Adjournment 52 _____________________________________________________________________________________________ 53 54 TEXT 55 Call to Order 56 Pres Laborte declared the meeting as quorum and started it with a prayer led by the Department 57 of Internal Administration Sec, Mr Mapano. 58 59 Review and Approval of the Previous Minutes 60 Sec Tecson presented the minutes of the previous meeting held 4 July. Some grammatical errors 61 were revised and were noted. The Cabinet, then, unanimously approved the previous minutes. 62 63 New Business 64 Courtesy Call Updates 65 University Library. There is already a plan of improving the libraries which includes the 66 renovation of every floor and the acquisition of some books. This new library already has silent 67 and discussion corners. The databases will also be updated as well as the books. The Director of the 68 University Libraries, Ms Estrella Cabudoy, asked for the help of CSG in promoting the online 69 databases that students can use in research. She also asked for coordination to make an easier system 70 of acquisition of books for the students. 71 Office of the Academic Vice President. The officers who were present during the courtesy call 72 just shared the initiatives of the Department of Academic Affairs (DACA) of CSG and informed the 73 University Academic Vice President, that CSG is already adapting research-based activities. 74 Office of Scholarships and Financial Aid (OSFA). OSFA has an initiative of food subsidies for 75 the scholars but they have lesser budget because most of the scholars already have sponsors. The 76 office does screenings for scholars who will be given food subsidies to give more attention to those 77 scholars without sponsors. CSG will still continue to coordinate with OSFA for this matter. 78 Office of International Cooperation and Networking (OICN). Sec Balarias, imparted the 79 initiatives of the department which includes the creation of an organization for foreign students. 80 There are certain factors that could affect the creation of this, since these students, more often than 81 not, do not have the assurance to graduate in the university because of some personal reasons. But 82 then it was decided that the CSG will keep in touch regarding this matter. In the coming years, the 83 foreign students will have a seat in the Executive Cabinet of CSG. 84 University Treasurer. The University Treasurer, Ms Lennie Kong, suggested some ways/ 85 strategies on how to manage a smooth system of liquidation reports. Some issues were also opened 86 up during the meeting, which includes the XUCPFA case. She also raised the concern about the 87 planned future university IDs which will already be a debit card at the same time. This concern will 88 still be researched and surveyed to the students. 89

KKP Director, Mr Nestor Banuag, 90 highlighted that the priorities of this years partnership with CSG are the Collaborative Service 91 Learning Program, the 2016 National Elections Registration, and Solid Waste Management. The 92 Department of Social Involvement (DSI) of CSG will get updates from KKP from time-to-time. 93 Office of Student Affairs (OSA). During this meeting with OSA Director, Mr Ivanell Subrabas, it 94 was suggested that some initiatives of the Department of Sports and Recreation of CSG can actually 95 be partnered with the Atenista Ako Movement (AAM). One of which is the gathering of cheerers for 96 the upcoming Cagayan de Oro Schools Athletics Association (COSAA) games. The ELECOM of CSG 97 can also be partnered with AAM during the university elections for the next administration. 98 Research and Social Outreach (RSO). In this meeting, it was discussed that the Xavier Youth 99 Agenda of the Department of Research and Statistics (DRS) of CSG will be linked to the researchers of 100 the university. It was also suggested that all the surveys should be conducted at once so that the 101 analyzing of data could be worked on earlier. Furthermore, it was advised that the DRS should have 102 a moderator/adviser in conducting all of their researches. The adviser/moderator can be a faculty 103 member who has taken masteral units in research and statistics. A subsidy will be granted to the 104 Xavier Youth Agenda through RSO. Moreover, it was suggested that the university research 105 guidelines should include slots for CSG, specifically the Department of Academic Affairs, of their 106 own guidelines for research and should be disseminated to the students. 