TECHINICAL SPECIFICATIONS
PIPE EARTHING



1. 0 SCOPE:

1.1 This specification covers design, manufacture, testing, supply and installation of Earthing
Device (Heavy duty) for use of earthing of Sub-station of transformer capacity 100 KVA or
more at different locations under NESCO area .

1.2 Excavation of earth pit with proper size , Installation of pipe earthing includes supply of
earth electrodes, GI flats, GI nuts & bolts and earth chamber made of brick masonry with
RRC slab cover.

1.3 Each Sub-station earthing consist of 5 nos. earth pits connection with 50x6 mm GI flat for
neutral earthing ,25x4 mm GI flat for Transformer body, AB switch, HG fuse, LA, DB
earthing.


2.0 GENERAL REQUIREMENTS

2.1 Earthing pipe must be made out 40 mm nominal bore & 3.2 mm wall thickness
medium gauge(no minus Tolerance allowed) Hot Dip G.I pipe (as per IS ;- 1239, Part-
1, 1990 & REC construction Standard J-2) of reputed Make & 2.5 mtr. long . The pipe
electrode shall be cut tapered at the bottom side for a length of 75 mm and welded clamp
at top end .
2.2 The pipe shall be in one piece and no joint shall be allowed in the electrode.
2.3 Staggered drills hole of 12 mm Dia of interval of 150mm up to 2 meter from bottom
side shall be made before galvanization.

2.4 The GI Earthing Clamp/ Strip (C- Clamp Type) is to be of 50mm width, 6mm thickness
& flange length of 65 mm to be welded with pipe before galvanization . This should be
suitable for termination of 4 nos of GI Flat earth electrodes. The Clamp/ Strip & Earthing
pipe after fabrication will be hot dip galvanized confirming to IS: 2629/85 with latest
amendments. The clamp shall have two holes in both sides suitable for 5/8 x 2 Bolt &
provided with two GI Bolts of 5/8 x 2 long half threaded with spring washer
2.5 The galvanization tests are to be conducted as per IS: 2633/72 & IS: 6745/72 &
its latest amendments.

The weight of zinc deposited shall be in accordance with that stated in Standard IS 2629 and shall not
less than 0.61kg/m with a minimum thickness of 86 microns for items of thickness more than 5mm,
0.46kg/m (64 microns) for items of thickness between 2mm and 5mm and 0.33kg/m (47 microns) for
items less than 2mm thick.

1.0 SCOPE :

The specification covers manufacture, testing and supply & erection of Galvanized Steel flat for Earthing
arrangements. 50x6 mm GI flat for connection of Transformer neutral earthing and 25x4 mm GI flat for
connection of Transformer body, AB Switch, HG fuse, DB, LA etc. earthing

2.0 APPLICABLE STANDARDS:

Materials shall conform to the latest applicable Indian standards. In case bidders offer steel section and
supports conforming to any other international specifications which shall be equivalent or better than IS, the
same is also acceptable.

3.0 RAW MATERIAL :

The steel section shall be re-rolled from the BILLETS/INGOTS of tested quality as per latest version of IS:
2830 or to any equivalent International standard and shall be arranged by the bidder from their own sources.
The chemical composition and physical properties of the finished materials shall be as per the relevant
standards.

4.0 TEST

Steel sections shall be tested in IS approved laboratory or standard laboratory of the Bidder country having all
facilities available for conducting all the tests as prescribed in relevant IS or IEC or to any equivalent
International laboratory or Institutions.
The Bidders are required to specifically indicate that;
They hold valid IS (or equivalent IEC) License.
Steel Section offered are bearing requisite IS certification or equivalent IEC marks.

The Bidders are required to submit a copy of the valid IS (or equivalent IEC) License clearly indicating size
and range of product against respective ISS or any equivalent International Standards along with their offer.

5.0 PHYSICAL & CHEMICAL PROPERTIES
Length
The GS Flat to be supplied shall be in 5.5 meters to 13 meters lengths.

Weighment
The weighment of GS Flat shall be witnessed by the consignee at the time of taking delivery. The weight
recorded in the material receipt certificate issued by the consignees shall be final.

8.0 MARKING

It is desirable that the Bidders should put his identification marks on the finished materials. The mark shall be

9.0 INSPECTION AND TEST CERTIFICATE

9.1 The materials to be supplied will be subject to inspection and approval by the purchasers representative
before dispatch and / or on arrival at the destination. Inspection before dispatch shall not, however, relieve the
bidders of his responsibility to supply the steel section strictly in accordance with the specification.

The bidders shall abide by all the statutory provisions, acts such as the Indian Electricity Act, Indian factory
Act, Indian Boiler Act etc,. and corresponding rules and regulations as may be applicable and as amended
from time to time.
The purchasers representative shall be entitled at all reasonable time during manufacture to inspect, examine
and test at the bidders premises the materials and workmanship of the steel section to be supplied.
As soon as the steel section are ready for testing , the bidders shall intimate the purchaser well in advance, so
that action may be taken for getting the material inspected. The material shall not be dispatched unless waiver
of inspection is obtained or inspected by the purchasers authorized representative.
The test certificate shall be in accordance with the latest version of the relevant Indian Standard or any
equivalent International standards.
The acceptance of any batch /lot shall in no way relieve the bidder of any of his responsibilities for meeting all
the requirements of the specification and shall not prevent subsequent rejection of any item if the same later
found defective.
9.2 All conductors burred in earth and concrete and above ground level shall be galvanized steel. Galvanized steel
shall be subject to four one minute dips in copper sulphate solution as per IS:2633/1922.

9.3 METHOD OF GALVANISING:

These tests are to be performed and certified at Govt. recognized laboratory

MS flat shall conform to IS 2062 & its latest amendments for steel & Galvanization as per IS 4759 & its
Latest amendments.

The flat shall be coated with Zn 98 Zinc grade.

The minimum Zinc coating shall be 610 gm/sqm for thickness more than 5 mm and 460 gm/sqm for
item thickness less than 5 mm.

9.5 Inspection & Rejection :

The representative of Purchaser shall pick up samples at random from the GI Flats offered for
carrying out routine tests as per specified IS.
The representative shall make visual inspection on each & every GI flats.
The purchaser reserves the right to reject on inspection after the same is received at destination.

11KV OUTDOOR TYPE SWITCHED CAPACITOR BANK
AT SUB-STATIONS (33/11KV)

1.0 SCOPE :
1.1 The specification covers design, engineering manufacture, testing at manufactures works, supply
and delivery, erection, testing and commissioning of 11 KV outdoor types 3 phase automatically
switched capacitor banks at site along with all necessary equipments in all respect with the civil
work involved in 33/11 KV substations on Turnkey Basis.

1.2 The specification covers 3 phase, 50 Hz, Out door type automatically switched shunt capacitor
bank intended for installation at 11 KV side of 33/ 11 KV power transformers in various sub-
stations. The equipment covered in this specification comprises of Capacitor banks in steps, 0.2 %
Series Reactors, capacitor switch, HT Fuses, RVT, CT, VCB etc. or any other means of protection
to protect the capacitor Banks / Units. (In case three phase MPP type capacitor units are offered,
there is no need of RVT as asymmetry protection is not required with MPP 3 phase capacitors).
1.3 Applicable Standard: Unless otherwise modified in this specification, the capacitor shall comply with
latest version of IS: 13925:1998 or IEC 60871 - 1. The other components such as Vacuum Circuit
Breaker, Isolator, CT, PT, LA, Vacuum Contactors, HT fuses, Series Reactors, Auxiliary equipment
shall comply with the latest version of relevant Indian Standards/ International standards.
1.4 The bidder should submit BOM/BOQ quoting per meter rates of HT XLPE cable separately being
variable length required for each substation.

2.0 APPLICATION:
The basic purpose of Medium Voltage capacitors installed at 11 KV side of 33 KV substations is to
maintain power factor above a desired level. The conventional capacitor bank consist of the Capacitors,
Offload isolators and Load Break Switch or Circuit Breakers for ON/OFF operations. Any sub-station load
on Transformer changes during a 24 Hour daily load cycle. This variation of load depends upon type of
load i.e. Urban Load, Rural load, Agricultural Load, Industrial load etc. The load pattern will be different for
different loads. Thus load variation will follow certain pattern and which could be divided into four or six
periods in a 24 Hour daily load cycle. Power factor would also vary and at the same time actual
requirement of Capacitors in circuit will also vary.

In conventional capacitor banks, there is no arrangement to switch IN/OUT capacitor bank depending
upon varying load vis-a-vis reactive power requirement conditions. ON/OFF operations are purely manual
and only a single bank is manually switched ON or OFF to take care of the total reactive power
requirements of a sub-station. This has the following drawbacks:-

The ON/OFF operation of capacitor bank is depending on one operator and it is difficult to control
on switching ON/OFF the capacitor bank as per varying load condition.
There are only two possible conditions in manually switched banks, complete bank is either fully in
their circuit or out of circuit and reactive power compensation cannot be closely matched with the
varying load condition.
This results in over compensation or under compensation of reactive power at varying load
condition.
If one of the capacitor units from the capacitor bank is failed, whole capacitor bank will become
idle.
Over or under compensation means that the very purpose of installing the capacitor bank is
defeated as over-compensation during low load conditions can nullify any advantages gained
through satisfactory compensation at higher load conditions.
Conventional capacitor bank is rated in such a way that it can be effectively used between 50% to
80% load on the power transformer. At lower loads this capacitor bank has to be switched off and
at higher loads the capacitor bank would fall below the actual requirement of reactive power
compensation.

