documents citizen participation
and calls for individuals and
groups to expand engagement at

neighborhood level intelligence.

War on Incarceration w/Out
Merits is taking stock of the
present indescribable data points
of African American males in
prison or have served time in
prison from the city of Milwaukee
the last 20 years. The density of
the male population of zip code
53206 is phenomenon. Moreover,
there is no visible change in site.
This is a No. 1 priority. This is
leadership and stewardship
efforts that must exist and persist
until there are repeals of
mandatory sentencing without
merit. The punishment must
MATCH the crime. Drug offenses
must be revisited with todays
climate of drug tolerance with
Black Male Human Trafficking as
a key discussion factor.

According to LaFrisko Lewis, there are 9
reasons that lead to the high Incarceration of
Black Males. They are:
1. Police Traffic Stops
2. Revoked Drivers Licenses and
Transportation
3. Limited Job opportunities
4. Racial segregation to Racial divide
5. Parking tickets - issuance and building
debt
6. Drug laws - all of them
7. Mandatory sentencing
Seventy-five to eight-five (75%-85%) percent of
all inmates in Wisconsin prison are related to
drugs
8. Unemployment among Black Men in
Milwaukee, WI
9. Recidivism - Go back to prison within 3
years.


Weighing their
options to provide
for themselves
and/or their
families, they will
take the chance to
get harass by the
police. I believe any
good man would
take the chance to
help his family
survive. I believe
this to be also true
when some
individuals take the
chance to sell

SOLUTIONS
























































































































In April of 2010 when the U.S.
Census Bureau conducted its
decennial count of Wisconsin
residents, it found 12.8% (or
1 in 8) of African American
working age men behind bars in
state prisons and local
jails.
Lewis provided 4 sets of solutions for Black Male Incarcerations. They are: I).
Employment; II). Laws and Policies; III). Education Programs; and, IV). Medical Programs.

I. Employment Programs
Better opportunities in and out of the city of Milwaukee for family-supporting jobs.
Better opportunities for public transportation to jobs in and outside of the city.
Better communication centers for information sharing of labor, incarceration laws, probation and revoked
licenses.
II. Laws and Policies
Revisit laws and regulations that allow harassing and profiling of African American and others with
replacements of laws and regulations for Code of Conduct that allow abuse of power, discrimination,
violation of rights with punishment of police officers that disobey.
Strict enforcement of civil rights laws, U.S. Amendment 13 and Amendment 14.
Revisit parking violation laws that constantly add amounts - this creates problems for those who do not
have jobs and/or cannot pay.
Revisit ALL the laws that have strict mandates where the violation or crime does not match the punishment.
Use of ways to seek restitution from offenders that are outside of the prison system and can be
contributions to society through work programs.
Less funding to the thriving business of prisons.
Funding the corporations of prisons is promoting the increase in imprisonment and wasting taxpayer s
money. Lets find a way for prisons and prisoners can pay for their stay and more money can be spent on
educating people on how not to go to prison.

III. Education Programs
Provide training to the public of laws regarding stop and seizure is one way to start educating the
consumer and all who work for the enforcement of laws. This would include the recent Supreme Court
decision regarding police use of data on cell phones.
More after-school programs that are affordable and accessible for education advancement, exposure to
marketplace variety, improvement (including drug-free courses) can help curve and end the massive
incarceration among Milwaukee young African American males.
More vocational training
Creating more programs like Job corps can help the young black male. Job corps is now publicizing for youth
to know there are other options to succeed.

IV. Medical Programs
Substance abuse treatment (Probation)
This is a MAJOR problem. I believe investing more into substance abuse treatment programs can help
decrease the violations of probation for use of drugs and selling drugs. Substance abuse is one of the main
reasons young males in Milwaukee return to prison.
Stop cutting funding to counseling.
Cutting funds to counseling is a major problem considering the fact that a lot of young black men who sell
deal also use of drugs. Counseling can help in numerical cases involving the Black Male in coping with
todays trends. Many day-to-day occurrences lead to unwise decision making from the worst conditions.
Stopping the process early in childhood (mandatory to take drug-free classes throughout school)
Make it Mandatory to take drug-free classes throughout school, creating an awareness of the consequences
of selling and using drugs.

