ground to protect innocent Rohingya children, men and women in Arakan.

eole for your continued symathy" tolerance and suort to/ards the oressed and ersecuted
1ohingya eole of Ara4an ,tate" 0urma. The 1ohingyas are an ethnic minority grou of 0urma
/hich is under constant tyranny of 0urmese military regime. ,o far half of 1ohingya oulation
/ere exelled from the country or have to leave their homeland to save their lives since 0urma5s
indeendence. They are denied citi6enshi rights effectively rendered stateless" facing
institutionali6ed ersecution /hile living in miserable overty.
The democratically elected government of then 7rime Minister 8 9u recogni6ed 1ohingya a
distinct ethnic grou of Myanmar. Ho/ever after '+:% military cou led by General 9e .in the
successive regimes do not ac4no/ledge the term 1ohingya and commonly refer to the Muslim
oulation in Ara4an ,tate as ;0engali"< claiming that they are all illegal migrants from
0angladesh. 9evertheless" there have been Muslim inhabitants in /estern 0urma for centuries.
The oulation of over *&&"&&& 1ohingya ethnic minority live in 0urma" mostly in the /estern
1a4hine state and currently" aroximately '(&"&&& 1ohingya are internally dislaced in central
1a4hine state and hundreds of thousands have fled to neighboring countries in fear of
ersecution" including at least %='"&&& in 0angladesh" at least =&"&&& in Malaysia" and many
more in Thailand and >ndonesia as /ell as Australia.
The 0urma ?iti6enshi @a/ of '+*% has long excluded the 1ohingya eole from aroved
ethnic grous" desite they having lived in northern 1a4hine state for generations" and has
thereby rendered 1ohingyas stateless and vulnerable to exloitation and abuse. The Government
of 0urma is clearly un/illing to sto violence escalated in 1a4hine ,tate and ta4e any action
against those masterminds of 1ohingya ethnic cleansing. >t is /ell evident that government of
0urma is not sincere to achieve eace /hile formulating long term lan to ut all 1ohingyas in
the 1efugee ?ams or exel to third countries as 7resident Thein ,ein roosed to 89 High

1ohingyas are denied to get treatment in the government hositals" only international 9GCs
rovide % hours a day of medical treatment through a mobile clinic that visits the cams

dislaced by the outbrea4 of deadly inter)communal violence have been living in sIualid"
cro/ded cams since %&'%. Authorities revent them from leaving the cam and are limiting
humanitarian aid and basic government services such as health care" education and food" for the
dislaced.
9e/ly born 1ohingya children sent their entire short life confined to a cam for one of the
/orldAs most ersecuted religious minorities. And li4e a gro/ing number of other Muslim
1ohingya children /ho are going hungry" they are sho/ing the first signs of severe malnutrition.
0urmaAs child malnutrition rate /as already among the regionAs highest" but itAs an increasingly
familiar sight in the countryAs /esternmost state of Ara4an" /hich is home to almost all of the
countryAs '.= million 1ohingya Muslims.

face systematic discrimination" /hich include restrictions in the freedom of movement"
restrictions in access to land" food" /ater" education and health care" and restrictions on

0uddhist and Muslim communities
Furthermore" the authority is forcibly collecting ?ensus" a grou from the 0uemese ?ensus
Ta4ing Authority visiting 1ohingya villages in the region to ersuade eole to register as
0engalis but no 1ohingya agree to register in the ?ensus as 0engalis. At last the census grou
left /ithout success but as retaliation the authority came bac4 to the villages accomanied by a
small grou of 0order Guard 7olice 20G73 and raid houses in the village indiscriminately. They
rob the villagers of belongings and then searate the /omen aside and start harassing them.
.hen the security forces are about to rae the /omen at gun oint the villagers" and many
eole from neighboring villages" gather and try to rescue the innocent /omen. At that oint" the
security forces oen fire in the air to diserse the cro/d. @ater" they arrest a fe/ eole and ta4e
them a/ay at gun oint to the Head Duarter of 0G7. >n the detention 1ohingyas are tortured
severely and charge for obstructing the ,ecurity Forces and organi6ing anti)census activities in
the village. This is one of the routine harassment and ersecution on 1ohingya ?ommunity in
Ara4an ,tate by formulating ne/ atmoshere in the region to oress and 4ill or drive out
1ohingya from their ancestral homeland.
,o that /e /ould li4e to aeal the Jaanese Government concerned authorities articularly the
Ministry of Foreign Affairs to ress and urge the 8nion of Myanmar Government that$
'. To end the ersecution of the 1ohingya eole and resect internationally recogni6ed
human rights for all ethnic and religious minority grous /ithin 0urma.
%. To rotect armless innocent 1ohingya from attac4" violence and resect human rights"
recogni6e 1ohingya as one of the 0urmaAs ethnic grous and grant the right of
citi6enshi.