Modern day loads and its variations call for more effective control of the capacitor banks so that its
utilization is optimal. If capacitor banks are split into steps and are provided with switching arrangements
as required it will help the Electricity Supply Authority to maintain the power factor at desired level through
out the day. The load variation in a sub-station has been observed to change from 15/20 % to 80 %.
When conventional fixed type capacitor banks are used the capacitor bank will provide compensation of
certain level and in an event the bank is not removed from the circuit at low load, it will provide
overcompensation to the system.
Following are some of the advantages to propose the switched capacitor Banks for systems up to 11 KV.

If steps are provided with capacitor banks to switch them as required it will help the Electricity
Supply Authority to maintain the power factor at desired level through out the day.
There is no manual involvement in switching the capacitor banks ON/OFF, thus avoiding any
manual errors.
The proposed switching of capacitor steps is totally automatic, with microprocessor based control.
There will be no instances of over compensation or under compensation of considerable effect.
In conventional fixed type capacitor bank removing required capacitor cells from circuit is
very cumbersome process as the lineman/operator has to switch off Breaker, Isolator, disconnect
the fuse to isolate the capacitor cells and switch ON all the equipments once again. This will again
depend upon availability of trained man power for such purpose.

3.0 Capacitor banks:
The capacitor banks are for use in a 3 phase 50 Hz 11 KV system. The suitable unit ratings are as
under:-

Each capacitor unit should be provided with external fuse 12 KV class and suitable current rating.
Capacitor shall meet following specifications:
3.1. Temperature Category: The capacitor shall be suitable for upper limit of temperature category 50
Deg. C as per IS: 13925 or IEC 60871-1.
3.2. Type of Capacitors: 3 Phase MPP Dry type capacitors with self healing features will be preferred.
However, bidder is free to offer APP capacitors.
3.3. Rated Voltage: The rated voltage of 3 phase capacitor banks shall be 12.10 KV (phase to phase).
3.4. Rated Output: The Rated output of 3 phase capacitor banks shall be as shown in the table above at
the medium operational voltage of 12.10 KV. The unit shall be connected in externally / internally star
formation.
3.5 Permissible Overloads: For capacitor covered in this specification, the maximum permissible
overloads with regard to voltage, current and reactive output shall not exceed the limits specified in
IS:13925 or IEC 60871-1.
3.6 Power Loss: The power loss in capacitors shall not exceed 0.2 watt / KVAR (Subject to tolerance of +
10%).

3.7 Discharge device: Suitable discharge device shall be connected across the capacitor unit in
accordance with IS:13925 or IEC 60871-1. The discharge device shall reduce the residual voltage from
the crest value of the rated voltage to 50 V or less within 10 Minutes after the capacitor is disconnected
from the source supply.
3.8. Earthing Connections: The container of each capacitor unit shall be provided with suitable earthing
terminal clearly marked with Earth symbol.
3.9 Protective Fuses :The capacitor units shall be provided with external fuses together with fixing
accessories.
3.10. General Requirements: The capacitor shall have polypropylene film as the dielectric. The
capacitor units can either be APP single phase cells or 3 Phase MPP type. The outside of the capacitor
should have smooth and tidy look and should be corrosion-resistant paint suitable for out-door
applications.
3.11 Marking: The capacitor unit shall be provided with a rating plate and terminal markings as stipulated
in IS: 13925. or IEC 60871-1. The bidder shall submit the type test report along with the bid.
3.12. TESTS: The switched capacitors shall be subjected to all the type, routine and acceptance test in
accordance with IS: 13925 or IEC 60871-1.
4.0 AUTOMATIC CONTROL UNIT
4.1 Switching Arrangement:
The Automatic control unit shall be provided to continuously monitor total load KAVR on secondary side of
the transformer and shall automatically switch ON or switch OFF the capacitor banks through the
operation of 12 KV Vacuum Contactor. Overriding provision shall also be made for electrical switching ON
or OFF of the capacitor switch by the operator from the ACU control box.
4.2 Time Delay:
The switching ON operation will take place after period of 10 minutes. The switching OFF operation of
relevant steps will be instantaneous.
4.3 Controls: The Automatic control unit shall instantly switch OFF the Vacuum Contactor of capacitor
bank in the following contingencies occurring in any of the phases.
a) Voltage increased by 10% above the rated voltage of 11 KV.
b) Power transformer current unbalance or any better option to protect the bank operation (due to single
phasing and for any other reasons) between any of the two phases exceeding 20% of the lowest.
c) Current increases in any capacitor unit by 30% above the rated current (only the relevant capacitor
switch will open).
Current between any of the two phases of the capacitor bank differs more than 15% of the lowest current
of the 3 phases (only the relevant capacitor switch will open)
4.4 Control Power: The AC/DC control voltage for operation of the ACU shall be taken from sub-station
battery/ auxiliary transformer.

5.0 11 KV AUTOMATIC Capacitor Switch:
This specification covers 11 KV,50Hz, outdoor type, automatic capacitor switches suitable for switching of
capacitor banks of KVAR ratings given in table above.
a. RATED VOLTAGE
The rated voltage for the capacitor switch shall be 12KV. This represents the highest system
voltage corresponding to the nominal system voltage of 11KV.
b. RATED CURRENT
The standard rated normal current shall be 200A.
c. RATED CAPACITIVE SWITCHING CURRENT
The rated capacitive switching current shall not be less than 50 amp.
Note : The capability of the switch shall also take into account the parallel switching of capacitor
bank steps.

d. RATED SHORT TIME CURRENT
The rated short time symmetrical current for 1 second shall be 10 KA (rms A.C. component).

e. RATED MAKING CURRENT
The rated making current shall be 2.5 times the rms value of the a.c. component of rated short time
capacity.

f. BASIC IMPULSE LEVEL (BIL)
The rated basic impulse level of switch to earth as also across the open terminals shall be 75
KV.

g. CONTROL SUPPLY
The control power for closing the switch shall be 230V single phase AC supply. The closing
mechanism shall be suitable for a voltage variation of (+) 10% to (-) 20%.

6.0 DESIGN & CONSTRUCTION REQUIREMENTS

6.1 Type
The switches shall be vacuum type contactor of reputed make.

6.2 The capacitor switches shall be of three phase construction and shall be suitable for
remote operation.

6.3 The capacitor switch shall be provided with a mechanical indicator to show whether the
contact is in open/closed position, locally, as also through indication on the ACU panel.

6.4 The metallic enclosure of the capacitor switch shall be provided with two earthing
terminals marked with the earth symbol.


6.5 The bushings provided on the switch shall have clamp type of terminals to directly
receive aluminium conductors up to 10mm dia in both horizontal and vertical
directions. The terminal arrangement shall be such as to avoid bimetallic corrosion.

7.0. OPERATING MECHANISM
The operating mechanism shall be either solenoid or motor charged spring for which
the control supply shall be suitable for 230 V AC.

8.0. MECHANICAL AND ELECTRICAL ENDURANCE

The switch shall be capable of performing not less than 10,000 mechanical operations
and 10,000 electrical operations at 50 A capacitive current without getting damaged.

9.0. MARKING
The capacitor switch shall be provided with a legible and indelibly marked name plate with
the following :
a) Name of the manufacturer,
b) Type, designation and serial number.
c) Rated voltage and current.
d) Rated frequency.
e) Number of poles.
f) Rated short time current (symmetrical).
g) Rated making current.
h) Rated capacitive switching current.

10.0 TESTS
The switch shall be subjected to the tests in accordance with the IS:9920 (Part-IV).
10.1 Type Tests
Type tests certificate should be submitted to verify the
a) Insulation level, including withstand tests at power frequency voltages on auxiliary
equipment.
b) Making and breaking tests including tests for the rated capacitive current
c) Capability of the switch to carry the rated short time current.
d) Satisfactory operation and mechanical/electrical endurance.
10.2 Routine Tests
a) Power frequency voltage dry tests.
b) Voltage tests for auxiliary circuits.
c) Measurement of the resistance of the main circuits.
d) Tests to prove satisfactory operation.

The bidder shall submit guaranteed technical particulars along with their bid.

11.0 Expulsion Fuses:
Suitable outdoor type 11 KV expulsion fuses along with the mounting insulators etc. to provide proper
protection for the capacitor unit shall form part of the equipment to be supplied.
12 .0 Series Reactors:
25.0: 0.2 % Series reactor per phase per step of capacitor rating for inrush current restriction to be
connected on neutral end as per IS: 5553. The rated voltage shall be 12 KV. The reactor shall be dry type
single phase reactors mounted on post insulators and designed to carry 130 % of rated current
continuously without exceeding the temperature rise & shall be applicable for thermal class of insulation
used. The reactor shall be mounted inside the capacitor cubicle.
25.1 Tests: The series reactor shall be type tested and shall be subjected to routine and acceptance test
in accordance with IS: 5553.
25.2 The bidder shall submit guaranteed technical particulars along with their bid.

13.0 Capacitor Bank Structure:
Capacitor bank shall be outdoor type, each individual step along with required current limiting reactors ,
capacitor switch, RVT etc. shall be mounted on Suitable G.I. mounting and elevating structure , each
capacitor unit shall be provided with an external expulsion fuses .
Bank shall be complete with necessary 11 KV class post insulator ,aluminium bus bar etc.
14.0 SUBMISSION AND APPROVAL OF DRAWINGS:
Following drawings and technical documents shall be submitted along with the bid.

TECHINICAL SPECIFICATIONS
PSC POLES

PSC Pole (8 mtr x 200 Kg, 9 Mtr x 300 Kg)

1. 0 SCOPE:

1.1 This specification covers design, manufacture, testing, supply and erection of PSC poles by
replacing the damaged poles (may be SP/DP/4 Pole structure) in the existing LT/HT lines at
different locations under NESCO area and returned the damaged replaced poles to nearest
NESCO store with proper documents.

