RP550, part 1, Section 10. ANSI BS 5351 COVENIN 200 N.E.C. NEMA NFPA UL 429 Electrically operated valves UL 1002 Electrically operated valves UL 1509 FIRE TEST CONDITIONS 3 DEFINITIONS All definition are listed in specification K300. 4 GENERAL 4.1 This specification deals with pneumatic, hydraulic and electric actuators on onoff services. Actuators for valves on proportional control are detailed in specification K332 under control valves. The onoff valves are separated into three categories and the classification specified by the project / process engineer: S Normal service S Critical service Valves required to be operable for a specified number of operations in order to ensure the safety of the process in the event of loss of the main actuator fluid medium (pneumatic or hydraulic). S Emergency service Valves installed at strategic locations to isolate / shutdown equipment or depressurise, remove or displace flammable / toxic / environment contaminating material inventory of process lines / equipment. Note: The Emergency block valves are located 15 metres away from the potential leak source for e.g. The valves on lines to and from a ship loading jetty shall be located atleast 15 metres from the loading arm. Valve body size, type, materials of construction, rating, actuator coupling etc. b. Valve full open to full closure (or vice versa) speed. c. Valve upstream piping design pressure d. Electric power / hydraulic / pneumatic supply e. Actuator type and size f. Any fireproofing of actuator g. Capacity tank for pneumatic / hydraulic actuators h. Loop diagrams reference i. Continuous 420 m.A. transmission and/or limit switches for remote position indication j. Twowire distributed control or 24 / 125 volts D.C. remote operation signal k. Intelligent type actuator l. Normal or emergency service. m. Area clasification n. Valve failure position, if applicable o. Accessories, if any 4.3 It is the clear responsibility of the actuator supplier to ensure that: S All actuators shall function in an ambient temperature of 0C to plus 90C and be operable remotely on 24 / 125 volts D.C. Signals S On items classified as Emergency service the actuator shall have an additional set of actuating pushbuttons and position indicating lights located atleast 10 metres from the valve and operable at grade level. S All field mounted items shall be corrosion resistant to marine atmophere and any specified corrosive ambience. All electrical items shall be tropicalised and meet specified area classification. S CAST iron material shall not be used. S It is fitted correctly to the valve to ensure correct operation under all specified operating conditions S The actuator size withstands a pressure drop equal to the upstream piping relief valve set pressure. S The speed of response complies with process requirements. S The shaft stem is solid and linked positively to the valve plug or gearbox (for e.g. electric actuators or butterfly valves). REVISION DATE ENGINEERING SPECIFICATION VALVE ACTUATORS Page 5 AUG.94 0 PDVSA K333 Men Principal Indice manual Indice volumen Indice norma PDVSA 5 PNEUMATIC AND HYDRAULIC ACTUATORS 5.1 Hydraulic systems shall conform to A.P.I. RP550, PART 1, section 10. 5.2 Pneumatic actuators shall operate on 020 P.S.I.G. (0.21.0 kg/cm 2 ) input signal and a supply pressure of 7 kg/cm 2 . 5.3 Solenoids in hydraulic and pneumatic systems shall be intrinsically safe and operate on 24 volts D.C. 125 volts D.C. systems are subject to PDVSA approval. 5.4 They shall be fitted with limit switches at valve open and close positions. The contacts shall be normally closed and open when the valve reaches either end positions. Continuous 420 mA position transmitter shall be fitted when specified. 5.5 Actuators on valves identified as critical service shall be equipped with capacity tanks and lockup valves to ensure operation of the valve for the specified number of operations. 6 ELECTRIC ACTUATORS S The unit shall be complete i.e., integral motor starter controls, transformer, space heaters, pushbuttons, valve position indicator together with torque and limit switches. S The valve shall withstand the stall torque of the actuator with torque and limit switches disconnected. S Space heater shall be provided to prevent condensation with the breather / drain located at the lowest point for any angle of actuator mounting. S Three conduit entries shall be provided one for power, one for remote actuation and one for limit switches wiring. S Rising stem valves shall be provided with a galvanised steel cover threaded into the actuator to protect the valve stem. S Valves operating at 400C or above shall be equipped with compensation springs to allow for stem expansion and contraction without affecting the valve seating. 