maintenance in addition to enforcement had to be "ooked into. *he *raffic Po"ice

Statement of the Problem
1. Mmbai is a city of approAimate"y .;.2! mi""ion peop"e "i6ing in 2!(.( s0 kms. 7t
is a p"ace $ith high "e6e"s of accm"ation and concentration of economic acti6ities@
and has comp"eA spatia" strctres that are spported by transport systems. *he
crrent stats of MmbaiEs traffic and transport cannot satisfy the nmeros
re0irements of rban mobi"ity and great"y impacts rban prodcti6ity to mo6e
peop"e bet$een m"tip"e origins and destinations. 3ack of e0ipment and manpo$er
for enforcement@ eAtreme gro$th in pop"ation and 6ehic"es@ "ack of proper signages
and markings@ on=going constrction $orks@ parking re"ated isses@ need for po"icy
"e6e" changes cop"ed $ith infrastrctre isses and operationa" diffic"ties ha6e
impacted traffic congestion direct"y and indirect"y. *hese ha6e been discssed

Population and Vehicle Growth
2. Population Growth F Pop"ation gro$th in Mmbai in the "ast fe$ decades
has affected in the $estern and eastern sbrbs. *he $estern sbrbs are no$
home to o6er % mi""ion peop"e and the eastern sbrbs hose o6er 2 mi""ion.
Pop"ation gro$th is eApected to go p to !2 mi""ion by ;/!. in the Mmbai
Metropo"itan Region 9MMR:. 7ts repercssions $i"" be more prononced in #reater
Mmbai as the concentration of emp"oyment and acti6ities in this area $i"" contine
to be the nc"es. Pop"ation gro$th impacts open spaces that ear"ier offered
space for 6ehic"es to park. Becase of gro$th in pop"ation@ pedestrian acti6ity has
risen dramatica""y impacting the sage of footpaths and cross$a"ks. 5ootpaths ha6e
been encroached by peop"e@ 6endors and ha$kers and in many p"aces peop"e are
"i6ing on footpaths. &e to this in many p"aces pedestrians are forced to $a"k and
se traffic "anes partia""y or f""y. As the traffic "ane space gets redced the carriage
capacity for 6ehic"e mo6ement is a"so redced and this combined $ith other

8. *raffic congestion is main"y de to the rapid gro$th in motorisation@ $hi"e the
road net$ork has not changed mch in the "ast 2 decades. *his rapid gro$th in
motorisation is srprising despite prob"ems of traffic and parking and can be
eAp"ained by the income gro$th of a high"y aspirationa" pop"ation cop"ed $ith the
eAtreme satration in pb"ic transport. Reg"atory po"icy needs to be in p"ace to

in the Brihan Mmbai.

10. Share of Motorized Trips b Mode F 5ortnate"y Mmbai contines to ha6e

11. Growth in Trip Rates F *he rate of gro$th of motorised trips is
approAimate"y three times the rate of gro$th of pop"ation.
!unctions and Manpower
12. !unctions- There are about 1,238 main traffic junctions in the city. 646 of these
junctions are signalised (Source: MCGM). The process of signalising more junctions
is on-going. About 253 signals are under Area Traffic Control system, a project
initiated through World Bank funding. This has resulted in some reduction in delay
and increase in speed and to some extent has induced changes in driver behaviour for
smooth movement of traffic. However with increasing vehicles on the roads, junctions
have become bottlenecks for traffic movement. Most of the junctions in the island city

operate at v/c> 1.0, a situation of severe congestion and grid lock and are manageable
because of manual intervention by traffic police. At some of the junctions at least two
to five traffic policemen are needed to direct and move the traffic. There is a severe
shortage of manpower. Existing manpower is overburdened to handle traffic at critical
junctions in addition to addressing several other traffic related issues. High speeds,
needless stops and delays, and the conflict of drivers who enter a junction over those
who are trying to exit has created problem. The situation is even worse at junctions
under the flyovers. There is a need for good geometric designs to guide the vehicles
and pedestrians crossing junctions. Sometimes vehicles parked close to junctions
further impact the flow of traffic. Table 2 below summarizes the staff to junction ratio
for Mumbai, Delhi and Kolkata. It can be seen that Mumbai has severe shortage of
manpower to be able to manage the junctions and regulate traffic flow.

1). *raffic enforcement is the most recogni)ab"e and ni6ersa" traffic po"ice
fnction. *o maintain and reg"ate smooth f"o$ of traffic@ certain e0ipment is
necessari"y re0ired by traffic po"ice. Basic e0ipment needed immediate"y is traffic
cones@ ref"ecti6e Dackets@ stee" barricades@ a"coho" detectors@ cranes@ digita" cameras@
he"mets $ith commnication sets and P.A. systems. 3ack of ade0ate and proper
e0ipment cop"ed $ith "imited manpo$er is impacting traffic f"o$. 3ack of
e0ipment and resorces has made the Dob of traffic po"ice to predict and pre=empt
bott"enecks cased by breakdo$ns@ ndesirab"e parking and impaired dri6ing e6en

side creates a nmber of prob"ems. 7t

12. -ncroachment of pa6ements and carriage$ays by peop"e and 6ehic"es in
Mmbai is one of the biggest concerns and has ad6erse"y impacted traffic conditions
to a great eAtent. 7nabi"ity to remo6e encroachments from roads and streets is
casing fre0ent traffic Dams in the city. -ncroachments at "ocations near critica"
Dnctions@ stations areas@ and market areas ha6e trned parts of city into a
nightmare@ gi6en the hea6y 6ehic"ar traffic and congested roads. 7t is a simp"e fact
that encroachments and free=f"o$ of traffic cannot go together. -ncroachment of
garages@ footpaths by ha$kers and commercia" estab"ishments has impacted
pedestrians by forcing them to se the carriage$ay meant for 6ehic"es and ths
increasing congestion.

20. 4hi"e the cost of cars@ fe" and rban "and is not mch different in 6arios
comparab"e cities sch as Bong Cong@ ?e$ Jork or e6en Bangkok@ the price of
parking is mch higher than 7ndian cities. Simi"ar"y@ in Bong Cong and ?e$ Jork@
pricing is market dri6en $ith month"y parking rates for a reser6ed parking space
range from Rs. ./@/// to Rs. ;/@/// for cities "ike Bong Cong and ?e$ Jork. As a
res"t@ the car o$nership in sch 6ertica" cities is mch "o$er than $hat the
prchasing po$er of peop"e in these cities $o"d $arrant.
21. 7n Mmbai the proportion of free parking on roads is amp"e $hi"e the parking
cost is "o$@ bet$een Rs. % and Rs. ;/ per hor (Source: MCGM). Mmbai is at the
"o$er end in terms of pricing for parking. And $ith the anna" addition of more than
%/@/// cars (Source: TCO) eAc"ding a "arger nmber in t$o $hee"ers@ as $e"" as
sbstantia" increases in $ater tankers@ schoo" bses and commercia" 6ehic"es@ there
$i"" be a high re0irement of ne$ parking spaces per year. *he effect is c"ear and
6isib"e@ most of these 6ehic"es "and p on the roads for parking in an nreg"ated