1.2 Actual location for replacement of damaged poles shall be identified during joint survey
between NESCO & Contractor.

2.0 SUPPLY:
2.1 Qualification Criteria of Sub Vendor / Manufacturer:-
The prospective bidder may source PSC Poles from manufacturers who should have supplied at
least the following quantity of PSC Poles to Electricity Supply Utilities / PSUs. The bidder
should enclose Performance Certificates from the above users, issued in favour of the Sub
Vendor / manufacturer, as proof of successful operation in field.

2.2 Applicable Standard:

The Poles shall comply with latest standards as under:
REC Specification No. 15/1979, REC Specification No. 24/1983, IS 1678, IS 2905, IS 7321.
2.3 Materials :
Cement
Cement to be used in the manufacture of pre-stressed concrete poles shall be ordinary for rapid
hardening Portland cement confirming to IS: 269-1976 (Specification for ordinary and low heat
Portland cement) or IS: 8041 E-1978 (Specification for rapid hardening Portland cement).

Aggregates
Aggregates to be used for the manufacture of pre-stressed concrete poles shall confirm to IS:
383 (Specification for coarse and fine aggregates from natural sources for concrete) .The

nominal maximum sizes of aggregates shall in no case exceed 12 mm.

Water
Water should be free from chlorides, sulphates, other salts and organic matter. Potable water
will be generally suitable.



Admixture
Admixture should not contain Calcium Chloride or other chlorides and salts which are likely to
promote corrosion of pre-stressing steel. The admixture shall conform to IS: 9103.

Pres-Stressing Steel
Pre-stressing steel wires including those used as un tensioned wires should conform to IS:1785
(Part-I) (Specification for plain hard-drawn steel wire for pre-stressed concrete, Part-I cold
drawn stress relieved wire).IS:1785 (Part-II)(Specification for plain hard-drawn steel wire) or
IS:6003 (Specification for indented wire for pre-stressed concrete).The type design given in the
annexure are for plain wires of 4 mm diameter with a guaranteed ultimate strength of 160
kg/mm. All pre-stressing steel shall be free from splits, harmful scratches, surface flaw, rough,
aged and imperfect edges and other defects likely to impair its use in pre-stressed concrete.

Concrete Mix
Concrete mix shall be designed to the requirements laid down for controlled concrete (also
called design mix concrete) in IS: 1343-1980 (Code of practice for pre-stressed concrete) and
IS: 456 1978 (Code of practice for plain and reinforced concrete) subject to the following
special conditions:
Minimum works cube strength at 28 days should be at least 420 Kg/cm.
The concrete strength at transfer should be at least 210 Kg/cm.
The mix should contain at least 380 Kg of cement per cubic meter of concrete.
The mix should contain as low water content as is consistent with adequate workability. It
becomes necessary to add water to increase the workability the cement content also should be
raised in such a way that the original value of water cement ratio is maintained.

2.4 Design Requirements

The poles shall be designed for the following requirements:

The poles shall be planted directly in the ground with a planting depth as per IS: 1678.
Wherever, planting depth is required to be increased beyond the specified limits or alternative
arrangements are required to be made on account of ground conditions e.g. water logging etc.,
the same shall be in the scope of the bidder at no extra cost to owner. The bidder shall furnish
necessary design calculations/details of alternative arrangements in this regard.

The working load on the poles should correspond to those that are likely to come on the pole
during their service life.
The factor of safety for all poles 9.0Mts. Shall not be less than 2.0 and for 8.0 M poles, the
factor of safety shall not be less than 2.5.
The average permanent load shall be 40% of the working load.
The F.O.S. against first load shall be 1.0.
At average permanent load, permissible tensile stress in concrete shall be 30 kg/cm.

At the design value of first crack load, the modulus of rupture shall not exceed 53.0kg/cm for
M-40.
The ultimate moment capacity in the longitudinal direction should be at least one fourth of that
in the transverse direction.
The maximum compressive stress in concrete at the time of transfer of pre-stress should not
exceed 0.8 times the cube strength.
The concrete strength at transfer shall not be less than half, the 28 days strength ensured in the
design, i.e. 420x0.5=210kg/cm. For model check calculations on the design of poles, referred
to in the annexure, a reference may be made to the REC Manual on Manufacturing of solid
PCC poles, Part-I-Design Aspects.

2.5 Dimensions and Reinforcements:
The cross-sectional dimensions and the details of pre-stressing wires should conform to the
particulars given in the enclosed drawing. The provisions of holes for fixing cross-arms and
other fixtures should conform to the REC specification No.15/1979.

All pre-stressing wires and reinforcements shall be accurately fixed as shown in drawings and
maintained in position during manufacture. The un-tensioned reinforcement as indicated in the
drawings should be held in position by the use of stirrups which should go round all the wires.

All wires shall be accurately stretched with uniform pre-stressed in each wire. Each wire or
group of wires shall be anchored positively during casing. Care should be taken to see that the
anchorages do not yield before the concrete attains the necessary strength.

2.6 Cover
The cover of concrete measured from the outside of pre-stressing tendon shall be normally 20
mm.

2.7 Welding and Lapping of Steel
The high tensile steel wire shall be continuous over the entire length of the tendon. Welding
shall not be allowed in any case. However, joining or coupling may be permitted provided the
strength of the joint or coupling is not less than the strength of each individual wire.

2.8 Compacting
Concrete shall be compacted by spinning, vibrating, shocking or other suitable mechanical
means. Hand compacting shall not be permitted.

2.9 Curing
The concrete shall be covered with a layer of sacking, canvass, Hessian or similar absorbent
material and kept constantly wet up to the time when the strength of concrete is at least equal to
the minimum strength of concrete at transfer of pre-stress. Thereafter, the pole may be removed
from the mould and watered at intervals to prevent surface cracking of the unit the interval
should depend on the atmospheric humidity and temperature. The pre-stressing wires shall be
de-tensioned only after the concrete has attained the specified strength at
transfer (i.e. 200 or 210 kg/cm as applicable).The cubes cast for the purpose of determining the
strength at transfer should be coursed, a sear as possible, under condition similar to those under
which the poles are cured. The transfer stage shall be determined based on the daily tests
carried out on concrete cubes till the specified strength indicated above is reached. Thereafter
the test on concrete shall be carried out as detailed in IS: 1343(code of practice for pre-stressed

concrete). The manufacture shall supply, when required by the
owner or his representative, result of compressive test conducted in accordance with IS: 456
(Code of practice for plain and reinforced concrete) on concrete cubes made from the concrete
used for the poles. If the manufacture so desired, the manufacture shall supply cubes for test
purpose and such cubes shall be tested in accordance with IS: 456 (Code of practice for plain
and reinforced concrete).

2.10 Lifting Eye-Hooks or Holes
Separate eye-hooks or hoes shall be provided for handling the transport, one each at a distance
of 0.15 times the overall length, from either end of the pole. Eye-hooks, if provided, should be
properly anchored and should be on the face that has the shorter dimension of the cross-section.
Holes, if provided for lifting purpose, should be perpendicular to the broad face of the pole.

2.11 Holes for Cross Arms etc
Sufficient number of holes shall be provided in the poles for attachment of cross arms and other
equipments.

2.12 Stacking & Transportation
Stacking should be done in such a manner that the broad side of the pole is vertical. Each tier in
the stack should be supported on timber sleeper located as 0.15 times the overall length,
measured from the end. The timber supported in the stack should be aligned in vertical line.

2.13 Earthing

(a) Earthing shall be provided by having length of 6 SWG GI wire embedded in Concrete
during manufacture and the ends of the wires left projecting from the pole to a length of
100mm at 250 mm from top and 1000 mm below ground level.

(b) Earth wire shall not be allowed to come in contract with the pre-stressing wires

3.0 ERECTION OF POLES:

3.1 ERECTION OF POLE, CONCRETING OF POLES AND COMPACTION OF SOIL
Decide the actual location the damaged pole to be replaced through joint survey , made survey
report & drawing of the line where the damaged poles to be dismantled , t he prepare
drawi ng of excavat i on . Foundation of both wet and Black cotton soil is enclosed which
are to be adopted. If better design with less volume approved or tested by any other
distribution agencies will also be acceptable.
3.2 Following arrangement shall be adopted for proper erection of poles wherever necessary and
properly compacting of the soil around the base / foot of the poles, under this package.
(a) Excavation has to done as per the drawing to the required depth and size & remove the
damaged pole. After dismantling the pol e pit should be dressed properly so that uneven
portion and loose soil should be removed before PCC (M-7.5) of thickness 75 mm is laid.
The base footing of the pole concreting RCC (M-15) has to be done by proper alignment and
verticality.
(b) The verticality and leveling of pole/structure should be done by the help of plumbob or with
theodolite and leveling instrument along the existing system.
(c) The replaced damaged pole to be returned to nearest NESCO with proper documentation.

3.3 CEMENT CONCRETE (PLAIN OR REINFORCED), STUB SETTING GROUNDING
AND BACK FILLING etc.
A) Materials

All materials whether to be consumed in the work or used temporarily shall conform to relevant

IS specification, unless stated otherwise, and shall be of the best approved quality.
B) Cement
Cement to be used in the work under the contract shall generally conform to IS:269/455-1989.
Cement bags shall be stored by the contractor in a water tight well ventilated store sheds on
raised wooden platform (raised at least 150 mm above ground level) in such a manner as to
prevent deterioration due to moisture or intrusion of foreign matter. Cements to be used within
three months from the date of manufacture. Sub-standard or partly set cement shall not be used
and shall be removed from the site by the contractor at his cost.
C) Coarse Aggregates i.e Stone chips or stone ballast. For M15 concrete (mix 1:2:4) the aggregate
will be in the ranges from 12mm to 20mm.size and for M7.5 concrete (mix 1:4:8) these will
be from 25mm to 40mm size.

