GENERAL TERMS CONDITIONS & INSTRUCTIONS
Applications in prescribed format are invited from eligible candidates for the positions of Junior
Research Fellow (JRF) / Senior Research Fellow (SRF) / Post-Doctoral Fellow (PDF) to work
under the positions in "SSS-NIRE Bioenergy Promotion Fellowship" at Sardar Swaran Singh
National Institute of Renewable Energy.
Interested Candidates having zeal, motivation and experience in Chemical/ Mechanical/
Agriculture/ Civil/ Biochemical/ Bioenergy/ Energy Science /Environmental Engineering & Allied
Science may apply online and send hard copy of application form to "Director, Sardar Swaran
Singh National Institute of Renewable Energy" (SSS-NIRE), Jalandhar-Kapurthala Road, Wadala
Kalan, Kapurthala-144601, Punjab. Candidates should send signed application attached with
their curriculum vitae (CV), self attested copies of certificates / mark sheets / testimonials
together with their best publication and a passport size photograph. Mention the
advertisement no. 107/4/2011-NIRE/1 and name of the post applied on top of the envelope.
This is a rolling advertisement and hence do not have any last date for receipt of applications.
However applications received till 29-08-2014 will be considered for the first round of written
test/ presentation / interview. Information regarding the next round of written test/
presentation / interview shall be provided on the institute website. No TA/DA will be paid to
attend the written test/ presentation / interview. The detail of of JRF/SRF/PDF positions is given
below.

INSTRUCTIONS
The candidates should carefully read these instructions before submitting their application:

1. Only bonafide Indian citizens, residing in India are eligible for the award of Research Fellowship.
2. The candidate must furnish about 500 words abstract of the R&D works he/she plans to pursue
at the Institute and the name of the equipment facilities required for the purpose.
3. Misrepresentation or hiding of facts, canvassing in any form shall lead to disqualification/
termination. No interim enquiries will be attended by the Institute.
4. The decision of Competent Authority, SSS-NIRE on all matters related to posts, selection,
recommendation etc. shall be final and the number of posts, with respect to positions of
JRF/SRF/PDF, may be increased or decreased, as per requirement in the Institute. Any
correspondence in this matter will not be entertained.
5. The selected candidates have the bindings at the Institute only.
6. The upper age limit is relaxed up to 5 years in the case of candidates belonging to SC/ST/PH and
OBC(NCL) applicants as per Govt. of India rules and regulations. Physically handicapped
candidates should produce the medical certificate issued from the Govt. Hospital / medical
board as the case may be in support of his/her claim.
7. The Signed application must include curriculum vitae (CV), self attested copies of certificates /
mark sheets / testimonials together with their best publication and a passport size photograph.

8. Applicants must send the hard copy of complete application through Speed Post/Registered

9. TA/DA or any claim whatsoever will not be reimbursed / paid to candidate to attend the written
test/presentation/interview.
10. All disputes on the subject matter will be within the jurisdiction of courts at Kapurthala, Punjab.
11. The date of written test/ presentation / interview will be intimated to the candidate by e-mail
only. So candidates are instructed to mention their e-mail id/id's carefully in application form.

PROCEDURE FOR SUBMITTING APPLICATIONS:

The applications submitted by candidates (online and hard copy) till 29-08-2014, will be
considered for the first round of written test/ presentation / interview. The date of written test/
presentation/ interview will be intimated to the candidate by e-mail only. The date for the next
round of written test/ presentation / interview will be published on institute website. Applicants
are required to submit their completed application by Speed/Registered post, prescribing

SERVICE CONDITION RULES OF JRF/SRF/PDF OF SSS-NIRE
1. Introduction
Sardar Swaran Singh National Institute of Renewable Energy(SSS-NIRE), an autonomous
Institute of the Ministry of New and Renewable Energy initiated SSS-NIRE Bio-Energy
Promotion Fellowship to promote research activities in Bio-Energy and to attract competent
researchers in this field under JRF/SRF/PDF programme in the field of Bio-Energy. The broad
spectrum of Bio-Energy covers Biomass assessment & management, biomass characterization,
Biomass conversion technologies (gasification, combustion, pyrolysis,) Solid waste/state
biomethanation, Liquid biofuels (biodiesel, bioethanol, bio-oils, green diesel), Algal biomass
production, Biohydrogen production, Solid waste treatment & management, Life cycle
analysis/assessment of bioenergy system, 1

2. General
2.1. SSS-NIRE under Bio-Energy Promotion Fellowship scheme provide Research Fellowships to
bright and enthusiastic young men and women for research under the expert guidance of
scientists working at SSS-NIRE in the various fields of Bio-Energy.

2.2. The SSS-NIRE Bio-Energy Promotion Fellowships are tenable in India. Only bonafide Indian
citizens, residing in India are eligible for the award of research Fellowship. The programme is
aimed at National Human Resource Development in the area of Bio-Energy.

