About this information product

Purpose

The purpose of this document is to describe the features delivered in the BCR 2.1
release. BCR 2.1 is the first commercial software release of the Alcatel-Lucent 9365
Base Station Router Femto. This release is deployed on the BSR Femto, on the BSR
Gateway Cluster and on the HNMS (Home Network Management System).
Reason for reissue

This document is the first issue for this release.


Intended audience

This document is intended for Alcatel-Lucent customers and functional groups.

Purpose

The Alcatel-Lucent 9365 Base Station Router Femto, or BSR Femto, addresses the
residential market. The BSR Femto provides a 3G access point integrated into a
residential gateway to allow operators to create bundled services in a fixed-mobile
convergence setting.

DRAFT

BCR 2.1 is the first BSR Femto commercial release. The solution is based on a flat IP
architecture using a residential W-CDMA unit coexisting with a DSL gateway. The
BSR Femto unit consolidates the UTRAN functions.

The BSR Femto solution is made up of a group of home BSR units 3G access points
designed for in-building home use plus a small set of core network elements for
interconnection to the legacy 3G core network.
The solution is fully 3GPP compliant. The following figure shows the high level

Overview

The benefits of the BSR Femto solution are multiple, both for the consumer and for
the operator.
Benefits to the consumer

Benefits to the consumer include:

One phone, one bill.


Bundled price plans including discounted or free calls in the home, with no need
for separate bills, accounts, sign-on procedures or a fixed telephone.
Use of standard 3GPP UMTS mobiles: one phone with one number at home and on
the move. A wide range of mobiles is available today.
Multiple simultaneous users in the home.
3G in the home, allowing access to new services above and beyond a 2G solution.
HSPA provides speeds comparable to WiFi. The 3G handset can offer IPTV and
may be connected to other devices such as cameras (for video surveillance), local
PBX (for multiple ringing), and local interphone.
Reduced interference due to use of licensed spectrum, leading to improved voice
quality

Benefits to the operator

Benefits to the operator include:

Fixed-mobile convergence fixed line substitution. 70% of calls are made


indoors, but only 2% of buildings have purpose built indoor coverage.
Bundling with DSL (ISP) allows the operator to be a converged service provider
(MSP + ISP + VoIP) including applications (Triple- or Quad-Play). .
Indoor coverage with low CAPEX the subscriber provides the DSL line. In
addition, indoor QoS is improved while investment in infrastructure is reduced.
Defence against independent VoIP services.
An alternative to cheap at home tariffs which consume macro cell capacity and
leak to an area of a kilometre or more from the home.
Driving UMTS adoption and usage in the macro network boosts enriched
mobile data services such as video telephony and mobile TV.
Enabling scalability to match demand Femto cell coverage is deployed exactly
where and when the consumer needs it. No need to wait for a network rollout of
modified RNCs and SGSNs to relieve bottlenecks.

The BSR Femto is a small, light-weight, self-contained unit for home use, which is

The integrated version of the BSR Femto integrates the standalone 3G BSR Femto

BSR Signalling Gateway

The BSR Signalling Gateway (BSG) mediates signalling between individual BSRs and
the legacy peer UMTS network elements. It provides Iu-CS (to 3G-MSC) and Iu-PS
(to SGSN) interfaces. The BSG also provides other services (for example, paging
support).

Interworks between ATM/IP based SS7 transport and IP transport within the cluster

Message distribution within the BSR cluster

A BSR cluster contains one BSG and supports up to 64 000 BSR Femtos (see 64 000
BSR Femto / BSR gateway cluster (p. 9-4).
The same physical network element hosts the BVG, BPG, IPSec router and network
firewall. This network element is the Alcatel-Lucent VPN Firewall Brick. Theses
functions are described below. For the network firewall, see Network firewall
(p. 11-7).
BSR Voice Gateway

The BSR Voice Gateway (BVG) is a functional element in the BSR network solution
for support of the user plane for circuit switched voice and data. The BVG provides a
concentration function for the Iu-CS user plane packets being carried on IP. It performs
port and address translation to enable routing to and from multiple associated BSRs.
BSR Packet Gateway

A BSR Packet Gateway (BPG) acts as a concentrator for the Iu-PS interface for a BSR
cluster, presenting a single IP address towards the SGSN from the virtual RNC
represented by the BSG and BPG. It performs port and Tunnel Endpoint Identifier
(TEID) translation to enable routing to and from the BSRs. Depending on the number
of BSRs in the cluster, several BPGs may be deployed in each BSR cluster.
Firewall and IPSec router

The network firewall protects against malicious attacks and the IPSec router terminates
a secure tunnel to each BSR Femto.
The following traffic passes through the tunnel:

All signalling traffic to and from the operators network elements to provide
security across the managed IP transport network
User plane traffic
OAM traffic

The ALSMS (Alcatel-Lucent Security Management System) provides management for


the Brick product. The rest of the elements included in the BSR Femto architecture
as depicted in the figure above are the optional IuCS Protocol Converter (IPC) and the
standard Authentication, Accounting and Authorisation (AAA) server, Network timing
protocol (NTP) server and ATM switch.
Iu-CS protocol converter

The Iu-CS protocol converter (IPC) is needed only if an ATM based Iu-CS interface to
the core network is required. In this sense it is optional, since the BSG and BVG

The IPC is a functional element in the BSR network solution for support of circuit
switched voice and data. The IPC provides a conversion function to enable a BSR
cluster to be connected to a 3G-MSC using the Iu-CS over ATM interface. One IPC is
required per BSR cluster, that is, per Iu-CS interface.

