Central Luzon Link Expressway (CLLEx)

PHASE I (TARLAC-CABANATUAN, NUEVA ECIJA):
Project Description :
Construction of a 4-lane expressway with a total length of 30.7 kms.
CLLEX forms an important lateral (east-west) link of overall high standard highway (or
expressway) network within the 200km radius from Metro Manila.
It diverges from SCTEx at 2.5 km north of Luisita Interchange and traverses flat plain of
Central Luzon in the east-west direction, then ends in Cabanatuan City.
The project will be financed through ODA while the Operation and Maintenance (O & M)
will be under PPP.

Project Objective :
To provide fast, safe, comfortable and reliable means of transport in Region III (Central
Luzon).
To decongest traffic on the Pan-Philippine Highway (Daang Maharlika)
To support the socio-economic development of Regional Growth Pole Cities of Tarlac and
Cabanatuan, thus contributing to the decongestion in Metro Manila.
To form an important lateral (east-west) link for the overall expressway network of
Region III.
To provide faster access from Metro Manila to Cabanatuan City which is the base (or
hub) city for Pacific Ocean Coastal Area Development.

Project Status :
DPWH received the No Objection Letter from JICA on 16 May 2013 and accordingly,
preliminary contract negotiation with the highest ranked consultant was undertaken by
PMO for CLLEX. The BAC for Consultancy Services after a series of deliberations agreed
to award contract to the Joint Venture of Oriental Consultants Co., Ltd, et.al. and the
BAC Resolution was approved by Secretary Rogelio L. Singson last 02 July 2013.
Inundation Analysis Report (Draft Final) was submitted to DPWH on 15 April 2014
10% of the Total Project Cost was utilized for Consultancy Services (Detailed
Engineering) only
On 22nd and 23rd May 2014, a coordination meeting at the project site among DPWH,
RASA, and several government agencies regarding Parcellary Survey was held in
preparation for the Final Resettlement Action Plan.
As of 25 May 2014, actual progress of Detailed Design is 68%

PHASE II (CABANATUAN-SAN JOSE, NUEVA ECIJA):
Project Description :
Construction of a 2-lane expressway with a total length of 35.7 kms.
The project is an extension of CLLEx Phase I and will connect Cabanatuan City to San Jose
City in Nueva Ecija Province.
It will contribute to the development of the regional growth centers in Central and Northern
Luzon areas and also aims to decrease overconcentration in Metro Manila for socio-
economic activities.
It will also provide faster and safer access to Region II.
Project Objective :
This will support development of regional urban centers in Central Luzon and the Pacific
Ocean Coastal Areas in order to decrease overconcentration of socio-economic activities in
Metro Manila.

Tarlac-Pangasinan-La Union Toll Expressway (TPLEX)

Project Description :

Design, financing, construction, operation and maintenance by the private sector of a
88.85 km. expressway from Tarlac City, Tarlac to Rosario, La Union
Project Impact/Objective :

Reduce travel time from Tarlac City to Gerona from 1 hour to 20 mins., 8,000
vehicles per day will be benefited
Reduce travel time from Tarlac City to Paniqui, Tarlac from 1 hour and 10 minutes to
30 minutes vehicles per day will be benefited
Reduce travel time from Tarlac to Rosales from 2 hours to 30 mins., 13,000 travelers
per day will be benefited
Reduce travel time from Tarlac to Rosario from 3.5 hours to 1 hour and will benefit
20,000 travelers per day.
Project Proponent :

The project is funded by Private Infra Dev Corporation (PIDC), as the proponent
through the Build-Transfer-Operate (BTO) Scheme under the BOT Law.
Private Infra Dev Corp. (PIDC), is an all-Filipino consortium led by Rapid
Thoroughfares Inc. (a wholly owned SMC Subsidiary) with DMCI Group, D.M. Wenceslao
& Associates, Inc., R.D. Policarpio Construction Inc., New Kanlaon Construction Inc., J.E.
Manalo and Co. and C.M. Pancho Construction, Inc. as partners

