ALM-28008 Radio Link Failure

Network Element: BTS3900

Alarm Description
The BTS checks whether there are TRX- and channel-level service faults according to the TRX signaling messages. This alarm is reported when a service fault is detected.
This alarm has multiple triutaries! each of which has its own determining algorithm and related parameters. "or details! see the help information for the #ST
$#%&'##R#(#)*(R( command. +escriptions for each triutar, -referred to as Specific *rolem. are as follows/
0. Specific *rolem/ (ctivation (normal
This triutar, indicates that the configured channel status for the BTS is inconsistent with that for the BS&. The alarm with this specific prolem is reported when the BTS responds
to the BS& with the channel activation failure message five consecutive times for the same channel. The alarm with this specific prolem is cleared when all the channel activation
failures on a TRX are rectified.
1. Specific *rolem/ Release (normal
This triutar, indicates normal link estalishment and anormal link releases over the 2m interface. 3t is used to evaluate the 4ualit, of uplink and downlink channels over the 2m
interface. 5hen the total numer of times a channel is occupied reaches the ase value for anormal channel releases-the value is 000.! the proportion of the numer of anormal
channel releases to the total numer of times a channel is occupied is calculated. The alarm with this specific prolem is reported when this proportion reaches the alarm generation
threshold. The anormal channel release is rectified when this proportion is less than the alarm clearance threshold. The alarm with this specific prolem is cleared when all the
anormal channel releases on a TRX are rectified.
Total numer of times a channel is occupied 6 Base value for anormal channel releases 7 8umer of su-channels contained in a channel
This triutar, has two parameters/ (normal 5arn Threshold! and (normal Release Threshold. 9ou can run #ST $#%&'##R#(#)*(R( command to 4uer, the preceding
parameters.
3. Specific *rolem/ 2plink and +ownlink 3malance
This triutar, indicates whether the RX levels of the uplink and downlink channels are different.
The alarm with this specific prolem is reported when the proportion of numer of )Rs indicating uplink and downlink imalance to the total numer of valid )Rs is greater than or
e4ual to the value of 2p +own Balance (larm Threshold.
This triutar, has one parameter/ 2p +own Balance (larm Threshold. 9ou can run the ))# command #ST $#%&'##R#(#)*(R( to 4uer, the preceding parameters.
:. Specific *rolem/ ;igh &all +rop Rate
This triutar, indicates whether the call drop rate of the TRX is high.
5hen the call drop rate of a channel reaches ;igh &all +rop Rate "ault &heck Thres! the BTS considers the call drop rate high. The alarm with this specific prolem is reported
when the numer of channels with a high call drop rate reaches &;(-#'< &all +rop "ault &han )eas Base-the value is 10. on a TRX. The alarm with this specific prolem is
cleared when the high call drop rate on all the channels ecomes the normal value.
This triutar, has two parameters/ ;igh &all +rop Rate "ault &heck Thres! and ;igh &all +rop Rate "ault &lear Thres. 9ou can run the #ST $#%&'##R#(#)*(R( command to
4uer, the preceding parameters.
=. Specific *rolem/ Bad 2plink >ualit,
This triutar, indicates whether the RX 4ualit, on the uplink channels of a TRX is ad.
The BTS considers the uplink 4ualit, of a channel ad when the following conditions are met/ The uplink 4ualit, value of the channel in a measurement report is higher than Bad
&hannel >ualit, Threshold-the value is =.? the total numer of measurement reports received reaches Bad &han >ua "ault &han )easure Base-the value is 1:0.? the ratio of the
numer of measurement reports indicating ad uplink 4ualit, for a channel to the total numer of measurement reports received is higher than Bad >ualit, "ailure &heck Threshold.
The alarm with this specific prolem is reported when the numer of channels with ad uplink 4ualit, reaches 8umer of Bad >ualit, &hannels -the value is 1.on a TRX. The alarm
with this specific prolem is cleared when all the channels with ad uplink 4ualit, on the TRX are rectified.
This triutar, has two parameters/ Bad >ualit, "ailure &heck Threshold! and Bad >ualit, "ailure &lear Threshold. 9ou can run the ))# command #ST $#%&'##R#(#)*(R( to
4uer, the preceding parameters.
@. Specific *rolem/ Bad +ownlink >ualit,
This triutar, indicates whether the RX 4ualit, on the downlink channels of a TRX is ad.
The BTS considers the downlink 4ualit, of a channel ad when the following conditions are met/ The downlink 4ualit, value of the channel in a measurement report is higher than
Bad &hannel >ualit, Threshold-the value is =.? the total numer of measurement reports received reaches Bad &han >ua "ault &han )easure Base-the value is 1:0.? the ratio of
the numer of measurement reports indicating ad downlink 4ualit, for a channel to the total numer of measurement reports received is higher than Bad >ualit, "ailure &heck
Threshold. The alarm with this specific prolem is reported when the numer of channels with ad downlink 4ualit, reaches 8umer of Bad >ualit, &hannels-the value is 1. on a
TRX. The alarm with this specific prolem is cleared when all the channels with ad downlink 4ualit, on the TRX are rectified.
This triutar, has two parameters/ Bad >ualit, "ailure &heck Threshold! and Bad >ualit, "ailure &lear Threshold. 9ou can run the ))# command #ST $#%&'##R#(#)*(R( to
4uer, the preceding parameters.

3f an alarm is generated! the detected TRX is fault, and manual trouleshooting is re4uired. The impacts of each specific prolem on services
are as follows/
0. Specific *rolem/ (ctivation (normal
&hannel activation fails. The numer of call and handover failures increases on the TRX.
1. Specific *rolem/ Release (normal
There are a large numer of assignment and immediate assignment failures. This leads to high proportions of call setup failures and handover
failures on the TRX.
3. Specific *rolem/ 2plink and +ownlink 3malance
The signal levels on the uplink and downlink are imalanced for the TRX or its connected antenna s,stem.
3f the downlink signal level is low! the cell coverage area of the B&&; TRX ma, shrink and non-B&&; TRXs ma, e7perience a low success
rate of channel assignments or a high call drop rate.
3f the uplink signal level is low! some )Ss served , the B&&; TRX that are on the edge of the cell ma, not e ale to provide services even
when downlink signals are availale! and non-B&&; TRXs ma, e7perience a low success rate of channel assignments or a high call drop rate.
:. Specific *rolem/ ;igh &all +rop Rate
The call drop rate of a channel is high. (s a result! call drops fre4uentl, occur on the TRX.
=. Specific *rolem/ Bad 2plink >ualit,
The uplink channel 4ualit, of the TRX is ad! affecting ongoing services. &S services e7perience noise or discontinuous voice prolems in the
uplink! and the uplink rate of *S services decreases.
