Experience: 38 years in Bangladesh Power Sector
The founder Chairman of PEMEC has the vision and
mission to develop the Energy and Power system by
working closely both with the public and private sector.
Former Chairman of Bangladesh Power Development
Board (BPDB) has worked in different position of public
sector and contributed his expertise in power sector of
Bangladesh.
As the CEO of Bangladesh Power Development Board he
was responsible for Ensuring the overall development of
Power Sector of Bangladesh and central power
development planning and single buyer function,
Responsible for overall management for all the public
sector power stations and urban distribution systems
(except Dhaka city) in Bangladesh, Bulk and Retail
electricity tariff formulation and revision, Long term
generation and distribution plan and taking strategic
decision through Board Meeting. Attracting Private Sector
in Power Generation and Contracting with Independent
Power Producer to increase Electricity Generation in
Bangladesh.

Core Team
About 40 contracts were signed for about 5000 MW and of
which about 2500 MW were commissioned during his
tenure as Chairman BPDB, 20 new contracts were signed
for public power plants for about 2700 MW of which about
1100 MW were commissioned during his period. Total 51
New power plants were commissioned in that span of time
having total generation capacity about 3600 MW.

Mr. Kabir has extensive training in different developed
countries like USA, Canada, UK, France, Germany,
Netherlands, Russia and Other South Asian Countries. On
Power Sector Reforms, Private Power Development of
Bangladesh, Public-Private Partnership, Energy
Regulation, Utility Regulation, Power System Planning,
System Loss Study, Electricity Pricing & Commercial
Operation, Power Distribution System Construction,
Operation & Maintenance etc.
















































MD. Showkat Ali

Chief Executive Officer, PEMEC
Experience: 38 year in Bangladesh Power Sector

Md. Showkat Ali was the Chairman of Bangladesh Power
Development Board in 2007-2009. Being the chief
Executive looked after overall management of the
functioning of Bangladesh Power Development Board, the
largest Organization in the Power Sector of Bangladesh.
Preside over the Board meeting where discharged overall
responsibilities of Power Generation, Transmission and
distribution & also managed the subsidiary Companies
under it. Actively involved in functioning of reforms in
Power Sector, Energy Policy, Energy conservation Act.,
Corporatization of BPDB, Renewable Energy Policy of
Bangladesh, Policy guide line for enhancement of Private
participation in the Power Sector, Finalization of Coal
Policy draft & placement of proposal relating to Bulk and
retail Tariff enhancement for BPDB to Bangladesh Energy
Regulatory commission (BERC) etc.

Core Team
Kamrul Bari has professional experience of construction
and engineering in Bangladesh and abroad. During his
span of experience he has worked in power sector mainly
in field of construction of Transmission line and Power
plant project. His job in power sector has been planning
and project management, tendering and Project
procurement. Worked with power plant EPC design team
to assist in preparation of General Arrangement (GA) of
the plant , monitor and review of topographical survey of
the project site and its surrounding, monitor and review of
geotechnical investigation and analysis , assist in providing
the inland and water communication systems to plant site ,
assist and providing relevant hydrological , meteorological
and seismic data, monitor and review hydro-morphological
study of the of the river for plant intake water, assist in
assessment of flood pattern and drainage characteristic
around project area. Assignments in project
implementation stage was Project Scheduling,
Coordination with employer(s) , EPC Contractor and other
concern stake holders, Construction Management, assist
in preparation of transportation and erection system of
heavy equipment of the project, assist in conducting NOX
level test of exhaust gas, Site coordination meeting , Site
Safety Management , Overall management of site
activities. Coordination and Management of Plant
performance test.

Dilip Kumar Podder is a Bachelor of Science in Electrical
and Electronics from BUET. He has 32 year experience in
Bangladesh Power Development Board (BPDB). During
his long professional carrier he had worked in the position
of Assistant Engineer, Executive Engineer, Superintendent
Engineer, Chief Engineer and last but not the least in the
position of Member, Planning and Development, BPDB.
After his retirement from BPDB as Member, Planning and
Development, Mr. Podder worked Project Director, Power
Generation Company MAK and Project Manager,
Transmission Line Construction Company M/S Cobra
Instalaciones y Services S. A. Spain (Bangladesh Office).
Mr.Podder is currently working of PEMEC as Executive
Director (Engineering).

Kondokar A. Hafiz has professional experience in various
UN developing agencies, notably UNDP. Highly skilled in
management of development projects of various sectors
that includes formulation, appraisal, implementation,
budget/financial management, project monitoring, liaise
with donors and coordination in respect of new funding,
office management, professional staff recruitment, their
supervision and performance monitoring, etc. Handling of
short and medium term rehabilitation programs relating to
disasters (natural and man-made) and aid coordination
need special mention. Management of a major technical
assistance program as Country Program Coordinator (of
UN Office for Drugs and Crime) and major rehabilitation
program in Northern Iraq financed from Oil-for-
Development needs special mention.

JICA), Implementation, Monitoring and Evaluation,
Contract Management, Retail Tariff for Pally Bidyut Samity
(PBS), Socio Economic Research and Study. She has also
extensive training of World Bank, Asian Development Bank
(ADB) and USAID in USA, Malaysia, South Korea, India,
UK on Project Budgeting and Cost Control, Corporate
Governance Strategy for Public and Private Enterprises,
Energy Information and Administration, Financial
Governance of Project, Organization Management and
Operation of Electric Utilities, Procurement of Goods,
Works and Services under project AID.
Begum Mahmuda has achieved Master of Public
Administration (MPA) from Harvard University in 1997 as
Edward S. Mason Fellow in Public Policy and Management
with the sponsorship of Ford Foundation, USA. Mrs.
Mahmuda had worked as Director Management of Power
Cell from 2004 to 2009 under Ministry of Power, Energy
and Mineral Resources, Government of Bangladesh. In
Power Cell she was the Task Manager of The Consultancy
Services for Preparation and Implementation of Financial
Re-Structuring and Recovery Plan of Bangladesh Power
Sector, Power Sector Corporate Governance Action Plan
as well as Power Sector Reform Action Plan. After her
retirement from BREB as Controller, Finance & Accounts
Mrs. Mahmuda has joined PEMEC in the position of
Executive Director (Financial Management).
