1. GENERAL
1.1 Scope
This Specification has the purpose of establishing painting cycles and
application procedures to be used for maintenance of external surfaces in
onshore and offshore plants painted in accordance to Specification
20000.VAR.PAI.FUN.
The Specification covers all matters necessary for handling in a correct way the
maintenance activity of plants, inclusive of both preservation and substitution
work, applicable to plant actual conditions.

2. FUNCTIONAL NORMATIVE REQUIREMENTS
2.1 Operative environment
This Specification defines provisions for the materials to be used, their
application criteria, the checks for maintenance painting of oil refining and
industrial plants, offshore platform fields and other typical Works of an oil
Company.
Paints to be used in this maintenance work can find their service environment
presenting attack both from chemical and microbiological agents.
2.2 Functional requirements
Maintenance operations shall neither impair nor prejudice plant capacity of
operation.
2.2.1 Materials and work force
2.2.1.1 One-source supply
The primer, the intermediate layers, and the finish coat applied in any
individual painting cycle shall be supplied by the same producer in order to
ensure compatibility.
2.2.1.2 Workforce
The workforce shall be qualified, this being prejudicial to the achievement of a
good and lasting protection from corrosion.
2.2.1.3 Recommendations by the paint supplier
All painting operations shall comply strictly with the paint supplier's
recommendations.
2.2.1.4 Paint performance
For best paint performance, each type of paint shall be used for the application
purpose for which it was formulated (e.g. anti-corrosion, waterproofing,
radiation reflecting, etc.), in strict compliance to the relevant technical data
sheets.

2.2.1.5 Temporary protection or masking of the items to be painted
Special care shall be taken in order to protect with suitable devices all those
items that could be damaged during maintenance operations (e.g.
instrumentation, machinery, lighting fixtures, air intakes, etc.)
2.2.2 Extent and type of maintenance activity
Extent and type of maintenance activities shall be established after qualified
personnel have performed field inspections and evaluated the actual situation of
the applied paint, and the type and feasibility of maintenance interventions.
It is stressed that "touch-up work" is always to be understood as a complete
maintenance cycle applied to a limited damaged surface area, also when
coating layers (finish, intermediate and finish, etc.) should be applied for any
reason to the entire surface.
The types of intervention:
- Touch up ( preservation activity )
- Touch up and overall finish coat ( preservation activity )
- Touch up, overall insulating coat and overall finish coat ( preservation
activity )
- Remake (substitution activity ).
shall be established for individual components or group of components also
keeping into account all the restrictions and problems mentioned.
The types of intervention and their estimated extent shall be used both in
preparing the tender technical documents and to point out the most significant
items that will be used for sampling tests.
Type and extent of work shall not be only dependent on rusting, but on other
parameters as well, such as lack of adhesion also without presence of rust,
"exhausted" paint, etc.
The colour of paint finish coats shall be identified and recorded in accordance
to RAL 840 Std. or equivalent ones, in order to reproduce the original colours
on the repaired surfaces.

2.2.3 Surface evaluation and measurement
Surface evaluation requires performing of inspections in order to evaluate
rusting and other damage present and the amount of work to be done.
Measurements of surfaces to be painted (excluding touch ups) shall be a matter
of agreement between the Contractor and the Company; the following criteria
shall be followed:
2.2.3.1 Piping
a) For piping having a nominal diameter not exceeding 1 1/2 in (38.1 mm), and
for cylindrical parts with an outside diameter not exceeding 2 in (50 mm),
the surface shall be calculated as having a circumference of 160 mm. The
surfaces of flanges, valves and fittings placed along these components shall
not be calculated as they are considered included in rounded up figures.
b) For piping having a nominal diameter over 1 1/2 in (38.1 mm), and not
exceeding 6 in (168.3 mm) the surface shall be calculated as having a
circumference of 530 mm. The surfaces of flanges, valves and fittings
placed along these components shall not be calculated as they are considered
included in rounded up figures.
c) The surface of valves and gates placed along piping of nominal diameter in
excess of 6 in (168.3 mm) shall be calculated as the area of the six faces of
the smallest parallelepiped that can contain the full piece.
d) For piping with outside diameter in excess of 6 in (168.3 mm) the actual
surface area shall be calculated.
2.2.3.2 Structures, Shapes, Plates, etc.
The actual surface area shall be considered.
a) Railings, ladders and breastplates shall be considered as having one single
surface inscribed in their overall dimensions (inclusive of empty spaces).
b) The surface of grids and gratings obtained from steel flat sections shall be
calculated as three times the area inscribed in their overall dimensions
(inclusive of empty spaces).
c) Chequered plates and metal netting surface shall be calculated as follows:
1) Up to a 20 mm mesh size: twice the area inscribed in their overall
dimensions (inclusive of empty spaces)

