FY2011,2012and2013grants.Henotedthattheexpendituredeadlinesfor2011and2012are
August1,2014andtheprocurementdeadlineforrecommendedprojectsfrom2013fundsis
March31,2014.
HeprovidedanupdateontherecentlypassedOmnibusbillwhichcontainsHomelandSecurity
fundingfor2014,andhesummarizedpossiblefundingamounttotalsfortheregion,basedon
thenumberofcitiesincludedintheaward,andapplicationtimelines.

DaleChambers,STARRS,reportedthatthe2013MYTEP,builtonthepreviousplan,waswell
receivedbytheSTARRScommitteesandmembersoftheSTARRSTraining&Exercise
committee.Henotedthatthe2014MYTEPwouldbepreparedfromJunethroughSeptember
2014toallowforbetteralignmentwithstateandfederalpartnersplans.
THIRAFEMAFinalReviewfor2013
DaleChambersadvisedthattheregionsTHIRAsharessimilarstatewideconcerns,common
threatsandsharedsimilarfederalcommonlanguage.Headvisedthatinthefuture,FEMAwill
usetheTHIRAtogaugeregionalcapabilitiesandtojustifyfunding.Henotedthatdevelopment
ofthe2014THIRAisalreadyunderwaysothatrealisticscenarios,capabilityestimationsand
gapscanbeidentifiedandapproached.

Staffisrequestingauthorizationtoexpendfundsinsupportofregionalsecuritythatwillimprove
theregionspreparednessandresponsecapabilities.FundingwillcomefromtheAssistant
SecretaryofPreparednessandResponse(ASPR)HospitalPreparednessProgramgrantandthe
U.S.DepartmentofHomelandSecuritysUrbanAreasSecurityInitiative(UASI)grant
programs.AttachmentAsummarizesthesepurchasestotaling$1,959,518,.Alsoattachedisa
summarydescriptionofallbudgetedexpendituresfromtheUASIgrants(AttachmentB).
1.CitizenPreparedness
AllReadyPublicAwarenessSurvey:Since2010,STARRSalongwiththeAllReady
SteeringCommitteehaveundertakenacomprehensivepublicawarenesscampaignthatwas
developedtohelpfosteracultureofemergencypreparednessintheSt.Louisregion.Asthe
Campaigngrew,theAllReadySteeringCommitteebecameincreasinglyconcernedthat
thoselivingwithdisabilitiesinthecommunitywereevenlesspreparedthanthecommunity
asawhole.
Inordertodeterminethemagnitudeofthisneedarequestforproposals(RFP)was
developedtohireaconsultanttodevelopandconducttwoperformancebasedsurveysand
uptothirteenfocusgroupsthatwillassesspreparednesslevelsofthegeneralpopulation
(includingfunctionalandaccessneedspopulations)andlocalorganizationsinorderto
identifyresiliencylevelsacrosstheregion.Thedatagatheredfromthesurveysandfocus
groupswillbeusedtoassesstheeffectivenessoftheoverallCampaignandtodevelopa
TraintheTrainerProgramdesignedtobetterpreparethefunctionalandaccessneeds
populationsforthenextdisaster.TheAllReadySteeringCommitteewillalsousethe
resultsofthesurveysandfocusgroupstoimprovethenextphaseoftheCampaign.
Therefore,wearerequestingapprovaltohireaconsultantthatwillperformsurveysofthe
generalpopulationandlocalorganizationsandtoconductuptothirteenfocusgroups.The
consultantwillworkwithCouncilstaffandtheAllReadyCommitteetocollectdataon
awarenessofandpreparednessfordisastersthatcanbeusedtoassessandupdatetheAll
ReadyPreparednessCampaignandotherprogramsthataredesignedtoincreasedisaster
awarenessandpreparednessthroughouttheregion.Totalcostswillnotexceed$300,000.