Wisconsin's prison population
has more than tripled since 1990,
fueled by increased government
funding for drug enforcement
(rather than treatment),
investments in prison
construction, three-strikes rules,
mandatory minimum sentence
laws, truth-in-sentencing
replacing judicial discretion in
setting punishments,
concentrated policing in minority
communities and state
incarceration for minor probation
and supervision violations.
Particularly affected were
African-American males, with
40% of black male prisoners
showing drug offenses.

Milwaukee County had been
imprisoned for a
Total of 42,675,397 days (or
almost 117,000 years).

VISION 2050 is the Southeastern Wisconsin Regional Planning Commission's initiative to develop a year
2050 regional land use and transportation plan. Once completed, the plan is intended to help guide land use
and transportation system development in Southeastern Wisconsin for years to come. The Commission has
been the official area wide planning agency for land use and infrastructure for Southeastern Wisconsin since
its creation in 1960 and serves Kenosha, Milwaukee, Racine, Ozaukee, Walworth, Washington,
and Waukesha Counties. Commission plans and recommendations are advisory to local and State
government. The Commission was created to provide the basic information and planning services necessary
to properly consider and solve problems which transcend the boundaries of the 154 local units of government
comprising the Southeastern Wisconsin Region. Commission plans have addressed land use, transportation,
housing, water supply, water quality, parks, natural areas, and many more issues.
How should communities and the Region develop?
How should people be connected to the important places in their communities and the Region?

HEALTH INDUSTRY
The highest level of taxes in the state
of Wisconsin and the federal
government is that of the Health Care
field. The Affordable Health Care law
has done so much to provide finally a
place for Urban Milwaukeeans to
receive health insurance. We know
that there is much to do and one of
the main things is the sharing of
correct and state-of-the-art
information. It is also being provided
local, county and state information
without a hassle.
Employment
Jobs-Positions-Careers are growing
in the Insurance (public and private),
Health providers (hospitals, home
stay, assisted living), Health
practitioners (doctors, nurses and
specialists), Pharmaceutical,
Information Technology, and Medical
Supplies.
We are especially interested in how
the conglomerates of health providers
and doctors (St. Mary, Aurora, St.
Joseph, Froedtert and Medical
College of WI are employing and
servicing Milwaukeeans, especially
African American, People of Color
and the Work Challenged.

This time we look at Gun Fire
The urban city of Milwaukee,
Wisconsin, population over a
half-million, the only 1st-Class
city in Wisconsin, majority
People of Color, overwhelmingly
polarized with enduring
concentrated poverty, is an
example of what happens when
the Ecosystem Infrastructure
of individuals, families, homes,
quality of life, economic structure
at the census tract and
neighborhood level has a social
ENVIRONMENT that reeks of
social behaviors that are by-
design imposed, overtime
copied, learned, pollinated and
have become destructive - self-
destructive.
The behaviors can began to
form as early as in-the-mothers
womb - To daily self-protection
as a young adult in an
environment predisposed by
drug use, drug finance, drug and
street codes, drug laws, rogue
law enforcement, wrongful arrest
records and lack of hope. The
outbursts take time to manifest -
sometimes generational.
Symptoms -
Citizenry/Milwaukeeans
The symptoms are purchases of
guns - legally and illegally.
The symptoms are gun shots
with regularity.
The symptoms are gun shots
that injure, debilitate, scar and
kill.
The symptoms are use and sell
of drugs.

BEHAVIORAL SCIENCE in Urban Milwaukee a culmination of reasons why

The symptoms are gun shots that seem endless. Not true.
So, what are the reasons for the Gun Fire every day? Sometimes, several times a day?
I submit, It is the Ecosystem malfunctioning Environmental stimulus overtime
reaching a crescendo. It a NUMBER of contributors all rolled in one.

It is false hope and a means-to-an-end.
It is the lack of HOPE.
It is total disconnect by the shooter.
It is the void of due process and privileges afforded through the U. S. Constitution and the 14th Amendment.
It is the void of reasonableness when interpreting the 2
nd
Amendment on of the right to bear arms.-
It is band aid approaches and effects that are of a DEFAULT mode that include:
- scapegoating;
- stereotyping;
- co-dependency;
- unconscious cueing priming, metaphors, social coldness, subliminal messaging; force orientation;
- unbridled law enforcement;
- over-reaching and unrealistic laws (Truth-n-Sentencing; 1-3 strikes you are out, etc.);
- disproportionate vs relevant arrest;
- neglect of the obvious;
- high propensity for incarceration of African American and persons of Color;
- harshness and failure to invoke rehabilitation and monitor for drug dependency, mental and/or emotional
deprivation; and,
- recidivism.
This newsletter report is to allow you to journey into the possible rationales for why "Gun Shots" in Milwaukee?
Why Gun Shots daily?
Why Gun Shots that seem to disregard the safety of self and innocent bystanders - babies, children - older adults -
mentally ill?

