International Student Registration Process for 2014-15 SY in


DeKalb County School District

Since May 2014, the DeKalb County School District (DSCD) has been registering all
culturally and linguistically diverse students seeking to enroll in Kindergarten through
12
th
grade at the DeKalb International Welcome Center (DIWC) for the 2014-2015
school year. The DIWC is located at 1701 Mountain Industrial Boulevard in the districts
Administrative and Instructional Complex (AIC) on the far west end of the complex.
Registration is open year round for all students who meet age and residency
requirements seeking to attend the DeKalb County School District. There is no
registration deadline.

The DeKalb International Welcome Centers (DIWC) hours for registration are Monday
through Friday from 8:30 a.m. until 2:00 p.m. Registration tickets are distributed on a
first come first serve basis and up to 60 students can be served each day.

Students who must enroll at DIWC include those:
Whose primary home language is other than English (PHLOTE)
Whose first language is other than American English
Who were born outside the United States
Who have immigrant or refugee status or are non-visa holders
Meet one or more of the above and are transferring from another district within
Georgia or from another state or country

Registration is a multi-step process that involves several steps necessary in order to
accurately assess and place students so that they receive appropriate instructional
services and support. The district provides interpretation services as needed to families
to assist with registration throughout the process for free/no cost. The entire process
takes approximately 2 hours per student. The registration process includes the
following:
Parent or guardian fills out registration paperwork including providing required
immunization records for students
No students are enrolled without providing required immunization records
Student takes two assessments in order to determine accurate grade-level
placement

o Basic math assessment (15 minute timed test)
o English language proficiency assessment (depending on students level of
proficiency the test takes anywhere from 15 minutes to 1.5 hours)
Staff makes grade-level placement determination based on assessment results
and review of any existing prior school documentation
Upon completion of the above steps, staff finalizes registration/enrollment and
assigns student to a school or center at the appropriate grade-level and with the
appropriate language support services.

The district will not deny any students living within the districts boundaries and meeting
age requirements the opportunity to attend school. Additionally, the district shall enroll
immigrant/non-visa holders meeting age and residency requirements and shall not
inquire about their legal status.

The DeKalb County School District is proud to provide educational opportunities to its
culturally and linguistically diverse population. Currently, the districts population has
students from over 170 countries who speak over 140 different languages. The district
has enrolled approximately 20,000 culturally and linguistically diverse students through
DIWC. DIWC registers approximately 2,000 new students per school year.
Approximately 1,000 are registered in the months and weeks prior to the first day of
school and an additional 1,000 are registered on a rolling basis throughout the school
year as new families/students arrive in DeKalb County.
