1. GENERAL
1.1 Scope
This Specification describes the minimum requirements for supply and
installation of heat shrinkable sleeves adequate for coating the welded joints of
pipes and other tubular elements such as bends and other special fittings.
1.2 Normative references

2. FUNCTIONAL NORMATIVE REQUIREMENTS
2.1 Operative environment
This Specification is applicable to heat shrinkable sleeves for field installation
on welded girth joints or on fittings, such as bends, etc. having a service
temperature not exceeding as a rule 120C.
Four types of heat shrinkable sleeves are considered, depending on service
temperature ranges for which they are appropriate, as follows:

It is anyway required that the type of sleeve used be compatible with the type of
coating applied to the pipeline.
2.2 Functional requirements
2.2.1 General characteristics
The heat shrinkable sleeve is composed by a polyolefine base backing,
expanded and irradiated, on which a layer of thermoplastic adhesive is firmly
bonded.
As the backing shrinks on being heated, it must be able to exert an adequate
level of pressure on the pipe surface.
The adhesive, when melted by heat, must provide complete and adequate
wetting of the metal surface, leaving no unbonded points and no bubbles.
The adhesive melting temperature shall anyway be higher than the range of
service temperature for which the sleeve is rated.
Activation of the adhesive can take place by the effect of heat only, or by
heating associated to prior application of a liquid epoxy resin primer on the
metal surface.

The shrinkable sleeves can be of the closed tubular type or open ones with
closing patch. The patch shll be supplied provided with adhesive and with a
thermal paint exhibiting colour change at the correct temperature for sleeve and
patch application.
2.2.2 Dimensional characteristics
Unless otherwise specified, the sleeve backing and adhesive shall both be at
least 1 mm thick before they are applied.
The sleeve width shall be preferably chosen among the standardized ones and
must be sufficient to cover the bare metal surface with at least 50 mm overlap
on both sides on the already existing coating, once the pipe is installed and has
shrunk completely.
2.2.3 Packaging of the sleeves
The inside surfaces of the sleeve and of the closing patch that are lined with
adhesive shall be protected from dust with appropriate and easily removable
covers.
When a primer is used for adhesive activation, it shall be supplied packaged in
the quantity needed for individual sleeves; packages shall include the two
primer components and the tools necessary for their mixing and application.
The sleeve and closing patch containers shall be legibly marked with the
supplier's name (or brand), type of product, and its identification code and date
of manufacture.
2.2.4 Marking
Each sleeve and its closing patch shall be legibly marked with the supplier's
name (or brand), type of product,and its identification code and date of
manufacture.
2.2.5 Preservation and handling of sleeves
The Contractor shall preserve and handle the sleeves in full accordance to their
supplier's instructions, in order to avoid alterations or damages of any kind. If
necessary for this purpose, the Contractor shall provide to conveniently
condition the storage environment.

The sleeves shall be removed from their packaging only shortly before they are
installed.
2.2.6 Substrate preparation
All foreign materials such as oil, grease, salt, mud, etc., shall be removed from
the metal surface. Cleaning with solvents shall be in accordance with the
procedure of ISO 8501-1 Standard. If a prior blast cleaning and application of
a temporary phosphatizing protection had been carried out on the metal surface,
this substrate must be again cleaned and prepared for sleeve application by
either blast or mechanical cleaning.
When blast cleaning is used, the procedure of SSPC-SP10 shall be followed in
order to reach a finishing degree at least equal to Sa 2 1/2; when mechanical
cleaning is used, it shall be carried out in accordance to ISO 8501- 1 Standard,
obtaining an St 3 finish degree.
The existing coating shall also be perfectly clean on the surface parts that are to
be covered by the sleeve.
Cleaning is to be performed when the metal surface temperature is at least 3C
higher than the dew point.
Heating shall be applied to this purpose by a system that will leave no residues
on the pipe.
2.2.7 Sleeve application
Heat shrinkable sleeves shall be applied in accordance to the procedure
submitted by the Contractor in his bid and approved by the Company prior to
operations starting.
The application method prescribed by the supplier for the particular type of
sleeve shall be carefully observed.
Heat can be supplied to the metal and to the sleeve using propane burners or by
electrical induction. A contact thermometer shall be used in order to check that
temperature has reached its correct value.
In order to remove any entrapped air bubbles, appropriate rollers may be
applied to the sleeve surface during and after its shrinking stage.
Heat shall always be applied taking care not to damage the existing coating.

