1. Who is eligible to sign the Tuition Grant Agreement in the presence of
Notary Public?

All Singapore Permanent Resi dent and Foreigner student s are eligible to apply
for the Tuition Grant Scheme for their studies in one of the ten local Institutes of
Higher Learning (IHLs) (refe r to Annex A). If your surety/sureties is/are unable
to be present to sign the T uition Grant Agreement on the scheduled dates, you
can send the T uition Grant Agreement back to your home country for your
surety/sureties to sign it in the presence of Notary Public(s).

2. What do I have to do if my sureties wish to sign the Tuition Grant Agreement
in the presence of a Notary Public?

Step 2
You will need to download a c opy of the Tuition Grant Agreement from your own
TGonline account nearing to the signing dates. Y ou will need to print the
agreement single-sided on A4 white paper.

Step 3
Send your Tuition Grant Agreement (all 6 pages of 1 copy) to your home country
by courier speedpost (this mode of delivery is preferred as it will allow you to track
the status of your deliv ery and ensure that the docum ent will be safely received
and returned) for your sureties to sign it in the presence of Notary Public(s).

Where do the sureties or Notary Public sign?
Please refer to the sample (Annex B-1 and B-2) carefully as MOE will only accept
Tuition Grant Agreements which have the Notary Publics signature and seal on
the relevant p ages of the T uition Grant Agreements. Incomplete Tuition Grant
Agreements will not be accepted.

Step 4
Upon return of the T uition Grant Agr eement by your sureties, you are to
personally bring the not arized Tuition Grant Agreement on the scheduled date,
time and venue

to complete the Tuition Grant Agreement signing in the presence
of MOE officers. Please bring along your Identity Card, Passport, Student Pass
and Student card for verification.

Please not e that student s who have not co mpleted the signing of the T uition
Grant Agreements by the given deadline will have to pay full fees for their studies
in the IHLs for the current academic year.

3. What if only one of my two sureties is unable to sign the Tuition Grant
Agreement in Singapore and has to do so overseas, in the presence of a
Notary Public?

You are still required to complete Step 1 as stipulated in Question 2 above. The
surety who is in Singapore will have to be present together with you on the
scheduled Tuition Grant Agreement signing date to sign in the presence of MOE
officers. Please remind your surety to bring along his/her Identity Card,
Passport, Student Pass, S tudent Card, W ork Permit and Employment Pass,
(where applicable) for verification purpos es. For the other surety who is
overseas and unavailable to be present on the stipulated dates, you are to follow
Steps 3 and 4 in Question 2 above for him/her to sign the Tuition Grant
Agreement in the presence of a Notary Public.

You can either seek further clarificati ons from MOE of ficers who will be present
on the day of the T uition Grant Agreement signing dates or cont act our Tuition
Grant Unit Of ficers during of fice wo rking hours at 6879 7333/4, for further
