PROGRAM CONCEPT

BACKGROUND AND RATIONALE

The 2010 survey of the Census of Population and Housing (CPH) revealed that
Laguna province population ballooned to 2,669,847 million from about 1,965,872 million in
just a span of a decade. But even though the recent 3.11 percentage population growth of
the province is lower than its usual 3.67 percentage growth, CPH still predicts that in the next
21 years, approximately 5.4 million people will reside in the whole Laguna region (PSA,
2013).

Three of the six municipalities covered by the Community Cable Vision Corporation
(CCVC) are among the top 10 most populated municipalities in Laguna, namely Nagcarlan
with 59,726 residents, Calauan with 74,890, and Los Baos with 101, 943 residents. Several
family planning efforts have been implemented in Laguna in the past months as part of
Laguna Governor Ejercito Estregans K2 Kinse-Kumpleto Serbisyo Publiko Kontra
Kahirapan, Gutom, Kawalan ng Trabaho at Korapsyon, specifically a 5-day long family
planning competency-based training (Bermudez & Aquino, 2014). However, these trainings
are inaccessible by some housewives who cannot live their homes due to household tasks
and other personal concerns.

Thus, a teleradyo program will be conducted in order to inform, entertain, and
motivate housewives from all over Laguna to engage in healthy family planning and birth
control techniques for the betterment of their lives and for the development of the nation.



TITLE AND OBJECTIVES
The proposed title of the program is Pamilyang Planado. It will be a health, health-
related, and family planning teleradyo program of the Department of Development
Broadcasting and Telecommunication, College of Development Communication (DDBT-
CDC), in collaboration with the University Health Service, University of the Philippines Los
Baos (UHS-UPLB).

Specifically, the teleradyo program aims to:
1. Discuss about safe and effective family planning and birth control methods;
2. Inform the audience about the importance of ensuring health care for pregnant
women, children, and whole family; and
3. Motivate the audience to practice family planning and birth control for the
betterment of their family.

INTENDED AUDIENCE
The target audience of the teleradyo program are the housewives (ages 25 to 55
years old) of the six municipalities covered by Community Cable Vision Corporation (CCVC)
namely: Majayjay, Nagcarlan, Calauan, Los Baos, Bay, and Liliw.

The housewives are chosen as target audience because they usually spend most of
their time at home and watching television is one of their most common leisure activities.
Thus, it would be beneficial for them to be imparted with family planning and health care
information through a teleradyo program presented in an informative and entertaining way.

Since most of the housewives prefer light and easily understandable programs,
Filipino, their vernacular language, will be used in the teleradyo program for a better and
more efficient way of sharing information.

PROGRAM FORMAT, CONTENTS, AND AIRING
Pamilyang Planado will be a teleradyo program that will broadcast several episodes
to explain and expound on health, health-related, and family planning topics to the intended
audience. It will be aired once a week, specifically every Friday. Each episode has a length
of 30 minutes.

Moreover, Pamilyang Planado will be aired (4) four times a month for (3) three
months. A monthly evaluation period will also be conducted, preferably during the first week
after the last broadcast every month. That said, there will be a total of (12) twelve
broadcasts. Lastly, some of the episode topics will be incorporated with celebrations of
health awareness concerns twice a month. These awareness celebrations will come from the
Health calendar of the Department of Health (DOH).

Table 1 summarized the proposed health-related topics about proper family planning,
birth control methods, health risks for women and children and proper nutrition for the family
of the program Pamilyang Planado. The variety of episode topics was chosen to provide
useful information on family planning, birth control and family health care intended for the
target audience (women/housewives). Lastly, several health awareness celebrations will also
be incorporated in some chosen episodes in order to add timeliness to the teleradyo
program.

Evaluation Period:

The first week after the final episode each month will be allotted for evaluating the
previous four cycles. The audience may suggest, comment, and/or react regarding the
broadcast by answering the feedback forms. They can also send text messages, e-mails,
and connect with program implementers through social networking sites (Pamilyang Planado
Facebook Page) for their comments and suggestions regarding the teleradyo program.

