FOREWORD
The first step for successful and timely completion of a building project, both original and
repair, is an estimate for the same a combination of choice of appropriate items and cost thereof
both meeting contemporary ends. P.W.D. (WB) Schedule of Rates being able to provide items
available in sequential manner and defining clear scope of works with well analyzed rate, always
underpins the success of an estimate.
With march of time and rapid urbanization there has been metamorphosis in building
structures are constructed slimmer, finishing materials are new, ready to use and available in variety.
Affordable technologies have made these possible. Keeping pace with time P.W.D. has adopted
suitable time tested new items in Schedule of Rates, rendering benefits to public service in terms
of optimization of time & cost and service.
Apart from updated cost of items, based on current basics, PWD (WB) Schedule of Rates
in its every new edition has always provided new items yearned at that time without being too
ambitious, yet adding right vibrance to public service and just impetus to construction industry in
broader sense.
This edition i.e. P.W.D. (WB) Schedule of Rates, 2010 is no exception.

The journey that started long time ago in a mighty band mighty band comprising of
experienced engineers guided by the wiser ones and the journey by planned selection of items with
all experience, necessity, wise thinking of these items, rightly defining the scope of work, just cost
at that time for creating and maintaining public assets, has come today living true to its spirit,
directing brightly to the future and promising to be devoted to details as ever.
I hope and I am confident that this P.W.D. (WB) Schedule of Rates, 2010 has kept its decades
back heritage of being complete and contemporary in all respect, alive and promising.
I congratulate and convey my thanks to the all members of Schedule Committee, P.W.D. led
by Shri M. Bhattacharyya, Superintending Engineer, Planning & Monitoring Circle, P.W.D. for
publishing this revision in time.
And I must not omit to say that the staff and Engineers of the Planning & Monitoring
Circle, P.W.D. along with others have done a splendid job keeping all the sui generis qualities of
our P.W.D. (WB) Schedule of Rates intact.

FOREWORD
PWD (WB) Schedule of Rates, 2010 is the third edition of Unified PWD Schedule of Rates
since its first publication in 2002, replacing the circle wise Schedule of Rates which was followed
till then.
Like every edition, this edition has also diligently taken care of specification for existing
and new items, rates of those items based on prevailing market rates, duly reviewing all aspect of
preparation of Schedule of Rates viz. method of rate analysis, present day requirement to build and
repair from hut to multistoried buildings with suitable modesty and decency.
Now a days many works are being done where no materials (like cement and steel) are
supplied by the Department and the executing agencies themselves are to supply these materials.
The relative effect on rates for both the cases has been explained with due weightage in this edition.
New materials for door, window, water supply, sewerage along with conventional materials
like wood, steel, cast iron, aluminium etc. have been given adequate coverage. Items introduced
lately have been further scrutinized and clarified wherever necessary.
As a whole our rich Schedule of Rates has got further enriched in all respect in this edition.

Hope this edition will serve its purpose as intended and will do the best to public service.
While concluding I convey my sincere thanks and best wishes to the members of the Schedule
Committee. I specially acknowledge and appreciate the hard and dedicated work of all Staffs and
Engineers of Planning & Monitoring Circle, P.W.D. along with others who contributed to the timely
publication of this edition of Schedule of Rates.

PREFACE
In pursuance of P.W.D. G.O. No. 4-W(C)5C-49/2001 dated 01.01.2002, the Schedule Committee
comprising Superintending Engineer, Planning & Monitoring Circle, P.W.D. as Convenor &
Member and Superintending Engineer, P.W.D., Presidency Circle I, Superintending Engineer,
P.W.D., South Western Circle, Superintending Engineer, P.W.D., Central Circle &
Superintending Engineer, P.W.D., Northern Circle as Members published the first Unified P.W.D.
(WB) Schedule of Rates in the year 2002 with date of effect from 01.08.2002, replacing the Circle-
wise ones followed till date.It was published second time on 2007 with date of effect from 1

April,
2007.
Each new edition of Schedule of Rate primarily updates / revises the rates of different items apart
from introducing new items, modifying / further clarifying existing ones keeping close vigilance
over specifications due to technological advancement and introduction of new things / concepts in
the market.
For convenience the Schedule is divided into two sections and each section into several sub-sections.
Items of similar nature have been grouped together in the Sub-section. Description of item has been
made as clear as possible to make the scope of work of a particular rate fully transparent. Relevant
specification covered in General Specification has to be read in conjunction with description of the
items also. Explanatory notes which do not form part of the item are provided to avoid confusion.
Bold type used in some part of the item is intended only for easy identification and should not be
interpreted otherwise. For quick searching one should consult INDEX first and then go for the item
in Sub-Section.
This PWD (WB) Schedule of Rates, 2010 covering all the items for Building and other allied
works, both original and repair works with carriage of materials with date of effect being 1

August,
2010 is published mainly incorporating :
1) up to date / revised rates of different items superseding the Schedule of Rates 2007 and
Addenda & Corrigenda thereon, based on prevailing Market rates of materials, equipments
and labour, collected through persistent interaction with different stake holders keeping in
mind the minimum wages as per Labour Department, Government of West Bengal Wage Act
and following reviewed method of Rate Analysis;
2) further clarification of specification of some items ;
3) new items of work as per present day demand ;
4) consumption of material (cement) for more cement related items ;
5) re-arranging the items in different Sub-Sections in some cases;

6) re-naming one Sub-Section suitably ;
7) clarity in difference of rates of relevant items in case of departmental supply of steel and
cement and in the case when these materials are supplied by the executin agencies;
8) some useful new tables.
For Bridges and Culverts, Road Works, road transport loading etc. the P.W.(Roads)
Department Schedule of Rates in operation with the jurisdiction of the Circle would be followed
keeping in mind the recovery rates of different items in Roads Schedule.
The member of the Schedule Committee sincerely thank all the Engineers, Officers and other
employees of this Department, who helped & took active part in preparation and timely publication
of the Schedule.