Alcatel-Lucent 77x0

The Alcatel-Lucent 77x0 is a standard ATM edge router to perform IP over ATM
encapsulation, to enable a BSR cluster to be connected to an SGSN using Iu-PS over
an ATM interface. The 77x0 can also be used to aggregate STM-1 based ATM links
and provide an automatic protection switching function for higher reliability. This
solution can be used on both Iu-CS and Iu-PS interfaces on the ATM links from the
3G MSC and SGSN.
Any ATM edge router that supports RFC 2684 can perform these functions. The
Alcatel-Lucent 7710 SR or 7750 SR products can meet this need. These products have
a specific management solution in BCR 2.1.
Authentication, Accounting and Authorisation server

The AAA server is a standard AAA server with specific BSR Femto software. The
AAA server provides the BSR Femto authentication function for the BSR cluster.
When the BSR Femto requests access to the network, it first creates an IPSec tunnel to
the IPSec router. This then requests the AAA to authenticate the request using a
RADIUS interface to the AAA server.
The AAA must be provisioned with sufficient information to authenticate the Femto,
for example, serial number. In addition, location information can be provided which
allows the AAA server to check whether the BSR Femto is still at the same location.
Other checks are performed by the BSR Femto (for example, based on the RF
environment) to determine whether the location has changed.
The AAA server functionality is provided by the VitalAAA product with a specific
EAP plug-in to authenticate the Home BSR.
Network timing protocol server

the NTP server provides the timing solution for the BSR Femto to keep the internal
oscillator trained to the correct accuracy. The server transmits NTP packets to keep the
BSR Femto synchronized with the network time.

Feature description

This feature supports 3GPP-compliant CS AMR 12.2 kbps speech calls with a standard
UMTS mobile within the BSR Femto coverage area. A call can be made to or from
one UE in the BSR Femto cell.
Each CS voice Radio Access Bearer (RAB) has three RAB sub-flows with respect to
the RAB transport channels. This allows an efficient unequal error protection over the
air interface. Each allocated traffic channel carries a particular bit class according to
the subjective importance of the voice quality.
The CS speech radio bearer supports DTX mode. Silence descriptor (SID) frames are
sent every 160ms during speech pauses.

better coverage at an attractive rate for the 3G home user.

UE obtains service from the macro cell. If no coverage is available, the UE

access control list in the BSR Femto is ignored and the emergency call established.
Prioritised handling for mobile-originated emergency CS voice calls.
The BSR Femto provides geographical information for the location of the BSR
Femto on request for an emergency call, via the RANAP location report procedure.

Feature description

The BSR Femto supports the RANAP location report procedure. This standard
procedure is initiated by the MSC to request the location of a particular UE from the
RNC (that is, in this case, from the BSR Femto).
As the radius of the BSR Femto cell is very small, the location of the Femto BSR and
the UE can be considered coincident. The BSR Femto therefore reports the location of
the Femto cell as the location of the UE.
During auto-configuration the HNMS system provisions the BSR Femto with its
geographical coordinates (latitude and longitude) and cellid. The operator back office
system provides these geographical coordinates to the HNMS. The position information
is reported in fully standardised formats, based on this data.
Possible location formats are:

Geographical coordinates.
Service Area Identifier (SAI). This includes cellid and LAC/RAC.

This location information may be requested to the MSC and reported to a client
application associated with the UE, or by a client within or attached to the core
network. It can also be requested for an emergency call.
Feature benefits

The location of the UE caller can be provided to emergency services to assist in their
response. This service is mandatory in some jurisdictions, such as the United States,
where it is mandated for all mobile voice subscribers.
The feature also allows new value added services to be introduced.

Feature description

The BSR Femto supports the establishment of a PS RAB on either HSDPA or DCH
based on UE capability. If the UE is HSDPA capable, then the PS RAB is established
on HSDPA.
HSDPA access is a service based on a pool of potentially high-throughput downlink
channel resources shared between a group of users. A scheduler in the BSR Femto
serves users based on traffic, channel conditions, UE capability and QoS requirements.
Techniques such as adaptive modulation and hybrid ARQ are introduced.
The BSR Femto supports the following HSDPA-related functions:

HSDPA user plane for HS-DSCH channels and flow control.


HSDPA air interface scheduler providing the requested quality of service
performance.
MAC-hs scheduling.
QPSK and 16 QAM.

The MAC layer of the BSR Femto handles priority control of data flows. MAC-d and
MAC-hs (in the baseband processor) interact to provide proper scheduling and priority
control of data over HSDPA. The MAC-hs scheduler supports multiple MAC-d flows.
The HSDPA scheduler runs every TTI (2 ms).
The BSR Femto supports HSDPA terminals with categories 1 to 12 subject to a peak
data rate. The BSR Femto ensures that the peak HSDPA rate provided to each terminal
will be compatible with their supported category and within the capacity of the
baseband modem.

Purpose

This chapter describes the BSR Femto features that are related to Radio Resource
Management (RRM).
Radio Resource Management

The main task of RRM is to administer the radio connection and radio bearers in order
to provide different types of services. RRM enables efficient use of BSR Femto
resources such as spectrum, power and code space. It also optimises system stability
and provides overload protection.
RRM functions include:

Call admission control.


Establishment, maintenance and release of the RRC connection.
Reconfiguration and release of radio bearers.
Power control.
Overload control.

Feature description

Call admission control admits or denies RRC connection requests based on the number
of Cell DCH UEs currently present in the BSR Femto (maximum of 4) and a Dynamic
Bearer Control (DBC) check. The DBC process is responsible for the rate allocation
for PS services and CS conversational services on DCH and/or HS-DSCH transport
channels, based on baseband processor resource usage. DBC admission control ensures
that the baseband processor resource usage is not exceeded when admitting a new PS
or CS RAB.
The number of UEs and their associated RABs determine the resources used by the
BSR Femto.
The BSR Femto performs the following steps when it receives a new RRC connection
request:
Step 1

Checks that resources to accept a call are available. That is, the maximum number of
users or maximum total data rate has not been reached (depending on their RAB, as
specified in the table in Four simultaneous CS or PS calls (p. 9-2). If there are
enough resources, the call is set up.
Step 2

If resources are insufficient and there are fewer than four ongoing calls, then the new
call is admitted at a lower data rate. This is provided the new call is a PS data call,
which may be downgraded, and is based on the available resources.
The resource limitation may be on the downlink or the uplink or both. If the limitation
is on the downlink DCH data rate then the BSR Femto renegotiates the downlink DCH
rate down and rechecks whether the admission criteria are satisfied. Limitations apply
only to the data rate of downlink DCH bearers, not to HSDPA.
The new PS data call is renegotiated as follows, according to the RABs supported in
BCR 2.1:

uplink and downlink rates down and checks if there are enough resources available.

UL 128 / DL 128 Kbit/s is downgraded to UL 64 / DL 64 Kbit/s.
UL 128 / DL 384 Kbit/s is downgraded to UL 64 / DL 128 Kbit/s.

