1. INTRODUCTION

LOCATION:-
Pinjore is located on Chandigarh-Kalka road at a distance of 15 km. from Panchkula and 8 km.
from Kalka. Pinjore is well known from the ancient times of Mahabharata and one of the Mughal
gradens of northern INDIA. It is here, in the natural setting HMT Limited is located, with
Shivaliks Hills at the perfect backdrop.
COMPANY HISTORY:-
This factory was designed, built and commissioned with Indian talent, without any external
assistance in a period of 17 months of breaking the ground on May 2, 1962. Pundit Jawaharlal
Nehru the then Prime Minister of INDIA formally inaugurated it on 23

October 1963.
The factory was planned initially to produce machine tool based on the milling principle.
To start with, it manufactured milling machines with imported design. But soon requisite design
capabilities were progressively introduced.
The assembly of tractor begin at Pinjore in June 1971, initially the tractors were assembled from
CKD/SKD packs with 100% imported components. The rate of production was progressively
stepped up year by year, with planned and systematic deletions of imported content.
The 2511 model of the tractor was fully indigenized in the short span of five years.
At present HMT has production assembly line, for six models in the 25HP, 35HP, 40HP 50HP,
65HP, 75HP ranges.

General Shift:- 0830 hrs to 1630 hrs.

GENERAL INFORMATION:-
The factory stores and handles hazardous substances.
Liquefied Petroleum Gas, which has flash points below 23
0
C

and therefore, come under
Class A petroleum. HSD has flash points between 23
0
C and 65
0
C and is Class B
petroleum. LPG comes under the category of a liquefied gas. It has a flash point below-
30

C and is highly flammable.
HSD is stored in over ground tanks. LPG is also stored in over ground tanks under
pressure at ambient temperature. The storage capacity for each product is as follows:
HSD 3 tanks 6 kl each
LPG 2 tanks 10 Ton each

Emergency situations could arise from fire or explosion caused by accident during
storage or handling of these products. This emergency plan is intended to deal with such
eventualities.
2.Basic of the Plan/Statutory Requirements
Safely is an integral part of any industry and due to the hazardous nature of the products
being handled there is always a threat posed to the personnel, the environment and the
machinery around it. Disaster arises out of contingency in which an accident may cause
instantaneous adverse impact, not only in the area where the accident takes place, but the
surrounding areas may also be affected.
The best way to handle an emergency is to prevent it from happening. Adequate
knowledge about the work and proper training ensures that hazardous situations are
recognized without panic and controlled by rational action. But despite the best efforts
something may go wrong and it is therefore essential to develop a workable plan, should
an emergency arise.

Contingency plan facilitates inter linking of technical know how and availability of
resources. It helps to optimize utilization of facilities in the systematic manner to combat
any eventuality. This plan keeps the organizational set-up appraised of the facilities
available at the location.

2.1 Accident Scenarios involving HSD
HSD is stored in over ground tanks hence the storage tanks are subjected to external fire.
During unloading of road tanks in to the tanks there could be occasions of spillage in
presence of an ignition source this would give rise to pool fire.
Although the effects of the above fire scenarios for HSD are not expected to be
widespread they should be promptly extinguished at very start to avoid escalation and
loss of property. For quick action first aid fire fighting should be done by operators
themselves who are present on the spot. Fire fighting strategy in all the above case would
involve use of foam for extinguishing the flame while keeping the adjacent facilities cool
by spraying water.
2.2 Accident Scenarios involving LPG
External Fire in Storage Area, such a fire could be an ignition of an LPG leak or a grass
fire in the area. If the external fire continues for more than 10 to 15 minutes and during
this period the tank is not kept effectively cool by water spray, then the tank would
rupture releasing, instantaneously, a large mass of LPG vapour and mist. This
phenomenon is known as Boiling Liquid Expanding Vapour Explosion (BLEVE).
The released LPG mist and vapour would instantly ignite, giving rise to a fireball. Intense
radiation from such a fireball would kill any person in the open within seconds and will
affect a large area.
If leaking LPG does not ignite immediately on release and the leakage continues, then a
large cloud would form, which is being heavier than air would accumulate near the
ground level. There is a good probability that this would get ignited from an ignition
source at a remote location, perhaps outside the site boundary, giving rise to a vapour
could explosion/flash fire.
In the case of an external fire, LPG tanks must be kept cool by a good supply of water.
3.Responce procedure/Measures
3.1 On the outbreak of fire, the following chain of action will be followed.
By person discovering the fire:
The person discovering the fire will shout Fire fire or Aag Aag at the same time
attempt.
Extinguish the fire. He will not leave the scene of fire.