6.1 Local / Remote Controls and Valve Position Indication S An electrically and mechanically interlocked motor starter shall be provided in the actuator housing. Continuous mechanical indication of valve position shall be incorporated on a dial in the actuator. Fuses shall be readily accessible for replacement or deactivation at the terminal board. S Contacts shall also be provided inside the actuator enclosure for remote operation and indication and wired to a terminal block. S Open and close torque switches for electric motor drivers shall be provided with means to prevent tripping on torque during initial unseating. S Torque and limit switches and valve position transmitter: a. Switch design shall permit inplace change of normallyopen or normallyclosed contacts by reconnecting wiring. b. Switch contact minimum rating shall be: 5 amps at 440 VAC inductive and 1 amp at 24 volts DC. c. Torque and limit switches shall be easily adjustable without removal of the switch assembly from the actuator enclosure. Repeatability of switch actuation shall be 5% of set point. d. Position limit switches shall be provided at each end of travel for remote indication and sequencing. A minimum of eight limit switch contacts shall be furnished, with operation as follows: Two contacts open only when valve is fully closed. Two contacts open except when valve is fully open. Two contacts closed only when valve is fully closed. Two contacts closed except when valve is fully open. e. Local lamp indication of closed (red) and open (green) positions shall be provided. In the intermediate position, both red and green lamps (alternatively a separate amber color lamp may be furnished) shall be on. Lamps shall be rated for 100.000 hours. For fireproofed valves, local indicating lights shall not be mounted on a intumescent type actuator enclosure, but on a control station located at least 10 metres away from the valve. f. Continuous 420 m.A. position transmitter shall be fitted to indicate the exact valve position. 6.2 Motors Motors shall be 3 phase, high starting torque, single speed, with lifetime prelubricated (sealed) ball bearings. Motor voltage and frequency will be specified on the data sheet. Insulation Class shall be per PDVSA specification N201. S 6 consecutive applications of locked rotor current. S Motor Overload Protection. One or more winding temperature detectors embedded in the motor winding or three thermal overloads in the motor controller are acceptable. Either must be capable of being deactivated at the terminal board by installation of jumpers. 7 GEAR BOXES (FOR ELECTRIC ACTUATORS AND CERTAIN PISTON ACTUATED VALVES) Gears shall be fully enclosed and immersed in a lubricant. Limit switch drive gearing of electric actuators shall be stainless steel/bronze. For electric actuators the gearing shall have a builtin lost motion device to enable the motor attain full speed in a maximum travel of 90 before imparting a hammer blow to start the valve in motion in either opening or closing direction. 8 HANDWHEEL All electric actuated valves shall be fitted with handwheels. Pneumatic or hydraulic actuated valves shall be fitted with handwheels only where necessary and subject to PDVSA aproval. The mechanism shall be automatic declutching type that automatically disengages the handwheel while electric motor or hydraulic/pneumatic piston is in operation. The declutching device shall permit manual handwheel operation at all times. The opening or closing direction of the valve shall be clearly indicated on the handwheel. Gearboxes shall be supplied where appropiate to operate the valve easily and smoothly. 9 FIREPROOFING 9.1 The actuators and power/instrument leads on Emergency Classified valves shall be Fireproofed: S Within 5 metres of the protected equipment. S Within 25 metres of manifolds and loading arm connections on jetties S Inside dikes of storage tanks holding flammable liquefied gases. REVISION DATE ENGINEERING SPECIFICATION VALVE ACTUATORS Page 8 AUG.94 0 PDVSA K333 Men Principal Indice manual Indice volumen Indice norma PDVSA 9.2 Fireproofing shall enable the valve and actuating system to remain operable for 15 minutes when exposed to a 1100C fire under UL 1509 test conditions. 9.3 Fireproofing material thickness shall be selected to ensure actuator internal temperatures do not exceed 90C. The material shall be 50 mm mineral fibre or calcium silicate with a stainless steel jacket. Intumescent epoxy coating shall be subject to PDVSA approval. Capacity tanks on pneumatic / hydraulic actuators shall also be similarly fireproofed. The tubing shall be 316 stainless steel and not fireproofed. 9.4 The actuator enclosures shall have readily separable joints to enable removal without damaging the fireproofing. Pneumatic / hydraulic actuator driven valves which go to a safe position on loss of fluid pressure shall not be fireproofed. 10 SPECIFICATION FORM FORM N TITLE 20.50x Onoff valves with positive closure The form is included at the end of this specification 11 INSTALLATION AND COMMISSIONING All installation and commissioning shall be performed in accordance with project drawings and specifications. 12 Q.A. / Q.C. All items shall conform with the procedures detailed in specification K369.