D) Pole erection

1. After proper alignment, checking of verticality and leveling, the pole or structure should be
properly tied before placing of base concrete of required height. Again the verticality and
leveling should be checked.
2. The RCC pedestal concrete (M-15) is to be done by providing good quality of shutters, so
that there will no leakage of cement slurry during concreting. The cooping height should be 450
mm above the existing ground level in urban area and in cultivated lands respectively. The top
portion of the cooping should be made tapered.
3. Above the cooping 450 mm of pole or structure should be painted with double layer of Black

Bituminus paints.

4. All the bolted joints should be tightened properly by providing suitable size GI Bolt Nuts and
Spring washers. After completion of erection works all the bolts should be spot welded in order
to avoid theft of members.
5. The back filling of locations should be done by using the excavated soil only in layers (each
layer should not be more than 500 mm) by putting water and ramming by using wooden
rammers. In no case stone of size more than 75mm used for back filling. Back-filling has to be
done 75mm above ground level or as specified
6. Curing of concrete should be done for 28 day continuously. Curing should not be done within

24 Hours of concreting.

7. All the excess excavated materials and other unused materials from the concreting site should
be disposed of to a suitable site by the contractor.
a) Mixer (Running time-2 min.)

b) In case of hand mixing, 10% extra cement has to be provided. Hand mixing should be done
on GI sheet platform only.
c) Poking rod may be used for compacting in locations at PSC poles only
d) Use of vibrator for compacting is mandatory.
e) Clean water (free from saline and alkaline) should be used for concreting.

f) Aggregates (both coarse and fine) used should be free from foreign materials.
g) Shutters used should not be removed before 24hrs. of casting.
h) In case of black cotton soil borrowed earth (morum soil mixed with sand is preferable) may
be used for back filling.
i) Sufficient qty. of water should be sprinkled over backfilled earth and chimney kept wet by

using wet gunny bags.


3.4 Precaution / Safety Measures:
3.41 All the persons working on tower shall wear safety helmet, safety belt and safety shoes,
Similarly all the persons working on ground shall wear safety helmet and safety shoes.
3.42 If there is any LT/HT power line near the vicinity of tower erection, necessary shutdown of
the power line shall be obtained in writing from the concerned Agency in order to avoid
electrical hazards caused by accidental touching of stay/Guy ropes with power line.
3.43 Safety precaution Safety shall be given utmost importance during stringing. The following
need to be ensured.
3.44 Safe working conditions shall be provided at the stringing site.

3.45 Full proof communication through walky- talkie / mobile phones shall be used in order to
avoid any damage to workmen or public on ground.
3.5 In case of 11 KV and LT lines (PSC)

3.51 All the poles shall be provided with a RCC block base having dimensions as
mentioned as per the site requirement to be decided by Engineer in Charge. The decision
of Engineer in Charge will be Final.
3.52 The poles shall then be lifted to the pit with the help of wooden supports. The pole shall then be
kept in the vertical position with the help of 25 mm (min.) manila ropes, which will act as the
temporary anchor. The verticality of the pole shall be checked by spirit level in both
longitudinal & transverse directions. The temporary anchor shall be removed only when poles
set properly in the pit for foundation concreting & backfilling with proper compacting the
soil. The backfilling should be done inlayers (maxm. 0.5 mts at a time with sprinkling of
water and by using wooden hammer. No stone more than 75 mm should be used during back
filling.
3.53 Suspension type H/W fittings in all tangent locations and four pair bolted type tension H/W
fittings, insulators, pins, stays etc. shall be dismantled from damaged pole & re- used in all
new pole.

4.0 Earthing of Support

4.1 Each pole shall be earthed with coil type earthing as per REC Construction Standard J-1.

TECHNICAL SPECIFICATION
4.11 Qualification Criteria of Manufacturer:-

The prospective bidder may source Earthing Coil from manufacturers who must qualify all the
following requirements:

a) The manufacturer must have successfully carried out Type Test of similar item from any
NABL Accredited Laboratory within the last 5 years, prior to the date of submission of the bid.

b) The manufacturer should have supplied at least 1000 no.s o electricity supply utilities /
PSUs. The bidder should enclose Performance Certificates from the above users issued in the
name of the manufacturer as proof of successful operation in field.

4.12 SCOPE

The specification covers design, manufacture, testing and dispatch to the owners stores of
Earthing Coils for use in earthing of the HT & LT poles.

4.13 GENERAL REQUIREMENTS

Earthing coils shall be fabricated from soft GI Wire Hot Dip Galvanized. The Hot Dip
galvanized wire shall have clean surface and shall be free from paint enamel or any other poor
conducting material. The coil shall be made as per REC constructions standard.
The Hot Dip galvanizing shall conform to IS: 2629/1966, 2633/1972 and 4826/1969 with latest
amendments.
4.14 TESTS

1.0 SCOPE: ( (Supply):

This specification covers the design, engineering, manufacture, assembly, inspection, testing at
manufacturers works before despatch, supply and installation in NESCO area for 25 KVA 11/0.4 KV
Sub-station or below, of indoor / outdoor type of A.C. whole current Three Phase, 4-Wire, ISI Marked,
20-100 A Static Energy Meters for measurement of active energy (kWh) with initial and sustained
accuracy of class 1.0 for solidly earthed system with balanced and unbalanced loads for power factor range
of zero to unity (lagging) and unity (leading).

The above meters shall be supplied in a pilfer proof box which shall be weather proof made out of
polycarbonate/SMC with flame retardant properties. The meter and box should be supplied in suitable
packing so as to withstand transit shocks.

It is not the intention to specify herein all the details of the design and construction of meter. However,
the meter shall conform in all respects to high standards of engineering, design and workmanship and shall
be capable of performing continuous commercial operation, in a manner acceptable to the purchaser,
who will interpret the meaning of drawings and specification and shall have the power to reject any work or
material which in his judgment is not in accordance therewith. The offered meter shall be complete with all
components necessary for their effective and trouble free operation.

The static meters and boxes shall conform to the latest version of available standard as specified above.


Meters meeting with the requirements of other authoritative standards, which ensure equal or better
quality than the standards mentioned above, shall also be considered. Where the meters offered by the
supplier conform to other standards, salient points of differences along with advantages to be gain
between the standard adopted and the specified standards shall be clearly brought out in a schedule.
Two copies of such
standards in authentic English translation shall be furnished along with the offer.

In case of any dispute, the order of precedence shall be 1) CBIP technical report 88 (read with
all amendment) 2) IS 3) IEC 4) Other standards. In case of any difference between provisions of these
standards and provision of this specification, provisions contained in this specification shall prevail.

The offered meters shall start and continue to register on application of 0.2% of basic current at Unity
P.F., as per relevant standards and shall work satisfactorily up to rated maximum continuous current with the
following supply system variation:

Voltage : Vref + 20% to - 30%
Frequency : 50 Hz 5%

However manufacturer can offer meters, which can withstand higher variations.

4.9 Temperature : The standard reference temperature for
performance shall be 27 C. The mean
temperature co-efficient shall be as per IS.
5.0 INFLUENCE QUANTITIES:

The offered meters should be designed and protected such that all external effects and influences shall
not change its performance and they shall work satisfactorily within guaranteed accuracy limits, as
specified in CBIP technical report 88 with latest amendments.
6.0 CONSTRUCTION:

The offered meters shall be of three element construction to suit measurement in 3 phase 4 wire direct
connected system. The manufacturing process shall use high quality State-of-the-art surface mounted
components and the manufacturer shall ensure high reliability and long trouble free service.

6.1 GENERAL REQUIREMENTS:

The construction of the offered meters shall be rigid, suitable to withstand shock &
vibration involved in transportation & handling, as specified in CBIP technical report
88 with latest amendments. Meters shall be designed and constructed in such a way as to avoid
introducing any danger in normal use and under normal conditions, so as to ensure especially personal
safety against electric shock, safety against effect
of excessive temperature, protection against spread of fire, protection against penetration of
solid objects, dust and water. The design of offered meters shall conform to IP51 of IS: 12063 /
IEC: 529 class degree of protection against dust, moisture and vermin.


Meters shall be designed and constructed in such a way as to avoid introducing any danger in use so as
to ensure specially:
a) Personnel safety against electric shock.
b) Personnel safety against effects of excessive temperature. c)
Protection against spread of fire
d) Protection against penetration of solid objects, dust, moisture and vermin.

6.2 TROPICAL TREATMENT: -


All parts which are subject to corrosion under normal working conditions shall be protected
effectively. Any protective coating shall not be liable to damage by ordinary handling or damage due to
exposure to air, under normal working conditions. Meters shall withstand solar radiation. The offered
meters shall be suitably designed and treated for normal life & satisfactory operation under the hot and
hazardous tropical climatic conditions as specified in clause no. 2. The offered meter shall work from -10C
to +55C and RH 95% non-condensing type.


6.3 METER CASE:


The housing of the meter shall be safe high-grade Engineering plastic / polycarbonate or any other high
quality insulating material and shall be very compact in design. All the insulation materials used in the
construction of meters shall be non-hygroscopic, non ageing and of tested quality, capable of withstanding
at least 4 kV and resistant to heat

& fire. The construction of the meter offered shall be such that it can be sealed independently and
the cover cannot be removed with the use of a tool, without breaking the seal. The case of meters shall
be so constructed that any non-permanent deformation shall not prevent the satisfactory operation of the
meter.



The meter case shall be fixed into the meter base with specially designed covered unidirectional
screws and the meter body cover should be ultrasonically welded with the meter base to make the system
break-to-open type. Any other suitable break to open arrangement will also be considered. The details of
the break-to-open arrangement to be provided shall be furnished in shape of descriptive literature with
drawings, brochures etc. The meter top cover shall be fully transparent.
6.4 .TERMINALS -TERMINAL BLOCK


The base of the meter shall have a common terminal block at the bottom made out of High grade
Engineering plastic so as to facilitate bottom connection and should house solid brass terminals having
capability to carry 120% of maximum value of current. The terminal block should be non hygroscopic,
non ignitable and with material of good dielectric and mechanical strength.


