Eagle Scout Rank
Keith Baka was recently awarded the Eagle Scout Rank in a Court
Of Honor held by Boy Scout
Troop 831 at the Waelderhaus in
Kohler. He earned his Eagle Scout
Rank in February after being approved by an Eagle Scout Board
of Review.
Baka planned and led his Eagle project to benefit the citizens
of Kohler by leading his fellow
Scouts to assemble bat houses,
and working with the Village of
Kohler to install them in locations
throughout the community. The
bat houses help to encourage a
healthy bat population, and they
are expected to consume millions
of mosquitoes each summer, providing an environmentally friendly means of pest control to residents. In total, almost 100 hours
were invested in the planning and
execution of the project.
Fifteen-year-old Baka began
Scouting in 2006 with Pack 3831,
also of Kohler, where he earned
the Arrow of Light Award. He is
a Brotherhood member of the Order of the Arrow (OA), Scoutings
honor society, and served the past
year in the leadership position
of Chapter Chief of the Beshkno
Chapter. He is an active member
of the ceremonies team, doing
service for Scouting and the OA
to help usher other Arrowmen
into the various levels of the OA.

Order of the Arrow Conference in
East Lansing, Michigan as well
as the OA National Leadership

SCHOOL LEGAL NOTICE
NOTICE IS HEREBY GIVEN: That pursuant to the Family Educational Right and Privacy Act and State
Statute 118.125(b) and (2)(J), the Kohler School District has designated the following as Directory Data
Information as provided in said Act and Statute:
students name, date and place of birth, participation in officially recognized extracurricular activities, dates
of attendance, awards received, the schools most recently attended by the student, and photograph of the
student. For students attaining junior and senior status after July 1, of the new school year, the students
name and address may be disclosed as directory data. In addition,
directory data of juniors and seniors for the armed forces
will include telephone listings.
Any parent, legal guardian or guardian ad-litem may refuse to permit the designation of the above information
as directory data. In that case, the information will not be disclosed without the prior consent of the parent,
legal guardian or guardian adlitem, except as otherwise allowed by law. Any parent, guardian, or guardian adlitem refusing to have the designated directory data disclosed, must inform the school district within 14 days
to this effect, through written notice to Quynh Trueblood, Superintendent, Kohler School District, 333
Upper Road, Kohler, WI, 53044.
The Kohler School District will release directory data only for news releases of awards, recognitions, honor
roles, printed programs, district web page (Only High School Students), or other pupil information materials.
The name and address of each pupil who reaches junior and senior status after July 1, of the new school
year will be released, upon request, to any educational institution
including branches of the armed forces, unless the School District is informed that this information may not
be released without prior consent. In addition, directory data for the armed forces will include the telephone
listings of students attaining junior and senior status after July 1, of the new school year. Any previous notices
on file with the Kohler School District withholding the disclosing of directory data information are now void.
Children with disabilities procedure
The school district must locate, identify, and evaluate all children with disabilities, including children with
disabilities attending private schools in the school district, regardless of the severity of their disabilities. The
school district has a special education screening program to evaluate all children with suspected disabilities
and are at least three years old.
Upon request, the school district will screen a child who has not graduated high school to determine whether
a special education referral is appropriate. A request may be made by contacting Cindy Payne, Director of
Pupil Services & Special Education.

Open Book and Board of Review
The Village Assessor will be holding an Open Book session at Village
Hall on Monday, August 1 from 3:00 5:00 p.m. To schedule an
appointment with the assessor, please call Associated Appraisal at
1-800-721-4157. Open Book is an opportunity for property owners to
meet with the assessor and examine the records for their property and
discuss how the assessment was made. Time spent discussing your
assessment with the assessor may eliminate the need for a formal
appeal to the Board of Review. At Open book, the assessor is allowed
to make any changes that are necessary to perfect the assessment roll.
The Village of Kohler Board of Review will meet Tuesday, August 23
beginning at 5:00 p.m. Property owners that want to appear before the
Board of Review to appeal their assessment must provide the clerktreasurer with written or oral notice of their intent to file an objection
at least 48 hours before the meeting of the Board. Also, a written and
signed Form of Objection to Property Assessment must be filled out and
filed with the clerk within the first 2 hours of the Boards first scheduled
meeting.
Election Partisan Primary Tuesday, August 9
The Partisan Primary will be held Tuesday, August 9. The polling
place is located in the Kirkpatrick Center at the Kohler Village Hall,
319 Highland Drive, and will be open from 7:00 am to 8:00 pm. Voters
are required to show a photo ID to vote. You must have lived in
the Village of Kohler for 28 days to vote in the Village of Kohler. If you
moved to the Village after July 12, 2016, you will need to vote in your
prior community.
The General Election will be held Tuesday, November 8, 2016.
Do you have the right photo ID for Voting?
These are acceptable for voting purposes and can be unexpired or
expired after the date of the most recent general election:

