Its refreshing to see a candidate with the stamina to campaign door-to-door,
meeting people and discussing issues the way Craig has done. Hes attended every
candidate forum, and set up meet and greet events, and generally made himself
available to the public. But Craig has more than stamina going for him.
He has the education to take an active role in city government, with Masters
Degrees in both Management (Organizational Design) and Public Administration
(Government Policy), along with post-graduate work in Statistical Analysis. He has
the educational tools to perform his own research, not accept the group think that
has been the basis of so many city council decisions. Additionally, he has the
practical experience, both in the private sector and in the military, where he put his
education into practice.
The major issue facing Sierra Vista today is economic development. Within the
last two years, Sierra Vista has lost 1900 jobs at the post. Cochise County has the
unenviable distinction of losing population faster than any county in the nation.
Note the number of houses for sale and the length of time needed to sell property.
We are faced with the probability of another reduction at the fort, as many as
1700 military and 1000 civilian jobs. Our mayor states that these numbers are the
worst case scenario. No matter what the number of jobs lost there will be no best
case scenario.
Craig Mount has a plan. He pledges to follow Sierra Vistas Plan for
Prosperity, which has not been implemented.
Sierra Vista hired a company, IO, INC to analyze Sierra Vistas strengths
and weaknesses. In May 2013 they presented their report. Here is what Dr.
Ionna Morfessis, President of IO, Inc. had to say the community has a
fragmented and unaligned economic development landscape with many highly
capable and committed partners who simply need a shared direction and more
and better communications between and among themselves, and among
themselves and city government.
Central to IO.INCs findings, Dr. Morfessis pointed out that economic
development success in todays fiercely competitive environment requires even
more collaboration, coordination and cooperation, with a firm resolve to win.
While some of these qualities exist among Sierra Vistas economic development
partners, determined and purposeful leadership is needed. And there is no
partner that has as much at stake as the city government.
That report was received over one year ago. First, its a telling indictment of the
current city council and second, even after the report, little has changed.
Heres what Craig says about implementing the plan: I want to follow the Plan
for Prosperity that your tax dollars already paid for, and is not being executed. I want
to hire an economic development manager to synchronize the combined efforts of our
local business leaders, the Chamber, and other associations and our commissions. I
want to help pay the position's salary by cutting the salaries of the council and
mayor.
Further, he wants to follow an aggressive approach to recruiting new businesses,
focusing on technology. These businesses pay high wages, and use few resources,
while broadening the tax base. (Continued next page)

on them until the November election. He is in favor
of water conservation, but not outside intervention.
He wants federal and state grants to be evaluated as
to need, rather than just applying for the grant
because the money is there. Many such grants
require matching funds. He will also look to provide
more efficiency in city government.
Craig Mount has a logical plan for the City of
Sierra Vista. Your vote could make that happen.

Statute Scofflaw Runs for City Council
Arizona law sets out the requirements for
nominating petitions at all levels of government.
This includes affidavits by candidates, timeframes
for beginning and completion of petitions and
required signatures.
City Council hopeful Larry Hampton was
required to have 549 qualified signatures in order
to be placed on the primary ballot. He did not
meet that requirement.
This should be an open and shut case; you dont
meet the requirement, you are not on the ballot. Mr.
Hampton is on the ballot; he still wants to be
considered a valid candidate.
How did this happen? Lets take a look at what
is required by law, what actually happened, and then
lets think about ethics.
Hamptons petitions were first checked by the
Sierra Vista city clerk, who rejected two signatures
which did not give addresses of the signers, making
them incomplete. The city clerk is not responsible to
certify that the signatures are valid, whether the
signers are registered in the city, or if they have
signed more than once. Such a review is done by the
County Recorder if there is a legal challenge to those
signatures.
There was a legal challenge, filed by David
Morgan, within the required 10-day time frame.
County Recorder Christine Rhodes did find an
additional 123 signatures to be invalid, disqualifying
Mr. Hampton.
The court challenge was dismissed due to
procedural errors, and the appeal was not filed
timely, so the issue was dropped, in spite of the
known fact that Mr. Hampton did not turn in the
required number of valid signatures!
What could Mr. Hamilton do? He could
withdraw from the race, acknowledging he should
not legally be on the ballot; he could withdraw
from the ballot, and campaign as a write-in
candidate; or he could continue, ignoring the fact
that he is on the ballot without the signatures
required by law.
When you vote in this primary election on
August 26, please make an ethical choice.
