SKILLS GAP ANALYSIS: CONSTRUCTION SECTOR


Given the high rate of growth in the construction sector and upcoming avenues in the same field, it is
imperative to understand and set the industry standards in terms of the skillset and fundamental concept
knowledge required to get high performance motivating results. The large size and dynamic nature of the
construction sector has challenges in terms of limited clarity about the required vocational skills and
qualifications and lack of any defined structured training. Consequently, construction sector provides
opportunities to young graduates to homogenize the sector in terms of skill requirement and its
evaluation. The project Skills Gap Analysis: Construction Sector, highlights the hoarded potentials in this
domain, peruse the current and set future skillset standards in the construction sector. The methodology
so adopted for the project would be based on the well-defined phases of the project and is as follows:

Phase 1: As-is Assessment.
The vast range of cultures, job roles, personnel, demographics and educational backgrounds in the
construction sector signifies the big umbrella the sphere offers. The technique, here, would determine
various profiles and sub sectors (like procurement, power, design, construction) and also project growth
rates in various job roles and employment opportunities as well. However, to understand and quantify a
demand-supply gap of skilled manpower the present status of skilled manpower is necessary to be measured. For
this purpose, to extract the significant findings following sources shall be utilized:
Budget2014 report, planning commission of India working group on construction sector, CRISIL, ICRA, Fitch India
ratings, CII Report, IBEF, research papers, CMIE prowess, Dun & Bradsheet report. The current scenario of KSA in
various roles and training modules so adopted can be measured with the output at each job role and performance,
motivation and satisfaction levels can be determined to noted levels.

Phase 2: Deep Dive.
A comprehensive study in this phase would include identifying various job roles prevailing within different
construction companies and this report shall try to identify the job roles experiencing the highest staff turnover,
generating the most income, expecting greatest proportion of staff retirement in the next five years, criticality to the
business, recruitment difficulty etc. thereby highlighting the potential of the identified job roles and the employment
opportunities they might offer. Also, an integrated study highlighting the career opportunities construction sector
offers to workers who leave their agricultural jobs, if only proper training and resources are provided, shall be carried
out.

Phase 3: Functional Requirement Analysis
As an extensive analysis is to be conducted on the tasks to be performed by an individual in each key role/occupation
for the construction sector, the technique here would focus on the areas that can assess the training modules and
their validity to the employees with a specific concern to ensure updating of these courses has been done if required,
determining the satisfaction and the performance levels of the employees to perform a task, and lastly the
evaluation of the appraisal methodology adopted while focussing on 360 degree appraisal method. For this sub
teams shall be formed to assess the knowledge portals and the company profiles and meet the personnel to extract
the required information for conducting the analysis.

Phase 4: KSA Analysis
This phase would require interacting with the big players in the construction sector and listing the skills required for
the job roles identified in the earlier phases. Using such inputs a Standard Operating Procedure (SOP) can be
formulated to provide the standardization and generalization of the activities. Further, the procedures that are in
practice need to be reviewed for their validity and finally certain training designs shall be recommended on the basis
of interaction with the industry and subject matter experts.
