RFP | SECURITY SERVICES

Background
The Lakeview East Chamber of Commerce (LVECC), in partnership with SSA #8 (the SSA), seeks a
security firm to perform services in the SSA #8 commercial district of Chicago referred to as Lakeview
East. With a number of small and large businesses in a densely populated area, Lakeview East seeks a
security presence in its area to keep patrons and area residents safe.

Specifically, Special Service Area #8 seeks a security proposal for 2014

The selected contractor will demonstrate:
1. The ability to staff the solution at all times;
2. An understanding of the nature of the neighborhood and its unique needs; and
3. An understanding of the most heavily-trafficked spots in order to maximum effectiveness while
keeping costs down.

Suggestions for how these services could be provided are outlined below; however, LVECC and the SSA
are interested in seeing proposals from qualified contractors that include their own ideas and
recommendations for ensuring a safe and secure environment. The information on service hours,
manpower, and services to be provided included below should be considered a guide or starting point for
preparing a proposal. However, it is expected that the selected contractor will provide the following
services:

Patrol the LVECC area.
Make calls to the Chicago Police Department whenever necessary.
Facilitate pedestrian traffic in the area.
Check in regularly with area establishments.
Coordinate with North Halsted Entertainment district when necessary

Applicable Dates
This proposal is for security services for the period of August 1-December 31
st
and there is the potential
for the final contract negotiated to span multiple years.

Area to be Serviced
The routes for security services are comprised of:
N. Broadway- Roscoe to Grace along Broadway; (10PM-1AM) Friday, Sat.
N. Broadway-Wellington to Grace (2:30PM-5:30PM) Wed, Thur, Friday
N. HalstedBarry N to Belmont/Halsted; (10PM-1AM) Friday, Sat.

Attached to this RFP is a map of the area covered.

Other considerations:
On nights where rain is expected or severe weather, contractor reduces the work force
accordingly.
All security personnel were expected to carry two-way radios.
Security personnel may be asked to participate in a roll call and coordinate activities with the
Chicago Police Department.





Contractor Requirements

Contractor must:
Submit with each invoice documenting: date of service, number of workers, time work began,
and time work ended.
Meet subcontractor requirements as specified in the SSA #8 Agreement between the City of
Chicago and Lakeview East Chamber of Commerce. Please view contract here:

Be licensed by the State of Illinois.
Provide a Certificate of Insurance (COI), naming the Lakeview East Chamber and the City of
Chicago Department of Planning and Development as additional insureds.

Submission of Proposal
Interested firms shall submit a proposal, including:

1. Your qualifications and how the above tasks will be carried out. Include all necessary details,
including how security personnel activity would be tracked and reported.
2. A firm estimate to include hourly rates and potential expenses.
3. Three references.