Step 3

If the previous renegotiation attempt fails or if the new call cannot be downgraded (CS
speech 12.2 or CS data 64/64 or interactive/background 32/32), then the BSR Femto
attempts to reconfigure the existing PS RAB with the highest DL / UL DCH rate and
to set its DL / UL DCH rate to the next lower rate. After successful reconfiguration of
an existing PS RAB, the BSR Femto will retry the new incoming RAB.
Step 4

If there is still no spare capacity in the BSR Femto and the data rate of the existing
calls cannot be negotiated down further, then except for emergency calls, the call is
denied.
Step 5

If there are no existing PS RABs to downgrade and the voice call is an emergency
call, then the BSR Femto pre-empts a CS RAB in the following order:
1. CS data.
2. CS voice (not emergency).

Feature description

The BSR Femto supports idle mode for PS data calls that have been inactive for a
certain period. This allows resources to be freed for ongoing calls.
The diagram below shows the RRC states and state transitions supported in the BSR
Femto:

Idle mode

After power on, the UE stays in idle mode until it transmits a request to establish a
call (RRC Connection Establishment). The UE then moves to Cell DCH where a
dedicated physical channel is allocated in the uplink and downlink.
A user on a PS RAB may move back to the idle state following a period of inactivity.
An inactivity timer in Cell DCH tracks the duration of PS traffic inactivity in the
uplink and downlink direction for all data services on DCH, HS-DSCH and signalling.
The inactivity timer is configurable by the operator. After the timer expires, the BSR
initiates an RRC Connection Release procedure and moves to the idle state.
In the case of a PS + CS call, the BSR may release only the PS signalling and PS
RABs.

Feature description

This feature defines the BSR Femto air interface overload (congestion control)
mechanisms to optimise radio channel use.
The BSR Femto evaluates the RSSI (Received Signal Strength Indicator) and TSSI
(Transmitted Carrier Power)and periodically calculates the uplink and downlink loads
from the RSSI and TSSI values respectively. The loads are compared against
designated thresholds.
If the uplink or downlink load exceeds the threshold, the congestion control mechanism
is triggered to avoid the system becoming unstable.
The congestion control mechanism works by pre-empting existing Radio Access
Bearers (RABs) in the following order until the congestion criteria are no longer
fulfilled:

Interactive / background PS DCH, pre-empting the highest data rate PS DCH. If no


PS DCH are left and the air interface is still congested then CS data is selected.
If no PS data nor CS data are left then CS voice (non emergency) is selected.
Emergency calls are selected last if all other RABs have been pre-empted.

Note that PS on HSDPA is not pre-empted when reaching DL overload criteria.


Feature benefits

Air interface is a scarce resource in W-CDMA systems. Efficient use of the radio
channel optimises the working of the network and the service to BSR Femto users.

Feature description

The BSR Femto supports emergency call with pre-emption. If an emergency call
request is received and the BSR Femto call capacity is fully loaded, the BSR Femto
attempts to free resources to accommodate the call or releases an existing connection
(provided it is not also an emergency call) and establishes the emergency call.
Pre-emption process with dynamic bearer control

If the RAB assignment request is a CS voice with emergency call priority and no radio
resources are available, the BSR attempts to reconfigure the existing PS RAB with the
highest UL DCH rate associated with DL DCH and sets its UL/DL DCH rate to the
next lower UL/DL rate. This is described in topic Dynamic bearer control (p. 5-2).
After successful reconfiguration of an existing PS RAB, the BSR attempts to
accommodate the CS voice call.
If there is no existing PS RAB to downgrade and the voice call is an emergency call,
the BSR pre-empts a CS RAB in the following order:
1. CS data.
2. CS voice (normal call).

Feature description

The BSR Femto provides a power control function to address the following:

For cell coverage, the power control algorithm determines the level of power used
for the common pilot so that reliable service in the coverage area is ensured.
Outer loop power control ensures the performance target for a certain service is
achieved. The performance target is usually defined by the block error rate, which
varies for different services. The BSR Femto uses an algorithm to determine the
target signal-to-noise ratio depending on the radio channel. This target is used by
the inner loop power control as a reference.
Inner loop power control is used in both the downlink and uplink to adjust the
radio link power level to compensate for changes in the radio channels. Inner loop
power control is achieved by co-operation between the BSR Femto and the UE.

The BSR Femto supports the following power control functions:

Downlink power control for dedicated channels.


Downlink power control for common channels.
Uplink power control for dedicated channels.
Uplink power control for common channels.
Power control at radio link establishment.
Downlink RF output overload control.

Feature benefits

Power control of both the uplink and downlink is provided to minimise co-user
interference and to maintain a desirable QoS for every radio link depending on their
class of service, irrespective of radio channel fluctuations. By minimising transmit
power levels, the power control feature also minimises interference levels and
optimises air interface capacity and terminal battery life.

Feature description

The BSR Femto supports Femto cell co-deployment within UMTS and/or GSM macro
network coverage. Cell reselection is supported to and from UMTS macro cells on the
same or different UMTS frequencies, and to and from GSM macro cells.
For cell reselection from the Femto cell, the BSR Femto broadcasts intra-frequency,
inter-frequency and GSM neighbour cells and the associated cell selection / reselection
parameters in SIB11. Neighbour cells are determined by the auto-configuration and
self-configuration and self-optimisation procedures described in BSR Femto
auto-configuration (p. 7-9).
For cell reselection to the Femto cell, the macro cells must broadcast the frequency and
primary scrambling code of the Femto cells with associated cell selection and
reselection parameters.
Two main rules drive cell reselection to and from the Femto cell:

The UE camps on a Femto cell as soon as Femto cell coverage is provided.


The UE camps on the Femto cell, even when macro cell quality is strong or better
than Femto cell quality in a relevant range (such as when the Femto is near a
macro base station)

The mechanisms described below ensure that these rules are adhered to.
3G Macro to and from BSR Femto

The BSR Femto is capable of supporting cell reselection based on the minimum
coverage thresholds (Sintrasearch, Sintersearch, Treselection and offsets). A hysteresis
mechanism ensures that a mobile device in idle mode, moving from the indoor
environment to the immediate outdoor environment, and vice versa, stays attached to
the BSR Femto.