107 Office of the President (OP). During this meeting with the University President, Fr Roberto Yap, 108 three things were highlighted. First, the awareness regarding the PAASCU visit. Some reminders 109 were raised regarding noise and waste around the campus. Second, Fr Yap would want the students 110 to be aware about the revision of the Vision, Mission and Goals of the University which will be 111 launched on 8 September. Third, community service activities; under are the Solid Waste 112 Management, Ecoville, and the reaching out to parochial schools run by the Jesuits (care of DEACOR- 113 Culion Relations). One concern is raised by DOSS Sec Acebedo. She suggested that the Solid Waste 114 Management advocacy should be partnered with the Physical Plant Office (PPO) which is assured by 115 Pres Laborte who said that this advocacy is also promoted by KKP. 116 Governance and Leadership Institute. During this meeting with GLI Director, Dr Dixon Yasay, 117 he suggested that the CSG should cater more concerns and queries from students by making policies 118 which address these concerns. He also suggested having a past CSG presidents congress or 119 gathering in which all the CSG officers can be mentored and guided. Moreover, Dr Yasay wanted to 120 schedule a session with Pres Laborte for the re-aligning and refining of his platform including the 121 strategic plans of per department in CSG. Moreover, he also supported the Barangay Model Congress 122 which is the output of the Governance and Law-Making cluster from the Change Leadership Camp 123 last May 2014. 124 University Registrar. During this meeting, University Registrar, Ms Verna Lago shared her 125 appreciation of the smooth flow of the enrolment this semester. She also wanted to increase the 126 information drive of reminding the students to always check and explore their SLMIS accounts 127 because it has so many features unknown to most students yet. Also, she suggested having a help 128 desk during every enrollment which caters concerns of freshmen, transferees and parents regarding 129

Furthermore, she wanted CSG to 130 disseminate the information that the online application for graduating students is already available. 131 Vice President for Administration. During this meeting, the campus development concerns 132 were raised and discussed. The office appreciated and supported the initiative of maintenance 133 checking by the DSSCD. The office also raised the concern that the DSSCD will only make reports 134 (carbon copy of reports) with recommendations regarding campus development and it will then be 135 catered immediately by the office. Moreover, regarding the wall clocks for each classroom, the office 136 is also planning to purchase the clocks and coordinate with PPO, CISO and CSG for the 137 synchronization of the time and the manpower in putting the clocks in each classroom. It was also 138 suggested that these clocks should have the XU and CSG seals. However, before partnering with PPO 139 for this initiative, the DSSCD should prepare ahead of time a Memorandum of Agreement. 140 Furthermore, the office also shared their initiatives of investing on electronic information boards to 141 lessen the use of tarpaulins and paper. The office also suggested an award on cleanliness inside the 142 campus for the Magis Awards this year and that CSG should also give an incentive for this award. 143 Students Noise Concern 144 Last 9 July, Pres Laborte met with the Students Rights and Welfare (STRAW) Commission, 145 Association of the College of Engineering Students (ACES), and the Philosophy Faculty, Mr Joseph 146 Bibal. The issue of noise and disturbance of classes was discussed and some terms were agreed. Mr 147 Bibal specifically pointed ACES as the council office which he could often notice to be very loud. He 148 suggested that the ACES should be locked down, but because of some corresponding policies, it was 149 decided that ACES will only be deducted on the ranking of college councils. As of the moment, 150 SACDEV and Review and Recognition Committee (RRC) are looking into the revision of the 151 organizations manual as to how these cases should be handled. 152 Sec Neri: Lately nakig-coordinate ko with Supreme Court. Kay sila man gud ang naka-bati sa saba kay 153 sila man gud duol jud sa college councils. So, theyre also planning out man gyud on applying the red card 154 policy. Pwede ra sila ma tap for that case through a memo called Writ of Mandamus. Technically, maka dawat 155 ang any college council ug Writ of Mandamus everytime na saba na kaayo sila. Kanang di na jud ma tolerate 156 na ka-saba. Then, i-propose dayun nato na diha nalang nato i-base ang demerit of points sa each college councils 157 kung unsa na kadaghan ilang Writ of Mandamus na nadawatan. 158 It was agreed upon that this proposal should be raised to SACDEV and RRC whenever CSG gets 159 the chance to have a meeting with them. Moreover, Pres Laborte raised the concern that not only the 160 student leaders were complained to be very noisy, but also the non-student leaders who pass by 161 every classroom that are having classes. He also pointed out that CSG officers and other student 162 leaders, as role models, should also remind the students to maintain silence as they pass by classroom 163 during class hours. 164 Furthermore, it was also decided by the body that the DSSCD should do some measures (i.e. 165 blowing a whistle) whenever the college councils noises are already intolerable. 166 CSG @ 30 Video 167 The video shoot will take place on Sunday, 13 July, at XU. It was scheduled on a Sunday because 168 it is convenient for a video shoot. For those who cannot join the video shoot on Sunday, they will be 169 re-scheduled on the days that will follow depending on the free time of the videographer. The theme 170 is Tatlong Dekada Para Sa Kapwa. 171 Advance Inventory Management System 172 This agendum is skipped because the person-in-charge is not present during the meeting. 173 174