Certificate of naturalization issued within the last two years
Unexpired Wisconsin driver license or identification card receipt
Photo ID issued by a Wisconsin accredited university or college
containing date of issuance, student signature and expiration date

document proving enrollment.
If you are eligible to vote but dont have a photo ID, you may obtain a
free ID from the Department of Motor Vehicles. Apply for the ID as soon

acceptable forms of proof of identification or upcoming elections,

Absentee Voting
Will you need an Absentee Ballot for the Partisan Primary (August 9) or
the General Election (November 8)? Absentee ballot applications are
available in the Village Clerk/Treasurers Office or online: http://www.
gab.wi.gov (Form GAB-121). Absentee voters are also required to show
a photo ID to vote when voting in the Village Offices. If voting absentee
by mail, a copy of photo ID must be included with the absentee ballot.
Voter Registration
Voter registration is available in the Clerk/Treasurers Office until Friday,
August 5. You can also register on Election Day. All new registrants must
provide a document establishing their proof of residence as part of the
voter registration application. Valid forms of proof of residence must
include the voters name and current address. Examples: current and
valid Wisconsin driver license or identification card; official identification
card or license issued by a WI governmental body; real estate tax bill or
receipt for current year or year preceding the date of the election; college
ID card (must include photo) along with a fee receipt dated within the
last 9 months; gas, electric or telephone service statement for period
commencing no earlier than 90 days before the Election; bank statement;
paycheck; check or other document issued by a unit of government.
scooters. Sidewalks are bumpy, but the kids still are not allowed to ride
these in the streets. Also, state statutes prohibit any motorized vehicle
from being operated on the sidewalks. That would include motorized
stand up scooters. For these motorized scooters, this basically leaves
only private property where permission has been granted. Please
understand that the state statutes cannot be changed by Village
ordinance, therefore, we cannot permit someone to operate in violation.
Many of these items are not cheap to purchase. Please be cognizant of
the rules prior to purchasing one for the family.
Backflow preventers are the property of the water customer and the
responsibility lies with the customer for annual testing and maintenance.
The water customer must contract with a licensed tester to perform the
required annual tests. Most local plumbers are certified to test backflow
preventers.
The contractor hired to oversee Kohlers backflow program is the firm of
Aqua Backflow, a national firm located in Elgin, IL specializing in cross
connection control management. Aqua Backflow can be reached at
847-742-2296 with any questions. Your Village of Kohler contact, Brett

All water customers will be contacted by Aqua Backflow at some point
over the next few years to perform a site survey. Inspectors will be
surveying your property to be sure that your water systems are protected
from existing or potential cross connections.
The Kohler Cross Connection Control Program is designed to safeguard
public health. We ask for your cooperation with our program, its
enforcement, and any requests for access or information that come from
Aqua Backflow or Village staff.
Disposable Wipes
Residents are cautioned against flushing disposal wipes down the toilet.
Although many wipes are labeled disposable or flushable, quite often
they clog sewer laterals and mains. The preferred method of disposal is
to bag the wipes and place in your garbage receptacle. During normal
maintenance checks in June, a sanitary sewer main was found to be on
the verge of clogging due to these wipes. Fortunately, the DPW staff was
able to clear this obstruction before a sewer back-up occurred.
Garbage Receptacles
Residents are encouraged to store their garbage receptacles in discrete
locations. Ideally they should be stored in a garage. Other suitable
areas include side/back yards, or any other area screened from public
view. Please be reminded that all containers must be stored with the lids
securely closed and away from any heat source (grill).
Holiday Garbage Pick-up
When a holiday falls on a Monday, all garbage pick-ups will be one
day later than scheduled. For example, Labor Day falls on Monday,
September 5; therefore garbage pick-up for that week will be on
Wednesday, September 7th.
Brush Pick-up
The Village crew picks up brush and tree branches that can be run
through a chipper on Tuesdays (with the exception of Holiday schedule).
The material must be in 4-foot lengths, maximum 6-inch diameter and
piled neatly at the curb. No thorny material or material with root balls is
allowed. Thorny material, root balls and all loose and leafy material must
go in the yard waste cart. Curbside leaf collection is in the fall only.
Rummage or Yard Sale Signs
Please be advised that only one Yard or Rummage Sale sign is allowed
per property; the sign must be located on sale property. Signs located
on/in cars on street right-of-ways are prohibited.
Fire Hydrant Flushing and Water Valve Exercising
During the months of August and September, the Village Public Works
Department will be exercising water valves. The Department will also be
performing maintenance on fire hydrants and flushing the mains. The
work will be performed Monday through Thursday. Residents should
be aware that there will be periods of cloudy and discolored water as
sediment and mineral deposits in the water mains are disturbed.
Noxious Weeds/Grass Length
According to Village Ordinance 8.24, it is the duty of every homeowner
to destroy all noxious weeds on their property before they go to seed.
Examples of noxious weeds are Canadian thistle, English charlock, wild
mustard, creeping jenny, goats beard and cotton-bearing trees. Also,
grass that exceeds nine-inches in height is in violation of this ordinance.
The Village gives five-day notice to the homeowner to mow their grass.
Otherwise, the Village will mow at the homeowners expense.

Play Vehicles
The Wisconsin statutes prohibit play vehicles from being on the
roadways in Wisconsin. These include: skateboards, ripsticks, and

formulate and discuss an emergency plan with your family. A complete
plan includes:
o A clear method of notifying all occupants of an emergency
o Identify escape routes
o A meeting point, outside the home, for all household occupants
o Memorization of emergency numbers and contacts
Ensure the chosen rendezvous point is a location where you will be able
to meet and converse with emergency responders. Special consideration
and planning should be put in place for small children and elderly adults,
as well as comprehension and use of window and door locks and security
devices. Having a plan in place reduces confusion and panic when faced
with an emergency situation, and will aid in providing clear and coherent
communication with responding emergency personnel.
Please remember to keep sources of ignition, and flammable materials,
secured and out of the reach of children. Have a safe and happy summer!