In order to favour cell reselection from the macro cell to the BSR Femto cell as soon
as the BSR Femto cell is considered to be of suitable quality, the UMTS macro cells
broadcast scrambling codes reserved for BSR Femto in the neighbour cell list of
SIB11/12. In order to prioritise the BSR Femto cell for cell reselection, the Qoffset
parameters of the Femto neighbour cells should be set to a very low value for all BSR
Femto neighbour cells. As soon as a UE considers a Femto cell as suitable, it will
reselect to the Femto cell due to the low Qoffset value.

The strategy for outgoing inter/intra-frequency cell reselection from a BSR Femto to a
macro cell is that the UE remains as long as possible on the Femto cell.

Mobility features

The main BSR Femto parameters to control cell reselection toward the macro cell are:

Qqualmin/Qrxlevmin, SintraSearch, Sintersearch, Qhyst1/Qhyst2 and Treselection


for the serving cell (Femto cell). These parameters are broadcast by the BSR Femto
in SIB3 messages.
Qqualmin/Qrxlevmin and Qoffset1/Qoffset2 for the macro neighbour cells. These
are broadcast by the BSR Femto in SIB11 messages.

Based on the cell re-selection parameters, the UE performs cell reselection from the
Femto cell to a macro cell. To ensure the UE stays on the Femto cell as long as
possible, it is recommended to use low Qqualmin/Qrxlevmin values and to use
Qoffset1/Qoffset2 to penalise the macro cell. Then the Treselection timer is used to
ensure that temporary RF fluctuations do not cause cell reselection to the macro cell
network.
2G Macro to and from BSR Femto

The GSM macro cell broadcasts UMTS frequency and scrambling codes reserved for
BSR Femto cells in the UMTS neighbour cell list. In order to prioritise the BSR Femto
cell for cell reselection, the GSM macro network favours the BSR Femto UMTS
neighbour cells by a very low offset value (FDD_Offset). When a UE camps on a
GSM macro cell, it considers a BSR Femto UMTS neighbour cell as suitable, if the
FDD_Qmin and RSCP_min values are fulfilled. That is, the UE must be close enough to
the BSR Femto.
The FDD_Qmin and RSCP_min parameters are expected to be the main tuning parameters
on the GSM system. Alcatel-Lucent recommends that FDD_Qmin and RSCP_min are
broadcast per UMTS BSR Femto on the GSM system.
Feature benefits

As an enhancement to basic idle mode mobility support to end-users, this feature


provides a relative stickiness to the BSR Femto cell that prevents ping-pong effects
between the BSR Femto and the macro layers.

Feature description

The BSR Femto supports blind hard handover from the BSR Femto to a macro 3G cell
(intra-frequency and inter-frequency) for CS calls. The handover to the macro 3G cell
occurs when the Femto cell coverage/signal strength falls below an acceptable level.
Blind handover is the preferred method in case of handover from Femto cell to macro
cell, because it allows the fast mobility procedure execution required by residential
indoor coverage due to round-the-corner effects.
Handover between the BSR Femto and the macro network is performed using the
RANAP relocation procedure (also known as an SRNS relocation UE involved). This
procedure performs a handover of the call between two Iu-CS interfaces on the same
3G-MSC. That is, between two RNCs (BSR Femto and macro RNC). The BSR Femto
monitors the BSR Femto cell quality and level using UE event triggered
intra-frequency measurements (event 2D) with measurement quantities EcNo and RSCP.
This feature assumes that the auto-configuration and self-optimisation functions provide
the information required by the 3G target cell and HO to the BSR Femto Mobility
Management function.
Feature benefits

Service continuity is viewed as a high value feature for the BSR Femto. Dropped calls
when the user leaves the Femto cell coverage area are avoided with the help of
intra-frequency and inter-frequency handover from the BSR Femto to 3G macro cell.

To facilitate this feature the BSR Femto supports:

Feature description

The Femto access restriction solution provided in BCR 2.1 is the baseline for evolving
access restriction rules. It takes the appropriate action to restrict or authorise access,
while avoiding MSC node overload that can be caused by numerous attempts to camp
on the BSR Femto.
In this release, the BSR Femto operates in closed access control mode. In this mode,
only registered UEs are allowed to camp on the cell and establish a call in a Femto
cell. The authorised UEs are kept in the access control list (ACL) stored in the BSR
Femto. The ACL can be updated by the BSR Femto owner or operator. The default
size of the ACL is 16 IMSIs. The operator can set the maximum to 32 IMSIs.
Access control is performed during the Location Area Update (LAU) procedure or the
Routing Area Update (RAU) procedure when attempting to move from the macro cell
to the Femto cell. The LAU is initiated because the Femto cells have a different LA
from the macro cells. The UE identification is made using the IMSI. If the IMSI is not
available, it is fetched by the BSR Femto.
The LAU procedure initiated by a UE is intercepted by the BSR Femto and will be
transmitted to the 3G-MSC only if the UE is authorized, that is, part of the ACL, on
this particular Femto cell. If the UE is not part of the ACL, the Femto cell rejects the
call. An equivalent process occurs for the RAU.
The following cases are possible when a user tries to camp on a BSR Femto cell:

Private and invited users in the ACL will be accepted.


A user that is not in the ACL of the current BSR Femto but is in the ACL of
another BSR Femto of the same LA of the BSR cluster, will not be able to camp
but will not be permanently barred from the LAI in order to get attached to the
other BSR Femto cell. (The BSG stores all the ACLs of the cluster).
An emergency call will be authorised in any BSR Femto cell.
A public user who is not in any ACL of the cluster will be rejected and
permanently barred from the LAI.

This feature enables the BSR Femto business model that the operator wants to apply.

Feature description

The purpose of this feature is to provide the end user with the information that their
terminal is connected to the UMTS network through the BSR Femto. This information
is provided in text in the man-machine interface of the terminal.
The BSR Femto supports a notification solution based on a Mobility Management
(MM) or GPRS Mobility Management (GMM) information message. The solution
relies on the execution of a MM information procedure after a LAU procedure, and a
GMM information procedure after a RAU procedure. LAU or RAU procedures occur
when entering the Femto cell coverage and when leaving the Femto cell coverage. In
any case, the MM information message sent by the MSC and the GMM information
message sent by the SGSN will contain the name of the HPLMN. When entering the
Femto cell coverage, LAU or RAU occurs, followed by the MM or GMM information
procedure. The BSR Femto intercepts the MM Information message and replaces the
full/short network names with provisioned network names (such as Home Network).
On moving out of BSR coverage, the SGSN and/or 3G-MSC needs to update the UE
to show macro layer coverage.

