Evaluation of Determining
Instructional Purposes
Submitted to Far West Laboratory for Educational
and Research Development


Introduction
Far West Laboratory for Educational Research and Development (FWL)
submitted a request for an evaluation of their Determining Instructional Purposes (DIP)
training program. The goal of this proposal is to determine whether or not Far West
Laboratory should commit resources to market the DIP training program. Tooele
Evaluation is submitting the following response to this proposal.
Description of Program Being Evaluated

The Determining Instructional Purposes training program is a training package
for the training of school administrators and graduate students. The program instructs
them on skills for planning of effective school programs. The training course contains
the following components: a handbook for the coordinator and three of the following
units:

Unit 1 Setting Goals:10-15 hours to complete
Unit 2Analyzing Problems: 12-18 hours to complete
Unit 3Deriving Objectives: 10-15 hours to complete

Each of the units is four-to-six modules long and give training on a certain set of
skills. Each unit can be used be used individually as one unit or a mixture of the three
units with a group of learners. The units are self-contained and can be completed in a
step-by-step advancement through the material. The units can be directed in individual
sessions or a short-term workshop. The training materials specify that workshops
should be carried out with the materials and supervised by a coordinator. The
coordinator should have completed the applicable units before overseeing as the
coordinator. The materials have not been tested out or used in a real training.

Evaluation Method
Tooele Evaluation will conduct an evaluation to decide if marketing of the DIP
training package is a viable choice for FWL as they want to expand their business. The
decision making model will be used to address the following questions regarding FWL's
questions about their DIP Program:

1. Should FWL commit resources to market the DIP training program package?
2. Is the DIP training program worthy of monetary investments?

In order to answer these questions Tooele Evaluation will complete the following:

Assessment of the product to see if the product is effective at attaining their goal
of training school administrators and graduate students in educational
administration in skills related to planning of effective school programs via a field
test. 40 participants will be selected and assigned to one of four groups from 2
different school districts. Group one will participate in the first unit, Setting Goals.
Group two will participate and complete in the second unit, Analyzing Problems.
Group three will participate and complete the third unit, Deriving Objectives.
Group four will participate and complete the entire series 1-3. Each group will
select a coordinator that will complete the course prior to rest of the participants.
The coordinator will help facilitate and lead the remainder of the students
through the lessons during a short training workshop. Each participant will be
given pre and post surveys about the course via email and online surveys. Pre
surveys will include their knowledge of the product and how much knowledge
they have on skills related to planning of effective school programs. A survey will
be given after the course to see if their knowledge on skills related to planning of
effective school programs has been enhanced due to the program.
A breakdown of the printing and overall cost of the product to produce will be
assessed to see if the cost of the product is sensible. FWL will provide Tooele
Evaluation with the breakdown of the printing costs.
A market analysis will be performed to see if there is a need for the product. After
the field test the participants from the field test will be given a survey to see if
they would purchase product to help enhance their school district. Additional
surveys, along with supplementary information/sample pages of the DIP training
program will also be sent out to other school districts and graduate students in
the area. The survey will assess to see how likely or unlikely they would
purchase the training program for their school.

Project Personnel
Karen Scully is the Project Evaluator for this project. She has a Master's in Evaluation
and Measurement at Kent University in Kent, Ohio. As well as a Master's in Educational
Technology from Boise State University in Boise, Idaho. Her work ranges from an
Evaluator at Tooele Evaluation to education. She has taught ages from kindergarten to
eighth grade. Before becoming an Evaluator for Tooele Evaluation she worked as a
Teacher, Reading Specialist, and a Technology Specialist for over ten years.

Renee Leader is the Project Manager for this project. She has a Master's in Curriculum
and Instruction from Lesley University and a Master's in Administration from University
of Missoula in Missoula, Montana. Her work ranges from Curriculum Director,
Administrator, Teacher and has worked with students from kindergarten to eighth grade.
She has been in education for twenty years.
