VACANCIES ANNOUNCEMENT
On behalf of National Council for Technical Education (NACTE), Public Service
Recruitment Secretariat invites qualified Tanzanians to fill vacant post in the
above Public Institution.

NB: GENERAL CONDITIONS
i. All applicants must be Citizens of Tanzania and not above 45 years old, however,
should also observe the age limit for each position where indicated.
ii. Applicants must attach an up-to-date current Curriculum Vitae (CV) having reliable
contact, postal address, e-mail and telephone numbers.
iii. Applicants should apply on the strength of the information given in this advertisement.
iv. The title of the position and institution applied for should be written in the
subject of the application letter and marked on the envelope; short of which will

v. Applicants must attach their detailed relevant certified copies of academic certificates:

1.0 NATIONAL COUNCIL FOR TECHNICAL EDUCATION (NACTE)
The National Council for Technical Education (NACTE) was established by Parliamentary
Act No. 9 of 1997 with the purpose of providing a legal framework for the Council to build a
well- organized, efficient and effective system of National Qualifications Framework (NQF),
which will ensure that products from Tertiary Technical Institutions of high quality and
responds to market demands as well as to technological advancements. NACTE is thus a
multi-displinary and multi-sectorial board and powered to coordinate and oversee the
provision of Technical Education and Training in all public and private tertiary Institutions in
Tanzania other than Universities and their affiliated Colleges.

1.1 DIRECTOR OF INSTITUTION GUIDANCE AND SUPPORT 1POST
1.1.1 DUTIES AND RESPONSIBILITIES
Heads the department of Institutional Guidance and Support;
Guides technical Institutions towards attaining registration status;
Coordinates and facilitates functioning of subject boards;
Coordinates preparation and dissemination of approved records and statistical
data of Technical Institutions;
Acts as a liaison between Technical Institutions and the Secretariat;
Prepares guidelines, regulations and directives related to functions of the
department and coordinate their implementation;
Prepares and submits regular reports pertaining to registration of Technical
Institutions to the Executive Secretary;
Performing other related duties incidental to the work described herein; and
Attends any other functions as may be assigned by Executive Secretary.

1.1.2 QUALIFICATION AND EXPERIENCE
Holders of Doctorate Degree in any of the field such as Science and Allied
Technologies, Health and Allied Sciences, Management and Planning, Business,
Social Sciences and Education. Otherwise, principal officers currently employed by
NACTE undergoing PhD training under Council sponsorship may apply for these
positions.
The candidate must have a minimum of eight (8) years working experience in
Education Management in tertiary education system preferably in Technical
Institutions and five (5) years in a senior Managerial level, and should demonstrate
competence in computer applications.

1.1.3 OFFICE TENURE
The tenure of service for this post is four (4) years and may be renewed consecutively
once depending on performance and other employment dynamics arising thereof. On
completion of tenure in office, if so wishes the candidate may be appropriately
reabsorbed in the system within the rank of Principal Officer.

1.1.4 REMUNERATION
Attractive package and other fridge benefits will be provided according to the existing
NACTE regulations, Scheme of service and relevant circulars from the Government.

1.2 DIRECTOR OF COMPLIANCE, MONITORING AND EVALUATION 1
POST
1.2.1 DUTIES AND RESPONSIBILITIES
Heads the department of Compliance, Monitoring and Evaluation;
Coordinates Monitoring and Evaluation activities and conducts academic quality audit
in Technical Institutions;
Coordinates matters pertaining to admissions and articulations for Technical
Institutions;
Formulates, reviews and operationalize quality assurance policies, regulations and
guidelines for Technical Institutions;
Provides guidance on staffing quality for Technical Institutions and register technical
teachers;
Coordinates the implementation of Harmonized Schemes of Service for technical
teachers;
Coordinates activities pertaining to accreditation of programs;
Coordinates recognition process of department within registered Technical Institution
capable of delivering courses leading to the Councils awards;
Prepares and submits regular reports pertaining to Compliance, Monitoring and
Evaluation to the Executive Secretary;
Develops standard performance criteria for Monitoring and Evaluation of the
implementation of corporate strategic planning and internal control system at NACTE;
and
Develops standard performance criteria for Monitoring and Evaluation of accredited
Technical Institutions.

1.2.2 QUALIFICATION AND EXPERIENCE
Holders of Doctorate Degree in any of the field such as Science and Allied
Technologies, Health and Allied Sciences, Management and Planning, Business,

POST
1.3.1 DUTIES AND RESPONSIBILITIES
Heads the department Curriculum Development and Assessment;
Coordinates setting of qualifications standards;
Guides, develops and reviews competence based Curricula;
Reviews the guidelines and procedures of curriculum development;
Validates curriculum;
Provides guidance on competence- based curricula delivery and training to Technical
Institutions;
Ensures that examinations procedures, guidelines and regulations are developed,
reviewed, approved and implemented by Technical Institutions;
Administer examinations;
Custodian of databases of curricula, examinations, examiners and moderators;
Advices the Council on the strategies related to curricula and students assessment;
Prepares and submits regular reports pertaining to curricula and assessment to
executive secretary; and
Performing other related duties incidental to the work described herein; and
Attends any other functions as may be assigned by Executive Secretary.

1.4 DIRECTOR OF INFORMATION, RESEARCH AND PLANNING 1 POST
1.4.1 DUTIES AND RESPONSIBILITIES
Heads the department of Information, Research and Planning;
Coordinates the development and implementation of research and consultancy
policies;
Establishes sound Information Management systems and documentations;
Coordinates labour market information and analysis activities towards development
of demand driven curricula;
Coordinates the safe custody and dissemination of documentation, records and
statistical data of Technical Institutions;
Supervises the analysis, designs and gives support on computer Information system;
Evaluates the training programs to see whether they meet the labour market demand;
Maintains and provides statistics on Technical Education required for planning
purposes; and
Coordinates budgeting activities of the Council.

1.4.2 QUALIFICATION AND EXPERIENCE
Holders of Doctorate Degree in any of the field such as Science and Allied
Technologies, Health and Allied Sciences, Management and Planning, Business,
Social Sciences and Education. Otherwise, principal officers currently employed by