Feature description

The Alcatel-Lucent BSR Femto incorporates configuration and self-optimisation which


does not require intervention by either the end user or the operator.
The BSR Femto is designed to automatically self-configure during installation. The
installation process and autoconfiguration are described below.
1. Purchase & Installation
The user buys a BSR Femto, which includes a hard-coded BSR Femto ID. The
user installs the unit physically and connects main power and a functioning DSL
line.
2. BSR Femto Authentication
Once switched on, with the DSL link running, the BSR Femto creates an
authenticated and secure connection to the local Home Network Manager (HNM).
The BSR Femto transmits its ID and authentication key to the HNM, which
authenticates the BSR Femto and creates a new entry for the user data in its
database. Contacting the HNM and the authentication itself depend on the
hard-coded information in the BSR Femto.
3. User Registration
The operator can offer a secure website to the owner of the BSR Femto to register
the users that are allowed to access their BSR Femto.
4. Autoconfiguration
As a preliminary step of the autoconfiguration, the IT system provides the Wireless
Provisioning System (WPS) element of the Home Network Management System
(HNMS) with user data:
Femto ID
User profile ID
IMSI of the BSR Femto owner
Geographical coordinates of the BSR Femto
Based on operator policy, the HNMS converts the user data received from the IT
system into BSR Femto data and determines the following UMTS engineering
parameters:

CellID (this parameter includes RNCID, allocated to the associated BSG)

Uplink and downlink ARFCN

Initial Primary Scrambling Code (PSC)


Based on macro network topology information and the geographical location of the
BSR Femto, the HNMS determines the mobility configuration:
Initial 3G neighbouring cells
Preselected 3G cell for handover
Initial 2G neighbouring cells
Preselected 2G cell for handover
During the auto-configuration, the BSR Femto loads initial parameters from the HNM,
and determines the following parameters:

Femto PSC Consists in selecting the Femto PSC with the lowest CPICH RSCP or
Ec/No from the range of Femto PSC provided by the HNM.
Max Tx power Based on RSSI measurements and path loss model provided by
HNM, the BSR Femto determines the Max transmit power in order to achieve a
consistent cell range independent of the location within the macro-cell and prevent
unwanted handovers resulting from increased coverage.
Eligible 3G cells for reselection and 3G target cell for handover This is based on
the ranking, by the BSR Femto, of 3G cells provided by HNMS in the initial list
using CPICH RSCP and CPICH Ec/Io measurements. If no initial list is provided
the BSR Femto scans specified UMTS carriers.
Eligible 2G cells for reselection and 2G target cell for handover This is based on
the ranking, by the BSR Femto, of 2G cells provided by HNMS in the initial list
using GSM carrier RSSI measurements. If no initial list is provided the BSR Femto
scans specified GSM carriers.
Eligible 2G cells for reselection and 2G target cell for handover This is based on
the ranking, by the BSR Femto, of 2G cells provided by HNMS in the initial list
using GSM carrier RSSI measurements. If no initial list is provided the BSR Femto
scans specified GSM carriers.

Feature benefits

This feature is a key aspect for the success of the BSR Femto, due to the number of
units that are targeted to be deployed and that can not be operated as current Node Bs.

Feature description

After auto-configuration has been performed, the self-optimisation feature ensures


optimal radio setting of the BSR Femto. This feature includes the following functions:

Performing BSR Femto primary scrambling code (PSC) reselection when the
current BSR Femto PSC becomes sub-optimal. For example, after creation of a
new BSR Femto cell in the neighborhood.
Updating the 3G and 2G macro cell list to improve the UE performance on BSR
Femto-to-macro cell reselection.
Updating the 3G and 2G target cell for handover to the macro network.
Controlling the coverage by optimising the CPICH transmit power.

The BSR Femto performs the following self-optimisation procedures:

The BSR Femto detects whether the selected BSR Femto PSC is of acceptable
quality, based on the TX code power of CS voice. If it is not of acceptable quality,
the BSR Femto will reselect a BSR Femto PSC with the lowest CPICH RSCP to
re-establish the Femto cell.
2. Periodic macro cell list and target cell update.
a. In order to maintain the macro cell list, the BSR Femto periodically measures
the detected neighbour cells to determine whether there are neighbours of
sufficient quality. If not, the BSR Femto performs a full scan of scrambling
codes or GSM frequencies to identify new macro cells in the list of macro cell
frequencies.
b. In order to provide the handover (HO) function with prioritised target cells for
HO, the BSR Femto performs periodic measurement of the detected macro cell
list, and ranks the detected macro cells accordingly.
The BSR scans the Phantom Scrambling Code (PSC) of all the macro cells from
the initial neighbour list during calls, selecting the best X number of macro cells
in terms of CPICH RSCP, where X is a configurable parameter.
Based on the results, the macro cells are ranked and the 2G/3G macro neighbour
list is optimised. The same process is applied to the 2G/3G HO target cells.
When all macro cell PSCs have been scanned once, the BSR will only perform
macro cell PSCs scanning when the CPICH RSCP of Y out of the X number
of macro cells are below a certain MIM defined threshold.

There are two methods of detecting whether the CPICH TX power needs to
increase or decrease:

a. When there are UEs in Cell DCH with active calls established, coverage is
maintained based on the UE measurement of the serving femto cell CPICH
Ec/No.
i. Increase the CPICH TX power if serving Femto cell CPICH Ec/No is less
than the pre-defined threshold or a neighbour cell CPICH Ec/No.
ii. Decrease the CPICH TX power if serving femto cell CPICH Ec/No is greater
than the pre-defined threshold.
b. When there is no UE in cell DCH, coverage is optimised based on RSSI

A copy of the configuration file for the Femto BSR is uploaded and stored in the
HNMS.

Feature description

Using network listening capability, the BSR Femto can autonomously build and
maintain neighbouring lists and target cells for handover. This feature is enabled by a
3G sniffer function available into the BSR Femto. Thanks to this function the BSR
Femto can measure RF received power and interference and decode broadcasted
messages from macro cells for a specified primary scrambling code and DL frequency.
In particular the BSR Femto can decode SIB3 broadcasted messages from the macro
cells, that provide the cell ID of the sniffed macro cell, and enable handover to that
cell.
The network listening feature provides measurements and information to the
auto-configuration and self-optimisation functions.
Feature benefits

The network listening feature simplifies the auto-configuration and self-optimization


processes. It guarantees efficient configuration for an optimal level of performance.