More importantly, it is to move toward building an Infrastructure solution. It is Milwaukee Professionals Association
LLC and its AHOD All Hands on Deck, WE CAN Initiative-project to gather a medical task group.

War on
Incarceration
w/out Merit &
Employment

The War on Incarceration w/out Merit is a slogan we can adopt and marry with A Mind is terrible
thing to waste But a wonderful thing to invest in as we take FULL aim at bringing to the attention the
People we elect and those they appoint-hire-partner to conduct the Peoples business.
$38,000 per year, per person
The approximate cost annually for each inmate is about $38,000 dollars and it is related to at least 3
budget shares capital expenditure, related admin services and health care.
In 2010, the annual population of Wisconsin prisoners was 23, 015. Many housed at this cost for the
wrong reasons. Many incarcerated from local social issues not addressed by those elected-appointed-
hired. Crazy laws that were put on the books without substantive vetting of the problem by the citizenry,
law enforcers, stakeholders of the whole, neighborhood organizations, health practitioners, lawyers,
judges, victims, ex-offenders, offenders and ex-jurors allowing reasonableness and on-the-merit
passing of laws to fit the crime. Too much control was put on people with ambition.
Irresponsible passing of Truth and Sentencing and/or mandatory laws have put a noose around the
necks of taxpayers and budgets. The trapped cost of doing business per building and operations of a
prison has no limit.
That means, it is the taxpayers neck and justice making. The laws must be
revisited now and in the next session.

State Reps. Goyke (D) and Hutton (R)
It is reported that Rep. Evan Goyke and Rep. Rob Hutton were working on addressing the issue;
however, both Goyke and Hutton were too busy to be present or send a representative to our July 26,
2014 War on Incarceration, Employment & Vision 2050 assembly Neither has followed up with a
position statement or what their office is doing. This is unacceptable. They have been placed on our
list of elected official for conscience and people-service. It is one of our public square task group.
The laws need revisiting and revisited with clarity of the issues, clarity of the facts, weighing the data
points from those who work within and outside of the prison system. The citizenry is a MUST at the
table all the time. A body of Citizens at the census tract and neighborhood level that look at the
board, commissions, authorities that are appointed to provide statutory oversight; as well as
accountability of charter officers of the city of Milwaukee.
The fact that we have allowed the INCARCERATION travesty to go so long speaks to how lives have
been made trivia nondescript out of sight and out-of-mind. The aforementioned sentence may not
be of concern to you; but is the $38K per person mentioned for maintenance care per year for each
Wisconsin incarcerated male important to you? Well, did you know that the Department of Correction
budget Incarceration - is one of our highest cost locally and state-wide? Smart Growth here.

Education Attainment is
encouraged from womb to
death. Therefore, we work with
Text4Baby for the outreach
and engagement of mothers in
making and rearing the healthy
baby. We are extendING our
engagement with like
organizations interested in use
of the internet to spread the
word of care for mother and
baby. For those women not
pregnant and do not wish to be
at this time OR menopausal,
we are creating womens
groups with workshops.. Since
sexual transmitted diseases
are so prevalent plus the
awareness of AIDS is a MUST,
we will join outreach of
Milwaukee.

MPA LLC is a channel
developing and public
policy review firm that takes
civil rights, Amendment 13 and
14 to heart when dealing with
issues at the census tract and
neighborhood level.
Our chronic illness population
care is supported in our Urban
Care Initiative tied to the
Affordable Health Care Act.
Milwaukee has a group of folk
being formed to address and
connect to places of worship
for direct linkage with
stakeholders. It is Ecumenical
Neighborhood Group. This
group is tasked with
engagement and linkage for
engagement of like-minded
issues of quality of life and
economic development for
Smart Group.
We have a D-2-D Safety Group
for monitoring our incidents
and creating a neighborhood-
grown data base for better
routing of information and
response. This group is a
district-2-district group of the
15 alderman districts. The
safety issues include
Homeland Security issues.
We have a group for Pet Care
for those who have animals.
This is a brand new group and
we welcome your engagement.
We recently announced the
planning of the 4 Parenting
Centers for multi-faceted
engagement and a
clearinghouse for parents of all
ages.
