1.0 INTRODUCTION " #UR#OSE
This document defnes responsibilities and provides requirements for planning and
carrying out contractor work at Agilent Technologies facilities. The purpose of
these requirements is to minimize or eliminate risk to personnel health & safety
and to the environment. This document contains basic safety information
regarding emergency response procedures for Contractors working at Agilent
Technologies facilities. This document identifes some but not all work practices
and procedures that must be followed to minimize impact to personnel health &
safety and to the environment while working at Agilent Technologies.
All Contractors and !ub"Contractors performing work at Agilent Technologies
facilities are e#pected to comply with these requirements and all applicable laws
and regulations of any governmental entity or sovereign authority that pertain to
environmental health and safety standards and$or work practices. %ailure to
abide by these requirements and applicable environmental health and safety
standards and $or work practices may sub&ect you or your frm to corrective action
that may result in disqualifcation for future consideration of work at Agilent or
termination of any contract agreements with Agilent.

chemical wastes.

REQUIREMENTS
Applicable to both Low Impact and High Impact Contractors.
Agilent Technologies has registered all manufacturing sites to the *!6 <=,,<
4nvironmental 7anagement !ystem based on the Agilent Technologies Corporate
4nvironmental .ealth & !afety 7anagement !ystem. To maintain this
registration sites are required to demonstrate strong commitment to
environmental regulatory compliance resource conservation and pollution
prevention. Contractors are an integral part of this *!6 <=,,< certifcation e>ort.
Therefore Agilent Contractors are e#pected to fully support and cooperate with
these e>orts.

2.0 GENERAL REQUIREMENTS
Applicable to both Low Impact and High Impact Contractors.

The Contractor and !ub"Contractor personnel shall(
4nsure compliance with all applicable laws and regulations of any
governmental entity or sovereign authority that pertain to
environmental health and safety standards and$or work practices.
This would include developing and implementing appropriate &ob"
specifc 4.! programs.
Correct unsafe work practices conditions and regulatory violations
committed by Contractor and !ub"Contractor personnel.
:otify the Agilent 1ro&ect 7anager$.ost of conditions or practices
found on site that could result in serious in&ury property damage or
environmental damage.

*n the event of a medical emergency and when an infrmary clinic or
hospital is not in reasonable pro#imity to an Agilent site the Contractor is
responsible for providing trained frst aid responders and adequate frst aid
supplies per local &urisdiction. The Contractor doesn;t have to have on"site
frst aid capabilities but they must have a process that doesn;t rely on
Agilent.
7any Agilent sites have trained emergency responders who may respond to
medical emergencies. .owever Agilent 4mergency Aesponse Teams may
not be available during all work hours or on weekends and holidays.

All Contractor and !ub"Contractor personnel must know the evacuation
alarm signals emergency evacuation routes and evacuation
assembly$staging areas for their primary work locations. 'hen the building
alarm sounds or notifcation is given all individuals 7B!T evacuate.
2.- In!d&nt R&$ort!n:
All incidents resulting in in&uries that require medical treatment 2i.e. more
than frst aid3 and property damage or Cnear missC incidents that could
have resulted in serious in&ury or property damage must immediately be
reported to the Agilent 1ro&ect 7anager$.ost in writing or via email. A copy
of the completed incident report must be given to the Agilent 1ro&ect
7anager$.ost within =D hours.
2.2 R&$ort o8 InBur!&%
The contractor shall report to the Agilent 1ro&ect 7anager $.ost all work"
related in&uries and illnesses involving Contractor$!ubcontractor workers
that require medical treatment 2i.e. more than frst aid3 as soon as the
Contractor obtains knowledge of such incident.
The Contractor is also responsible for maintaining records of lost time and
restricted time that result from work"related in&uries or illnesses sustained
by its workers or subcontractor workers assigned to work at Agilent. These
records shall be available for inspection upon request by Agilent within the
scope of applicable data privacy regulations.
The Contractor is responsible for immediately notifying the appropriate
regulatory agencies or related governmental entities or sovereign
authorities and$or insurance carrier as required by country or local
&urisdiction of any occupational in&ury or illness involving the
contractor$subcontractor workers. The contractor is further responsible for
completing and submitting any reports or other records required by the
above notifcations.