Feature description

This feature allows the BSR Femto to automatically shutdown its power amplifier (PA)
if the DSL link fails.
Without this feature, a DSL link failure would cause the loss of all signalling and user
plane links and other logical links, resulting in the dropping of existing calls and
potentially the isolation of a UE that cannot be paged.
Implementation is based on the Stream Control Transmission Protocol (SCTP)
association to the BSG (or rather, the loss of connectivity to the BSG). When the
SCTPAssoc Admin State/Op State makes the transition from Unlock/Enabled to
Unlock/Disabled, the BSR Femto detects a link failure with the BSG, and performs the
following actions:

Perform Iu release request and RRC connection release procedure.


Release SCTP association with the BSG.
Delete the cell and switch off the PA.

When the PA is off, any UE previously attached to the BSR Femto cell will reselect
the macro layer if visible.
Feature benefits

This feature ensures consistent service and minimises loss of quality if a connectivity
failure occurs between the BSR Femto and the BSR gateways due to an unreliable
DSL line.

Feature description

The BSR Femto uses a Network Address Translation (NAT) device for reuse of IP
addresses. This device performs NAT between the BSR Femto and the IPSec router,
which allows multiple BSR Femtos to share an RNC address.
The IPSec tunnel between the BSR Femto and the IPSec router supports IPSec IKEv2
NAT traversal.
The BSR Femto supports IPsec IKE v2. The IKE protocol is responsible for setting up
the IPsec tunnel, and IKE v2 is required to support NAT traversal.
For NAT traversal the IPSec packets are UDP encapsulated/decapsulated for proper
functioning, as per RFC 3948/RFC 4306. The IPSEC router supports a configurable
value for the UDP port number used in the RFC 4306 procedures. The UDP port
configuration is done via the OAM interface. All BSR clients use the same configured
port number.

Feature description

The BSR Femto determines its location change by monitoring its environment in terms
of backhaul and radio frequency signature. It records these signatures at first
registration and constantly monitors their status. Proprietary algorithms operate on the
signature to determine the location change.
To efficiently detect location change, the BSR Femto supports a proprietary algorithm,
based on a combination of the following, operator configurable, criteria and associated
weights:

Extended cell information

If these criteria are considered in a standalone capacity the result may not be
satisfactory because they may not work at initial detection orrely on network
configuration that may change drastically (new cell planning) or because they can be
circumvented.
IP address range and extended cell information, in particular Mobile Country Code
(MCC) information can be used to provide a guarantee that the BSR Femto is
operating in the correct country, and hence that it is legally permitted to transmit.
If a network configuration change affects a particular criterion, the BSR Femto solution
allows the criterion.to be temporarily disabled

The BSR Femto supports two QoS domains using two DSCP QoS control mechanisms:

DiffServ marking in the inner IP header to support QoS in the central office
network
DiffServ marking in the outer IP header to support QoS in the Managed IP
transport network using a specific port number

The BSR Femto supports DiffServ code point marking on the IP backhaul interface for
UL traffic. The same DSCP value is used on the inner and outer headers of the two
UDP-encapsulated tunnels.
The BSR Femto supports egress processing for each IP packet marked with a dedicated
DSCP.
Diffserv marking at BSR Gateway level

The BSR gateways (BSG, BVG, BPG) support QoS differentiation over the IP
networks by support of Diffserv.
In the central office network: the BSG gives higher priority to signalling traffic over
backhaul traffic in the managed IP network; for user traffic, the DSCP values are set
by the end nodes, for example, based on 3GPP QoS requirements and UMTS QoS
traffic class and the BVG and BPG pass on the DSCP value it receives.
The security gateway includes this DSCP value in the IPsec IP header to be enforced
in the IP backhaul domain.

BSR Femto QoS Architecture

The purpose of this feature is to provide QoS support for 3G traffic over DSL
backhaul. The solution differs according to the version of BSR Femto, standalone or
integrated.
Standalone BSR Femto

In the case of the standalone version, if the operator does not own both mobile and
fixed networks, in order to provide QoS support over DSL network at least SLA
agreement with DSL operator is required.
With SLA agreement, the DSL router can apply a specific QoS to the identified BSR
Femto traffic such as setting up a dedicated PVC. One way to identify BSR Femto
traffic is for the DSL router to dedicate a physical Ethernet port for the BSR Femto.
Without SLA agreement all BSR Femto traffic will be handled as best effort, and
may result in reduced quality of experience under load condition in the last mile of the
DSL link, specifically for CS voice service.
Alternative solutions require BSR Femto capabilities and are covered by this feature:

The BSR Femto uses, within the managed IP transport network, a dedicated
destination port that is understood by the DSL router as the receiving point for
BSR Femto traffic.
The BSR Femto uses IEEE802.1q tagging in the outer Ethernet header to support
QoS in the managed IP transport network.

Either solution can be used and the choice is made through configuration.
Integrated BSR Femto

In the case of the Integrated BSR Femto, the BSR Femto traffic identification is no
longer a concern and the gateway provides dedicated QoS for the 3G BSR Femto
traffic, for example, one dedicated PVC for BSR Femto traffic with Diffserv within the
tunnel.

Feature description

The BSR Femto cluster operates in a mix of secure, trusted and insecure network
elements (NEs). This feature addresses how security is managed within the cluster.
To ensure security of signalling and voice messages between the BSR Femto and the
Mobile Operator Central Office (MOP) network, IPSec tunnels are set up, requiring
Authentication, Authorization and Accounting (AAA) capabilities. The BSR Femto is
the most important NE to authenticate, because its connectivity is not under the control
of the mobile operator.
The BSR Femto uses a dedicated server located in the operator premises to manage
AAA functions, including IPSec tunnel management. The AAA server is a
high-availability system with 1+1 redundancy configuration.
The AAA server is in a secure location at the operators premises. It is used to
authenticate the BSR Femto by means of a security challenge. The AAA contains a
database that holds the mappings between the serial number of the BSR Femto and a
shared secret. A challenge-response exchange occurs between the AAA and the BSR
Femto. A correct response indicates knowledge of the secret.
IP Security (IPSec) provides authentication and encryption of IP packets between
participating devices (BSRs and network elements in the Central Office network) at the
network layer. IPSec uses the ESP protocol (encryption of packets before transmission
across a network), which provides confidentiality to the traffic flow. For
communication between the BSR Femto and the network elements of the MOP, the IP
packets are encrypted only between the BSR and the security gateway, which acts as a
security gateway for the MOP NEs.

