The remit of Historic Scotland’s TCRE Group is to improve


the quality and standards of conservation work on Scotland’s
built heritage. It operates within two Divisions – the Historic
Scotland Conservation Bureau (HSCB), based in Longmore
House, and the Historic Scotland Conservation Centre (HSCC),
based at Stenhouse and South Gyle, Edinburgh.

Research, Education and Publications
The integrated research and education programme aims to address the issue of loss
to the built environment. It does this through commissioned research and negotiated
partnerships, leading to the publication of a wide range of technical material. This is
supported by a close working relationship with leading professional and industry bodies,
educational institutes and training centres. Promoting and supporting the development
of specialist, professional, technical and craft skills; the Bureau is also addressing the
availability of traditional building material supplies.

of building conservation in Scotland.

The Resource Centre
The Bureau maintains, and is developing, a conservation support Resource Centre. This
facility contains related books, periodicals, supplier information and audiovisual material.
The Resource Centre is open for consultation and use on an appointment basis.

HISTORIC SCOTLAND’S CONSERVATION CENTRE (HSCC)
The Conservation Centre leads the field in all aspects of practical and preventative
conservation for the built environment in Scotland. Conservators specialise in stone, easel
paintings, wall paintings, environmental monitoring and the analysis of historic decorative
schemes. The Centre primarily provides specialist conservation advice to other groups in
Historic Scotland, and carries out practical work on Properties in Care in the agency’s own
estate. The conservators can undertake a limited amount of specialist repayment work for
the private sector.

In line with TCRE Group remit for education and raising standards in the care
and maintenance of the built environment, we are pleased to advise that from

Research Report: Cost Action C17: Built Heritage
Fire Loss to Historic Buildings – Final Report
Consisting of 3 parts, the Final Report of the recently
completed European Science Foundation Research Project
COST Action C17 “Fire Loss to Historic Buildings” has
just been published. Presented as 2 volumes, with a
shorter Executive Summary of the Action, findings and
recommendations, all are combined and contained in a slip
case.
The Action involved participants from 20 countries and had
a key objective in the definition, at a European level, of the
degree of loss to built heritage through the effects of fire, and the
promotion of remedial actions and recommendations to combat this using minimal
invasive techniques.
In order to achieve these aims 4 Working Groups addressed: Data, loss statistics
and evaluating risks: Available and developing technology: Cultural and financial
value: and Property management strategies. The resulting publication provides their
extensive findings to give a comprehensive guide to fire loss statistics; fire detection
and suppression technology; insurance and strategies to cope with fire; and the fire
threat. The report findings are vital to anyone who has an interest in the prevention of
fire in the built environment throughout Europe.

This INFORM provides guidance on decorative glass in a domestic context.
The different kinds of glass such as coloured, etched and engraved are
all described as are the differing methods of construction techniques
associated with each type. Repair and maintenance issues associated
with these types of glass are considered including lead corrosion,
thermal movement, impact damage and secondary protection systems

a mortar mix; a binder, aggregate and water. The different properties

A shortage of skilled craftspeople throughout the UK has highlighted
the need for strong action to prevent further erosion of our skills
base. The formation of the National Heritage Training Group (NHTG) in
2002 was pivotal in shaping and coordinating the strategy to address
these problems. Perhaps the most important action by this group
was to commission skills mapping research in each of the four home
countries – to fill information gaps on the scope, depth and breadth
of labour and skills within this sector. As part of that process, this
report is the first ever detailed labour and skills needs analysis of this
sector of the construction industry in Scotland. We cannot highlight
trends or make accurate forecasts, but have established a benchmark
against which we can measure and quantify our progress. A PDF

THE INSPECTORATE provides expert support to Scottish Ministers on the
identification, protection, conservation and management of Scotland’s historic
buildings, historic landscapes and archaeological sites. The Inspectorate’s work
includes thematic and area-based surveys to identify those worthy of statutory
protection through listing and scheduling. Once these are protected, staff work
closely with planning authorities, owners, developers and many other bodies to
ensure that, where change is necessary, this does not adversely affect these
important elements of Scotland’s historic environment. The Inspectorate also
administers the grant programme for archaeological excavation and research,
and the repairs scheme for ancient monuments.

This leaflet offers simple advice for land owners,
occupiers and managers about what to do when asked for
permission to detect on a given piece of land. It does not
attempt to deal with the rights and wrongs of metal
detecting: some archaeologists are strongly against it
while others believe that responsible detecting has a place
in archaeological research. This leaflet attempts to set out
the legal position in non-legal terms, and seeks the co-
operation of all to ensure that monuments are protected as
the law intends.
