The Division 12 quarterly meeting was held at the Mt. Pleasant Water Works on
12 July 2014. Lt. Jeffrey M. Prebeck, out new AUXILIARY Liaison Officer
(AUXLO), discussed the Auxiliary Order Management (AOM) system. He would
like to have a receipt for any item above $10.00 (ice, fuel additives, etc). Fuel for
facilities will require a receipt for any amount greater than $75.00. We all would
like to welcome Lt. Prebeck to Charleston. Lt. Prebeck also mentioned that the
USCGC Hamilton will arrive in Charleston on 6 December 2014.

The District is working on a Boot Camp for new members. More information
will be coming later in the year. This should be a great help to all the Flotillas
bringing in new members.
During the Division meeting, Bob Mathewes received his Trident Device. The
total number of Auxiliarists who have received this Device is only 30!
Congratulations Bob. The Fall Division meeting is scheduled for 11 October 2014 at
the Mt. Pleasant Water Works. The Division Change of Watch (COW) is tentatively
scheduled for 10 January 2015. The location has not been determined at this time.
More information will be posted as it becomes available.
Rick Tomlin has transferred into Flotilla 12-08 from 07-04. Rick has already
been on the training patrol held 19 July 2014. We welcome Rick aboard and look
forward to working with him.

VI CE COMMANDERS REPORT
In preparation for the upcoming QE
this fall, we have continued to conduct
training on the water with two-boat drills.
The boat crew trainees have improved on
their skills, and Id like to thank everyone
for their time and effort in making this
possible. While an exact date has not yet
been set, we expect to have another QE in
late-September or early-October for those
who did not have their QE in June.
At this point, I would encourage all
members to double-check their hours and
paperwork to make certain that youre on
track to maintain your qualifications.
We still have upcoming events, such
as the Charleston Pirate Festival, Vessel
Safety Checks and National Lighthouse
Day. Make sure to check the Flotilla
Calendar on a regular basis to remain
informed on upcoming events.

Up-coming Charleston area events:
Charleston Pirate Festival: Sunday, 10 August
2014. Flotilla 12-08 will have a table at the Festival
which will be held at the Maritime Center from
1100 to 1500 hours.
National Lighthouse Day: Thursday, 7 August
2014. This will be held at the Sullivans Island
Lighthouse. Contact William Carter if you need
directions emailed to you.
Coast Guard Day: Will be held at Station
Charleston on Monday, 4 August 2014, from 0900
to 1400 hours. Members from Flotilla 12-08 and
their family have been invited to attend.
If you plan to run for Flotilla Commander or Vice
Flotilla Commander, you should email your Flotilla
Commander your intensions 60 days before the
election in November.
The next Flotilla meeting is scheduled for 13
August 2014 at 1900 hours (7:00 PM) at the Station
Charleston second deck in the Rice Building. We
need to have a good turn out at this meeting so we
can vote on a dues increase. We had only 16 out of 62
members in attendance at the July meeting.

A Message from the Commandant
Together, we share in celebrating the 224th
anniversary of the founding of the Revenue Cutter
Service, the predecessor of the modern Coast Guard.
This is a day we affectionately refer to as "Coast
Guard Day" and the "Coast Guard's Birthday." Over
the past three days, the Vice Commandant and I
spoke to a variety of Coast Guard personnel, families
and members of the American public at events
within our Nation's Capitol, the annual Coast Guard
Festival in Grand Haven, Michigan, and Coast
Guard Headquarters. I also had the privilege of
participating in this morning's boat crew relief at
Station Washington, and embarked in a morning
patrol with the crew aboard a new second generation
Response Boat - Small. During every opportunity,
we emphasized the substantial relevance of our
Service in today's world, and heralded the significant
efforts that our people put forth on a daily basis,
every day of the year, regardless of the weather or
location of the mission. I am continually impressed
and inspired by your dedication to mission execution
and mission support around the world.
Please take this day to remember the distinguished
history of our Coast Guard. Throughout our history,
we have exemplified those tenets I have stressed in
my direction - Service to Nation, Duty to People,
and Commitment to Excellence. This is the most
complex and uncertain environment I have seen in
my 37-year career, and that means the Coast Guard
is more relevant and more valuable than ever before.
My ALCOAST provides greater detail on our past
successes and future challenges relative to this
direction. I also call your attention to the letter from
President Obama in congratulatory observance of
today's anniversary, posted at the link below:

1982: US Coast Guard vessels escorted the nation's first Trident submarine, USS Ohio, into its home port at Naval
Submarine Base Bangor, providing security for the sub's transit. Coast Guard units guided the sub past a Soviet spy
ship and 400 anti-nuclear protesters.