All serious or potentially serious incidents involving Contractor and
!ubcontractor personnel on Agilent property or those that involve Agilent
employees or property damage will be investigated &ointly by the
Contractor the Agilent 1ro&ect 7anager$.ost and a member of the Agilent
4.! sta> when available.
2.6 H,5,rd R&$ort!n:
Any identifed hazards discovered by the contractor that is beyond their
ability and$or responsibility to f# must be immediately reported to the
Agilent 1ro&ect 7anager$.ost for immediate corrective action.
2.7 E1&r:&n9 E0u!$1&nt A&%%
Access to emergency equipment 2including electrical panels3 must be kept
clear at all times 2e.g. fre e#tinguishers emergency showers $ eyewash
stations alarm pull stations 74AT bo#es A49;s 4AT equipment wheel
chairs etc.3.
4mergency 4quipment must not be removed or relocated without approval
from an Agilent 1ro&ect 7anager.
2.10 InBur9 I33n&%% #r&+&nt!on #ro:r,1 " S,8&t9 #ro:r,1
The contractor shall develop and maintain all appropriate safety programs
or in&ury and illness prevention programs for its workers assigned to Agilent.
!uch programs shall include training that is appropriate to the general type
of work which Contractor;s worker is to perform and shall adhere to all
regulatory requirements.
2.11 S,8&t9 E0u!$1&nt
1rior to commencement of an assignment contractor will assure that
contract and subcontract personnel are outftted with all appropriate
personal protective equipment 21143 that is issued for the specifc person
2e.g. steel"toed shoes and prescription safety glasses with side shields3 and
appropriate Egeneral issueF 114 2e.g. hearing protection and non"
prescription safety glasses3 and 114 for site specifc hazards 2e.g.
respirators and laser eye protection3.
2.1' Corr&t!+& At!on #ro&%%
The Contractor must implement a process to track closure of any corrective
actions identifed as a result of an incident investigation compliance audit
or non"conformance with our 4nvironmental .ealth & !afety 7anagement
!ystem.

Agilent Technologies has a :6 !76G*:H policy for all owned or leased
facilities. !moking is not permitted inside any building or structure near
any building entrances near air intakes or common paths of travel.
!moking is only allowed in designated outdoor E!76G*:H AA4A!F.
2.1* En+!ron1&nt,3 H&,3t< & S,8&t9 Tr,!n!n:
The Contractor is responsible for ensuring all of its employees and
subcontractors have the proper training with regard to environmental
health and safety and are competent to perform their &ob functions at
Agilent work sites. Contractor will participate in any limited training o>ered
by Agilent to ensure that Contractor employees and subcontractors are
familiar with Agilent;s products safety procedures and environmental
requirements etc. The Contractor will make a copy of the content of their
training available to Agilent upon request. Agilent may provide the
Contractor with a copy of Agilent;s training content for comparison
purposes. The Contractor is not allowed to use any material with the
Agilent name or logo unless authorized by Agilent.
Training e#pectations for contractors working at non"B.!. Agilent sites are
covered by the paragraph above and local country regulations. Additional
information on the training e#pectations for contractors working at Agilent
sites in the B.!. are contained in Appendi# 9.

The Contractor must ensure all contractor and subcontract personnel have
the required licenses or permits for the work they perform.

Agilent defned gowning protocol must be followed in areas sensitive to
contamination 2e.g. laboratories biotech labs etc.3.

All tra5c rules must be obeyed while on Agilent properties including stop
signs yield signs parking restrictions pedestrian crosswalks and posted
speed limits.

The Contractor must provide their own tools equipment and vehicles. All
tools and equipment must be clearly label with ownership identifcation.

Acts of physical violence or acts involving threats intimidation
harassment or coercion.
*ntroduction onto Agilent Technologies property of e#plosives frearms
chemicals or other dangerous weapons or devices and the like without
Agilent Technologies prior written permission.

4.0 HAEARD COMMUNICATION
Applicable to High Impact Contractors 2if contractor and$or subcontractors
bring chemicals onto an Agilent !ite or contract employees are working with or in
close pro#imity to chemicals or chemical delivery systems.3

7anager$.ost will pass the EContractor Chemical Bse %ormF to Agilent 4.!
for approval prior to allowing use of the chemical.