IMPLEMENTATION MECHANICS
The radio program will be aired over Community Cable Vision Corporation (CCVC)
the partner radio station of the Department of Development Broadcasting and
Telecommunication College of Development Communication (DDBT- CDC), University of the
Philippines Los Baos (UPLB). Initially, it will involve all the six Laguna municipalities
covered by CCVC.

The tie-up with University Health Service (partner agency) may be formalized
through a Memorandum of Understanding (MOU).

Support from other hospitals and health organizations will also be sought. They can
be tapped to provide necessary broadcast materials, serve as resource persons, or help fund
some of the activities and needs of the program.

PROGRAM MANAGEMENT
For the systematic implementation of the program segment, there will be a broadcast
coordinator, from DDBT, who will be responsible for leading in the planning of the program
segment, making necessary decisions regarding the broadcasts, assigning tasks to
production team members, monitoring activities and progress, assuring the quality of each
production, and preparing necessary reports.

Few scriptwriters from DDBT shall prepare the needed broadcast materials such as
the rundown sheets/ outline, segment scripts. Although the University Health Service (UHS)
will provide the needed references/information/contents, the scriptwriters may also do
research on their topics when necessary.

A maximum of two program hosts, from DZLB, shall facilitate the actual broadcasts of
the program. The University Health Service Research may also assign one of their personnel
as co-host for the program.

Experts regarding health-related issues with babies, children, teenagers, men, and
women from the University Health Service (UHS) will serve as sources of broadcast
information. They will be requested to verify/check the accuracy of information in the scripts.

Two production assistants will help out in gathering broadcast materials, editing
taped interviews, assisting in the studio during the airing of the program, and in the regular
collection/monitoring and checking of feedback forms. Also, they shall assist in taping the
radio trivia, radio feature and expert interviews, as well as in manning the console during
actual broadcasts and in setting-up needed equipment for the broadcast.

PROGRAM CONDUCT AND AIRING
Described below are the broadcast episodes involved in the implementation of
Pamilyang Planado.

Opinyon Mo is the Man-in-the-Street interview segment of the program. In this segment, a
couple of spot interviews will be conducted related to the episode topic.

Balitang Sigurado is the news segment of the program. It will consist of 1-2 minute straight
news regarding the episode topic. This will not be a regular segment of the teleradyo
program, instead, it will only be part of an episode special twice a month.

Sabi ni Dok is the expert interview segment of the program. In this segment, a
medical/health expert on the subject will be interviewed for about 10-15 minutes regarding
the episode topic. It will also feature announcement- or tips-giving segment of the program.

Usap Tayo is the open forum segment of the program. In this segment, the listeners can
send text messages, e-mail, or call for questions, comments, suggestions (topics they want
to be discussed on the teleradyo program) regarding the episode topic or the past episode.
The teleradyo program will also have a facebook page wherein listeners can post questions
during the airing of episodes. These questions will be answered during the Usap Tayo
segment. Lastly, before this segment ends, the host will reveal the Question of the Day that
will be answered by the listeners. The winning listener (load reward) will be revealed on the
next episode.

On the other hand, the activities involved in the implementation of Okay Ka Dok are
explained below:

Scheduling of Broadcasts. The six-month broadcasts must be scheduled first, preferably a
month prior to the first cycle broadcast. The intended audience will also be informed about
the benefits that the participants will get from the broadcasts.

Program Launching. This will signify the start of the program. It will be held at the Radyo
DZLB radio booth via remote broadcast and/or webcast where the intended audience can
listen in the comforts of their homes. It will also be an opportunity to promote better
healthcare and well-being for everyone. Moreover, the producers will give the audience
survey sheets. The questions in the survey sheets will measure if the objectives of the
program are attained and if the audience gained knowledge about the topic. The giving of
survey sheets will be administered by at least three (to five) coordinators.

Exploring New Partnership Opportunities:

In addition to the implementation of Pamilyang Planado, the project will expand
opportunities for further partnership on other government and non-government agencies in
the future by exploring linkages between this program and other government and non-
government programs, initiatives, and efforts in Laguna, specifically, the feasibility of using a
similar program segment format for disseminating the health and nutrition awareness of all
ages. Some of the possible partner agencies are the Department of Health (DOH), the
College of Human Ecology - Institute of Food and Nutrition Research (CHE-IFNR).
