Subject: Project Methodology

1. Step 1 (Initial work)
a) To prepare contract document
b) To submit Project Schedule and Organisation Chart for approval
c) Ensure all staff availability as per the pre-arrange project management organization chart
d) To arrange projects insurance, CIDB Levy and Performance Bond
e) Mobilize survey team to site to start survey works immediately.
f) To re-check master program and do detailing to ensure completion on time.
g) To arrange safety program for Safety and Health program under the supervision of a Safety
Officer.
h) To inform and register with DOSH and submit relevant documents such as details of Safety
Officer, SOP, Safety Policy, Safe Working area,etc.
i) To immediately set up site store and site office.
2. Step 2 (Wayleave , Design and Engineering and Procurement)
a) To immediately arrange meeting with TNB and local authorities and other relevant department to
get wayleave clearance to kick-start the site activities.
b) To immediately finalise suppliers/procurement of project material for timely delivery.
c) To re-check Consultant/TNB engineering requirement against offer from supplier to ensure
compliance and submit all design drawing for TNB review and approval for the followings:
1. Pole Design
2. Cable and Conductor Design
3. Fittings and accessories Design
4. Power transformer design
5. Protection and control equipment design.
6. Other substation materials.
d) To immediately place order all the project materials (as mentioned in (b)) which have already
been confirmed, type tested and approved by Client.
e) To immediately after survey works is done, submit all relevant drawings/data such as Initial
Survey drawing, substation location and single line diagram for TNB approval.
f) To immediately confirm the balance order if any to supplier and instruct them to comply with TNB
requirement.
3. Step 3 (Site works)
a) As per contract requirement and work program; mobilise all the team to site for start the site
works.
b) To immediately instruct survey teams to do pole pegging based on the approval survey drawing.
c) To immediately get approval from all the relevant department prior start the pole erection.
d) Erection work will start once poles are delivered to site and later with stringing works after one
section are ready according to the approved Method Statement.
f) Sagging and tensioning work according to the approved Method Statement.
g) Line inspection including joint inspection by the Consultant/TNB/Client

h) Testing will carry out by competent tester for the installed line materials(cable, transformer and
protection equipment) at site prior to the final testing & commissioning.
Note:
1. Team numbers will be increased in the event that there is a delay (possibly due to way leave
matters or any other unforeseen problem) during implementation of project.
2. All site activities will be conducted according to the attached construction manual and Safety
Operational Procedure (SOP)
3. If require SAFCA will be carried out once site activities reach the following stages:
a) 30% - 40%
b) 65% - 75%
4. Step 4 (Handing over)
a) System will be handed over to Client after successfully completion of Testing and
Commissioning.
b) To check final quantity at site with Consultants.
c) Prepare As built drawings and also Operational and Maintenance Manual for submission to
Consultant/TNB
d) Handing over of Spares to TNB, if any.
e) Technical support during Maintenance period to TNB.