2.3 The award of SSS-NIRE Bio-Energy Promotion Fellowship is temporary for a fixed tenure and
does not imply any assurance or guarantee for subsequent employment by SSS-NIRE to the
beneficiary. The authority to award / terminate Fellowship and relax any of the conditions vests
with the Director, SSS-NIRE. The awardees shall not lay claim to permanent absorption in SSS-
NIRE, after the expiry of Fellowship.

2.4. The selection rules, amount of fellowship, etc. will be governed as per DST guidelines
(adopted by MNRE) and guidelines as amended from time to time.

3. Subject of Research
Preference is given to a subject / topic of research relevant to the research programmes of SSS-
NIRE and importance in Bio-Energy areas.







4. Junior Research Fellowship (JRF) under SSS-NIRE Bio-Energy Promotion Fellowship

4.1 Essential Qualifications:

Candidates must either have 60% marks or equivalent CGPA in B.E./B.Tech. (degree in Chem.
Engg., Mech. Engg., Agri. Engg., Civil Engg., Biochem. Engg., Energy Engg., Environmental and
allied engineering subjects or must have 60% marks in M.Sc.( Chemistry, Biochemistry,
Biotechnology, microbiology and allied science subjects) and GATE/NET qualification as
applicable.

4.2 Age Limit:

The upper age limit for JRF shall be 28 years, which is relaxed upto 5 years in the case of
candidates belonging to Schedule Castes/Schedule Tribes, Physically Handicapped and
OBC(NCL) applicants as per Govt. of India rules & regulations.

4.3 Tenure:

JRF will be tenable initially for a period of two years. The term is extendable for one more year
on the basis of assessment of the progress made through publication and if not awarded the
SRF. The combined tenure of JRF & SRF will not exceed more than five years in any case. On
completion of two years as JRF and if the fellow is registered for PhD, the fellowship will be
upgraded to SRF and stipend will be increased for the 3
rd
and subsequent years on the basis of
assessment through interview by an review committee consisting of scientists concerned, Head
of Division and Expert member in the relevant field. Extension of tenure will be purely on the
basis of progress report and recommendation of the review committee.

5. Senior Research Fellowship (SRF) under SSS-NIRE Bio-Energy Promotion Fellowship
5.1 Essential Qualifications:
ME, M.Tech or equivalent degree in Engineering/Technology (Chem. Engg., Mech. Engg., Agri.
Engg., Civil Engg., Biochem. Engg., Bioenergy Engg., Energy Science & Engg., Environmental
Engg., etc.) with minimum 60% marks or MSc, BE, B.Tech with minimum 60% marks and at least
two years of post M.Sc, BE, B.Tech, research experience as evidence from fellowship/
associateship and evidence of published papers in standard refereed journals/patents from
reputed R & D or academic institution.
5.2 Age Limit:
The upper age limit for SRF shall be 32 years, which may be relaxed upto 5 years in the case of
candidates belonging to Schedule Castes/Schedule Tribes, Physically Handicapped and OBC
(NCL) applicants as per Govt. of India rules & regulations.

5.3 Tenure:
SRF will be given for a period of three years. The term is extendable by one year on the basis of
assessment of the progress made through publications. The combined tenure of JRF and SRF
will not exceed five years. Extension of the tenure will be on receiving the recommendation of
the three member Expert Committee consisting of scientist concerned, Head of the Division and
external expert in the relevant field. The extension of the tenure will be purely on the basis of
progress report and recommendations of review committee. SRF will be terminated from the
date of Ph.D viva-voce or completion of tenure, whichever is earlier.
6. Post Doctoral Fellowship (PDF) under SSS-NIRE Bio-Energy Promotion Fellowship
6.1 Essential Qualifications:
The minimum qualification is Doctorate (Ph.D.) degree or having 3 years research, teaching and
design & development experience after M.E/M.Tech. with published work in peer reviewed
journals (SCI/Engg.)/patents in the field of Renewable Energy or relevant field of science and
engineering.
6.2 Age Limit:
The upper age limit for Post doctoral fellowship / Research Associates shall be 35 years as on
the day on which the application is made. The upper age limit is relaxed up to 5 years in the
case of women scientist, for physically handicapped candidates and candidates belonging to
scheduled castes/tribes and OBC (NCL) candidates as per Govt. of India rules and regulations.
6.3 Tenure:
PDF will be awarded initially for one year. The fellowship can be extended for another two years
(maximum) based on satisfactory performance.
General Conditions - SSS-NIRE Bio-energy Promotion Fellowship.
He/She has to be a full time researcher and submit himself/herself to the disciplinary
regulations of the Institute. Regular attendance of the fellow may be ensured by the
department by keeping an attendance register. In case fellow decided to appear for
competitive examination, he/she would invariable seek permission from the guide and
competent authority. Fellow is not to take any assignment other than related to his/her
approved research programme, paid or unpaid. However, if required, the fellow may be asked
to assist the institute in other activities as assigned by the competent authority. However it
should be ensured that these assignments should not hamper the progress of research work of
the fellow. No fellow shall discontinue his/her fellowship without prior approval of SSS-NIRE. In
case he/she wishes to discontinue the fellowship prior to completion of the tenure on
attainment of original objectives of research, he/she must submit the resignation to SSS-NIRE
through the guide one month in advance indicating specific reasons for not continuing the
fellowship. The research fellow shall keep inform SSS-NIRE about his/her getting the higher
degree if any, submission/acceptance/ publication of any research paper arising out of the
research work done during the tenure of the fellowship. He/She must acknowledge the support
of SSS-NIRE in the publication(s). One copy of each of all the research papers published must be
sent to SSS-NIRE at each stage of manuscript/publication/reprint.