The material of the terminal block shall pass the tests specified in CBIP technical report
88 with latest amendments and IS13779.

The terminal holes in the insulating material shall be of sufficient size to accommodate the insulation of
the conductors. The terminal hole dia. shall not be less than 8.0 mm & shall be of adequate length in order
to have proper grip of conductors / crimping pins with the help of two screws.


The terminal block shall satisfy all the conditions such as clearance & creepage distance between terminals
& surrounding part of the meter as specified in relevant clause of CBIP technical report 88 with latest
amendments. So as to accommodate insulated aluminum standard conductor of 120% of rated current.


The manner of fixing the conductors to the terminals shall ensure adequate and durable contact such that
there shall be no risk of loosening or undue heating. Screw connections transmitting contact force
and screw fixing which may be loosened and tightened several times during the life of the meter
shall be such that the risk of corrosion resulting from contact with any other metal part is
minimised. Electrical connections shall be so designed that contact pressure shall not be transmitted through
insulating material. For current circuits, the voltage shall be considered to be at the same potential as for
the related voltage circuit.

All connection screws and washers shall be tinned / nickel plated brass. The terminal screws shall not
have pointed end at the bottom. All terminals shall have two screws.

Terminals with different potentials, which are grouped close together, shall be protected against accidental
short-circuiting.

Connection diagram: Every meter shall be indelibly marked with a connection diagram showing the phase
sequence for which it is intended and this diagram should be attached from inner side of the extended
terminal block cover. It should be ensured that if special precautions need be taken at the time of testing
the meter, the same may be indicated along with circuit diagram.

Terminal arrangement: The terminal arrangement and connection diagram shall be marked in
accordance with clause 7.2 of IS 13779. Terminal arrangement shall be in single tier and shall be in
sequence Ph-R (in), Ph-R (out), Ph-Y (in). Ph-Y (out), Ph-B (in), Ph-B (out), Neutral (in), Neutral (out).

6.5 TERMINAL BLOCK COVER.

The terminals block cover for the offered energy meters shall be extended transparent type, and shall be
fixed to the meter terminal block by two screws and can be sealed independently of the meter cover. The
terminals, their fixing screws, external conductors, their insulation and the insulated compartment housing

them shall be enclosed by extended terminal cover in such a way that no part of meter or cable /
accessories shall be accessible from the front of the meter. The terminal cover shall be provided with
suitable cut / holes to allow easy connection / termination of cable.
The terminals shall not be accessible without removing the seal(s) of terminal cover when energy meter is
mounted on the meter board. Bidirectional screws shall be provided for terminal cover.

The terminal block shall have the provision with double screws for fixing to the meter board. It shall
not be possible to remove the meter from the hanging screws with out removing the screws from the
terminal block.

Non-flammability: The terminal block, terminal cover and the case shall ensure reasonable safety
against spread of fire. They shall not be ignited by thermic overload of live parts in contact with them.
To comply with this, these parts shall fulfil the conditions of the glow wire test as per clause 5.2.4 of
CBIP Technical report No. 88 with latest amendments.

Test certificate for the material to be used for manufacture of terminal block, terminal cover and case
shall be furnished.

6.6 DISPLAY WINDOW:-


The window will be scratch and break resistant made of transparent silicon coated polycarbonate
material suitably fixed with the meter cover such that it will form an integral part with the meter
cover and it cannot be removed undamaged without breaking the meter cover seals. It would not fade
in course of time and become opaque causing inconvenience for reading.

The viewing window would be minimum 20.2mm thickness. The fixing of window will be tight with single
complete frame all round and will permit clear view of the display. There would not be ingress of moisture
and dust through window.


6.7 REAL TIME CLOCK :-
A real time quartz clock shall be used in the meter for maintaining time and calendar and as such no
time switches etc. shall be provided. The uncertainty of setting initial
time shall not be more than +/- 30 seconds from the Indian Standard Time as maintained by NPL,
New Delhi. The Maximum drift shall not be more than 7 min. / year as per CBIP technical report with
latest amendments. Facility for adjustment of real time shall be provided through Meter Reading Instrument
with proper security.

6.8. COMMUNICATION PORT
The energy meter shall have a galvanically isolated optical communication port located in front of the
meter for data transfer to or from a hand held Data Collection Device (Common Meter Reading
Instrument, CMRI- conforming to CBIP technical report -111 with latest amendments) with proper
security and without error. One RS 232 port shall also be provided for remote communication.

Both the ports will support communication on DLMS and should be accessible through a DLMS compliant
HHU. All necessary software (BCS & for CMRI) required for downloading shall be provided by
the supplier without any additional cost to the purchaser.

The manufacturer may quote for any other type of communication port conforming to any international
accepted standards. The manufacturer may adopt protocol as per IS:15959 but should load the meter
software, protocol software, dial up software & any other required software in to the base computer
station of the purchaser. After loading the software in the purchasers base computer station / central
computer station, the meter manufacturer shall demonstrate the data transfer through hand held CMRI
and regeneration of appropriate reports to the purchaser. The data element size and its overhead speed
of transmission shall be such that the entire billing data can be transferred within a maximum period
of 10 minutes.

HAND HELD UNIT (HHU)
To enable local reading of meter data, a DLMS compliant HHU shall be used. It shall be compatible to the
DLMS compliant energy meters that are to be procured / supplied on the basis of this specification. The
HHU shall be supplied by the meter manufacturer along with the meters free of cost one for each 100
meters supplied.

6.9. DISPLAY OF MEASURED VALUE :

The meter information should be shown by an electronic display device. The electronic display of the
meters should be bright enough and distinctly visible LCD with adequate contrast between letters / digits
and the background for clarity and visibility so as to read one tenth of KWh. Various displayed
parameters can be cycled through a push button. Displayed parameters, under present display will be
identified with appropriate text and symbol. The height of display unit will be minimum 10 mm.
Under normal condition, the meter will be in auto display mode, so that designated parameters will scroll
cyclically in a continuous manner and the display ON TIME will be at least 8 seconds for each
measured value. The meter should have backlight arrangement in side the meter.

When the meter is not energized, the electronic display will not be visible. However, in absence of
power, meter display will be activated for meter reading by means of an additional internal battery
back up power source.

The principal unit for the measured values shall be the kWh for active energy, kVARh for reactive energy &
kVAh for apparent energy.

The energy register will be able to record and display, starting from zero, for a minimum of 1500 hours, the
energy corresponding to rated maximum current at reference voltage and unity power factor as per IS
13779. The register should not roll over in between this duration. The decimal digit will be clearly
distinguished from the integral digit.

The meter would have the scroll-lock facility, i.e. the facility for continuous display of desired parameter
from push button display sequence, to facilitate meter reading for a particular parameter. Push button
display sequence will have overriding effect over auto- scroll-display sequence. .(Desired parameter can be
seen for 5 minutes or more time instead of scroll lock is also acceptable.)

Required displays shall be configurable in three different pages in push mode for easy access in mains on
condition. First page should contain the instantaneous parameters, second page, for energy and demand
values, and third page for tamper related displays. Parameter value with relevant OBIS code should also
be simultaneously available on display.

6.10. POTENTIAL LINK:

Potential link less connection shall be provided inside the offered meter. Healthy phase indication can be
seen on display.

6.11. MEMORY:

The offered Meter shall have non volatile memory (NVM) independent of battery back-up
& it shall retain data in power-off conditions for a period of minimum 12 years without power supply. .
Readings shall be retained undisturbed in power-off conditions and at
the time of resumption of power supply. Meter shall start reading / displaying
cumulative values recorded prior to power interruptions.

The meter shall have adequate NVM capacity to keep records of meter reading, billing history, Tamper
information & Load survey information as required and detailed in this specification.

6.12. ELECTROMAGNETIC COMPATIBILITY

The offered static energy meters shall conform to requirements listed in CBIP technical report 88 with
latest amendments and shall also be protected against radiated interference from either magnetic or
radio-frequency source.

The meter shall also withstand DC Immunity test as per relevant standard so as to ensure that the meter
does not saturate on passage of Direct Current.


6.12.1. IMMUNITY TO ELECTROMAGNETIC DISTURBANCE

The meter shall be designed in such a way that conducted or radiated electromagnetic disturbance as well
as electrostatic discharge do not damage or substantially influence the meter.

NOTE : The disturbance to be considered as:-

a. Harmonics
b. Voltage dips and short interruptions.
c. Conducted transients.
d. D.C. and A.C. magnetic fields
e. Electrostatic discharges
f. Electro Magnetic Fields.
g. High frequency devices.

6.12.2. RADIO INTERFERENCE SUPPRESSIONS: -

The meter should not generate noise which could interfere with other equipment and the meter should work
satisfactorily as per relevant standards.

6.12.3. INFLUENCE OF HIGH MAGNETIC FIELD: -

The meters will be provided with appropriate magnetic shielding so that any external magnetic field
(AC/DC electromagnet) as per CBIP Technical Report no. 88 with latest amendments applied on meter
would not affect the proper functioning of the meter and meter will work satisfactorily as per relevant
standards.

6.13. Starting Current:

The meter will start and continue to register at the current 0.2% of Ib. It should be fully functional within 5
seconds after rated voltage is applied.

6.14. RUNNING WITH NO LOAD:

When 115% of rated voltage is applied with no current flowing in the current circuit, the offered meters
shall not register any energy and test output of the meter shall not be more than one pulse on "no load".

6.15. POWER SUPPLY

The offered energy meters shall be self powered up type i.e. power for working of the meters internal
electronic circuit would be drawn from all the three phases & neutral. Further, the power supply for the
meters internal electronic circuits would be such that meter shall function accurately, within the limits
specified by the standard, in the event of loss of neutral. The offered meter shall continue to work in
case of loss of any two phases or loss of any one phase and neutral.

