MESSAGE


The PNP P.A.T.R.O.L Plan 2030 or Peace and Order Agenda for
Transformation and upholding of the Rule-Of-Law, with CODE P
(COMPETENCE, ORGANIZATIONAL DEVELOPMENT, DISCIPLINE, EXCELLENCE,
and PROFESSIONALISM), as its strategic focus is vital in the accomplishment
of the PNPs mission of enforcing the law, preventing and controlling crimes,
maintaining peace and order, and ensuring public safety and internal security
with the active support of the community. This long-term plan leads to the
realization of the PNPs vision to become a highly capable, effective and
credible police service working in partnership with a responsive community
towards the attainment of a safer place to live, work, and do business.

The awarding of the Proficiency Status of the Performance Governance System (PGS) by the
Institute for Solidarity in Asia (ISA) and the National Competitiveness Council (NCC) on September 26,
2012 served both as inspiration and challenge for the PNP to keep moving forward in its journey for real
and lasting transformation.

When I assumed position as PNP Chief, I provided the strategic focus encapsulated under CODE
P (Competence, Organizational Development, Discipline, Excellence and Professionalism) as my
administrations endeavor for the realization of the PNP P.A.T.R.O.L Plan 2030. Strategy refresh as well
as operations reviews were conducted in order to identify the current and emerging challenges which
became our basis in revising our targets, measures and initiatives now reflected in our amended
scorecard.

As we aim to achieve the Institutionalization Status of the PGS, the active participation of every
PNP personnel is encouraged, specifically, in the development of Individual Performance Scorecard (IP
Scorecard) which will serve as the primary monitoring and evaluation mechanism to pursue personnel
performance.

We will continuously enhance the COMPETENCE of each and every Police Officer; we will
undertake necessary ORGANIZATIONAL DEVELOPMENT and restructuring; we will
instill DISCIPLINE within the ranks and ensure strict implementation of command responsibility and
accountability; we will promote culture of EXCELLENCE in the performance of our duties; and
institute PROFESSIONALISM at all levels of the organization.