Feature description

Management of the BSR Femto is performed using the Home Network Management
System OAM solution (HNMS). The architecture combines the Home Network
Manager (HNM) with the Femto Management System (FMS). The HNM manages
TR-069 based customer premises equipment (CPE), and the FMS is a dedicated
version of the WMS.
Home Network Management System

The HNM is a standard web application for all deployment purposes. The HNM runs
on standard hardware (SUN server) and software (BEA WebLogic Application server,
Sun Solaris operating system, Oracle database), allowing easy deployment in an
operators data centre infrastructure.
Support for standard technologies, such as load balancing and clustering, allows the
HNM to be scaled to meet performance requirements and the most stringent

extrapolation of test results on different reference server configurations with one
specific set of policies and device type object model configuration. Measurements on
the test configurations include the number of Informs, GetParameterValues,
SetParameterValues and FirmwareUpdates that can be supported per second. These
measured values are interpolated and/or extrapolated to other server configurations.

Automatic configuration

The BSR Femto has capabilities in automatic configuration, so that installation is


performed very simply by the end user. The user is only required to apply mains power
and a functioning DSL line. All other aspects of configuration are automatic. See BSR
Femto auto-configuration (p. 7-9) for more information.
Automatic actions include:

After connection to the AAA server for authentication, establishment of an IP


connection from the BSR Femto to the HNMS and BSG..
Authenticating the BSR Femto then connecting to the HNMS/BSG.
Downloading initial parameters, including RF parameters, to the BSR Femto.
Using the UE and its measurement reports as a scanner to learn about the RF
environment around the BSR Femto.
Automatically self-optimising to ensure that the BSR Femto provides a high quality
service while not degrading the performance of the surrounding cells in the
network.

The automatic configuration process is based on the following inputs:

W-CDMA macro layer information provided either by the East-West interface (as
an option) or by CM XML inputs. This information includes the W-CDMA Node B
geographic location in latitude/longitude format and the RF parameters.
The BSR Femto profiles created using WPS.
Consumer information provided by the customer back office database, such as
IMSI, customer name, latitude and longitude, that can be merged in WPS with the
RF and transport inputs.

The auto-configuration process uses this information to generate a configuration file


dedicated to a given BSR Femto. The BSR Femto will use the generated configuration
file for startup and configuration.

Feature description

The Home Network Manager (HNM) is a CPE vendor agnostic system that provides a
multi-vendor management capability based on the DSL Forum TR-069 standard. It is
an intelligent and centralised solution that manages digital home networks. It supports
provisioning and assurance processes for TR-069 based CPEs such as the BSR Femto,
with extensive automation and sophisticated troubleshooting capabilities.
The HNM addresses the operational challenges caused by the growing complexity of
digital home networks that consist of, for example, home gateways, set-top boxes and

Inventory data The HNM stores several types of data for each managed device,
including TR-069 object model data, device metadata configured by the HNM operator
and HNM operational data.
The HNM stores all TR-069 object model data that are passed in the TR-069 Inform
message. This includes device information (Vendor name, OUI, serial number, product
class), the WAN IP address, the Connection Request URL and Connection Request
username/password.
In addition, HNM can be configured to store any selection of supported (standard or
vendor-specific) TR-069 parameters in its cached data records. These contain cached
values of the last known configuration of CPE parameter values.
Device metadata In addition to the TR-069 object model data, the HNM provides
storage for non-TR-069 metadata for the device. This metadata typically contains
information about the state of the device (for example, Activated/Non-activated,

Provisioning

Resource provisioning the HNM supports the addition and updating of device
capabilities through firmware updates, and allows the addition and configuration of
additional object model instances. The HNM supports CPE firmware and software
image management using the standard TR-069 two-stage approach. First, the device is
instructed to download the image file from an HTTP, FTP or TFTP server. Then, the
BSR Femto installs the software, reboots and informs the HNM that the new version is
installed.
Policies The HNM enables policy-based automation of device configuration and
management. A policy is a rule inside the HNM consisitng of a policy trigger and a
policy action, and containing a set of device selection criteria. When the policy trigger
is received from a device that matches the device selection criteria, HNM automatically
schedules a device operation based on the specified profile. A policy continues to run
against targeted devices unless it expires or reaches a failure threshold or retry count
configured in the policy. Policies run only on devices that are currently enabled and
not locked by an operator for manual operation.

Instant triggers are used to evaluate the list of targeted devices immediately. Event

Trouble and alarm management

Notifications and alarms The periodic Inform messages sent by the BSR Femto to
the HNM contain the number of active alarms on the BSR Femto. These messages,
used with the policy and filtering mechanism available on the HNM, inform the
operator of any failed BSR Femtos. The user can then upload, in text format, the list of
active alarms for a given BSR Femto to perform alarm analysis and troubleshooting.

The HNM sends notifications on its northbound interface that can be interpreted as
management alerts by the OSS and converted to the appropriate format. Notifications
are asynchronous messages that the HNM sends to the JMS server when certain events

Security

User authentication The HNM supports a plug-in mechanism that allows changing of
the user authentication module to comply with any specific password rules the operator
might have.
The default authentication plug-in that is initially installed supports the following
capabilities:

Mandatory password changes on first login and when the password is reset by the
Admin user.
A password policy including minimum password length requirements and required
combination of alpha-numeric and special characters.

Operator roles and rights the HNM supports configuration of new operator roles at
run time. New operator roles may include UI operators or NBI users. the HNM
supports configuration of specific access rights for each operator role. The user roles
and rights are implemented in a flat structure.
There are two categories of access rights:

Functional access rights these provide access to a whole class of resources in


HNM.
Data access rights these provide the right to access instances or groups of
resources in the HNM, for example, all devices that have certain characteristics.

Data access rights are only supported for devices. This means that for each role, access
can be limited to a subset of the devices managed by the system based on a device
filter.

each role can be given or denied the right to create, update, delete or view all instances
of these entities.
Operations logging and control

The HNM provides logging capabilities in the database. For every managed device, the
HNM keeps track of all operations that the HNM has performed on that CPE. This is
visible on the HNM GUI and can also be retrieved via the HNM NBI.