2.CriticalResponseTeamsHazmat
PortableBiodetectionSystemWearerequestingapprovaltopurchaseoneRazorEXBio
DetectionSystem.Thisisafieldportableinstrumentthatcananalyzeunknownsubstances
forthepresenceofpathogenicmicroorganismsandbiotoxins.Thiscapabilitydoesexistin
theregion.ThisunitwillbestagedwiththeCityofSt.LouisFireDepartmentHazmat
Teamandwillbeavailablefordeploymentanywhereintheregion.Totalcostwillnot
exceed$54,103.
3.CriticalResponseTeamsLawEnforcement
TelecommunicationsSurveillanceEquipment:Theroleoftelecommunicationsin
criminalactivityandterroristthreatshasexpandedthroughouttheworld.Whetherthecase
involvesterrorism,homicide,illegalnarcotics,childpornography,orrobberiesmanytimes
technologyisthekeylinktoasuspect.Astechnologyadvanceslawenforcementmust
maintaineffortstokeepupwiththechangesinordertopreventandrespondtothese
incidents.Thetechnologytolocateelectronicdeviceshassurfacedasakeytoolin
combatingterrorismandcriminalactivity.Thistechnologyhasproventobeinvaluable
duringrecentlargescaleterroristattackssuchastheBostonMarathonbombingswhere
telecommunicationssurveillancetrackingcapabilitieswerecreditedasoneofthereasonsfor
thecaptureofthesuspect.
Currentlylocallawenforcementreliesonfederalagenciestoassistwiththelawfultracking
oftelecommunicationssurveillanceequipment.Thoseagenciesareoftentaskedwithother
dutiesandmaybeagreatdistanceawayduringtimesensitiveinvestigations.Inaddition,
manycasesinvestigatedbylawenforcementagenciesdonotreachthefederalnexus
requiredtorequesttheassistanceofafederalagencywithtracking.Becausewedonothave
theequipment,locallawenforcementagenciesintheSt.Louisregionlackthecapabilityto
lawfullytrackdevicesinthefurtheranceoftimely,accurateandactionableintelligence.
Therefore,wearerequestingapprovaltopurchasetelecommunicationssurveillance
equipmentfortheSt.LouisMetropolitanPoliceDepartments(SLMPD)Intelligence
Division.Theequipmentwillbeavailableregionwidetoassistregionallawenforcement
agencieswithcounterterrorisminvestigations,information/intelligencegathering,
recognitionofindicatorsandwarnings,andanalysisandsharingofinformation.The
technologydoesnothavethecapabilitytointerceptcallsordatabeingsentfromdevices,it
allowsalawenforcementinvestigatortophysicallylocatethedeviceswhenpoweredon.
ThepolicyfortheuseofthisequipmentbytheSLMPDIntelligenceDivisionistofirst
obtainacourtorderbeforeitcanbeutilized.Otherregionallawenforcementagenciesthat
usetheequipmentwillalsoberequiredtocontacttheirspecificcourtandobtainacourt
orderorsearchwarrantbeforetheywillbeauthorizedtousetheequipment.SLMPD