2) With mesh size between 20 and 40 mm: 1.5 times the area inscribed in
their overall dimensions (inclusive of empty spaces)
3) Over 50 mm mesh size: once the area incribed in their overall dimensions
(inclusive of empty spaces).
d) Doors and windows:
1) fully glass paneled: once the area inscribed in their overall dimensions
inclusive of fixed frame, glass surface included
2) fully blind paneled: twice the area inscribed in their overall dimensions
inclusive of fixed frame
2.2.3.3 Tanks and vessels, equipment and plate:
The actual surface shall be considered.
Motors, Pumps, machinery and special items (e.g. line valves that do not
require maintenance for operation, flanges, etc.):
The surface shall be calculated as the area of the six faces of the smallest
parallelepiped that can contain the full piece.
Surfaces requiring only touch up work shall be measured but shall only be
considered in a lump sum depending on surface conditions before maintenance,
touch up work, it being almost impossible to perform analytical measurements
of touch up work.
Once evaluation of conditions and measurements are completed, an agreement
shall be reached on the quantities of material needed.
The Company shall only pay for the surfaces requiring treatment and for the
required amount of paint agreed upon at this time.
2.2.4 Surface preparation
All surfaces to be treated shall undergo the following preparation sequence:
a) Washing with fresh water and detergents
b) Power tool peening, carried out in dangerous areas using spark free
equipment.
c) Power tool brushing, carried out in danger areas using spark free equipment.

d) Dusting by compressed air blow.
2.2.5 Painting cycle
a) Application of one coat of surface tolerant product, to a minimum thickness
of 75 m.
b) Application of intermediate and finish coats in accordance to

2.3 Safety
It is the Contractor's duty to observe the regulations on safety and health
applicable to his premises. Special consideration is to be given to the
following:
- painting products mixing and handling shall be performed in areas where air
can circulate freely and that are distant from zones of danger;
- the painting materials storerooms shall be appropriately ventilated and
complying with applicable law provisions on safety and fire prevention.
All paints, solvents, fluidifiers, catalysts, etc. shall bear on their container the
data required by the Decreto Ministero della Sanit (Health Ministry Decree)
N 50 of 16 February 1993, and/or be accompanied by the relevant safety data
sheets mentioned in that Decree.
In Countries other than Italy, these regulations may be complemented,
integrated or substituted by applicable local Laws and regulations.
2.4 Ergonomics
Not applicable
2.5 One-off functional requirements
When the surface of components is so deteriorated that maintenance is not
advisable, the Company shall list in the documentation issued for the specific
job the type and quantities of components to be substituted.

2.6 Requirements for Quality Management and Quality Assurance
The additional requirements for Quality Management and/or Quality Assurance
are contained in the applicable Quality and Execution Requirements
Specification attached to the Invitation to Bid.
2.7 Additional Requirements for Review
2.7.1 Assistance by the Supplier of painting products
The Supplier of coating materials shall provide assistance to the job, and in
particular:
- shall check and certify that the components surfaces were correctly prepared;
- shall supervise paint application and certify its correctness.
In connection to this, the paint Supplier, acting jointly with the Contractor, shall
appoint, subject to the Companys agreement, an independent third Party as
Supervisor of all operations.
2.7.2 Reception of the coating materials
The Contractor shall ensure that products comply with the requirements
specified in the technical documents concerning the specific job.
The Contractor shall file and retain the relevant technical and administrative
documents for at least 3 years.
All painting materials shall be delivered on the job site in their original factory
containers with intact labels and seals. The containers shall be provided with
identifying documents or inscriptions, stating clearly their content and its
validity expiry date.
The containers shall be stored in a closed, well ventilated storeroom, observing
the range of allowable temperatures recommended by the Supplier.
2.7.3 Production process control
The Contractor shall possess an appropriate organization able to perform the
following functions:

