1. GENERAL
1.1 Scope
This Specification describes the minimum requirements for supply and
installation of plastic tapes adequate for coating the welded joints of pipes and
other tubular elements such as bends, tees and other special fittings.
1.2 Normative references
This Specification refers to the most recent edition of the undermentioned
Standards which are an integral part of this Specification together with the
contract documents.

2. FUNCTIONAL NORMATIVE REQUIREMENTS
2.1 Operative environment
Plastic tapes are used for site coating of welded joints or of other steel tubular
elements.
2.2 Functional requirements
2.2.1 Plastic tapes
The type of tape used must be compatible with the coating applied to the pipes;
the Contractor shall report it on the "Plastic Tape Data Sheet" (Appendix A).
The plastic tape shall be composed of a polyethylene support and of a layer of
adhesive; the adhesive can be rubber based, synthetic resins based, or
bituminous rubber based.
2.2.2 Plastic tapes dimensions
Before the plastic tape is applied, its support and adhesive layers thickness must
be those specified in the relevant Data Sheet (Appendix A).
The tape length shall be sufficient to cover the metal bare surface and to
overlap on the adjoining pipe coating for at least 200 mm on both sides.
The tape shall be supplied in rolls wound on a cardboard core of at least 3 in
diametre.
A coloured mark shall be provided on the tape, at least 5 m from its end.
2.2.3 Plastic tape characteristics
The plastic tape shall have the following characteristics:
- resist cathodic disbonding
- resist peeling (adhesion)
- resist strain breaking

The characteristics listed above shall exhibit values nearing those found on the
pipe coating:
2.2.4 Preservation of plastic tapes
Plastic tape components (primer and tapes) shall be stored as follows in the area
of operation:
The containers holding liquid products shall be kept hermetically sealed, and be
protected from the sun rays and kept at a proper distance from heat sources and
from those areas where free flames are used.
The containers shall not be in direct contact with the ground.
Solid products shall be kept in sheltered areas to controlled temperature and
humidity.
Products supplied packaged shall be kept in their packagings until they are
used; any handling shall be carried out taking care not to damage these
packages.
Packaged materials shall not be placed nor stored on wet or damp surfaces or
environment, nor in places that can be flooded or are near to possible sources of
fire.
All products that become altered for any reason shall be removed from the area
of operation.
2.2.5 Marking
Every roll of tape must be identified with the Suppliers name and the type of
product and its code and serial number.
2.2.6 Surface preparation
Before they are cleaned, all the welded joints and special parts shall be
carefully visually controlled to check metal surfaces for corrosion and any

presence of oil, grease or other foreign substances, in order to be able to choose
the most suitable cleaning process.
Pretreatments shall be performed, if needed, in accordance to the provisions of
ISO 8501-1 Standard.
2.2.6.1 Environmental conditions
The Contractor shall check that the joint surface is completely dry before
proceeding to its cleaning, and that ambient humidity corresponds to a dew
point more than 3 C lower than ambient temperature.
If the pipe surface is moist, or the dew point is more than 3C over ambient
temperature, a preheat of the joints is considered necessary before cleaning
operations.
2.2.6.2 Cleanliness degree
The surfaces of joints and of special parts that are to be coated with plastic
tapes tar shall be cleaned to a degree corresponding as a minimum to Sa 2.5 of
ISO 8501-1, i.e. to a finish to near white metal.
2.2.7 Plastic tapes application
Plastic tapes shall be applied observing fully the method prescribed by the tape
supplier for the particular type of tape. When primer application is required, it
shall be carried out by brush, in order to lay on the surface a thin and uniform
layer with a minimum tendency to forming of bubbles.
The tapes shall be applied either by spiral winding under tension or by the
cigarette method.
Spiral winding shall ensure a 50% tape overlap and at least 200 mm overlap on
the existing coating. The tape may be wound by hand or using hand-operated
winding equipment.
The cigarette system requires that a first tape be positioned centered on the
girth weld and covering the exposed metal surface. The tape shall be applied
starting from the 11 oclock position and proceeding clockwise 420 to the 1
oclock position.
Two additional tapes shall then be applied, also cigarette wise, at both ends
of the first tape applied, achieving a minimum overlap of 50 mm with said tape
and of 200 mm on the existing coating.

