All systems go for Compostela Valley State College solon

House body okays bill rectifying a law made to establish a state college in the
Municipality of Compostela, Province of Compostela Valley.

hearing conducted by the House Committee on Higher and ,echnical "ducation chaired
by ep. oman omulo #-one District, Pasig City$.
.s e%plained by *amora, epublic .ct +/01( was created to establish a state
college in Compostela Valley, the first ever state2run, tertiary educational institution in the
province.
3,he passage of epublic .ct +/01( entitled 4.n .ct "stablishing . !tate College
in the Municipality of Compostela, Province of Compostela Valley to be known as
Compostela Valley !tate College, 5ntegrating ,herewith as egular &ranches ,he
&ukidnon !tate 6niversity "%ternal !tudies Centers in the Municipalities of Monkayo,
Maagusan, Montevista, and 7ew &ataan, .ll -ocated in the Province of Compostela
Valley and .ppropriating 8unds ,herefor9 last :une ', ;/+) was greeted with much <oy by
the people of Compostela Valley Province,= *amora said.
3,his hopeful e%pectation was eventually doused by the Department of &udget and
Management #D&M$9s denial of the budget proposal on the basis that the re>uirements
under !ection ;? of . +/01( has not yet been met,= *amora e%plained.
3,his representation fully supports the re>uirement to comply with CH"D
standards, but !ection ;? of .+/01( should apply only to university2level institutions,
and not to a newly established state college such as CV!C,= *amora e%plained during the
hearing.
3,he CH"D chairperson herself confirmed it during several meetings of the
school9s &oard of ,rustees of which she presided,= *amora said.
35t is also our position that the budgetary needs of CV!C is mandatory in !ection
;/ of the said law, and that no discretion is conferred on the D&M in terms of making the
provisions of !ection ;? as conditions precedent to determining and issuing appropriations
for the operations of the state college,= *amora added.
36pon passing of the .+/01(, with the concerted efforts of all stakeholders, the
administrative and technical re>uirements operationali@ing the new school were set into

motion, the &oard of ,rustees was convened with the help of the CH"D, the !chool9s
Development Plan was drawn, and the law9s 5mplementing ules and egulations were
crafted and approved en banc by CH"D,= *amora said.
.ccording to A5C President of CV!C :esus .ntonio B. Deri<e, Ph.D., DVM, funds
were painstakingly sourced for the construction of the school9s initial infrastructure
re>uirements, while e%tensive consultations were conducted among the faculty and the
students of the affected e%ternal studies centers of the &ukidnon !tate 6niversity #&!6$,
which were integrated into the new state college.
3,hanks to the good Congresswoman *amora, CH"D Chairman, and other
benevolent personalities, Compostela Valley !tate College started to operate :une ;/+'
without budget support from the 7ational Bovernment with +,1)/ freshmen students

,he CV!C President Deri<e, submitted to the hearing, a copy of his endorsement
letters to the Chairmen of the House .ppropriation Committee, House Committee on
Higher and ,echnical "ducation and the !enate9s Committee on "ducation, .rts and
Culture, together with correspondence from the egional Director of 7ational "conomic
and Development .uthority #7"D.$ C5, Maria -ourdes D. -im recommending the
approval of the CV!C9s budget for ;/+0 in the amount of Ane Hundred ,hirteen Million,
Ane Hundred 7inety 8our ,housand and 7ine Hundred 7inety Ane Pesos
#P++),+1',11+.//$ which was also validated by the egional Development Council #DC$
C5.
3,he passage of the appropriate amendments to !ection ;? of . +/01(, making it
applicable to the operational re>uirements of CV!C, will give life to spirit of the law, and
that is to make CV!C a viable and sustainable institution of higher learning,= *amora
said.
