Abstract
Guidelines for regularization of existing eligible casual sweepers and
appointments against future arising vacancies of sweepers in State
PSUs/Boards/AutonomousInstitutionsetc -Orders- Issued. *

ORDER
Currently thereareno settlednormsfor theappointmentsof Casual
Sweepers in State Public Sector Undertakings, Boards, Autonomous
Institutions etc. This has resulted in appointments being made in
differentjvaysandaffectsthescopeof thecasual employeesadversely.
Governmentvideorder read as 2nd paper abovehad takencorrective<
measuresto streamlineanapproachinGovernmentdepartmentsinthe
similarcategory.
2) Governmentafter examining thematter in detail arepleased to
order the introduction of a similar procedure as detailed below to:
streamline the issue in the State Public Sector
Undertakings/Boards/AutonomousInstitutionsetc.
a)Thisorder will beapplicableto all StatePublic Sector Undertakings,,
Boards, AutonomousInstitutionsetc. ;
b)Thecertificationof sweepingareashall bedoneevery fiveyear. The
guidelines regarding the sweeping area are appended as
Annexure-1.
c)Wherethesweepingareaislessthan100sq. mtrs,, acasual sweeper
maybeengagedwithoutcreatingapost.
d)Wherethesweepingareais 100 sq. mtrs or morebutis less than
800sq. mtrs, thepost of apart timecontingent sweeper shall be
createdwiththepriorapproval of Government. *
e)If thesweepingareais800sq. mtrsor abovebutbelow900sq. mtrs,;
thepostof aPartTimeContingent Sweeper shall becreatedandin
additionacasual sweeper may beengaged. If itis900sq. mtrsor
abovebut below 1600 sq. mtrs, 2 posts of Part TimeContingent @
Sweepersmaybecreated. Thesamelogicwill applyif theareaisor
exceeds1600feq. mtrs. I
f)Thecreationjof all suchposts shall bewiththeprior approval of
Government. Proposalsfor creationof suchpostswiththeapproval
of Boardof Directorsshall beforwardedto Governmentwithall the*
requireddetails asinAnnexureII. TheGovernmentareataliberty'
to conduct the reassessment of the sweeping area of any office,
wherever necessary, by the Chief Technical Examiner or such
competent authority as may be fixed by Government. Such
assessmentwill bemadesubjectto theprovisions containedinthe
AnrwYitr tnthisGovernmentOrder.
. g) All casual sweepers except thosementioned in (c-)-above, who are
continuingassuchfor morethan10yearsinoneandthesameoffice,
as onthedateof issueof this order may beregularized intheposts;
of Part Time Contingent Sweeper created as above, with the
approval of Government. Theregularizationwill takeeffectfrom
thedateof issueof thisGovernmentOrder or w.e.f thedateof order
creatingthepostwhichever islater. Suchproposals for creationof
postshall beforwardedto Governmentwiththeresolutionof Board
of Directorsandalso withall therequireddetails.
h) The area assessment shall be carried out from the concerned
Engineer of Public WorksDepartment(Buildings) immediately and*
theconcerned Administrative Department shall issue orders with'
theconcurrenceof FinanceDepartmentonorbefore31.10.2011.
i) Theregularizationwill beaonetimearrangementand henceforth
all appointments shall be carried through the Employment
Exchange by following transparent procedures. Managing
Director's /Chief ExecutiveOfficers of theorganizations shall take
uptheregularizationproposalsalongwiththeproposal for creation
of posts, if requiredwiththeAdministrativeDepartmentconcerned
and the Administrative Department shall issue orders with the*
concurrenceof FinanceDepartmentonorbefore30.11.2011. ~'
j) These guidelines will be applicable to newly created offices also.
The appointments against duly sanctioned post created with the
approval of Government shall be made through Employment
Exchangesonly. However, incaseof delay inmakingsuchpostings,
the vacancies may be filled up for a period of two months by
contract through Kudumbasreein a transparent manner and they
shall be' terminated on@i";--.y persons through-@ Employment@@
Exchanges. Such persons engaged from Kudumbasreeshall not
haveanyclaimsforregularization.
k) Theremunerationof thePartTimeContingentSweepersandCasual
sweepers shall beinconformity withthepay/wagestructureof the1
PSU/Organisation concerned and Government approval shall be'
obtainedinthisregard.
1) Theexpenditure if any, increating the posts and regularizing the
casual sweepers shall be met by the respective concerns and;
Governmentwill notprovideanyfundforthispurpose.

GUIDELINES FOR DETERMINATION OF SWEEPING AREA
1. Sweepingareameanstheaggregateof thefollowing:
i. Carpet area ie. theusable floor area, excluding the area of
terrace, car porch, staircases, lift wells, escalators, ducts,
toilets, airconditionplantroomandelectrical control room.
ii. Areaof car porch, staircase, verandahor corridor, if suchcar
porch, stair case/verandah/corridor is under the exclusive
useof theOfficeinquestion, provided itis usedregularly by
the office staff and /or thegeneral public and if it is to be
swept regularly. Thus for example that portion of thee
staircaseleading to aterracewhich is notused need notbe;
swept, sowill beexcludedfromthesweepingarea.
iii. Toilets used exclusively by the office in question or the
general public visitingsuchanoffice, if itisto bewashedand
cleanedregularly.
iv. If thereis acourtyardattachedto theoffice, then theareaof
thecourtyardactually swept, subjectto theconditionthatthis
shall notexceedonethirdof theaggregateof (i

2. Incasewherecommonareassuchascar porch, staircase, verandah,-
corridor, landingetc aresharedby theofficeinquestionwithother
StateGovernmentor Quasi StateGovernmentoffices/ StatePublic
Sector Undertakings/Boards/Autonomous Institutions only, such
common areas shall be apportioned among thevarious offices in
question, inproportionto thecarpetareaof eachsuchoffice.

3.If the common areas of car porch, staircase, verandah, corridor,
landingetc aresharedwithprivatepremises, thenthatportionof the
commonappurtenantto theofficeinquestionalonewill beincluded
inthesweepingarea, subjectto theconditioninsubpara(iv) of para
1 above.
4.For all offices, thesweepingareawill beassessed, fixedandcertifiedf
by anofficer of thePWD Buildings Division, notbelow therank of:
an Assistant Engineer. A rough sketch of the areaindicating the
correctmeasurementsandcalculationswill bepreparedby theChief
Executive Officer and made available to the Engineer for
certification. The Engineer will certify after due verification with
respectto thestipulationfor thesweepingareaetc. Thecertification
of thesweeping area shall be doneonce in 5 years. All existing
premises will also begotcertified onceagainover thenext1 year.
Theresponsibility for thisshall bewiththeHeadof theOrganisations
inquestion.
5.In case for any particular organization in question, there are
difficulties in applying these guidelines or where further
clarificationis considered necessary in theopinionof the
concerned, tiieCEO/MD/Headof theOrganisationshall.
