4.2 DESIGN CRITERIA


The Codes, Standards, and Regulations listed in these documents shall be used in the construction of
this project. The publications shall be per the 2009 IBC and Chapter 35 Referenced Standards or the
most recent editions unless noted otherwise. Standards other than those mentioned may be accepted
provided they meet the minimum requirements and the Contractor shall submit proof of equivalency to the
Contracting Officer for approval.

5.0 PROPANE STORAGE & DISTRIBUTION
5.1 GENERAL
a. The design and installation of equipment, materials and work covered under the 50,000L PROPANE
STORAGE AREA shall conform to the following standards, codes and regulations where applicable
except where otherwise indicated under particular clause(s). The publications to be taken into
consideration shall be those of the most recent editions. Standards other than those mentioned
herein may be accepted provided that the standards chosen are internationally recognized and meet
the minimum requirements of the specified standards. The Contractor shall submit proof of
equivalency if requested by the Contracting Officer.
b. The Contractor shall submit the following for the equipment to be provided under this section of the
specification: manufacturers data including performance characteristics at design conditions; catalog
cuts showing dimensions, performance data, electrical requirements, compliance with standards as
stated in paragraph CODES, STANDARDS AND REGULATIONS; drawings indicating location and
installation details.
5.2 STORAGE TANK
a. Purchased Vessels (Propane Storage Tanks) shall meet the requirements of ASME Boiler and
Pressure Vessel Code, Section VIII, Division 1 or 2. The design pressure of LPG vessels shall not
be less than the vapor pressure of the stored product at the maximum product design temperature.
The additional pressure resulting from the partial pressure of noncondenable gases in the vapor
space and the hydrostatic head of the product at maximum fill shall be considered. Both a minimum
design temperature and maximum design temperature shall be specified. In determining a maximum
design temperature, consideration shall be give to factors such as ambient temperature, solar input,
and product run down temperature. In determining a minimum design temperature, consideration
shall be give to the factors noted in the preceding sentence as well as the auto refrigeration
temperature of the stored product when it flashes to atmospheric pressure. LPG vessel design shall
consider vacuum effects and be designed accordingly. Low-melting-point materials of construction,
such as aluminum and brass, shall not be used for LPG vessels.
b. Equipment shall be suitable for use with LPG and designed for at least the maximum service
conditions to which it may be subjected. Each LPG tank shall be provided with liquid-level gauging
equipment as described shown below:
1. An independent high-level alarm shall be provided. The alarm shall be set to give the operator
sufficient time to stop the flow before the maximum permissible filling height is exceeded. The
alarm shall be located so that it is audible and visible to the operating personnel controlling the
filling operation. The maximum permissible filling height of an LPG tank shall be set to provide
adequate vapor space to accommodate any thermal expansion that may occur after filling is
completed. The maximum filling height shall be set so that when a tank is filled to the level of the
minimum anticipated storage temperature the thermal expression of the liquid will not cause the
LPG level to exceed 98% of the liquid full level.
2. Level Gauges. Columnar glass level gauges shall not be used. Reflex and see-through level
gauges shall be equipped with a ball check valve or a similar protective device.