By person arrived on the Scene:
He will raise the fire alarm and also help in putting out the fire. He will
ensure that Fire Brigade is informed on telephone No. 244 and seek their help to put out
the Fire.
By others hearing the fire alarm:
Fire points are located inside the tank area and have been adequately provided with
portable fire extinguishers, sand buckets, fire hoses and nozzles etc. Others persons on
hearing the fire alarm will rush to the scene of fire by individually carrying the portable
fire equipments from the fire points extinguish the fire. Hydrant points have been
provided to the fire prone area.
In case the fire is not controlled be the persons present on the scene the fire fighting
Team leaders be informed immediately, so as the stern action be taken to avoid any major
disaster.
FIRE FIGHTING TEAM
The fir fighting operation in case the fire is not controlled by the in house fire station has
been assigned to three different teams to avoid any disaster namely:
1.FIRE COMBATING TEAM
2.AUXILIARY TEAM.
3.RESCUE TEAM

These teams will function under the supervision of the Fire-in-Chief of the plant.
The team with team members will work in accordance to the plan already made. If
required the external help shall be sought by the Rescue team.

THE FIRE ALARM SHALL BE SOUNDED FOR TWO MINUTES WITH ON
AND OFF BUTTON INTERMITENTLY.

1. Person noticing the fire should immediately SHOUT FIRE, FIRE and inform at telephone
No. 244 Security/Control Room till the in-charge reaches him to whom he will direct to the
place of fire, Fire siren should be sounded.
2. During off working hours i.e., from 1630 hrs up 830 hrs, and on Sunday/Holiday shift
in-charge at security/control room will act as fire in-chief. He along with shift operators with
the help of available security personnel will fight the fire & also inform to the concerned
person & agencies for help. Employees residing in the HMT colony shall reach the site on
hearing fire alarm and shall act as per their duties listed above.

GENERAL INSTRUCTIONS
Personals near the fire shall attempt to extinguish the fire through DCP fire extinguisher
sand bucket & continue shouting Fire Fire Aag Aag. On hearing the alarm the
supply of LPG/HSD is stopped to the plants/Gen. sets & power supply be switched off if
required.
Persons of Fire Staff & Civil Deptt. will operate fire hydrant pump/tube well and ensure
adequate pressure build up in the line. They shall also operate tube well to top up the
level of water in the water storage tanks.
Put sand on small oil spills to absorb and avoid any fire incident. Use DCP on fire inside
motors.
When burning HSD is running from the tanks, try to direct it to points where it will not
endanger surrounding property.
Fire inside the office shall be extinguished with the help of CO2 type fire extinguisher
DCP type or sand.
Remove the flammable materials form the vicinity of fire.
Attempt to save records.
After fire has been extinguished, Check the area thou roughly to make sure that the fire is
fully and completely extinguished and there is no sign of splinters or smoke coming out
of left out or spillage.
MEDICAL FACILITIES:
HMT has own Hospital in HMT Township, 24 Hrs Ambulance, 12 Bedded equipped
OHC, 24 Hrs Dispensing staff, 17 Stretchers, 10 Oxygen cylinders, Full team of medical
staff comprising 3 Medical Officers(MBBS), 1 Dental Doctor(BDS) (On contract basis
and 6 member staff. Out of this one doctor is on emergency duty on 24 hours basis.
One First Aid Post in factory premises. 20 First Aid Boxes are kept at different sections.
Apart from these one ESI Hospital is also there is HMT Township.

The unit has full fledged Fire Station equipped with the necessary Fire Fighting equipment as
detailed below.

We are having One No. Fire Tender of 4500 Liters water carrying capacity fitted with
reciprocating pump and equipped with all types of Fire Fighting equipments. In addition to this
we also have Trailer Fire having 250 GPM Cap. Reciprocating pumps and one Motor Cycle.