The Contractor must maintain !9!;s for chemicals that are used by contract
or subcontract personnel at the &ob site and will maintain a current
inventory of the chemicals they use at the Agilent site. !9!;s must be
accessible upon request.
4.* H,5,rd Co11un!,t!on " R!:<t to Fno? In8or1,t!on E;<,n:&
*nformation on potential e#posure to chemicals must be shared between
Agilent and the Contractor. Agilent 1ro&ect 7anagement and Agilent 4.!
!ta> will work together to identify and share hazard communication
information applicable to contractor activity. The Contractor must
communicate the hazard information to contractor employees and
!ubcontractors. .azard Communication *nformation to include(
!9!s on any chemicals to which workers in the vicinity of the &ob site
may be e#posed
An e#planation of the labeling and$or warning system used to identify
chemicals 2e.g. container labels tank labels pipeline identifcation
system etc.3
*nformation on the chemicals used in specifc types of processes at or
near the &ob site 2e.g. open tanks e#haust ducts storage containers
vessels etc.3
The Contractor must also provide the Agilent 1ro&ect 7anager$.ost with
information on hazardous work performed by the contractor and
subcontractor 2e.g. welding using volatile solvents operating equipment
powered by internal combustion engines ionizing radiation laser beams
etc.3

The Contractor must ensure all containers they use are properly labeled in
compliance with applicable legal requirements.
6.0 En+!ron1&nt,3 R&0u!r&1&nt%
Applicable to High Impact Contractors and any contractor activity that creates
hazardous waste products that cannot be disposed of in regular trash or sanitary
sewer.

Contractors are e#pected to understand and comply with all laws and regulations
of any governmental entity or sovereign authority that pertains to environmental
health and safety standards and work practices applicable to the activities they
perform. Additional requirements specifc to Agilent are listed in sections D.</ D.-.
6.1 H,5,rdou% Cont,!n!n: =u!3d!n: M,t&r!,3%

!ome Agilent facilities may have hazardous containing building materials
2.CJ73 2e.g. asbestos lead based paints polychlorinated biphenyls 21CJs3
Aefractory Ceramic %ibers 2AC%s33 and Agilent recognizes its duty to inform
contractors of any known presence of .CJ7 2sites may be required by
regulation to maintain an asbestos register see appendi# C for site specifc
information3. The Contractor must inform all Contractor and !ub"Contractor
personnel of the presence of .CJ7 in the areas identifed. Contractor and
!ub"Contractor personnel shall avoid disturbing .CJ7 materials on ceiling
pipes boilers or other areas.
Contractors who plan to disturb .CJ7 must inform the Agilent 1ro&ect
7anager$.ost well in advance to ensure proper notifcation is met and
businesses have enough time to plan for potential interruptions. 6nly
persons licensed and trained in .CJ7 operations and maintenance or
removal activities shall perform any work that may disturb or remove
hazardous containing building materials.
*f material is found suspected of containing .CJ7 that has not been
identifed on the site"specifc information a certifed asbestos inspector or
qualifed .CJ7 technician for material other than asbestos must investigate
this material before the suspect material is disturbed.
Aemoval of asbestos"containing Koor tile must follow Agilent 6perations and
7aintenance 1rocedures for working on asbestos"containing Koor coverings.
9amaged asbestos material or debris shall not be disturbed. *f contractor
personnel fnd asbestos"containing materials that have been damaged they
must report it to their supervisor and the Agilent 1ro&ect 7anager$.ost.
.CJ7 materials shall not be used in renovation or new construction on any
Agilent site.
6.' Indoor A!r Qu,3!t9
Jefore beginning activities that will generate odors in or near occupied
areas or building air intakes 2e.g. using paints adhesives combustion
engines or other odor"producing chemicals or processes3 Agilent 1ro&ect
7anagement$.ost must be contacted to pre"plan appropriate controls and
an employee communication plan as appropriate. Lentilation or other
process controls must be provided to prevent the buildup of vapors or gases

The discharge of anything to the storm drain other than rainwater is
prohibited. 6utdoor activities must be reviewed to include plans to prevent
accidental release to the storm drain and contain any unplanned release
2e.g. power washing operations must implement damming and suctioning
of residual3. :ote( many roof drains eventually drain to storm drains.

