The Security Council,
Deploring the doning o! a "ivilian air"ra!t on an international !light,
#alaysia $irlines !light #%1&, on 1& July in 'onets( O)last, U(raine, ith the loss
o! all 2*+ ,assengers and "re on )oard,
Reaffirming the rules o! international la that ,rohi)it a"ts o! violen"e that
,ose a threat to the sa!ety o! international "ivil aviation and e-,hasi.ing the
i-,ortan"e o! holding those res,onsi)le !or violations o! these rules to a""ount,
Recalling its ,ress state-ent o! 1+ July 2014,
Stressing the need !or a !ull, thorough and inde,endent international
investigation into the in"ident in a""ordan"e ith international "ivil aviation
guidelines, noting in this regard the "ru"ial role ,layed )y the /nternational 0ivil
$viation Organi.ation 1/0$O2 in air"ra!t a""ident and in"ident investigations, and
welcoming the de"ision )y /0$O to send a tea- to or( in "oordination ith the
U(rainian National 3ureau o! /n"idents and $""idents /nvestigation o! 0ivil $ir"ra!t
in this investigation, !olloing a re4uest !or assistan"e )y U(raine to /0$O and
others,
Expressing serious "on"ern that ar-ed grou,s in U(raine have i-,eded
i--ediate, sa!e, se"ure and unrestri"ted a""ess to the "rash site and the surrounding
area !or the a,,ro,riate investigating authorities, the Organi.ation !or Se"urity and
0oo,eration in Euro,e 1OS0E2 S,e"ial #onitoring #ission in U(raine and
re,resentatives o! other relevant international organi.ations assisting the
investigation in a""ordan"e ith /0$O and other esta)lished ,ro"edures,
15 Condemns in the strongest ter-s the doning o! #alaysia $irlines !light
#%1& on 1& July in 'onets( O)last, U(raine resulting in the tragi" loss o!
2*+ lives6
25 Reiterates its dee,est sy-,athies and "ondolen"es to the !a-ilies o! the
vi"ti-s o! this in"ident and to the ,eo,le and govern-ents o! the vi"ti-s7 "ountries
o! origin6
85 Supports e!!orts to esta)lish a !ull, thorough and inde,endent
international investigation into the in"ident in a""ordan"e ith international "ivil
aviation guidelines6

ith /0$O and other international e:,erts and organi.ations, in"luding
re,resentatives o! States o! O""urren"e, ;egistry, O,erator, 'esign and
#anu!a"ture, as ell as States ho have lost nationals on #%1&, to institute an
international investigation o! the in"ident, and calls on all States to ,rovide any
re4uested assistan"e to "ivil and "ri-inal investigations related to this in"ident6

the "rash site6
<5 Demands that the ar-ed grou,s in "ontrol o! the "rash site and the
surrounding area re!rain !ro- any a"tions that -ay "o-,ro-ise the integrity o! the
"rash site, in"luding )y re!raining !ro- destroying, -oving, or distur)ing re"(age,
e4ui,-ent, de)ris, ,ersonal )elongings, or re-ains, and i--ediately ,rovide sa!e,
se"ure, !ull and unrestri"ted a""ess to the site and surrounding area !or the
a,,ro,riate investigating authorities, the OS0E S,e"ial #onitoring #ission and
re,resentatives o! other relevant international organi.ations a""ording to /0$O and
other esta)lished ,ro"edures6
&5 Demands that all -ilitary a"tivities, in"luding )y ar-ed grou,s, )e
i--ediately "eased in the i--ediate area surrounding the "rash site to allo !or
se"urity and sa!ety o! the international investigation6
+5 Insists on the digni!ied, res,e"t!ul and ,ro!essional treat-ent and
re"overy o! the )odies o! the vi"ti-s, and calls upon all ,arties to ensure that this
ha,,ens ith i--ediate e!!e"t6
*5 Calls on all States and a"tors in the region to "oo,erate !ully in relation
to the international investigation o! the in"ident, in"luding ith res,e"t to
i--ediate and unrestri"ted a""ess to the "rash site as re!erred to in ,aragra,h <6
105 Welcomes in this regard the state-ent on 1& July 2014 )y the =rilateral
0onta"t >rou, o! senior re,resentatives o! U(raine, the ;ussian ?ederation and the
OS0E and de-ands that the "o--it-ents outlined in that state-ent )e
i-,le-ented in !ull6
115 Demands that those res,onsi)le !or this in"ident )e held to a""ount and
that all States "oo,erate !ully ith e!!orts to esta)lish a""ounta)ility6
125 rges all ,arties to the 0onvention on /nternational 0ivil $viation to
o)serve to the !ullest e:tent a,,li"a)le, the international rules, standards and
,ra"ti"es "on"erning the sa!ety o! "ivil aviation, in order to ,revent the re"urren"e
o! su"h in"idents, and demands that all States and other a"tors re!rain !ro- a"ts o!
violen"e dire"ted against "ivilian air"ra!t6

Se"retary9>eneral in this investigation, and re!uests the Se"retary9>eneral to
identi!y ,ossi)le o,tions !or United Nations su,,ort to the investigation and to
re,ort to the Se"urity 0oun"il on relevant develo,-ents6
