CHILD REPRESENTATIVES Child-Serving Organizations

The National Anti-Poverty Commission Children Basic Sector (NAPC-CBS) is happy to announce that it is now accepting applications to be part of the NAPC Children Sectoral Assembly (NCSA). The Assembly will be held on October 2014 in Metro Manila.
Being part of the NCSA will enable you to take part in the selection of the Sectoral Council which will represent your issues and concerns on poverty alleviation and at the same time ensure the implementation of the Social Reform Agenda (SRA).
NCSA members are also tasked to ensuring that childrens voices are heard in the governments different programs and policies.
As the outgoing Sectoral Representative of the Children Sector in NAPC and in behalf of the NCSA- Technical Working Committee, I would like to personally invite your organization to apply and to help fellow children realize their potentials as relevant stakeholders in the fight against poverty.

The National Children Sectoral Assembly (NCSA) facilitates the formation of the National Children Sectoral Council (NCSC) and the selection of nominees for the position of National Children Sectoral Representative (NCSR).
In the exercise of its powers, the NCSA has the following functions: a. Determine the composition, powers and functions of the NCSA, such as the responsibility of coming up with a consensus on anti-poverty programs, including flagship programs and other issues affecting the sector and to assist the Sectoral Representative in the monitoring of the implementation of the flagship program at the local level; b. Set the qualifications required of each members of the NCSC; c. Establish the process of electing the members of the NCSC, including replacements in cases of vacancies; d. Elect the members of the NCSC which shall not be less than fifteen (15) nor more than twenty-five (25); e. Set the qualifications required of each nominee to the position of Sectoral Representative; f. Establish the process of selecting the nominees to the position of Sectoral Representative; and g. Convene whenever called upon by the Sectoral Council.
The outgoing NCSA, serving as Technical Working Committee (TWC), has adopted the following rules: a. That, the NCSA should be composed of one hundred (100) Children organizations with their corresponding designated representatives of ages ten (10) to fourteen (14) years old; b. That, in order to ensure geographical representation, five (5) slots are reserved per region and 15 slots to organizations with national presence c. That, representatives must be composed of 30% women, including as least one-women nominee as Sectoral Representative; d. That, in order to ensure broad participation, the NCSA shall ensure that organizations representing different ideological, religious, cultural beliefs and practices, as well as different sub- sectoral categories of the children (e.g. street children, Muslim children and IP children, out-of-school children, children with disabilities and children who are abused, neglected, exploited) are represented; e. That, in cases where the target number of representatives in the regional and national level is not reached, the TWC reserves the right to re-allocate slots; and f. That, in absentia representation is not allowed.
Lodging, accommodation and travel for the conduct of the NCSA will be fully provided for by NAPC.

Who can apply?
Children sectoral organizations 1 and Issue-based organizations 2 that are based in the Philippines and have been in existence for at least one (1) year by October 1, 2014 is eligible to apply to be part of the National Anti-Poverty Commission Children Sectoral Assembly (NAPC-NCSA).
Who can represent?
Duly authorized representatives can represent their respective organizations. Official representatives must be: Bona-fide member of the organization they are representing; and Between ten (10) to fourteen (14) years of age by October 1, 2014.
Requirements
The following are required of each applicant-organization: LETTER OF INTENT to apply for the NCSA addressed to: MS. NORISA SABIRIN Sectoral Representative for the Children National Anti-Poverty Commission Filled-out ORGANIZATIONAL PROFILE SHEET Filled-out REPRESENTATIVE PROFILE SHEET PROOF OF LEGAL EXISTENCE from any credible institution such as Securities and Exchance Commission (SEC) registration or LGU or NGA Accreditation (e.g. DSWD, CWC, NYC, NAPC) stating at least one (1) year of existence AND a good track record; and BOARD RESOLUTION or CERTIFICATION that the participant is the duly authorized representative of the organization Approved PARENTS CONSENT FORM for the child representative
Resolutions and certificates must be valid within the date of submission. INCOMPLETE APPLICATIONS WILL NOT BE ENTERTAINED.
1 Child-led organizations whose representative (majority of stake holdes) must be ten (10) to fourteen (14) years of age. 2 Organizations managed by a service provider (NGOs, CSOs and the like) in its intent to help address specific needs or issues of children through project/center based activities and programs.