6.16 POWER CONSUMPTION

6.16.1 The active and apparent power consumption in each voltage circuit of the offered whole current
meter at reference voltage, temperature and frequency shall not exceed 1 W and 8 VA per phase
respectively.

6.16.2 The apparent power consumption in each current circuit for the offered direct connected meters at
basic current, reference frequency and reference temperature shall not exceed 1.0 VA per phase.

6.17. CALIBRATION & TEST OUTPUT

All the offered meters shall be tested, calibrated and sealed at works before dispatch. Further, no
modification of calibration shall be possible at site by any means.


The meter shall have a test output accessible from the front and be capable of being monitored with
suitable testing equipment. The operation indicator, if fitted, must be visible from the front. Test output
device shall be provided in the form of LED(s) for kWh & kVArh with direct or the provision of selecting
the parameter being tested.

Resolution of the test output shall be sufficient to enable the starting current test in less than 10 minutes and
accuracy test at the lowest load shall be completed with desired accuracy within 5 minutes (as per
clause 4.2.22.10 of CBIP report no.88 with latest amendments).

The relation between test output and the indication on display shall comply with the marking on the
name plate (imp per kWh or KWh per imp).

6.18 SEALING OF METER

Proper sealing arrangement would be provided on the meter to make it tamper proof and avoid mishandling
by unauthorized person.

Two sealing stickers must be provided on the side of the meter body at the factory after calibration and
testing. The meter cover will have provision for placing minimum two numbers additional seals by
CESU. The terminal block cover should have provision for placing minimum two seals by the CESU.
One separate sealing arrangement for optical port to be used for communication will be provided.

All the sealing screws when they are in open condition (i.e. not fixed) would not be easily detachable from
the respective cover. The meter should be designed and constructed in such manner to make it pilfer proof.

The holes for sealing wire shall be of 2mm diameter approximately, suitable for making satisfactory sealing
of the meters.

All the above seals would be provided on front side only apart from two numbers of stickers seals on
the side of the meter.

7.0 QUANTITIES TO BE MEASURED AND DISPLAY:

Display parameters, under present display will be identified with appropriate text and symbol on the
LCD display of the meter. Therefore no such legend plate for details of various parameters being
displayed will be required.
The kWh value shall be displayed with a resolution of one decimal point. The decimal digit
shall be clearly distinguished from the integral digit.

8.0 TAMPER AND FRAUD PROTECTION
The meter shall function properly under following common abnormal conditions :

1.Phase sequence reversal The meter shall keep working accurately irrespective of the phase
sequence of the supply.
2. Missing Neutral The meter shall continue to record energy according to electrical
connections even if the Neutral of potential supply is accidentally
or incidentally disconnected.
3.Current reversal /
connection reversal
The meter shall log energy in forward direction.
4. External magnetic
influence
The metering system shall be provided with adequate magnetic
shielding so that any external magnetic field (AC Electro Magnet or
DC Magnet) as per the values specified in CBIP Technical Report
No.88 (with latest amendments) applied on the metering system shall
record the energy as
per error limits prescribed by CBIP report.

Beside this the meter should have features to detect the occurrence and restoration of, at least, the
following common abnormal events:

a) Missing Potential & Potential imbalance: The meter shall be capable of detecting and recording
occurrence and restoration with date and time the cases of Potential failure which could happen due
to disconnection of potential leads (one or two), failure of phase line fuse from the Transformer
primary side. Meter shall also detect and log cases of voltage unbalance (from 10 % or more for more
than 15 minutes) of voltages.

b) Current Circuit Open: The meter shall be capable of detecting and recording occurrences and
restoration of opening of any one or two phases of current circuit which can happen due to
intentional / accidental disconnection of current circuits. The meter shall be able to log abnormality
conditions in current open event like CT leads burns, loose connection, CT winding open etc in the
meter memory. No load condition should not record in meter memory as a Current circuit open event.

c) Power on/off: The meter shall be capable to record power on & off time events and also power on
/off events in the meter memory persisting beyond specified time. Persistence time shall be 15
minutes by default. The report shall be available through base computer software in a meaningful
format indicating occurrence / restoration and total power outage.

d) Software Changing: Any communication with the meter for any change in meter software or
any attempt to write in meter software (software tamper) should be recorded in the meter
memory with date and time stamping. However, any communication for reading the meter data
should not be recorded in the meter memory. This data should also be available in the display as
highlighted in this specification.

e) Magnetic Tamper: Additionally, meter shall be capable to record the presence/ removal of magnet
with date & time stamp in case the influence of magnet exceeds the limit as desired in the respective
standard. Neutral Disturbance: Meter shall be provided with the proper logic to identify neutral
disturbance & record the event.

Cover Open: The meter shall be able to detect cover open occurrence event if cover is opened in mains
on or off condition.

f) Software locking : The meter shall have password protected software locking provision to enable any
change in TOD timings or any other requirement of DISCOM.

g) The bidder may offer any other recordable abnormality event, which will be useful in consumer
metering, along with the detailed descriptions, literatures, usefulness and every other implications.

The meter shall record the above abnormalities with time and date of their occurrences
& restorations with a snap shot of electrical conditions viz. Voltage, current, PF etc at
Base Computer System for the events a), b), c) as mentioned above if abnormalities persist for a
definite persistence time.
Logic for calculation of voltage and current imbalance shall be furnished by the bidder. The meter shall
keep records for the minimum last 150 events (occurrences and
restorations) for above of abnormal conditions. The recording of events shall be on FIFO
basis. It shall be possible to retrieve the abnormal event data along-with all related snap- shots' data through
the meter's optical port or through radio with the help of a CMRI and download the same to the BCS
where it shall be available for viewing. All this information shall be made available in simple and
easily understandable format.

The meter shall also be capable to withstand and shall not get damaged if phase-to- phase voltage is
applied between phase to neutral.

The selection of the abnormality events and manner of recording, retrieval etc. shall be decided during
the technical evaluation of the offers and will be spelt out in the contract.

8.1 ABNORMAL VOLTAGE/FREQUENCY DEVICE TEST:

The accuracy of the meter would not be affected with the application of abnormal voltage/
frequency generating device having spark discharge of approximately
35KV. The meter will be tested by feeding the output of this device to meter in
any of the following manner for 10 minutes:

i) On any of the phase or neutral terminals.
ii) On any connecting wires of the meter.
iii) Voltage discharge with 0-10 mm spark gap.
iv) Spark on meter body.
v) Spark on the optical and RS 232 port.
vi) At any place in load circuit.

The accuracy of the meter will be checked before and after the application of above device.

9.0 BILLING HISTORY & LOAD SURVEY: -
9.1 The meter shall have sufficient non-volatile memory for recording history of energy parameters
(monthly and TOD) - kwh, kvah. Kvarh.maximum demand( kw/kva), monthly average - voltage, current,
power factor and power ON or OFF hours for last Six(6) billing cycles (Bill date shall be 00 hrs of the 1
st
day
of the calendar month by default )

The meter shall be capable of recording active and apparent demand for all active, reactive and
apparent energies for at least 50 days power On days with phase-wise Voltage and current profiling.

The logging interval for load survey shall be programmable and 30 Minutes by default. Load survey data
shall be logged for last 50 power on days for interval of 30 minutes. In case there are no power for the
complete day from 0000 hrs to 2400 hrs, the same shall not be recorded in Load survey days. The load
survey data can be retrieved with the help of Meter Reading Instrument and /or remote connectivity as and
when desired & load profiles could be viewed graphically / analytically with the help of meter application
software. The meter application software shall be capable of exporting these data for analysis to other
user software in spreadsheet format (Excel or any other advanced format).


9.2 MD Registration: -
The meter shall continuously monitor and calculate maximum demand for each tariff rate for TOD
metering. Integration period to be incorporated in the meter shall be informed four weeks prior to the
delivery. At the end of every demand integration period the new calculated MD shall be compared with
the previous MD and meter shall store
whichever value is higher.

9.3 MD RESET: The meter shall have the following MD resetting options:-
a) Automatic reset at the end of a certain predefined period. The predefined period shall be
at 2400 Hrs of the last date of each calendar month(or
0000hrs of 1
st
day of each calendar month) for which at least programmable and 30 years
calendar shall be programmed by the manufacturer.

b) Resetting locally through a CMRI or remotely through GSM / PSTN communication
with the meter through authenticated command is not allowed.

c) Manual resetting arrangement (MD reset push button) with sealing facility is not required.
d) All MD reset shall be recorded as an event.

10.0 SELF DIAGNOSTIC FEATURE :

The meter shall keep log in its memory for unsatisfactory / non-functioning of the RTC battery,
LCD, Memory etc. of meter. Further, the meter should have the capability to check the
correctness of the wiring at the time of meter installation. A detailed write-up on self-diagnostic
feature to be proved by the bidder.

11.0 TEST AND TEST CONDITIONS

11.1 Routine & Acceptance Tests for meters:

11.1.1. Acceptance test: All acceptance tests as stipulated in the relevant standard shall be carried out by the
supplier in the presence of Purchasers representative.

Also the following additional tests shall be carried out on meters from each lot offered for inspection as per
CBIP technical report 88 with latest amendments on randomly selected samples-

a) Magnetic induction of external origin (AC & DC)
b) Tamper and fraud protection as per clause 8 of this Specification. c) Effect of
high frequency devices.

11.1.2. Routine test: All routine tests as stipulated in the relevant standard shall be carried out and
routine tests certificates shall be submitted for approval of purchaser.