8. Service Conditions:

8.1 Selection: Selection of the fellows would be strictly based on merit and through
open advertisement. Both online and hardcopy application will be considered and
reviewed from time to time as per requirement of the Institute. A committee under the
Chairmanship of Director, SSS-NIRE having subject expert will assess the applicants
through personal interview. Successful applicants will be communicated as per
procedure.

8.2 Tenure: The performance of the fellow will be reviewed through an appropriate
review committee (three members) constituted by the Director of the Institution before
extending the tenure in terms of fellowship tenure. Research Fellow to submit annual
progress report to Guide/Project Incharge/Scientist as per Annexure-I. As far as possible
the External Expert should be the chairman of three members committee. Three
members assessment committee report format is at Annexure-II.

8.2. DA & CCA: JRFs, SRFs and PDFs / RAs will not be entitled to these allowances.

8.3. House Rent Allowance (HRA): All research fellows may be provided hostel
accommodation wherever available and those residing in accommodation provided by
the Institute will not be eligible for drawing HRA. Wherever provision of hostel
accommodation is not possible, HRA may be allowed to all the above categories viz., JRF,
SRF, PDF/RA as per Central Government norms applicable for Kapurthala. The
fellowship amount may be taken as basic for calculating the HRA.

8.4. Medical Benefits: The research fellows (JRF/SRF/PDF) will be entitled for medical
allowances as applicable in the Institute. Medical Allowances will be limited to Fellow
only and not for his/her family members/dependents.

8.5. Leave and other entitlement benefits: The JRF/SRF are eligible only for casual leave
while PDF/RA is entitled to leave as per rules of the host institution. Leave with stipend
not exceeding 30 days for each completed calendar year of tenure may be allowed to
PDF/RA. The leave will be treated as part of the Fellows tenure. During the first year of
Fellowship or any uncompleted year, leave may be granted on pro-rata basis. In case a
Fellow proceeds on leave before termination of Fellowship, he/she must join back
before the expiry of tenure; failing which the tenure will be deemed to have terminated
with effect from the date he/she proceeded on leave. The fact of joining back from leave
should be communicated to SSS-NIRE immediately.

Participation of any of these categories (JRF/SRF/PDF/RA) in any scientific
event/workshops in India or abroad will be treated as on duty and subject to prior
approval of competent authority well in advance. The travel entitlement for
JRF/SRF/PDF/RA for participation in scientific events/ workshops in India will be 2nd AC
by rail. Maternity leave as per Govt. of India instructions issued from time to time would
be available to female candidates in all categories.

8.6. Bonus & Leave Travel Concession: JRF/SRF/PDF will not be entitled to these allowances.

8.7. Retirement Benefits: JRF/SRF/PDF will not be entitled to these benefits.

8.8. Publication/Patent: The results of JRF/SRF/PDF research work may be published in
standard refereed journals at the discretion of the Fellow or his Guide with prior
approval of the Institute. It should be ensured by the fellow that the assistance
provided by the Funding Agency / Institution of Government of India is acknowledged in
all such publications and one copy of the published research papers should be sent to
SSS-NIRE.
Patent: The commercial exploitation of the results and ownership of patent rights
pertaining to investigations concerning the intellectual work of the SSS-NIRE research
fellows/associates will be as follows:-
(i) SSS-NIRE at its own cost may seek the patent rights and/or commercial
exploitation of the results of the intellectual work of the fellow and all
right would vest exclusively with SSS-NIRE.
(ii) All matters concerning ownership of IP and its licensing/exploitation
would be governed by the IP policy defined by the MNRE/SSS-NIRE.

9. Encouragement for pursuing higher degree. Students selected as JRF/SRF may be
encouraged to register for higher degrees.

10. Obligations of JRF/SRF/PDF/RA:
(a) He/ She shall be governed by the disciplinary regulations of the Institute.
(b) The JRF/SRF/PDF/RA must send a detailed Annual progress as per Annexure-I.
(c) The JRF/SRF/PDF/RA must send a detailed consolidated report of the research
work done during the entire period of Fellowship on completion of the
tenure/resignation of the Fellowship as per Annexure-III.
11. Date of Effect. The revision in emoluments and rules come into effect from the date of
approval by the Governing Council of the Institute.