Member Training
Never Stop Learning

July was a strong month for
members to get qualified as
Boat Crew. Joe Fleming
and Paul Berka conducted
two-boat drills on both 19 and 26 July for new crew
candidates and crew re-certification. Huge progress
was noted by everyone taking part. This just goes to
show you that thinking beyond the 12 hour minimum
underway hours will bring much more confidence
and proficiencies with all task.
All Coxswain are required to be checked ride on
a night navigation problem. This problem requires
three legs of night navigation to three defined points
using speed, time and distance. Each leg has to be at
least one-mile long. The boat crews have to dock
both boats while in a side tow, and then transfer the
distressed from the hip to the dock and secure the
vessel. We trained for this in our July drills. Clearly,
Member Training must be more proactive and
sponsor two-boat drills at least twice a year so our
skills are current and sharp. The crews training in
July improved greatly and conducted the missions
very smoothly. We are in hopes of scheduling QE
testing for the remaining new crew candidates, and
at least one crew re-certification in mid-September.
Opportunity for everyone to continue learning is
all around us. We have Webinars for many courses
that are live on-line where you see the instructor and
the instructor sees you. You can ask questions live
where all the other students taking part can hear your
questions, and the instructors answers. It is a very
interactive program. Us old timers used to call this
closed-circuit TV. Everything that I have heard
concerning people taking the webinar classes has
been positive. More details will be forthcoming
soon.
AUXLMS
We also have AUXLMS courses that are shot
pops on each of several very important topics that
we are all required to take. This is required of all
members, and not just those in operations. Under the
New Members section of the website, you will
find a link to the AUXLMS courses.
Also, we expect to have a system in place this
year in Member Training to offer a four-hour
charting course to include search patterns. Were
planning on this coming in the Fall. If you would
like to add more courses and skill training, please

Operations
Joe Fleming, FSO-OP
Operations are going good. Training new boat
crew has all of us working together as a team. We
have four more trainees working on getting ready for
QE in September, so boat crew needing time on the
water for the year need to get on board. OPSFACS re
certifications are running slow as normal. OTO has
all the paper work waiting for a signature.

Finance

The last month has shown no activity against our
budget. The flotilla has had no outstanding bills and
no known expenses. There is some talk of a dues in
crease from District/Division, but we have no details
on this yet. This might have an impact on when the
dues invoices go out. As always, any questions or

Vessel Examinations

Greetings Members. With just
two more months left in the
boating season, we need to
concentrate our efforts on
Vessel Examinations to ensure the safety of our
recreational boating public. There have been many
requests for VEs from the web site, and we are in
constant need of more examiners to provide
adequate coverage. Qualification as a Vessel
Examiner is very easy, and is without a doubt one of
the most rewarding programs in all the Auxiliary.
We all joined the Auxiliary to serve, and this
particular program puts you in that role, working
directly with the public. Our goal is not to have boats
in the water with stickers, but to have educated and
safety informed boaters on the waterways. With each
inspection we conduct, we provide a vital and
necessary service that directly impacts people and
helps save lives. Please join me in this rewarding and
worthwhile program.
Information Systems

Our Flotilla has now exceeded
5,000 hours!! Roughly 5,300 to
be exact. Id like to say great
job to our members. Ive been
receiving additional 7030s and 7029 forms, so make
sure to keep them coming. When you have some free
time, make sure to double-check your paperwork
from previous months. Even if you have hours
dating back to January, go ahead and submit them to
me so they can be put into AUXDATA. Please feel
free to contact me if you have any questions.
On another issue, it has come to my attention that
some members are having trouble submitting forms
electronically. In particular, the form is blank after
its been emailed. If you find that this is the case, I
would recommend that you print a copy after youve
filled in your info. You can then scan the copy and
email it to me as a PDF. If you dont have a scanner,
just bring your paper copies to the meeting and leave
them with me.
With 2014 more than half-way over, I would also
like to double-check to make sure members are
current on their requirements. I know that we have
members who still need Instructor hours, Program
Visits (myself included), Vessel Exams and Boat
Crew hours in order to maintain their qualifications.
Also, there are members who have workshops which
need to be completed by the end of the year.