IntelligenceDivisionwillprovidetrainingtoregionallawenforcementagenciesontheuse
oftheequipmentuponrequest.Totalcostforthepurchaseoftheequipmentwillnotexceed
$267,045
TheTelecommunicationsequipmentwillbeinstalledina2014FordSUVwhichwillallow
themobileuseoftheequipment.Thecostofthevehiclewillnotexceed$25,475.Thecost
forintegrationandinstallationoftheequipmentwithinthevehiclewillnotexceed$43,000.
DigitalVideoUpgrade:Wearerequestingapprovaltopurchaseadigitalvideoupgrade
fortheSt.CharlesCountySheriffsDepartmentBombSquadsrobot.Thepurchasewill
enhanceconnectivitybyprovidingstrongerencryptedsignalsandenhancedvideoquality,
andallowthebombsquadtosendtherobotslongerdistanceswithoutinterference.Total
costwillnotexceed$30,970.
MobileCrimeLaboratoryCommandVehicle:TheSt.Louisregioncurrentlylacksa
specialpurposelaboratorycommandvehicleforthedocumentation,collectionand
processingofevidenceforincidentsneedingasustainedresponsetoactsofterrorism
involvingWeaponsofMassDestruction.Therefore,wearerequestingapprovaltopurchase
aMobileCrimeLaboratoryCommandVehiclefortheCityofSt.LouisPoliceDepartment
thatwillbespeciallyequippedwithforensicequipmentforpropercrimesceneprocessing.
Thevehiclewillprovideadequateevidenceprocessingcapabilitiesafterthesceneissecured
bythefirstresponders.Havingaccesstoavehicleofthistypewillimprovetheregion's
abilitytorespondtocomplicated,largescaleincidentsoractsofterrorism.Totalcostwill
notexceed$157,369.
4.InteroperableCommunications
MassCasualtyIncidentRadioCache:Wearerequestingapprovaltopurchase8portable
radiostobeusedbyemergencymedicalservices(EMS)respondersintheintheeventofa
MassCasualtyIncident(MCI).TheseradioswillbeplacedintoexistingSTARRSfunded
EMSMCIcachetrailersstagedintheregion.MCIeventscansignificantlyincreasethe
needforinteroperablecommunicationbetweenEMSagencies,hospitalsandotherresponse
agenciesduringamajorincidentordisaster.Totalcostwillnotexceed$34,330.
St.CharlesCountySubgrantAwardInstallationofmicrowaveequipmentforthe
communicationsnetworksinJefferson,St.CharlesandSt.LouisCountiesiscurrently
underway.Inadditiontothemicrowave,thesecountiesarebuildingathreecountyland
mobileradiosystemthatwillimprovepublicsafetycommunicationsineachcounty.The
systemwilloperateoffofamasterswitchlocatedinwesternSt.LouisCountywithbackup
switchesinStCharlesandJeffersonCounties.Ifafailureoccursontheradiosystems

masterswitchinSt.LouisCountybackupswitchesinJeffersonandSt.CharlesCounties
willbecriticaltothethreecountysystemremainingfunctional.Inordertoensurethereisa
criticallinkbetweenthemasterswitchanditsbackups,thereisaneedtocreateadedicated
microwavelink,withintheexistingcountylinks,whichconnectsthemasterswitchinSt.
LouisCountytoitsbackupsitesinJeffersonandSt.CharlesCounties.
WearerequestingapprovaltoenterintoasubgrantawardwithSt.CharlesCountyforthe
purposeofaddingthecriticalmicrowavelinkatatotaloffoursitesinJefferson,St.Charles
andSt.LouisCountiestwositesinSt.LouisCounty,onesiteinJeffersonCounty,andone
siteinSt.CharlesCounty.Inaddition,therewillbecostsfortowermapping,structural
analysis,andtowerretrofittingforthecriticallinksites.Totalcostwillnotexceed
$762,920.
5.MedicalSurgePublicHealth
MedicalReserveCorps(MRC)VolunteerRecruitmentCampaign:Inordertoimprove
theirMRCprogramstheSTARRSPublicHealthCommitteedevelopedaRFPtohirea
consultanttoprovidetechnicalandsocialmediaassistanceforaVolunteerRecruitment
CampaignfortheMedicalReserveCorpsintheSt.Louisregion.Thesemedicalvolunteers
arecommunitybasedvolunteerswhowanttodonatetheirtimeandexpertisetopreparefor
andrespondtoemergenciesandpromotehealthylivingthroughouttheyear.MRC
volunteerssupplementexistingemergencyandpublichealthresources.Thisregional
outreachcampaignwillbuilduponthepreviousworkundertakentodeveloparegional
MedicalReserveCorp.Therefore,wearerequestingapprovaltohireaconsultantthatwill
developasocialmarketingcampaignutilizingsocialmediaoutletslikeFacebook,LinkedIn,
andTwittertoincreasethenumberofvolunteersintheregionsMedicalReserveCorps.
Totalcostwillnotexceed$37,500.
SatellitePhoneAccessories:Wearerequestingapprovaltopurchasesatellitephone
accessoriesforpublichealthforusebylocalpublichealthdepartments.Accessoriesinclude
antennas,cables,polemountingkits,andnonpenetratingroofmountingkits.The
accessorieswillincreasecommunicationcapabilitiesfromthedesignatedincidentcommand
postswithinthehealthdepartmentbuildingsandbackupemergencyoperationscenter
locationsfortheCityofSt.Louis,EastSideHealthDistrict,andtheFranklin,Madison,and
St.LouisCountyHealthDepartments.Totalcostwillnotexceed$24,910.
VaccineRefrigerators:Wearerequestingapprovaltopurchasesixvaccinerefrigerators
fortheregionspublichealthagencies.Thesevaccinerefrigeratorsdirectlycontributeto
regionalpreparednessbysupportingmassprophylaxisstorageandoperationsassuring
medicalcountermeasureareinplace.Thevaccinerefrigeratorswillbedistributedtothe

