No. Agros/RKVY/SRI/11-12 Dated 06.08.2011 Notice Inviting Expression of Interest For Establishment of Systematic Rice Intensification(SRI)/ Systematic Sugar cane intensification (SSI) centers The department of Agriculture proposes to establish 110 SRI centers in order to encourage systematic rice intensification cultivation and 37 centers for modern sugar cane cultivation (SSI Centers).
The cost of each SRI center is about Rs.75.34 lakhs, with government subsidy of 50% i.e. Rs.37.67 lakhs and remaining amount of Rs.37.67 Lakhs, to be borne by farmer/farmer groups.
The cost of each sugar cane intensification center would be Rs.133.35 lakhs, with government subsidy of Rs.33.34 lakhs (25%) and remaining amount of Rs.100.01 lakhs to be borne by farmer/farmer groups.
The selected farmer/farmer groups must be resident of the district where the center is proposed to be established and must establish the center within 30 days from the date of selection. After due establishment of center the farmer/farmer groups must render assistance by making machinery available and also transfer necessary knowhow to local farming community on hire basis as per rates fixed by the government.
The SRI applicants should have a bank balance or loan sanction letter of Rs.37.67 lakhs. Similarly for sugar cane centers the farmer/farmer group should have bank balance or loan sanction letter from bank/concerned sugar factory of Rs.100.01 lakhs. Further, the applicants should provide a bank guarantee equivalent to subsidy amount being sanctioned by government.
The details of machinery required in each of the SRI/SSI center and the locations where they can be established are provided along with application form
The interested farmer/farmer groups can obtain the applications by paying a sum of Rs.1000/- (rupees one thousand only) by way of Demand Draft drawn in favour of APSAIDC Ltd. Hyderabad. The applications are available between 10.08.11 to 27.08.11 in the offices of Joint Directors of Agriculture/District Agros offices.
The filled in applications should be handed over in the above mentioned address on or before 28.08.11 by 3.00 pm.
Pre-application meeting would be conducted on 16.08.2011 at 11.30 am in the address mentioned in order to provide clarifications and suggestions if any in establishing SRI/SSI centers.

At present paddy is cultivated in an extent of about 46 lakh ha. in the state. Keeping in view the erratic climatic conditions and high usage of water in the neighboring states in future, coupled with high shortage of labour which is increasing year after year, it would be difficult to continue to at least retain the extent of paddy cultivation in the state. These conditions will compel to adopt more prudent methods of paddy cultivation in order to make it more viable and profitable. The Government of A.P. in order to over come the above said problems proposes to encourage the farming community for adopting SRI cultivation extensively in the state.
Advantages of Practicing SRI: Water saving by 25 to 30% Time saving to an extent 10 to 15 days in each season Productivity enhancement by 17 to 20%
It is understood that despite the above said advantages, the area under SRI cultivation could not be extended beyond 90000 ha in view of limited availability of labour. In order to over come these problems the department of agriculture by bringing in few changes in the cultivation of SRI and increasing the mechanized plantation. By doing this the age of SRI nursery which is now 8 to 12 days old, extends in the changed system to 16 days and the usage of cono weeder is made possible only in one direction.
By adopting the above said minor changes in SRI cultivation, efforts are being made to bring additional areas of 3 lakh ha during 2011-12 and in the next five years the cultivation under SRI is expected to extend beyond 10 lakh ha.
At present sugar cane is cultivated in an extent of 2 lakh ha in the state and the sugar cane crop once planted with a gap of 3 feet between the rows is continued for not more than 2 to 3 years. Also farmers are resorting to fresh plantation of sugar cane after one or two years itself due to improper seed treatment, unscientific irrigation system coupled with un scientific inter cultivation, which is also resulting in poor yield. The above said old methodology of sugar cane cultivation is preventing mechanized cutting of fully grown sugar cane. The requirement of excessive water is due to retention of the crop in the field for almost one year.
In order to over come the above said short comings in the cultivation of sugar cane and also to bring more area under sugar cane cultivation, it is proposed to establish mechanized SSI centers by adopting the following:
To maintain 5 ft distance between the rows Adopting proper seed treatment Convert in to mechanized planting Adoption of sub surface drip system Inter cultivation with mini tractors and power weeders Mechanized harvesting of sugar cane.
II. ELIGIBILITY, TERMS AND CONDITIONS TO THE APPLICANT:
1. The applicant(s) should be a farmer or farmers group.
2. Rythu Mitra Group (RMG)/PACS/MACS and other farmer groups are also eligible to apply.
3. The applicant must be native of respective district from where the application is made. Also the applicant must own the land and must be cultivating the same to become eligible under the scheme. The applicant should enclose the copy of pattadar pass book as proof of ownership of the land.
4. In case of there being more than one application in the same mandal, preference will be given to the applicant seeking lesser subsidy compared to other applicants.
5. The applicant(s) must be able to establish good relationship with the local farming community for successful implementation of programme.