Room 205-207, 2/F Student Center Building, Xavier University-Ateneo de Cagayan, Corrales St., Cagayan de Oro City 9000 Email: csgxu@yahoo.com | Facebook: http://www.facebook.com/CSG.XU | Contact Number: (08822) 72-3116 or (088) 858-3116 local 3305 OFFICE OF THE CABINET SECRETARY Transparency Initiatives 175 Pres Laborte presented some transparency initiatives that are already started in CSG which 176 includes: posting of minutes of meeting publicly; opening of windows during cabinet meetings; 177 releasing cash flow, monthly expense report, and budget allocation per department; releasing of 178 attendance of officers during cabinet meetings. 179 Budget Concerns 180 Regarding the Students Insurance Commission, the XUCPFA Treasurer is still not around but 181 the investigation will still go on. 182 Regarding the number of enrolees and the percentage of the budget that will go to CSG, Sec 183 Banuag is still on the process of coordinating with the Registrars office. He then said that he will ask 184 for the ledgers on 14 July. 185 Pres Laborte then pointed out to the body that each department should always try to minimize 186 the expenses because each project per department already has a fixed budget. He also suggested to 187 DSSCD to go with the proposed income generating project of Fortune, which is the insurance 188 company of the students of Xavier University. 189 Office Supplies Management 190 For the office chairs, DIA is still on the process of planning again in maximizing the remaining 191 budget. 192 The schedule of the new cleaners is already posted. 193 For the Wi-Fi router, DIA is still fixing the username and password for it to work properly. 194 For the printer, Sec Mapano reminded the body that ONLY official documents will be printed 195 here. Personal and academics-related documents are restricted. Bond papers are also limited to office 196 usage only. 197 For the office computer, Mr Ritardo, DIA staff, explained the terms and regulations in using it. 198 He mentioned that there are already two accounts in the computer, one account is for official usage 199 and the other is for personal usage. The first account should only have documents that are related to 200 CSG and there are folders assigned for every department. Moreover, he mentioned that there should 201 be NO files located on the desktop and in the downloads folder and they should all be located in the 202 departments respective folders. Same goes for the second account, there are also folders assigned for 203 each department. All files, may it be downloaded or uploaded, should always be located in each 204 departments respective folders. For everyones convenience, some reminders are already posted on 205 the desktop of each account. 206 For the Wi-Fi usage, DIA strictly implemented that only the Quadrum virate, the Cabinet 207 members, and the Associate Secretaries can have the Wi-Fi password to limit user connectivity. 208 Some reminders were also announced, e.g., T-shirt and Lanyard. 209 HULAGWAY Dos Partnership 210 Hulagway Dos is a photo shoot which promotes HIV/AIDS awareness. In relation to the 211 approved resolutions of Buklod Atenista (care of DEACOR), it was discussed by the body that this 212 activity is a good venue to start this advocacy. This photo shoot is open to anyone but it follows a 213 first-come-first-serve-basis. The participants of this photo shoot will be asked to register and pay 214 350php each (inclusive of makeup and hairdressing) for the photographers and stylists. The photos 215 taken will then be publicized and exhibited in most of the malls around Cagayan de Oro City. The 216 proceeds of this photo shoot will go to Northern Mindanao Advocates. The schedule of the photo 217 shoots will be on: 27 July, 31 August, 14 September, and 21 September until October 2014. The grand 218 exhibit of Hulagway Dos will be on 1 December. The body then suggested that there be a booth 219

The partnership 220 was then unanimously approved by the Cabinet. 221 Le Maste XU Team 222 All Le Maste Congress related operations are on hold because there are still some investigations 223 conducted by OSA and SACDEV before XU will grant the partnership. Also, there was a concern 224 raised by Pres Laborte whether CSG should have a share of the Le Maste Congress income. The body 225 decided to vote upon the decision and there were 8 people who were in favor and there were 3 226 people who were not in favor of having a share of the congresss income. 227 Deadline for Submissions of Output 228 The department secretaries were reminded of the submission of their strategic planning outputs 229 and their 100 days report. These were to be passed tonight to Sec Tecson. Deadline is on 13 July, 5 230 PM. 231 Announcement 232 University-wide General Assembly (GA) and the annual Organizational Trip (OrgTrip) 2014 are 233 both scheduled on 16 July. 234 The oath-taking is scheduled on 19 July at the XU Little Theater, 1 to 5 PM. Members of the 235 Cabinet are encouraged wearing formal attire. The Executive Quadrumvirate is asked to wear 236 Filipino formal attire. 237 Adjournment 238 Having covered all items for discussion, Pres Laborte, formally adjourned the Seventh Cabinet 239 Meeting at 10:18 PM.