Explanatory Note:
The original project cost submitted by DPWH to NEDA is P17.193. Please see attached
Project Evaluation Report dated 30 May 2007.
The NEDA Board approved per Resolution No. 1 dated Jan. 26, 2010 the cost of P16.882
Billion due to the adoption of Asphalt Concrete Pavement (ACP) instead of the Portland
Cement Concrete Pavement (PCCP) for the project.
The total estimated revised subsidy is P4.794 Billion including ROW will be shouldered
by the GOP while other costs will be shouldered by PIDC.
The total estimated cost of P5.931 Billion and P 0.603 Billion for additional works and
ROW, respectively, is pegged at the P11.594 Billion bid cost, thus the total revised
estimated cost is P18.128 Billion. Moreover, the P5.931 Billion is still subject to
determination of quantities and reasonableness of the cost.
The TPLEX project cost of P11.594 Billion which includes ROW is based on the submitted
bids (Financial Proposal) of PIDC for Phase I with the conditions that, should the volume of
traffic for Phase I or any segment thereof shall have reached Level of Service C (as defined
in the Highway Capacity Manual) as assessed by the DPWH, the proponent should submit
its proposal for the widening of the affected sections, including maintenance and
operations, and the additional toll and Concession Period shall be mutually agreed between
DPWH and proponent prior to the start of the Construction.
In line with this, the TRB Executive Director in his letter dated 08 March 2012,
requested the DPWH to revisit the approved design of the TPLEX to determine if additional
safety features, e.g. a 2+1 road configuration, among others, could be considered to
mitigate the occurrence of road crashes once it becomes operational.
Upon recommendation of the IC in its letter dated 16 January 2013 and after several
discussion and correspondences among DPWH and PIDC, the implementation of the
Ultimate Stage is approved in principle as per letter dated 15 April 2013 of DPWH to PIDC.

Additional Cost Breakdown:

An estimated additional cost of P5.931 Billion is needed for the construction of two (2)
additional lanes (ultimate stage) among others, as shown below:

The implementation of the Ultimate Stage for Sections 1 and 2 includes the construction of
SCTEX-TPLEX Interconnection, entails an additional cost of P5.440 Billion, will not require
any additional cost from the government as PIDC will provide additional capital
requirements, without prejudice to its right to negotiate for an extension of the concession
period which currently stands at 35 years, as provided in the Toll Concession Agreement
(TCA). While, the P491 Million will be shouldered by the government considering the
construction of Carmen East West Diversion Road and relocation of SCTEX Tarlac Toll Plaza
is not included in the original bid.
The revised estimated project cost, implementation schedules, the financing plan, as well
as the financial and economic justifications of the additional cost are being prepared by
PIDC to be reviewed by DPWH. Once the final cost is determined and approved by DPWH, it
will be submitted to NEDA for approval.

REMARKS:
PIDC applied for the issuance of the Toll Operation Permit (TOP) to TRB on 01 October
2013.
October 31, 2013 - PIDC opens to traffic from Tarlac City to Gerona, Tarlac. As a public
service, PIDC opened TPLEX free of charge from October 31, 2013 to January 5, 2014.
December 23, 2013- PIDC opens to traffic from Gerona to Paniqui, Tarlac. As a
public service, PIDC opened TPLEX free of charge from December 23, 2013 to January 17,
2014.
January 06, 2014- PIDC started collection of toll fee for the Tarlac City to Gerona section.
January 18, 2014- PIDC started collection of toll fee for the Tarlac City to Paniqui section
The following Toll Rates, inclusive of VAT, was approved by TRB for implementation starting
on December 5, 2013 at 12:01 A.M. based on the initial toll rates per kilometer for TPLEX
as prescribed in the Toll Concession Agreement. No increase has been factored into the toll
rates due to increase in project cost.