CityofSt.Louis,EastSideHealthDistrict,andtheFranklin,Madison,MonroeandSt.
LouisCountyHealthDepartments.Totalcostwillnotexceed$25,469.
6.MedicalSurgeHospitals
RemoteAreaLighting:Wearerequestingapprovaltopurchase74remotearealighting
unitsfortheregionshospitals.Theseportablelightingunitsarebatteryoperatedand
providelightinginpatientrooms,surgeryareas,hallways,andlobbyareasduringpower
outages.Theycanbeusedoutsidetoprovidelightinginsurgetentsorduringdeployment
ofcacheequipment.Theseunitsarelargerandprovidemorelightinmultipledirectionsas
comparedtothepreviouslypurchasedunits.Theywillbedistributedamongthe43Missouri
RegionCacutecareandspecialtyhospitals.Totalcostwillnotexceed$96,422.
7.MedicalSurgeMassFatality
TotalStationSurveyInstruments:Wearerequestingapprovaltopurchasefivetotal
stationsurveyinstrumentsandsoftwarepackagesfortheregionsfiveportablemorguemass
fatalityresponsecachetrailers.TheTotalStationswillbeusedtomapthesceneatamass
fatalityincidentinordertoaidinvictimandpersonalbelongingidentificationaswellasto
assistinforensicinvestigation.Totalcostwillnotexceed$49,975.
8.UrbanSearchandRescueTraining
StructuralCollapseTechnicianCourse:WearerequestingapprovaltofundaStructural
CollapseTechnicianCoursefortheregionsUrbanSearchandRescueteams.This40hour
courseisdesignedtoprovidestudentswiththeknowledge,skillsandabilitiestoperform
rescueatstructuralcollapsescenesduetonaturaldisasterorterroristincidents,andwillbe
providedfor30membersofthefiveregionalUrbanSearchandRescueTeams.Totalcost
willnotexceed$20,000.
SwiftwaterTechnicianCourses:WearerequestingapprovaltofundtwoSwiftwater
TechnicianRefresherCoursesformembersofthefiveregionalswiftwaterrescueteams.
Thecourseswilltrainemergencyresponsepersonneltoperformrescueoperationsinswift
movingwateremergencies.Topicsincludepreplanning,personalprotectiveequipment,
searchparameters,incidentactionplans,surfacerescuetechniques,advancedropesystems,
anduseofwatercraftandhelicoptersinwaterrescueoperations.Totalcostforthetwo,
eighthourcourseswillnotexceed$7,000.
BoatRescueOperationsTechnicianCourses:WearerequestingapprovalfundtwoBoat
RescueOperationsTechnicianCoursesformembersofthefiveswiftwaterrescueteamsin
theSt.Louisregion.Thisfourdaycourseisdesignedtomeetthetechniciancertification

leveloftheInternationalRescueInstructorsAssociation(IRIA).Studentswillparticipatein
theBoatRescueOperationscourse,and,inaddition,mustcompleteaspecialnightdrill.The

operatorsofboatsastechnicians.Eachcourseis32hoursinlength,andwillaccommodate
24students.Totalcostofthetwocourseswillnotexceed$23,000.