D,%t&?,t&r D!%$o%,3 / The discharge of any material must be to the
proper drain. Agilent facilities contain drains for sanitary sewage industrial
wastewater treatment and may have facilities for Kammable solvent
collection or other liquid wastes. Activities generating waste liquids must
be pre"planned with Agilent 1ro&ect 7anagement$.ost and Agilent 4.! to
verify the appropriate drain or collection method for waste discharge.
H,5,rdou% D,%t& / The Contractor is responsible for all contractor and
subcontractor purchased chemicals and any hazardous waste generated by
the contractor and subcontractor using their purchased materials in the
ordinary course of their work e.g. left over paint etc. The Contractor is
responsible for the prompt removal from Agilent sites of any such
hazardous waste generated and for following all applicable laws for
disposal. Agilent '1!$4.! is responsible for managing the o>"site transfer
and disposal of the hazardous waste that is hazardous due to Agilent
business processes e.g. removal of contaminated duct work or equipment
etc. *t may be necessary to make &ob or task specifc determinations as to
who EownsF specifc hazardous waste the Contractor or Agilent.
So3!d D,%t& Stor,:&, D!%$o%,3, ,nd R&93!n: / The Contractor
and !ubcontractor personnel are required to sort separate and recycle
recyclable materials while performing work on the Agilent site. The
Contractor and the !ubcontractor personnel will adhere to the following(

All chemical containers must be empty before placing them in any trash
receptacle. 4mpty is defned as having no liquids pastes or large
amounts of residue remaining in the container. *f not empty chemical
container may be required to be disposed of as hazardous waste.
The Contractor must remove chemical containers brought on site by the
Contractor.

!ome Agilent facilities contain process piping process ductwork and
process tools that carry or contain hazardous materials. 9econtamination
and sample verifcation must be completed before the pipes ductwork
and$or process tools are removed from the site unless arrangements have
been made for suitable o>site treatment or disposal.

Agilent 1ro&ect 7anagement$.ost and Agilent 4.! must be notifed
immediately regarding any chemical release to air ground water or storm
drain.
7.0 SAFETY REQUIREMENTS
Applicable to High Impact Contractors and activity creating potential health
and safety concerns for building occupants.
Contractors are e#pected to understand and comply with all applicable laws and
regulations of any governmental entity or sovereign authority that pertain to
environmental health and safety standards and$or work practices applicable to
the activities they perform. These include but are not limited to(
!torage handling and use of Kammable liquids and hazardous materials
!torage handling and use of compressed gas cylinders
1eriodic safety inspections of equipment and work"site housekeeping

compelling reason e#ists requiring the work be conducted on energized
electrical circuits. 4#ceptions are made for testing and calibrating of
equipment that must be operating to be tested or calibrated.

All e#its aisle ways and other walking surfaces must be kept free and clear
of equipment tools materials debris and other tripping or slipping hazards
at all times.
'hen construction activities create a hazard for pedestrians the area must
be barricaded to prevent entry and 94T6BA signs posted to redirect
pedestrian tra5c. Agilent 1ro&ect 7anager$.ost and$or 4.! must review
any plans to block an e#it aisle.
Agilent 1ro&ect 7anagement must approve temporary staging of
construction tools and materials in corridors. Cones or barricades must be
used to isolate any staged equipment and identify the owner of the
equipment.

9ebris and other scrap materials of the &ob must be cleaned up daily and
placed in debris bo#es or other suitable containers for disposal on a regular

Asbestos is a known human carcinogen that has viable substitutes for all construction
applications. Asbestos"containing material is not allowed in any new construction or for

The issue of heath surveillance e#pectations for contractors is sometimes raised in
parallel with 4.!"related training for contractors. Agilent will advise the contractor of
hazards that may e#ist from Agilent operations that may impact contract employees.
Contactor needs to ensure its employees receive the heath surveillance required by
regulation. Contractor is responsible for determining what additional heath surveillance
is needed for its employees and ensuring that health surveillance is received by the
appropriate contract employee.