Call to order at 1900 by FC Paul Berka. Pledge
of Allegiance was recited by all in attendance.
Introduction of Guests
We have three potential new members this
evening: Rebecca Murphy, Trevor McGee, and
Michael Dudley, who is retired Navy.
BM1 Torres is also a guest. He was an Auxiliary
Liaison in Ft. Lauderdale. He expressed interest in
working with the Auxiliary in Charleston.
Announcements from the Flotilla Commander
FC Paul Berka discussed with the new members
what we do in the Auxiliary. We also discussed the
ODU and uniform procurement/regulations.
Adoption of Minutes
A motion is made, seconded, and passed to
accept the minutes from the June meeting as they
appeared in The Scuttlebutt.
Meeting turned over to VFC
Dwaine discussed the Everbridge number on
how we receive messages. Its a way for Division to
get messages to members. Make sure to look for this
when they call you.
Dwaine also discussed the RBS program, and
mentioned the memorial service held in Lake
Murray for those lost. Although boating injuries are
down nationwide, they have increased in South
Carolina.
A new Vessel Safety Check manual will be
coming out. More information will be posted as it
becomes available.

Finance: Frank Leister: The financial report
has been passed out to the membership. We are in
good shape.
Human Resources: Duncan Hutchinson: We
have two new applicants whose paperwork still
needs signatures. We also have three more potential
new members. The Flotilla Staff Officers need to
think about mentoring and training.
Information Systems: William Carter: Some
members are still having trouble with their forms.
Please contact me if you need any assistance.
Marine Safety: Lt Franklin has been replaced by
Lt. Prebeck. McCarsons replacement is not here yet.
Several members are still in training for this for
MER. The new MST2 will be able to help you learn.
We also had members complete ICS 300
Wolfgang asks if there is a mailing list. Duncan
mentions that there is an email. Robert Blodgett says
that more ICS courses are required before MER
qualification.
Materials: Chuck Chirila: Were still trying to
order more coloring books. The new State regs have
come in.
Member Training: Richard Daniel: We have
two-boat drills coming up for those who want to
practice. I'm also planning on taking my boat out.
There will be another QE this fall. Were going
to try and plan this for September.
Dwaine discusses the importance of ICS and
how it is used across the country.
Navigational Services: Dwaine Harris: We
may decide not to have an ATON patrol this month.

Operations: Joe Fleming: We did patrols on the
4th of July. Paul Berka mentions that it wasn't as
crowded as in previous years.
Two guests mention that they have a boat and jet
ski that could be used as OPFAC. They will need to
be trained and have uniforms.
The D7 Material store is closed. Joe Fleming
suggests the D5 store. Barbara Thibodeaux mentions
the uniform store at the weapons base.
Richard Daniel says an email will be sent out on
the upcoming QE. We will also need crew.
Program Visitation: Peter Axiotis: We will try
to have additional visits as the boating season draws
down.
Public Education: Dwaine Harris: We need to
check the supplies upstairs to see what is needed. We
have 17 sign-ups standing by for ABS.
Old Business
Thanks to everyone who helped with National
Marina Day. The event was a great success, and we
had a great turn-out.
We were going to have a vote to increase dues,
but we have no quorum. We have to take into
consideration the financial requirements at the
District level. Hopefully we will be able to vote on
this in August.
New Business
ABS & Public Education: We have to form a
committee to get an ABS course and we need more
instructors. We may have the buy more manuals. Joe
asks if we can still have them printed at FedEx.
Chuck says it may cost more.
Charleston Pirate Festival: The pirate festival
is coming up. Joe Woodbury has sent info on this.
Make sure to sign up.
National Lighthouse Day: Joe Fleming
mentions that this will be held at Sullivans Island.
We usually have a good turn-out for this.
