There is no sure formula for organizing the staff of the school paper, because the situation of one school

may differ from that of another. Each school therefore must work out a system that would best fit to its
particular set-up. The staff may be chosen through a competitive examination or may be appointed by
the designated school paper adviser upon recommendation by the faculty members, especially those
handling language subjects.

If the school has a special or elective journalism class, it would be easy to scout writers to occupy key
positions in the school paper. But if the school has none, there is a need to schedule series of seminar-
workshops on campus journalism to all the aspiring writers. After the training, an examination would be
given to determine, who among the aspirants should occupy the top positions.

But whatever are the procedures and criteria in choosing the staff members, they should be systematic,
objective, and fair. The following pointers are recommended for the selections of staffers:

1. The candidate should have at least one year of residency in school
2. The candidate has attended seminar-workshops on campus journalism or similar training
3. The aspirant has a satisfactory grade in language subjects
4. The chief, associate and managing editors should not hold other main positions in school
organizations like the student body organization. This would not only make them out of focus
and give them more workloads, but as members of the campus press, they should be objective
and non-partisan
5. The aspiring staff has satisfactorily passed the qualifying examination.
Staffing through competitive examination needs the expertise of qualified teachers to evaluate the
entries of the student writers. Hence there is a need to designate a school paper adviser, who has a
background or enough knowledge on campus journalism.

Duties and Responsibilities of the Staff

To maximize efficiency, by preventing overlapping work, neglect of some aspects or overburdening of
other staffers, the following duties and responsibilities are formulated and adopted:

1. Editor-in-Chief
a. Supervises the editorial staff of the paper
b. Writes the editorials of the campus paper after consultation with the other members of
the editorial staff
c. Edits all articles preparatory to submission of the same to the school paper adviser for
final editing and approval for publication
d. Supervises the preparation of the page designing in cooperation with the managing
editor and the layout artist
e. Causes the accomplishment of all assignments properly and on time
f. Acts as liaison officer between the editorial staff and the adviser
g. Calls meetings of the staff in consultation with the school paper adviser
