Sustainable Development

Sustainable development is the pattern of resources which aims to meet the human needs
of present as well as for the future generation without compromising the natural resources and
environment.
For the maintenance of the Sustainable Development for the City of Imus, the City
Environment and Natural Resource Office aims to:
1. Formulate measures for the consideration of the sangguniang panlungsod and provide
assistance and support to the city mayor in carrying out measures to ensure the
delivery of basic services and the provision of adequate facilities relative to
environment and natural resources as provided for under Section 17 of the Local
Government Code of 1991.
2. Develop plans and strategies and upon approval thereof by the city mayor, implement
the same, particularly those which have to do with the environment and natural
resources programs and projects which the city mayor is empowered to implement
and which the sangguniang panlungsod is empowered to provide.
3. Establish, maintain, protect and preserve communal forest, watersheds, tree parks,
mangroves, greenbelts and similar forest projects and commercial forest, like
industrial tree farms and agro-forestry projects.
4. Provide extension services to beneficiaries of forest development projects and
technical, financial and infrastructure assistance.
5. Manage and maintain seed banks and produce seedlings for forest and tree parks.
6. Provide extension services to beneficiaries of forest development projects and render
assistance for natural resources-related conservation and utilization activities
consistent with ecological balance.
7. Promote small-scale mining and utilization of mineral resources, particularly mining
of gold.
8. Coordinate with government agencies and nongovernmental organizations in the
implementation of measures to prevent and control land, air and water pollution with
the assistance of the Department of Environment and Natural Resources.
9. Be in the frontline of the delivery of services concerning the environment and natural
resources, particularly in the renewal and rehabilitation of the environment during and
in the aftermath of man-made and natural disasters or calamities.
10. Recommends measures to the sangguniang panlungsod and advise the city mayor on
all matters relative to the protection, conservation, maximum utilization, application
of appropriate technology and other matters related to the environment and natural
resources.
11. Perform such other duties and functions and exercises such other power as provided
for under the Local Government Code of 1991, and those that are prescribed by law
or ordinance.
Projects and activities of the City of Imus to comply with the Local Government Code of
1991 regarding sustainable developments as of 2012-2013 are:
For environment cleanliness and ecological protection
- Composting site located at Pedro Reyes St. Malagasang 1-A, Imus,
Cavite with a size of 2,300 sq. meter lot, and it segregates the
Biodegradable waste.
- City Ecological Center established and located at Buhay na Tubig
- Material Recovery Facility this facility is for the transfer station or
sorting station, drop-off center, composting facility and recycling
facility for wastes collected from Imus Pilot Elementary School,
Cayetano Topacio Elementary School, Imus Institute Nueno and Del
Pilar Academy, GEANHS and INHS.
- Waste Management System an effective and practical system that
process the residual wastes materials coming from households, school
and public markets, which are separately collected and transformed it
to non-loadable concrete products, with the help of Clean Technology.
- Clean up drives in major subdivisions, thoroughfares and barangays.
- Ordinance No. 2007-71 CENRO holds seminar regarding solid waste
management ever Friday as pre-requisites for business establishment
in the issuance and renewal of business permit and license.
For sustainable packaging waste management system
- Ordinance No. 2012-134 it prohibits the use of plastic bags on dry
goods, prohibits the use of styrofoam within the City of Imus and it
prescribes penalties.
Projects and activities as for the months of January to June 2013:
Information, Education and Communication Campaign
- Lectures or seminars every Friday for business establishments
- Seminars on Solid Waste, Climate Change, Disaster Preparedness
every 4

week of month for senior citizens.
Solid Waste Management
- Continuous clean up drives
- Composting facility is able to produce 157 sacks of soil enhancer that
are given free to Malagasang and Bucandala farmers, schools and
individuals.
Clean and Green
- Issuance of 15 Tree Cutting Permits to schools, barangays and private
entities.
City Plastic Ordinance
- Monitoring and apprehension as of June 7, 2013 the fines collected
are P24,700 from total of 78 business establishments.
Inspection and Monitoring
- ability to assist 34 environmental grievances, problems and disputes
Special Projects
- Anti-Dengue Campaign joint project with Provincial Government
Environment and Natural Resources, clean-up of drainage, rivers and
canals at Medicion and Toclong
- Brigada eskwela public schools clean up at District 1 and 2
- Arbor Day Celebration province wide tree planting activities

Furthermore, for sustainable development of the City Government of Imus, the budget
allocations are as follows: (differentiation between year 2012 and 2013)
General Public Services
- Allocation percentage of total budget for this sector increases when
Imus became City, from 56% for the year 2012 it became 60% in
2013. The P365,124,614.45 and P510,703,653.62 budget distributed to
the programs for the promotion of order and public security.
Health, Nutrition and Population Control
- Allocated amount for this sector are P37,408,435.53 and
P43,479,940.51 for 2012 and 2013 budget respectively. This is for the
operation of rural healt units, aid to the respective barangays and
portion of this goes to operation of present lying-in clinic.
Social Security, Social Services and Welfare
- To provide the delivery of social services and welfare are 2% and 3%
of the budget for 2012 and 2013 respectively. The P12,744,477.28 for
2012 and P22,551,019.95 amount allocated for the beneficiaries of the
members of marginalized sector of community.
Economic Services
- 13% and 11% (2012 and 2013) of the total budget allocates for this
sector and the amounts P81,694,684.31 and P95,615,694.39 budgeted
for agriculture services amounting to P7,529,083.47 and
P10,444,181.84, for the operation of markets and slaughterhouses
P32,976,286.58 and P37,944,878.50, for the engineering office
P30,194,358.27 and P36,559,342.85, for the building of officials
office P6,269,008.22 and P7,833,540.40 for 2012 and 2013
respectively.
- 2012 budget allocates also for the environmental and natural resources
amounting of P4,725,947.77 while 2013 allocation budgeted it to
veterinary services amounting to P1,416,875.40 and for architectural
planning and design services amounting to P1,416,875.40.