2.3 Safety and Ergonomics
The additional requirements for Quality Management and/or Quality Assurance
are contained in the applicable Quality and Execution Requirements It is the
Contractor's duty to observe the regulations on safety and health preservation
applicable to his area of operation. Special consideration is to be given to the
following:
- materials mixing and handling shall be performed in areas where air can
circulate freely and that are distant from zones of danger;
- the abrasives for blast cleaning shall be chosen among those not harmful to
operators' health.
The materials storerooms shall be appropriately ventilated and shall comply
with applicable law provisions on safety and fire prevention.
2.4 Requirements for Quality Management and Quality Assurance
The additional requirements for Quality Management and/or Quality Assurance
are contained in the applicable Quality and Execution Requirements
Specification attached to the Invitation to Bid.
2.5 Additional Requirements for Review
2.5.1 Visual check
The sleeve type as identified by its markings, must correspond to the purchase
order requirements.
Before its application, the sleeve shall be found by a visual control without
cracks, holes, bubbles, tearings or any other kind of defect.
After its application the sleeve
- shall exhibit at a visual inspection none of the above defects nor anyone of
the following: burns, oxydation (bluish areas), bulging or breaks;
- shall be smooth and show no sign of trapped foreign materials beneath it
within the adhesive layer;

- outer edges shall adhere perfectly to the existing pipe coating on its whole
circumference, the adhesive having oozed out all around;
- when of the open type, its closing patch shall not show over 10 mm slippage
on any side;
- shall overlap the existing coating at least 50 mm on both sides.
2.5.2 Removal test
One removal test shall be performed on the sleeves applied during each work
shift.
The sleeve to be tested shall be selected by the Company or by its
Representative.
The test is performed by removing the backing from the pipe and checking that:
a) at least 98% of the metal surface is covered by the adhesive and no bubbles
are present that reach down to the bare metal substrate or to the primer;
b) cavities reaching the bare metal do not exceed 8 mm diametre;
c) defects found in the adhesive do not exceed 30 mm width;
d) the adhesive layer is firmly bonded to the metal substrate;
e) the girth weld bead is completely covered by the adhesive.
2.5.3 Adhesion test
Adhesion tests are performed by opening windows in correspondence of
various points of the applied sleeve: the overlap area of the closing patch, the
girth weld bead and the sleeve body.
It shall be verified that bubbles are not present in the adhesive (empty spaces
extending to the metal substrate), and that there are no unbonded areas.
If any one of these defects is found, its extension must be determined by
removing the full backing.
The sleeve is acceptable if all conditions appearing under para. 2.6.1 are
verified.
The adhesion tests shall be performed, in respect to frequency, on one sleeve
out of every 50 sleeves applied. If it is found that a sleeve so tested does not
comply with the above mentioned acceptance criteria, the adjacent sleeves

shall be checked with adhesion tests, and so on until acceptable sleeves are
found on both sides of the sleeve or group of sleeves uncorrectly installed.
The Contractor shall provide to reapply new sleeves substituting all the sleeves
that have been destroyed in these tests.
2.5.4 Check of coating continuity
All the sleeves shall be subjected on their entire surface to testing for
continuity, i.e. for the absence of defects such as holes, porosities, cracks, cuts
and other defects passing through the sleeve.
The check is performed using the so called holiday detectors, that shall be able
to provide a no load output voltage adjustable from 0 Volts to at least 35 kV.
This equipment shall be able to provide pulsed output voltage.
Pulse frequency shall be at least 20 pulses/sec. each complete pulse lasting not
longer than 0.03 sec.
The equipment shall be provided with battery charge meter.
The probes used for the test may be built using flat metal brushes or spiral
brushes or also brushes encompassing the entire pipe circumference or half of
it. Electrically conductive rubber disks may also be used.
1) before its use the equipment shall be calibrated as specified by the
equipment maker.
2) testing shall be performed keeping the probe pressed on the sleeve surface.
All points where a visible electrical discharge occurs between the probe and the
pipe metal surface are considered defects, and shall be adequately identified by
marking with indelible paint. After repair, all defective points of the sleeve
shall be tested again for continuity applying the same procedure and parameters
used in the first test.
Personnel safety measures shall be fully observed during the test.
The minimum output testing voltage shall be at least 15 kV.
2.6 Documentation
The Contractor shall provide to the Company the following documentation:

1) the type and characteristics of the sleeve proposed for use, with certificates
of tests performed and the relevant results;
- the Standards, codes and methods used in product type testing;
- detailed instructions for sleeve installation.
The Contractor shall report in the above documentation the values of the
following properties, measured at room temperature and at the maximum
service temperature allowable for the specific type of sleeve:
A) melting temperature of the adhesive (C)
B) adhesion resistance
C) elongation breaking strength
D) impact strength
E) indentation resistance
F) resistance to cathodic disbondment
G) shear strength
H) environmental stress corrosion cracking resistance
I) maximum slippage of the closing patch during sleeve shrinking .
The Contractor shall also report for type 2, 3 and 4 sleeves:
J) resistance to heat
K) high temperature ageing resistance.
When sleeve adhesive is activated by primer, the Contractor shall also report:
L) primer pot life at 50C;
M) primer pot life after its application on the metal heated to 75C.
2) Daily production certificates, giving the number of sleeves applied, of tests
performed and their results.