Type Test :

11.1.3 The Energy Meters offered shall be fully type tested at independent laboratories by the bidder as
per relevant standards but test reports shall not be more than five years old from the date of opening of
bid. The bidder shall furnish four sets of type test reports along with the bid. Bid without type test
reports shall be treated as non responsive.
11.1.4 Additional Tests

A- Aging Test
During inspection, one meter from a lot of 500 meters shall be subjected to accelerated
ageing test to eliminate infant mortality, i.e., meters are to be kept in ovens
for 72 hours at 55 deg. Centigrade temperature & atmospheric humid condition. After 72
hours meters should work correctly. Facilities / arrangement for conducting ageing test should be available
with the manufacturer.

B- Full load test for 12 hours
During inspection, one meter (other than the meter tested under aging test) from a lot of 500 meters
shall be subjected to a full load operation continuously for a
minimum period of 12 hours to test its durability at high loads.

12.0 INSPECTION :
12.1 The supplier will keep the Purchaser informed in advance of the time of the starting and the
progress of manufacture of equipment in its various stages so that arrangement could be made for
inspection. The customer hold points will be defined at the time of issue of final order. The accredited
representative of the NESCO will have access to the suppliers or his subcontractors work at any time
during working hours for the purpose of inspecting the materials during manufacturing of the materials /
equipment and testing and may select test samples from the materials going into plant and equipment. The
supplier will provide the facilities for testing such samples at any time including access to drawings and
production data at no charge to Purchaser.As soon as the materials are ready the supplier will duly send
intimation to NESCO by Regd. Post and carry out the tests in the presence of representative of the
NESCO. If NESCO feels necessary may select one sample from the lot at factory to send for testing at
CPRI/NTL or any other standard laboratory. In this case all inspection & testing charges in this
connection will be borne by the supplier.

12.2 The NESCO may at its option get the materials inspected by the third party if it feels
necessary and all inspection charges in this connection will be borne by the supplier.



12.3 The dispatches will be affected only if the test results comply with the specification.
The dispatches will be made only after the inspection by the NESCO Officer is completed to the NESCO
satisfaction or such inspection is waived by the competent authority.

12.4 The acceptance of any quantity of materials will in no way relieve the supplier of its
responsibility for meeting all the requirements of this specification and will not prevent
subsequent rejection if such materials are later found to be defective or deviation from
specification/IS.

12.5 The supplier will give 15 days advance intimation to enable the Purchaser depute his
representative for witnessing the acceptance and routine tests.

12.6 Should any inspected or tested materials / equipment fail to conform to the specification, the
Purchaser may reject the materials and supplier will either replace the rejected materials or make alterations
necessary to meet specifications requirements free of costs to the Purchaser.

12.7 After deliver of materials at NESCO Store the materials may be verified/retested in full or taking
random samples before acceptance. In case of any deviation to the specification, GTP,IS found during
the tests the lot will be rejected or will be replaced by supplier.

13.0 PACKING & FORWARDING:

13.1 The meters shall be packed in crates suitable for vertical / horizontal transport, as the case may
be, and suitable to withstand handling during transport and outdoor storage during transit. The supplier
shall be responsible for any damage during transport and out door storage during transit due to
improper and adequate packing. The easily damageable material shall be carefully packed and marked
with appropriate caution symbol. Wherever necessary, proper arrangement for lifting such as lifting hooks
etc. shall be provided. Any material found short inside the packing cases shall be supplied
immediately without extra cost.

13.2 Each consignment shall be accompanied with detailed packing list containing the following
instructions:

a. Name of the consignee
b. Details of consignment
c. Destination
d. Total weight of consignment
e. Handling and packing instructions
f. Bill of material indicating contents of each package


13.3 The supplier shall ensure that the packing list and bill of material are approved by the purchaser before
dispatch.

13.4 The packing shall be done as per the manufacturers standard practice. However, he shall be ensure
that the packing is such that the material should not get damaged during transit by rail / road.

13.5 The marking on each package shall be as per relevant standard and shall contain
NESCO imprint.
14.0 MARKING OF METER:

The meter terminal marking and mounting arrangement should be as per Indian installation practices.
The marking on every meter shall be in accordance with IEC.62053-22/IS13779:1999
Every meter shall have name plate beneath the meter cover such that the name plate cannot be accessed
without opening the meter cover and without breaking the seals of the meter cover and the name plate

shall be marked indelibly. The name plate marking should not fade with lapse of time. The basic markings
on the meter name plate shall be as follows:-

15.0. SAMPLES:

Two sample meters with box conforming to this specification duly sealed along with the Type Test
certificates shall be submitted with the bid. The above sample meters shall be tested in purchasers
meter testing lab and/or any independent test lab and the testing charges will be born by the supplier. The
samples shall be complete in all respects and no deviations shall be allowed thereafter. In case sample
meters does not conform to the prescribed specifications, the financial bid of offer shall not be opened. It
will be compulsory to submit sample meters as above along with the bid, failing which the bid will be
ignored.

16.0. MANDATORY ACCESSORIES:

If any mandatory spare parts recommended for successful performance of the meters during its entire
guaranteed life, bidders are requested to quote separately.

(Bidders are requested to ensure clearly mandatory accessories are the part of price schedule)

Bidders should undertake to maintain sufficient inventory of spares and critical components of the
meters at their local office at Bhubaneswar or at their manufacture works, which are likely to become
obsolete due to rapid technological changes in electronics and IT sectors. In the event of placement of
order, they must also ensure availability of required components and spares, indigenous or imported, even if
the same components and spares become obsolete, till completion of guarantee period. Inability to supply
required spares during the guarantee period will be considered as a breach of contract and may warrant
penal action. An undertaking to this effect must be enclosed by the bidder along with his offer.

The supplier is abide for supply of required copies of meter Software in CDs except Meter Security Software.
Any further modification required for the meter Software after purchase of meter should be done free of cost
by the supplier.

17.0 QUALITY ASSURANCE PLAN :

The design life of the meter shall be minimum 20 years and to prove the design life the firm shall have at
least the following quality Assurance Plan: -

The factory shall be completely dust proof.

The testing rooms shall be temp. and humidity controlled as per relevant standards.

The testing and calibrating equipments should be automatic and all test equipment shall have their valid
calibration certificates.

Power supplies used in testing equipment shall be distortion free with sinusoidal wave- forms and
maintaining constant voltage, current and frequency as per the relevant standards.

During the manufacturing of the meters the following checks shall be carried out.
i) Meter frame dimensions tolerances shall be minimum.
ii) The assembly of parts shall be done with the help of jigs and fixtures so that human errors are
eliminated.

iii) The meters shall be batch tested on automatic, computerized test bench and the results shall be
printed directly without any human errors.
The Bidder shall invariably furnish the following information along with his bid, failing which his bid
shall be liable for rejection. Information shall be separately given for individual type of material
offered.

Statement giving list of important raw materials, names of sub-suppliers for the raw materials, list of
standards according to which the raw materials are tested, list of tests normally carried out on raw materials.

Information and copies of test certificates in respect of bought out accessories.

List of manufacturing facilities available.

Level of automation achieved and lists of areas where manual processing exists.

List of areas in manufacturing process, where stage inspections are normally carried out of quality
control and details of such tests and inspections.

List of testing equipment available with the bidder for final testing of equipment specified and test-
plant limitations, if any, vis--vis type, special acceptance and routine tests specified in the relevant
standards and this specification. These limitations shall be very clearly brought out in schedule of deviations.

The manufacturer laboratory must be well equipped for testing of the meters. They must have computerized
standard power source and standard equipment calibrated not later than a year (or as per standard
practice). The details of testing facilities available for conducting

a) The routine tests.
b) Acceptance tests shall be furnished with the bid.
18.0 GENERAL :

a) Technical deviations:
All deviations to the technical specifications and commercial terms and conditions should be
specifically and clearly brought out in the Deviation form.

b) Guaranteed Technical Particulars:
The Guaranteed technical particular, duly filled in shall be submitted along with the offer.

Bid without above information shall be treated as non-responsive.

19.0 Guarantee :

In the event of any defect in the materials arising out of faulty design inferior quality of raw materials
and bad workmanship within a period of 72 months of last supply, the Bidder shall guarantee to
replace or repair to the satisfaction of the purchaser the defective parts at site free of any cost to NESCO.
Should however, the Bidder fails to do so within a reasonable time, the purchaser reserves the right
to effect repair or replacement and recover charges for repair or replacement from the Bidder by
encashment of performance Bank Guarantee.

20.0 Random Sample test after delivered at store.

The consignment of meters received at area Stores shall be accepted only after testing of meters at any
nationalized laboratory, at purchasers laboratory or any other standard laboratory and the testing
charges will be borne by the supplier. Samples of meters shall be selected randomly from a lot of
meters supplied and sent to Purchasers Lab., CPRI or any other standard laboratory for acceptance test
as per relevant ISS,CBIP Report and as per procedure Technical Specification. If the sample fails in the
above tests, the entire lot will be rejected.

The following tests will be carried out at the Purchasers laboratory.
1-Test of Starting Condition.
2-Test of no load condition.
3-Test of Limits of error.
4-Test of Repeatability of error.
5-Test of meter constant.
Other tests
6-Software, tamper test, test for influence quantities(voltage variation) & display parameters.


21.0 SOFTWARES

The firm has to provide required base computer & MRI software for data down loading &
analysis with free of cost.

22.0 METER READING PROTOCOL :

The Supplier has to provide Meter Reading Protocols, for billing parameters, tamper data etc. with
free of cost.

TECHNICAL SPECIFICATION FOR TAMPER PROOF BOX TO HOUSE THE
METER.

TECHNICAL DETAILS:

The box shall be weather proof made out of polycarbonate/SMC/Combined and flame retardant
properties. It shall be capable of withstanding temperatures of boiling water for 5 minutes continuously
without distortion or softening. The thickness of the box shall not be less than 3 mm on the load bearing
side (i.e. back side of the box) and other sides, door and roof shall not be less than 2.5 mm. The box
shall have its roof tapering down to both sides for easy flow of water.