- prepare written work instructions describing how operations are to be
performed, the proper equipment to be used, the adequate work
environment, and the compliance with reference Standards and codes and
with the Companys requirements.
- monitoring and checking of specific characteristics of the process and of
application, as required in point 2.7.4.2.
2.7.4 Checks, inspections and testing
2.7.4.1 Preliminary tests
Upon arrival of a load of paints, the Contractor shall provide to verify:
- the integrity of the containers;
- the date of expiry of validity for the paints;
- correspondence of the shipping documents with the identification of the
containers.
The storeroom where the paints will be placed shall be checked to ensure a
constant temperature of +20C (5 C) and adequate air flow.
2.7.4.2 Inspection and tests during work progress
The Contractor shall perform at the start, middle, and end of every work shift a
check of ambient temperature and relative humidity using appropriate
instruments, and calculate the probability of moisture condensation according
to ISO 8502-4 Standard; the values shall all be recorded in the relevant work
log book section.
When surface preparation is completed, appropriate checks must be carried out
in order to ensure that the substrate is adequate for the subsequent coating
operations:
- visual check: shall be performed in accordance to ISO 8501-1 Std.; the
substrate finish shall be at least grade St 3 of ISO 8504-1 Std.
The following tests and checks must be performed before and during
application of the coating:
- check of paint viscosity: on request from the Company, while the paint is
being prepared and before its use, a test according to ASTM D 1200 shall be
made; acceptability level being a 5 % difference from the Supplier declared
values.

- check of the wet paint thickness; while paint coats are being applied, the
Contractor shall sistematically check the wet paint thickness using a "comb
type" (Rosemann) or a "wheel type" (Gardner and Erichsen) measuring
instrument.
2.7.4.3 Final Inspection
Once the paint coats application is completed, and the film is fully hardened,
the following checks shall be performed:
- thickness check: groups of 20 measurements shall be carried out on surface
parts, their number to be agreed with the Company depending on the surface
and the homogeneousness of the component; the average value, obtained
discarding the highest and lowest value, shall not be less than the design
thickness value;
- destructive tests of resistance to stripping: after work completion a Vee cut
is made with a knife on the hardened coating (at least 24 hours after coating
application) down to the metal substrate; the knife blade tip shall be pressed
while kept at a 60 degree angle to the surface. For acceptance the variuos
coats shall be removable in a homogeneous way, without strips or large
scales coming off.
- visual check: the coated surface shall be 100% inspected visually; for
acceptance it is required that no paint runs, foreign bodies, orange peel,
oxidized or deteriorated areas are present.
2.7.5 Warranties and final acceptance
Final acceptance of the coating is given upon satisfactory result of a visual
check that will take place one year after completion of the work. The paint
Supplier shall give joint warranty with the Contractor to this purpose.
The acceptance criterion shall be the absence of traces of corrosion or of
deterioration of the coated component, that can be ascribed to defects in the
coating or to a defective application of it. Any exfoliation, whatever small, is
equivalent to a deterioration.
No deterioration is acceptable; the Contractor is invited to ascertain the ones
found and shall provide for repair as soon as possible.

2.8 Documentation
2.8.1 Technical documents
Technical documents shall cover:
- painting cycles
- extent of interventions
- type of intervention
- paint application techniques
- restrictions (production, safety, regulations, environment protection, etc.)
- quality control
- acceptance criteria.
2.8.2 Documents to be submitted at the end of work
At the end of work the Contractor shall prepare a final report containing:
- surfce preparation characteristics;
- trade name and characteristics of the paint used;
- quality certificates of the paint products divided by manufacturing batch;
- number of layers applied;
- atmospheric conditions;
- inspection and tests performed, including final ones;
- if and which repairs were made.