The application method shall achieve a uniform and adherent coating without
folds, wrinkles, empty spaces or cuts, with special attention given for this to the
covering of weld beads. In all instances, the metal affected by weld heat shall
be cold when the tape is applied on it, and careful checking is required of the
absence of weld spatter, or of its removal.
2.3 Safety and Ergonomics
It is the Contractor's duty to observe the regulations on safety and health
preservation applicable to his area of operation. Special consideration is to be
given to the following:
- materials mixing and handling shall be performed in areas where air can
circulate freely and that are distant from zones of danger;
- the abrasives for blast cleaning shall be chosen among those not harmful to
operators' health.
The materials storerooms shall be appropriately ventilated and shall comply
with applicable law provisions on safety and fire prevention.
2.4 One-off functional requirements
2.4.1 Repairs
The Contractor must specify the procedure to be applied for repairs, that will
become an integral part of the tape application procedure.
2.5 Requirements for Quality Management and Quality Assurance
The additional requirements for Quality Management and/or Quality Assurance
are contained in the applicable Quality and Execution Requirements
Specification attached to the Invitation to Bid.

2.6 Additional Requirements for Review
2.6.1 Reception of plastic tapes
All materials that will be used for coating weld joints and/or special parts shall
be properly checked upon their delivery to the area of operation, in order to
verify that their containers are well preserved and to segregate immediately any
material that does not comply with the requirements of this Specification.
The Company may take samples of the delivered materials and have them
analyzed elsewhere.
The container markings shall also be checked, as well as the accompanying
documents; these must include the material batch certificate giving the result of
the tests performed by the Supplier of the coating products.
2.6.2 Check of coating continuity
All coated welded joints and/or special parts shall be subjected on their entire
surface to testing for continuity of the coating, i.e. for the absence of defects
such as holes, porosities, cracks, cuts and other defects passing through the
coating.
The check is performed using the so called holiday detectors, that shall be able
to provide a no load output voltage adjustable from 0 Volts to at least 35 kV.
This equipment shall be able to provide pulsed output voltage.
Pulse frequency shall be at least 20 pulses/sec. each complete pulse lasting not
longer than 0.03 sec.
The equipment shall be provided with battery charge meter.
The probes used for the test may be built using flat metal brushes or spiral
brushes or also brushes encompassing the entire pipe circumference or half of
it. Electrically conductive rubber disks may also be used.

equipment maker.
2) testing shall be performed keeping the probe pressed on the coating surface.
All points where a visible electrical discharge occurs between the probe and the
pipe metal surface are considered defects, and shall be adequately identified by
marking with indelible paint. After repair, all defective points of the coating

shall be tested again for continuity applying the same procedure and parameters
used in the first test.
Personnel safety measures shall be fully observed during the test.
The testing voltage shall be at least 10 kV.
2.6.3 Visual check
Before it is applied, the tape shall be checked for absence of gaps, holes,
bubbles, tearings and defects of any other kind.
After it is applied,the tape shall not show cuts, bubbles, folds and empty spaces,
particularly over the weld beads, and it shall overlap the tape and the existing
coating as prescribed. No metal surface shall be left uncoated.
Whatever is found not complying with good workmanship rules must be
immediately repaired or made good and checked again.
At the same time the causes of the defects shall be ascertained in order to avoid
their reoccurrence.
2.6.4 Check of adhesion
In the field, destructive adhesion tests are performed by opening windows in
various points of the applied tape.
It shall be verified that bubbles are not present in the adhesive (empty spaces
extending to the metal substrate), and that there are no unbonded areas.
If any one of these defects is found, its extension must be determined by
removing in full the tape where it is located.
The adhesion tests shall be performed, in respect to frequency, on two tapes for
each work shift. If it is found that a tape so tested does not comply with the
above mentioned acceptance criteria, the adjacent tape shall be checked with
adhesion tests, and so on until acceptable tapes are found on both sides of the
tape or group of tapes uncorrectly installed.
The Contractor shall provide to reapply new tapes substituting all the tapes that
have been destroyed in these tests.

2.7 Documentation
The Contractor shall provide the Companys representative with the following
documentation:
A) Certificates of the materials used, relevant to the individual lot and/or batch
of materials.
B) Conformity declaration, stating that the data recorded on the tape certificates
comply with the requirements of this Specification.
