surface roughness
shall be checked in accordance with the provisions of ISO 8503 Standard.
The roughness values so measured shall be recorded on the relevant production
certificate.
2.6.5 Check of coating continuity
All coated pipes shall be subjected on their entire surface to testing for
continuity of the coating, i.e. for the absence of defects such as holes,
porosities, cracks, cuts and other defects passing through the coating.
The check is performed using the so called holiday detectors, that shall be able
to provide a no load output voltage ranging from 0 V to at least 35 kV.
This equipment shall be able to provide pulsed output voltage.
Pulse frequency shall be at least 20 pulses/seconds each pulse lasting no longer
than 0.03 seconds.
The equipment shall be provided with battery charge meter.
The probes used for the test may be flat metal brushes or spiral brushes or also
brushes encompassing the entire pipe circumference or half of it. Electrically
conducting rubber disks may also be used as probes.

1) before its use the equipment shall be calibrated according to the equipment
maker's instructions
2) testing voltage shall be 15 kV, and the probe shall advance on the coating at
a rate of about 200 mm/seconds.
3) testing shall be performed keeping the probe pressed on the coating surface.
All points where a visible electrical discharge occurs between the probe and the
pipe metal surface are considered defects, and shall be adequately identified by
marking with indelible paint. After repair, all defective points of the coating
shall be tested again for continuity applying the same procedure and parameters
used in the first test.
Personnel safety measures shall be fully observed during the test.
2.6.6 Visual control
All plastic tape coated pipes shall be subjected to an accurate visual inspection.
The coating shall not present any type of defect, such as wrinkles, cuts, bulging
or heaping of material.
Side overlapping of the tape edges shall be the one specified.
2.6.7 Check of adhesion
The Company shall select one pipe out of every 50 coated ones (or fraction
thereof) for adhesion testing.
This adhesion testing shall be performed in accordance with UNI 10190
Standard.
2.6.8 Repair Control
All repairs shall be properly checked by performing at least the following:
Visual and continuity inspection check in accordance to the provisions of
paragraphs 2.6.5 and 2.6.6.

2.7 Documentation
The Contractor shall provide to the Company is teh representative the following
documentation:
1) Certificates of the materials used for the coating (primer, blaste tapes,
polyethylene), grouped by lot and/or batch of materials.
2) Conformity declaration, stating that the data recorded on the material
certificates comply with the requirements of this Specification.
3) Certificate of laboratory analyses, showing the number of tests performed
and their result.
4) Daily production certificates (when production is on more than one shift per
day, certificates shall be issued for each shift), showing the identification
number of each pipe, the pipe length and the checks performed with the
relevant result.
