Shortly after President Barack Obama renewed his call for immigration reform, California
Governor Jerry Brown implored lawmakers in Washington Thursday to rise to the occasion
to pass a comprehensive bill. During impassioned remarks at a forum sponsored by the left-
leaning Center for American Progress, Brown recounted how the story of a young mans frightful
childhood journey across the border convinced him of the need for immediate action. When I
heard that story, I really got the power of these people, the courage of coming across the
border. All that power: 11 million people all throughout our country waiting to come out of the
shadows and do their part for America, Brown said. How can these people in Washington
not rise to the occasion and meet that courage with a little bit of courage down the street to
vote for comprehensive immigration reform? Obama has made passing comprehensive reform
a priority for his second term, but his efforts have been repeatedly stymied by congressional
Republicans, who prefer a piecemeal approach and have sharp disagreements over the a
proposed path to citizenship those who entered the country illegally. In his remarks Thursday,
Obama lauded a comprehensive reform bill that passed the Democratic-controlled Senate last
June, but was blocked by House Republicans. Brown, who signed a series of state immigration
reform bills earlier this month, said the stalemate in Washington prompted him to move
forward with state based reform. When I was asked during the campaign would you sign a
bill to give illegals a drivers license, I said no. I said we need comprehensive immigration
reform, Brown said. Well, because since nobodys given us comprehensive reform, I decided
no, were going to have to have the licenses well start our own reform in California.

President Barack Obama plans to urge Congress on Thursday to take back up comprehensive
immigration reform. The White House says that Obama will make the announcement on
Thursday (at 10:35 a.m.) The statement will be delivered in the White House East Room.
Commonsense immigration is good for the country and its the right thing to do. It will grow the
economy, reduce the deficit, and has broad support from both democrats and republicans,
business and labor, as well as law enforcement and faith leaders, a White House official said.
The President has made clear the key principles that must be a part of any bipartisan,
commonsense effort, including continuing to strengthen border security, creating an earned
path to citizenship, holding employers accountable, and bringing our immigration system into
the 21st century. Immigration reform had been placed on the backburner after the Democrat-controlled Senate
passed a bill in June that went nowhere in the House of Representatives. Controlled by Republicans, the House has
said it would prefer to undertake a number of smaller bills instead of the one large package passed by the Senate.
House Democrats introduced their own version at the beginning of the month, one without the huge expansion of the
Border Patrol included in the Senate bill. One of the most contentious parts of the Senate version was a one-year
path to citizenship for undocumented immigrants. Many Republicans have rejected any route to legal status as
amnesty for lawbreakers.

Lawmakers with the Congressional Hispanic Caucus called again Wednesday for House
Republican leaders to allow a vote on a comprehensive immigration bill that includes a path to
citizenship for 11 million people living in the United States illegally and provisions for their
children. The caucus held a news conference outside the U.S. Capitol moments before another
event was held by the DREAM Action Coalition seeking citizenship for undocumented youths.
Also Wednesday, students staged a rally at the Capitol to raise awareness of their plight. Alina
Cortes, 22, of San Antonio took part in the #DREAM Army event. The point was to put pressure
on both political parties, said Cortes, an activist with Students United for the DREAM Act in San
Antonio. Cortes said she came to Washington for this event, specifically. She called it an
awesome experience that was noticed by politicians across the political spectrum. Rep. Rubn
Hinojosa, D-Mercedes, the chairman of the Hispanic caucus, said comprehensive immigration
reform is not dead in the House. He warned House Speaker John Boehner that if immigration
reform is stopped by the same tea party-backed GOP lawmakers that forced the government
shutdown, our economy suffers. Rep. Joaqun Castro, D-San Antonio, said the immigration
reform affects not just Latinos and minorities, but people of all walks of life because of the
economic impact. This issue is not going away. We are determined to do this this year,
Castro said. Boehner said again Wednesday that the House should move on immigration this
year. But House Republicans are taking a piecemeal approach to reform and are focusing on
border security and enforcement measures. The Senate passed an immigration reform bill in
June that includes a path to citizenship.

At a press conference earlier this week, Boehner said, "I still think immigration reform is an
important subject that needs to be addressed. And I'm hopeful." After Mr. Obama's speech,
Boehner spokesman Brendan Buck added, ""The Speaker agrees that America has a broken
immigration system and we need reform that would boost our economy. He's also been clear
that the House will not consider any massive, Obamacare-style legislation that no one
understands. Instead, the House is committed to a common sense, step-by-step approach that
gives Americans confidence that reform is done the right way. We hope that the president will
work with us - not against us - as we pursue this deliberate approach." Are the tides turning for
immigration reform in the House? House Democrats arrested during immigration protest How
exactly the House will move forward is unclear. But House Judiciary Committee Chairman Bob
Goodlatte, R-Va., has advanced a series of single-issue bills that have no Democratic support,
and House Democrats introduced a version of the Senate bill that includes a border-security
plan with bipartisan support in the House. A bipartisan working group that had been crafting a
comprehensive bill for the House collapsed last month. Republicans are also likely to argue that
Mr. Obama poisoned the well with the government shutdown. Rep. Raul Labrador, R-Idaho, who
was once a member of the bipartisan group, now says that it would be "crazy" and "a very big
mistake" for Republicans to negotiate with the president on immigration reform. To those who
"who are primed to think 'well if Obama's for it, I'm against it,'" Mr. Obama said, "I would
remind everybody that my Republican predecessor was for [immigration reform] when he
proposed reforms like this almost a decade ago." "I'm not running for office again. I just believe
this is the right thing to do....everybody wins here if we work to get this done," Mr. Obama
added, arguing that good policy made for good politics, even for the Republicans. And there are
some Republicans who appear to be focusing on further legislation despite the larger budget
battles being waged.
