Terms of Reference for the post of Environmental Scientist and
Environmental Engineer State Environment Impact Assessment Authority (SEIAA), Odisha has been constituted by Govt. of India in exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the Notification of the Ministry of Environment and Forests, number S.O. 1533 (E), dated the 14 th September, 2006. Further, Central Government has constituted the State Expert Appraisal Committee (SEAC) to assist the SEIAA. All projects or activities included as Category B in the Schedule of EIA Notification, 2006, including expansion and modernization of existing projects or activities or change in product mix as specified will require prior Environmental Clearance (EC)from the SEIAA. The SEIAA shall base its decision on the recommendations of SEAC. The SEAC shall screen, scope and appraise projects or activities in category B. The SEAC may inspect any site(s) connected with the project or activity in respect of which the prior Environmental Clearance is sought for. Objectives of the Assignment:- State Environment Impact Assessment Authority (SEIAA) and State Expert Appraisal Committee (SEAC) have to perform statutory functions as envisages in the EIA Notification, 2006. As the Authority does not have any regular employee, the day to day work is being attended by the outsourced staff or staff of other organization on part time basis, as a result, the statutory functions of the Authority are not properly attended. Considering this, it is decided for engagement of one Environmental Scientist and one Environmental Engineer for smooth functioning of the activities in SEIAA and SEAC. Job Description:- Environmental Scientist i) He/she shall scrutinize all the project proposals received by SEIAA for consideration of Environmental clearance. ii) He/she shall place the proposals before the Authority for a decision. iii) He/she shall evaluate the recommendations received from SEAC and appraise the Authority for further orders. iv) He/she shall review the compliance report of EC conditions received from the Project Proponents. If necessary, he/she may be asked to make field visits to verify the compliance status. v) He/she shall have to attend any other duties and responsibilities that would be entrusted by the Authority from time to time. Environmental Engineer i) Environmental Engineershall technically evaluate all the project proposals received from SEIAA. ii) He/she shall place the proposals before the SEACand help the Committee to screen, scope and appraise projects. iii) If necessary, he/she may be asked to make field visits to verify the project sites. iv) He/ She shall assist SEAC in preparation of recommendation of project proposals for Environmental Clearance. v) He/she shall have to attend any other duties and responsibilities that would be entrusted by the SEACfrom time to time. Qualification:- Environmental Scientist The person shall be Post Graduate in Physical/Earth/Environmental Science having work experience for a period of minimum 3 years in related fields. Persons having Ph.D. Degree in related field will be preferred. Environmental Engineer The person shall be BE/B.Tech in Chemical/Civil/ Mining/ Environmental Engineering having work experience of minimum 2 years in related field. Persons having Post Graduation degree in related field will be preferred.
Desirable Skill and Attributes:- 1. He/she must have good knowledge of Environmental Acts and Rules. 2. He/she should have good communication skill. 3. He/she should have sound knowledge of computer application. 4. Experience of working in relevant fields. Terms of Post:- These posts are contractual posts for a period of one year. The Authority has full right to reject applications received. The selected candidates cannot claim for permanent absorption in the State Government/Govt. of Agency after expiry of the period of appointment. No allowances will be paid to the candidates appearing for interview/ selection process. Remuneration:- Rs. 25,000/- per month (consolidation)
