me. You and your husband have continually harassed your neighbors, violated their right
to the quiet enjoyment of their space and intruded on their privacy. Your inability to

&o if a pest problem does occur, the party that didnDt fulfill their duty to !eep pests out
can be considered the responsible one. Eor e.ample, if roaches or rodents are shoing up
because of left out food items or piles of garbage, this ould be negligence from the
tenant. "hen, the tenant ould be the one responsible for getting an e.terminator and
paying the bill.
