containingresidentialandotherpointdataformappingandvalidationtasksacrossthestate.He

workingcapacityforurbanandruralplanning,economicdevelopment,publicsafetyandservice
deliveryanalysis,aswellasprovidingvitalinformationduringemergencyeventsanddisasters.
Hissummaryincludedthetypeofdataadded,datacollectionstructurepointandfootprint
identificationmethods,andtheaccuracyreviewprocess.Henotedtheprojectwasfunded
throughtheNationalRecoveryActof2012.
Additionaldiscussionfollowedregardingthefurtheranalysisandsurveyrequiredtocomplete
thenextphaseoftheproject.JohnPosey,EWGCOG,advisedthatstaffwouldbeforwarding
MISDAssurveyseekingadditionalinformationtofire,policeandhealthdepartmentsinthenear
future.

2013GrantTerms&Conditions
LeahHummert,EWGCOG,summarizedtwosignificantpolicychangesoccurringatthestate
level,effectiveOctober1,2013,toensurethatallfederalgranttermsandconditionsarebeing
addressed.First,allpurchases$25,000andgreatermustbeapprovedinadvancebytheMissouri
OfficeofHomelandSecurity,aswellasspecificationspriortopostingandpurchaseordersand
contractsbeforetheyareissued.Secondly,STARRSwillberequiredtomaintainverifiable
certificationinformationforfundingrecipientsinhousesincetheprevioussystemoftracking
complianceofgrantrecipients,NIMSCast,isnolongeractive.Accordingly,staffwillbe
forwardingaquestionnaireseekinginformationfromanyandallwhohavereceivedasset,
trainingorplanningbenefitsfromUSASIgrantfunding.

Training(ASIRT)forallschoolsintheSt.LouisRegionand(b)toallowSTARRSstaffto
developanInvestmentJustificationfortheFY2014UASIgrantprogramtoobtainfundingfor
thisimportantsecurityenhancementforourschools.Therewasadiscussiontoaddtheabilityto
fundregionalschoolsthatwouldbeinterestedinobtainingcommunicationsequipmentfortheir
facilities.

TheESponderprojectbeganin2008withthepostingofarequestforproposals(RFP)fora
regionalDisasterIncidentManagementSystemthatwouldallowcollaborationbetween
hospitals,emergencymanagementandspecialtyresponseteams(Hazmat,policeSWAT/Tactical
Operations,USAR,etc.)viatheinternet.Afteranextensivereviewprocess,ESponderwas
selected,withimplementationbeginninginlate2009.AnESponderFocusGroupwascreated
consistingofrepresentativesfromacrosstheregionandfromseveraldisciplines.TheGroup
managedtheinitialconfigurationdesignanddeployment.Thesystembecamefunctionalforthe
regionsuseinearly2010duringtheH1N1Fluoutbreak.WiththeinceptionoftheSt.Louis
MedicalOperationsCenter(SMOC)useincreasedexponentiallylaterthatyear.
OneofthefirstrealtestsofESponderasaregionalcollaborationtoolwasthewinterstormsand
thespringtornadoesof2011.Duringtheseincidentstheregionsharedinformationforthefirst
time.ThatsameyearalsomarkedthefirstsignificantuseofESponderduringregional
exercises,whereitwasusedduringthe2011NationalLevelExercise(NLE)andthefirstSMOC
exercise.Usecontinuedtoexpandin2012and2013withESponderhavingbecomeakey
componentinregionalexercisesaswellasactualeventsthatincludednumeroustornado,
floodingandincidentsatregionalhospitals.
Recently,ausersurveywassentouttoover400STARRScommitteemembersandESponder
users.Therewereatotalof142responsesrepresentingalldisciplineswithintheSTARRS
structure.Thelargestgroupofresponsescamefromthehospitals,withfireresponderscoming
inaclosesecond.EightyninepercentofrespondersreportedthattheyhadusedESponderat
somepointinthepast,andseventypercentreportedthattheyhadusedESponderduringan
actualrealworldincidentorregionalexercise.ThetwomostcommonlyusedESponder
functionsreportedbyresponderswerethealertingservicesandreviewingsituationalstatus
messagesduringregionalincidentsandpostedbyvariousagencies.

TheregionsESpondersystemhasbeenfundedviatheUrbanAreaSecurityInitiative(UASI)
grantsinceitsinception.$589,000tobegintheprojectcamefromFY2007UASIgrant.An
additional$162,000wasaddedfromtheFY2009UASItoprovideathirdyearoffunctionality.
Withtheinitialgrantfundingconsumed,asecondgrantallocationwasapprovedfromtheFY
2011UASIgrantwhichfundedyearfour,fiveandsixoftheproject.Fundingcontinueswith
lineitembudgetforESponderintheFY2012andFY2013UASIgrants.Fundsareavailable
tocontinuetheprojectthroughJune30,2015,theseventhyearoftheproject.
Currently,thesoftwarevendorNC4,LLCdoesnothaveabillingschemethatwouldallow
individualagenciestosharethecostforaregionalsystem.Theonlybillingschemepossibleis
withasingleregionalagency.DiscussionisneededamongtheESponderFocusGroupandthe
regionalusersonhowtosustainthesystemoncegrantfundingisnolongeravailable.

ThedeadlinesforexpendituresfromUrbanAreasSecurityInitiative(UASI)FY2011andFY
2012grantsarefastapproachingandananalysisofbothbudgetsshowtherearefundsremaining.
AllFY2011&FY2012UASIfundsmustbespentbyAugust31,2014.Thismeanspurchases
mustbeordered,equipmentinventoried,invoicespaid,andexpendituresreimbursedtoEastWest
Gateway.
TheattachedspreadsheetshowsthelineitempurchasesthatremaininbothUASIbudgets.There
isatotalof$1,086,053frombothFY2011andFY2012UASIgrantsthatneedtobe
redistributed.Inpreviousgrantyearsunspentfundswereassociatedwithequipmentpurchasesthat
werelessthanthebudgetedamountorbecausevariouslineitemswereacquiredfromother
fundingsources.TheFY2011&FY2012unspentfundsexistbecauselineitempurchaseshave
notbeensubmittedtostaffforprocurement.Additionally,afewlawenforcementlineitemswere
movedintoFY2010fromFY2011.WiththeMissouriOfficeofHomelandSecuritynow
reviewingbidspecifications,requestforbidsandpurchaseorders,thereislittletimeleftto
processtheFY2011andFY2012UASIbudgetlineitems.
Therefore,staffisrequestingapprovaltoredistributetheFY2011andFY2012UASIgrantfunds
toshovelreadyprojectsthatcanbeprocessedforprocurementandpresentedforapprovalin
JanuaryorFebruaryof2014.Theseprojectsmustmeetthegoalsandobjectiveswithinthe
investmentjustificationsfrombothfiscalyearUASIgrantapplications.Staffwillworkwiththe
STARRScommitteestoidentifyprojectsthatmeetthisconditionandpresentthemtothe
STARRSBudgetCommitteeforreviewandrecommendationtotheBoardofDirectorsatthe
December19,2013meeting.