The Boxes shall generally comply with the provisions of IS 5133. The boxes shall be suitable for
outdoor/indoor application. The outdoor box shall have its roof designed for easy flow of rain water without
any stagnation on the box. The box shall be with good workmanship.

The over all dimension of the box shall be such that, there should be adequate
clearance on front side and all other sides between meter and box surface , to provide flexibility to the
installation and operation of the meter.


To facilitate for reading the parameters by manual push button on the meter, a slit with an external push
button arrangement shall be provided at the front of the box with sealing provision.

Soft rubber gaskets shall be provided all around wherever required for protection against entry of dust and
water. It shall comply with IP-53.

The contents of the box are as follows

Viewing window shall be transparent and made of non-scratchable break resistant UV stabilized,
transparent poly carbonate material with 2.0 mm thickness. The window shall be ultra sonically
welded/rigidly fixed by other means with meter box from inside. Viewing window is not required in
case of transparent box.

There should not be any ingress of moisture through this window into the box..


Internal hinges : A minimum of 2 nos. internal hinges well protected against corrosion shall be provided.
The hinges of the door should be concealed and they shall be fixed to the flanges provided to the base and
cover of the box in such a manner that the door opens by a minimum of 120 degrees & it shall not be
possible to access the hinges from out side.


Handle : Suitable handle or knob shall be provided for opening of the box door.




Fixing arrangement : The meter base supports inside the box are raised by about 10 mm in the box for ease
of wiring. While fixing the meter screws should not protrude outside. For fixing the box to wall or wooden
board 4 nos. key holes of minimum 6 mm dia shall be provided at the four corners of the meter box. The
meter is to be installed in the box and the box in the assembled condition shall have provision to fix it to a
pole with suitable GI clamp..


Latch : The door shall be provided with a MS Zinc Plated GI latch or a U clamp to secure it with
the base of the box.

Sealing arrangement : The box shall have provision for minimum 2 nos. seals to make it fully
tamper evident .


Inlet Outlet : Suitable circular holes shall be provided at the bottom of the box for inlet and
outlet with self closing fire resistance high glade engineering plastic glands securely fixed to the
box on both sides by check nuts. The incoming and outgoing cables shall be clamped to the inside base
of the meter box to ensure fixing of the cable.


Printing : Metallic label containing the letters NESCO and the P.O. No. and date shall be
engraved on the top cover of the box. The name of the manufacturer shall be engraved on the bottom
half of the box. A blank sticker shall also be fixed on the meter box for use of field staff to indicate
service no. etc.


D. Port:- D.Port provision shall be made in the box with proper sealing arrangement so that data can
be down loaded from the meter with out opening meter box. Communication cable from optical port
&/or RS 232 port to D port shall also to be provided.

The fixing arrangements shall not be complex and it shall be easily approachable for connections
when the door is open and is completely tamper evident once it is sealed.

TECHNICAL SPECIFICATION OF 4CX16 mm LT PVC Al. CABLE

1. SCOPE:

This specification covers Manufacture, testing at works, supply and
installation of unarmoured 1100 Volts LT 4 Core X 16 mm PVC insulated and PVC
sheathed cables, with circular aluminium conductor with yellow sheath to be used
for connection from transformer to Meter and Meter to Distribution Box/ LT
network.

2. INSTALLATIONS:

These cables are required to be installed outdoor exposed to atmosphere,
to be used for connection from transformer to Meter and Meter to Distribution
Box/ LT network with termination .

3. APPLICABLE STANDARDS :

Unless otherwise specifically stated in the specification
The cables shall conform to the following standards :
1. IS 694 of 1990
2. IS - 5831 of 1984
3. IS - 8130 of 1984
4. IS - 10418 of 1982 (For wooden Drums)
5. IS - 10810 of 1984 (Methods of test for cable).


The above standards with latest amendment/revision in force on date of
tender shall be applicable. The Type Test on cable to be conducted at
CPRI/NABL as per IS-694/90 with latest amendment /revision as in force on the date of
inviting tender. All acceptance and routine tests shall be carried as per
IS-694/1990 with latest amendment/revision in force on date of inviting tender
during the execution or order placed and till complete supply is over.


4. TECHNICAL PARTICULARS:

Grade :

The Cable shall be PVC insulated and PVC sheathed of yellow colour,
suitable for working voltage up to and including 1100 Volts confirming to
standard mentioned above and with ISI mark having H2 grade Class-I
aluminium circular conductor for Cables up to 10mm, H4 grade class-2
aluminium conductor shall be used for 16 sq.mm.cable.

b) Insulation and Sheath:


The type of insulation shall be Type-A as per IS-5831 of 1984.Similarly the
type of sheath shall be type ST-1 as per IS-5831 of 1984.

(i) Colour of Insulation of each core as specified in IS.
(ii) Colour of outer sheath shall be Black only.

5. SUBMISSION OF TYPE TEST CERIFICATE NOT MORE THAN
FIVE YEARS OLD FROM DATE OF OPENING OF TENDER:

The duly attested copy of Type Test Certificate at least one of the offered
sizes as per IS:694/90 be submitted from Govt. approved laboratory along
with the offer. The Type Test Certificate should cover all the test as per table
8 & one test "additional aging test" from table 9 of IS IS-694/1990
with latest amendment/revision in operation on date of inviting tender.

Party has to submit type test certificate on ordered size before
commencement of supply & get approved without affecting delivery
scheduled.

6. SEALING:

Each coil are to be provided with lead seals with seal wire .Both ends of
cables to be provided with lead seals .


6. INSPECTION AND TESTING:-

a) Testing will be carried out at the works of manufacturer's in presence of
NESCO representative at the firm's cost according to IS-694/1990 with
latest amendment/revisions if any or date of inviting tender.

Material shall not be dispatch by the supplier without having being inspected
and test certificate approved by Company's representative and obtaining of
specific dispatch instructions in writing.



b) The Company reserves the right to select sample from any
offered/inspected lot against which will be get type tested at any
Government approved laboratory as decided by the Company The results of
this type-tested sample shall be applicable for the entire quantity of
the particular lot offered or supplied by the supplier. The Company shall
bear the testing charges if sample passes all the tests and if sample fails in
any one of the tests, supplier shall have to bear testing charges, same are
recoverable from the suppliers any pending bill, security deposit, Bank
Guarantee or by any suitable means, whichever deem fit be the Company In
case of sample failing in aforesaid type tests, supplier shall have to replace
the whole lot materials, which should pass through the type tests, the
retesting charges will have to be paid by supplier. If any quantity against
the particular lot is consumed by the Company Supplier will agree for any
penalty/deduction in price as decided by the competent authority of
Company Decision of competent authority in case of any dispute will be final
and binding to supplier.

INSTALLATION:

The 3 Ph 4W whole current meter to be fixed in the weather proof water proof polycarbonate
TP meter box. The TP Box having suitable arrangement to fix on wall or PSC pole with suitable
40x6 mm 2nos. GI clamp & GI nut & bolts .

The GI clamps will be hot dip galvanized confirming to IS: 2629/85 with latest amend
ment.

Two nos. circular holes to be provided on the bottom of the TP Box suitable for connection
of 4Cx16 mm PVC cable with PVC gland.

(hereinafter called the Contractor) for supply of (name of the
material) and whereas NESCO has agreed (1) to exempt the Contractor from making payment of security deposit, (2)
to release 100% payment of the cost of materials as per the said agreement and (3) to exempt from performance
guarantee on furnishing by the Contractor to the NESCO a composite Bank Guarantee of the value of 10% (ten
percent) of the Contract price of the said Agreement.
1. Now, therefore, in consideration of NESCO having agreed (1) to exempt the Contractor for making payment

of security deposit, (2) to release 100% payment to the Contractor and (3) to exempt from furnishing performance

guarantee in terms of the said Agreement as aforesaid, we the

guarantee without any demur, merely on a demand NESCO stating that the amount claimed is due by way of loss or
damage caused to or suffered by NESCO by reason of any breach by the said Contractor(s) of any of the terms or
conditions contained in the said Agreement or by the reason of any breach by the said Contractors failure to perform
the said Agreement. Any such demand made on the Bank shall be conclusive as regards the amount due and payable
by the Bank under this Guarantee. However, our liability under this guarantee shall be restricted to an amount not
exceeding Rs. (Rupees ) only.
3. We, the Bank also undertake to pay to NESCO any money so demanded not
withstanding any dispute or dispute raised by the Contractor(s) in any suit or proceeding instituted/ pending before any
court or Tribunal relating thereto our liability under this Agreement being absolute and unrevocable.
The payment so made by us under this bond shall be valid discharge of our liability for payment there under
and the Contractor(s) shall have no claim against us for making such payment.
4. We, the Bank further agree that the guarantee herein contain shall

remain in full force and affect during the period that would be taken for the performance of the said Agreement and it
shall continue to remain in force endorsable till all the dues of NESCO under by virtue of the said Agreement have


been fully paid and its claim satisfied or discharged or till NESCO certifies that the terms and conditions of the said
Agreement have been fully and properly carried out by the said Contractor(s) and accordingly discharge this guarantee
and will not be revoked by us during the validity of the guarantee period.


Unless a demand or claim under this guarantee is made on us or with

5. We, the Bank further agree that NESCO shall have the fullest liberty without

liability by reason of any such variation or extension being granted to the said Contractor(s) or for any forbearance act
or omission on part of NESCO or any indulgence by NESCO to the said Contractor(s) or by any such matter or thing
whatsoever which under the law relating to sureties would but for this provisions have effect of so relieving us.
6. The Guarantee will not be discharged due to change in the name, style and constitution of the Bank and or

Contractor(s).
7. We, the Bank lastly undertake not to revoke this Guarantee during its currency
except with the previous consent of NESCO in writing.
