TOMS RIVER When the storm surge from super-
storm Sandyshoved the Kettle Creek into Doug Quinns
home, he waded through waist-deep water to escape in
the middle of the night. Ask him today and hell tell you
that was the easy part.
Nobody ever thought our insurance company and
our government would cheat us, and Im sorry but thats
the way we feel, he said during a news conference ar-
ranged by U.S. Sen. Robert Menendez, D-N.J., and at-
tended by other families with insurance and rebuilding
woes, in the shell of Quinns home. I never thought in a
million years that after two years wed still be out of our
home and take a look around were not even close.
Quinn has been going back and forth with the Feder-
al Emergency Management Agency (for his National
Flood Insurance Program policy payout) and the state
(for disaster aid) for a home that he and his 17-year-old

FREEHOLD Dressed in black from head to toe, a for-
mer volunteer at the Monmouth County Society for the
Prevention of Cruelty to Animals pleaded guilty to ani-
mal cruelty charges that stemmed from the death of
hundreds of birds that were under her care.
Gretchen Rell, 56, of Little Silver accepted a plea
bargain deal Monday in the courtroom of state Superior
Court Judge John R. Tassini that will give her probation
instead of jail time. By accepting the plea, she also
agreed to plead guilty to third-degree animal cruelty
charges.
The conditions of the probation are that she must un-
dergo mental health treatment, serve 30 days of com-
munity service, have no contact with the SPCA and
shall not own, reside with or take into care or custody
any pet.
On the last condition, Assistant Prosecutor Melanie
Falco asked that Rells prohibition from animals be a