6. The cost of each center of SRI is about Rs.75.34 lakhs, out of which government will provide a maximum of 50% i.e. Rs.37.67 lakhs by way of subsidy and the remaining amount of Rs.37.67 Lakhs needs to be borne by the applicant.
7. The cost of each SSI center would be Rs.133.35 lakhs, out of which government would provide maximum of Rs.33.34 lakhs(25%) as subsidy and the remaining amount of Rs.100.01 lakhs needs to be borne by the applicant.
8. The applicant for SRI center should submit a bank guarantee equivalent to the subsidy amount sanctioned i.e. Rs.37.67 lakhs. In case of SSI centers the applicant must submit a bank guarantee for Rs. 33.34 lakhs i.e. the subsidy under the programme. The above said bank guarantees shall be returned in three installments and the same is subject to the area covered under SRI and SSI cultivation together with the lease rentals adopted by the center.
9. The applicant of SRI center should cover at least 250 acres per season and in an agricultural year the applicant has to motivate the farmers to take up minimum of 500 acres under SRI cultivation. For this purpose the applicant should assist the farmer in preparing nurseries in the trays, land leveling, puddling, paddy transplantation and the assistance required in inter cultivation.
10. The applicant while preparing the nursery should see to it that in the trays a minimum of 20% of organic manure is used.
11. The applicant must note that the responsibility of the farmer/farmer group ends with supply of seed and the remaining activities for successful harvesting of the crop rests with center which should result in to an additional yield of 2 to 3 quintals per acre. For the above mentioned operations the center can collect a maximum amount of Rs.3500/- per acre from the farmer. This fee to be collected from the farmer will vary from season to season depending upon the wage rates of the labour.
12. In case of SSI centers, the applicant should encourage the local farmers in adopting the latest package of practices resulting in an additional area of at least 1000 acres of SSI cultivation in the local sugar factory area of operation.
13. In addition to the above the SSI center should provide in extending suitable appropriate suggestions to the farmers for mechanized sugar cane cultivation and the applicant must assist the farmers right from seed treatment to harvesting of sugar cane together with loading of the same in transport vehicles. The custom hiring center for having extended the above said services to the farmers is permitted to collect a maximum amount of Rs.250/- per tonne towards operational fee. The said fees is flexible and will be changed from season to season depending upon local wage rates.
14. The applicant(s) should select the machinery required from out of the standard companies available in the market. Also the applicant should provide all varieties of machines indicated in the application and the efficacy of such machines should be confirmed by an expert committee appointed by the government.
15. The subsidy to the applicant shall be released only after confirmation of quality standards of machinery by the expert committee appointed by the government.
16. The applicant(s) must be able to maintain and run the custom hiring center for a minimum period of five years with his own funds.
17. Any modifications/ additional operational guidelines to be adopted in future as per the suggestions given by the expert committee will be binding on the applicant.
18. In case of any dispute or difference arising out of the agreement between the two parties relating to any aspect of the agreement, the parties should attempt to settle the dispute through mutual and amicable discussions. If the dispute is not settled through such discussions, the matter shall be referred / settled as per provisions of Arbitration & Conciliation Act.1996.
19. It is further to be agreed by both the parties that all differences and disputes if not resolved as above, shall be got resolved through the Court of Law of Hyderabad jurisdiction only.
20. AP State Agro Industries Development Corporation Limited reserves the right to inspect the premises of the custom hiring centers and also demand the sample piece of equipment if required for checking the quality parameters.
21. The notice for EOI, EOI, the Agreement and the order shall be treated as one composite agreement in so far as the successful applicant is concerned. In case of conflict of recitals in the document, the recital in the last such documents shall prevail over the previous one.
22. Information relating to evaluation of proposals and recommendations of Evaluation Committee concerning awards shall not be disclosed to the applicant(s) who submitted the application(s) or to other unauthorized persons, until the winning firms have been notified that it has been awarded the contract.
23. EOI schedule shall be rejected if at any stage of the procurement process it comes to our knowledge that any applicant is involved in any fraudulent practice or misrepresentation of the facts or tried to influence the selection process or indulged in any corrupt activities in competing with other firms.
III. INSTRUCTIONS TO THE APPLICANT:
1. The applicant(s) who are interested to establish SRI center should fill up the application form furnished in Annexure 1
2. The applicant(s) who are interested to establish SSI center should fill up the application form furnished in Annexure 3.
3. The list of mandals to establish custom hiring centers for SRI are furnished in Annexure 2.
4. If the applicant is interested to establish the custom hiring centers for SRI other than the mandals mentioned in Annexure 2, can also apply by specifying the mandal name where he is interested. Such applications will be considered as per the terms and conditions of the application and if there is no receipt of applications in the specified mandals.
5. The list of places and sugar factory locations to establish custom hiring centers for sugar cane are furnished in Annexure 4.
6. The applicant should fill up the covering letter furnished in the Annexure 5 and should enclose along with covering letter.
7. The applicant(s) must submit the application form along with all documents indicated in annexures in a sealed cover duly super-scribing EOI application for establishing custom hiring center for SRI or for sugar cane with name and address of the applicant.