Feature description

The HNMS provides integrated fault management support for the BSR Signalling
Gateway (BSG). This is performed through the FMS part of the HNMS solution. On

The HNMS solution provides in-context launch points for the BSG and IPC specific

NSP provides simple, in-context access to tools for each network element. By
right-clicking on an NE or group icon, the user can access a drop-down menu.
This contains both generic tools (such as the alarm manager, which provides list-based
alarm management), and tools which are tailored to the type of NE (for example,
specific EMS tools).
Typically, from the BSG icon, the user can launch the Convero GUI, the LMT and the
CLI interface of the BSG. The user can also access both the active and the passive
BSG independently from the single BSG icon.

Feature description

The HNMS solution includes an optional tool called the Wireless Provisioning System
(WPS) for offline configuration of the Base Station Gateway (BSG) and of the BSR
Femto network elements.
The WPS platform is a high performance Java application. It is a generic engine that
provides a wide range of configuration management and reporting capabilities. The
generic approach of the WPS platform makes it unique in its ability to easily handle
and manage various object models. WPS-based tools automatically inherit the
capabilities of the engine and are therefore primarily characterised by the object model
they manage.
The main purpose of WPS is to provide users with tools to generate XML work orders
which will implement a target configuration on the live network. In the BSR Femto
network, WPS is used to create BSR Femto profiles and to complete the configuration
of the BSR Femto. For BSR Femto profiles, the WPS user can create a library of
profiles that list the majority of the parameters required for the configuration of the
BSR Femto. With the WPS toolset, this library is easily manageable.
For each BSR Femto deployed on the network, the operator must associate a given
BSR Femto profile with specific and unique BSR Femto information, such as the
IMSI, the IP address on the VPN (to be used inside the IPSec tunnel), the BSR cluster
the BSR Femto must be associated with, and the security gateway to be used.
To perform this configuration, WPS can be used as follows:

The back office periodically generates a snapshot of all BSR Femtos, containing all
data managed at back office level (such as the geographical location information in
latitude/longitude/z-coordinate format, serial number of the BSR Femto,
subscribers personal data, IMSI ACL).
The HNMS periodically generates a snapshot of all currently registered BSR
Femtos.
Both snapshots are merged in WPS.
Using native WPS capabilities, the WPS user can retrieve the BSR Femtos that
have not been fully configured (for example, cluster, security gateway or profile is
not defined) and can complete their configuration using bulk update mechanisms.
A work order in CM XML format is generated by WPS and compared to the
HNMS initial snapshot. This work order can be imported into the HNMS using the
WPS-FMS CM XML interface to reflect all BSR Femto creations and updates.

Feature description

This feature is required to provide clock time synchronization and time synchronization
for functions such as security and administration.
The BSR Femto uses Network Timing Protocol (NTP) for time synchronisation
operations. Two NTP servers are used. The synchronization clock needs to be outside
the IPSec tunnel in order to minimise jitter and speed up frequency convergence.
Although this makes it vulnerable to attack, an attack cannot expose any secrets (for
example, by eavesdropping on calls or decoding billing messages). The only type of
attack possible is a denial of service attack.
On the other hand, the Time of Day (ToD) clock is used for security-related functions,
such as the validation of certificates. For this reason, the ToD protocol must be secure,
and is carried within the IPSec tunnel. It presents a much lower load because the
sensitivity is not as great, so that one pair of NTP servers can serve the entire network.
This separation of functionality is the recommended solution and does not add much to
the cost of the network. The synchronization NTP servers could be used for ToD if the
security issues are considered not to be a problem.
The Alcatel-Lucent NTP server is an outdoor, pole-mounted device with a zero
footprint. It provides Stratum 1 timing when locked to a GPS satellite system atomic
clock. An integrated 12-channel GPS receiver tracks every visible satellite to maintain
time accuracy and reliability.
The NTP server uses automatic single satellite tracking mode to maintain Stratum 1
timing accuracy. If the GPS lock is interrupted, the server automatically engages NTP
peer mode with its nearest neighbour. In the unlikely event that both GPS and NTP
neighbours are unreachable, the server enters holdover mode and Stratum 2 accuracy is
maintained using a tightly temperature-controlled OCXO oscillator.

The BSR Femto maintains strict timing accuracy of 100 ppb as defined in the 3GPP
standards for the air interface.

Feature description

Access class barring is a means of reducing incoming traffic in overload situations by


barring the cell for a certain set of access classes. The overload situations that may
lead to the barring of access classes are severe CPU overload or memory overload.
Access class barring applies to users in idle mode only.
There are 16 access classes, each with different priorities:

Access classes 0 to 9 are randomly allocated to standard users. Each user belongs
to one access class, and the users number is on the SIM or U-SIM. These access
classes all have the same priority and should be uniformly distributed among users.
Access class 10 is used by any user when trying to make an emergency call.
Access classes 11 to 15 are allocated to specific users, such as operator staff and
utilities.

This feature is activated and deactivated from a management command. When the
feature is activated, and in case of overload, certain access classes may be barred,
depending on their priority. An access class of a higher priority is only barred when all
access classes of lower priority are barred. Access classes of equal priority are barred
according to a round robin algorithm.

Feature description

This feature allows the handling of congestion caused by a rare event:

A natural disaster, such as an earthquake.


A specific event that leads to high traffic, such as New Years Day.

In these situations, Radio Network Access Restriction (RNAR) supports a subset of the
user population, while other users are barred, that is, they can only initiate emergency
calls. The OAM system tells the BSR Femto the percentage of users to be restricted
and the restriction interval. Based on this, the BSR Femto calculates the number of
access classes to restrict within a restriction interval, and cyclically changes the set of
access classes to be barred automatically, while maintaining the number of access
classes being barred.
Domain Specific Access Control (DSAC) follows the principle described for RNAR,
except that the restriction is applied separately to the PS and CS domains. This
function can be used to handle a lot of emergency calls, while preserving the ability to
send SMS, that is, users can call the emergency services after a natural disaster and
then send SMS to friends and family.
Cell access restriction contains the RNAR information via OAM and cell barring
information. For RNAR, the cell identity IE consists of Virtual SRNC-Id and
BSR-Id. The SRNC identifier is the BSR signalling gateway identifier.
