WSBA counsel

Dear Council Member Somers-

I uncovered one very large corruption scandal involving Snohomish County employees J ohn
Pennington ( man who caused 44 deaths in Oso mudslides and thousands more in the
Hurricane Katrina debacle ), Comm. Geoffrey Gibbs, Prosecutor Sean Reay, attorney Michael
Kenyon, and the WSBA and its counsel Linda Eide, Alison Sato, and Lin ODell.

A RICO and 42 USC 1983 complaint will be filed against the government officials above in
US Fed Court . . . we are shooting for Monday as a filing date.

Sadly what I learned from years of investigating the County and its corrupt government
officials has left me with no other alternative but to file such complaints. Over the years after
learning that J ohn Pennington is nothing more than a criminal operating his Enterprise from
Snohomish County offices and with the assistance of Snohomish County officials, I wrote to
you because you are one of the few that I trust in Snohomish County politics. I have since
lost that trust over your failure to order a full DOJ investigation into J ohn Penningtons
criminal activities which involves a county RICO operated blog spot titled the Sky Valley
Chronicle ( confirmed from King County Major Crimes Units investigation of Aaron
Reardon. See http://www.heraldnet.com/article/20130214/NEWS01/702149999); and after
what the Council allowed Mark Ericks and J ohn Lovick to do to a protected whistleblower
named Tamara Dutton, I am now asking for the DOJ to investigate the Snohomish County
Prosecutors Office, Snohomish County Courts, and the WSBAs Lead Counsel Linda Edie,
Lin ODell, and Alison Sato citing massive corruption involving what I believe amounts to
RICO violations. Their telephone records and email communication received via public
records request to Snohomish County Prosecutors Office speaks loudly. Although the WSBA
believes themselves to be above RCW 42.56 compliance and has been delaying the release of
their phone records thus obstructing justice in to their criminal activity.

All one has to do is run a federal search on PACER search engine Comm. Geoffrey Gibbs,
WSBA, and Snohomish County J udges and see that both the WSBA, Snohomish County
J udges and Prosecutors, and Comm. Geoffrey Gibbs are running an Enterprise through
Snohomish County Courts using Snohomish County J udges and one Div. I Court of Appeals
named J udge Robert Leach.

Once I uncovered the massive corruption involving the WSBA and its counsel Linda Eide, I
resigned my WSBA license and disassociated with such organization pursuant to the First
Amendment. My yearlong investigation into the WSBA and its criminal activity ( which
amounts to gross RICO violations) involves Interstate Commerce and reaches across the
United States into the State of Vermont. Robert Grunsteins book Vendetta speaks loudly
about the WSBAs criminal activity, and my book is still in the drafting stage.


J ohn Penningtons criminal history should have been investigated when my investigators
brought it to the Councils attention over one year ago that Pennington is a prime suspect in a
child rape case, he was kicked out of a church in San Diego for molesting two boys, convicted
of beating up his ex-fianc, and has extensive criminal records documenting that he has real
mental health issues involving extensive domestic violence charges. Why the hell J ohn
Lovick signed Penningtons concealed weapons permit under these circumstances is
unconscionable.

But instead the WSBA and its criminal actors gave a child/wife abuser named J ohn
Pennington a forum to harass me for investigating his criminal RICO activity. I have since
learned that WSBA counsel Linda Eide is a personal friend to Comm. Geoff Gibbs, Gold Bar
City attorney Michael Kenyon, J udge Robert Leach, and J ohn Pennington. Linda Eide should
have recused herself, but instead weighed on the side of violating the civil rights of this
former member, as well as investigative blogger and Gold Bar resident Susan Forbes ( Gold
Bar Reporter). After the WSBA issued an illegal subpoena for Gold Bar Reporter media files,
we filed suit against the WSBA in Thurston County Superior Court to quash the illegal
subpoena seeking media files and testimony of a reporter in violation of RCW 5.68.010
seeking Anti-SLAPP penalties.


What I have learned from my two yearlong investigation into J ohn Pennington is that the
County nor the late J ennifer Dunn ( who managed to get Pennington appointed to FEMA)
ever ran a background check. How the hell did Pennington manage to get Homeland Security
Clearance is just fuckin incredible!

Its a sad day in Washington State knowing that the government officials sworn in to uphold
the laws are not only breaking them but also conspiring to harm Snohomish County citizens
with the assistance of Snohomish County Courts, County Prosecutors Office and the WSBA
for simply caring about making Snohomish County corruption free.

I write again today asking You (Mr. Somers) to order a full investigation DOJ into J ohn
Pennington, the WSBA and Snohomish County Prosecutor and J udges criminal activities. The
over abudance of RICO complaints filed against these government officials should not go
unchecked. As I stated before, my investigation will not end until a full investigation is
conducted by an outside agency.

My hope is that the DOJ will do their job. I have disseminated this RICO complaint to over
40, 0000 WSBA members and many more public officials who should care about cleaning up
Snohomish County politics.

With great sadness Professor Prygoski and Glicksman my legal career was broguht to end as a
result of wide spread corruption inside Washington States government offices including the
WSBA. Perhaps this is what you menat when you said to me in my last year of law school I
know you will effectuate great changes! I thank you both for instaliing in me the
Constitutional Principles that I cherish each and every day, and much more than I do any
membership with any organziation. My battle now turns to our federal courts to address the
RICO voilations as stated herein.

And thank you attorney Geoffrey Fieger for teaching me that If you dont stand for
something, you end up standing for nothing. You were so right. Xoxooxo

The fight for justice against corruption is never easy. It never has been and never will be. It
exacts a toll on our self, our families, our friends, and especially our children. In the end, I
believe, as in my case, the price we pay is well worth holding on to our dignity. Frank
Serpico
