A RESOLUTION URGING THE HOUSE COMMITTEES ON GOVERNMENT ENTERPRISES
AND PRIVATIZATION AND CIVIL .SERVICE AND PROFESSIONAL REGULATION TO
CONDUCT A JOINT INQUIRY ON THE COMPLAINTS OF RETIRED EMPLOYEES OF THE
PHILIPPINE POSTAL CORPORAT.ION IN DAVAO CITY REGARDING THEIR SALARIES
AND RETIREMENT BENEFITS AND THE LACK OF ACTION OF THE SAID GOVERNMENT
AGENCY ON THESE COMPLAINTS
WHEREAS, on 8 April 2014, Mr. Ulysses-A. Barriga and 74 other retired employees of the
Philippine Postal Corporation (PPG) in Davao City and members of the Alliance of Retired Postal
Employees and Senior Citizens, Inc. (ARPES), wrote the PPG administration to bring to its
attention, as well as to request immediate action for, a number of prpblems and issues they
encountered in claiming benefits as former employees of said government agency;
WHEREAS, in the letter which was addressed to Ms. Ma. Josefina M. Dela Cruz, Postmaster
General and Chief Executive Officer of the PPC, Mr. Barriga et al complained about the agency's
alleged non-compliance with the Salary Standardization Law II.I (SSL3}; non-payment of
retirement benefits, and; non-remittance of payment for salary loan from the Government Service ,
Insurance System (GSIS);
WHEREAS, Mr. Barriga and fellow retirees claimed that they did not enjoy the full benefits of the
salary . increase for government employees under the SSL3, as the failed to adjust their
salaries to the rates prescribed under the said law prior to their retirement. In the letter, Mr. Barriga
et al requested that they be salary differential covering the period between the
implementation of the last tranche of the SSL3 and their retirement;
WHEREAS, under Republic Act No. 6758 or the Compensation and Position Classification Act ,
of 1989, it has been declared a policy of the State to provide equal pay for substantially equal '
work;

WHEREAS, in the Joint Resolution No. 4 of the Senate and the House of Representatives which
was approved by the President Gloria Macapagal Arroyo on 17 June 2009 and which updated
the salaries of government employees reiterated the following principle: "All government
personnel shall be paid just and equitable compensation in accordance with the principle of equal
pay for work of equal value." Likewise: "The Compensation and Position Classification System
herein provided shall apply to all position& for civilian government personnel in the Executive,
Legislative and Judicial Branches, ttfe Constitutional Commil?sions, State Universities and
- " es (SUCs), Government-Owned or -Controlled Corporations (GOCCs), Government
- '"' ancial Institutions (GFls) and LGUs, whether regular, casual or contractual in nature,
aopointive or elective, on full-time or part-time basis, now existing or hereafter created.";
HE REAS, the retirees also req'uested that they finally be given the full amount of their terminal
leave pay. In the letter, they claimed to have received only 20% of their pay and have been
promised to be paid the remaining 80% by March 2014. At the time of this writing, however, the
former PPC employees are still waiting for the release of the balance of their terminal leave pay;

WHEREAS, the retirees als.o complained of non-remittance of their salary loan payment.
Payment for salary loans availed of by the former PPC employees from the GSIS had been
automatically deducted from their monthly compensation. They, however, alleged that the PPG
did not remit their payment to the GSIS. Due to the non-remittance, the retirees had to pay the
full amount of the loan, as well as the penalties and interests. These were said to have been
deducted from their retirement pay;
WHEREAS, at the time of this writing: Mr. Ulysses A. Barriga and 74 other retired employees of
the PPG in Davao City have yet to receive update from the said agency;
WHEREAS, the Civil Service Commissioo (CSC) Region XI in Davao City, who had been
furnished a copy of Mr. Barriga et al's letter, intervened on behalf of the retirees. Ms. Annabelle
B. Rosell, Director IV of CSC-Region XI, and Mr. Cyril-Nathan SM Eamiguel, Director Ill of the
same, sent a letter to PPC Postmaster General and CEO Ms. Dela on 13 May 2014 and 11
June 2014 respectively, requesting information on the status of the complaints and request for
action of the former postal service employees. Both received no response from Postmaster
General and CEO's office;
wHEREAS, government employees play a vital role in the effective and efficient operation of
different government departments and agencies and thus in the proper functioning of the ,
government and in the development of the country as a whole. It is thus only necessary that the
welfare and well-being of all government employees are given priority in order to ensure that the
necessary and vital are delivered to the people. It is therefore the responsibil ity of the

government to ensure that all government employees receive just compensation and all other
benefits that will promote his/her right to a high standard of living;
THEREFORE BE IT RESOLVED, IT IS HEREBY RESOLVED, THAT THE HOUSE
COMMITTEES ON GOVERNMENT ENTERPRISES AND PRIVATIZATION AND CIVIL

SERVICE AND PROFESSIONAL REGULATION CONDUCT A JOINT INQUIRY ON THE
COMPLAINTS OF RETIRED EMPLOYEES OF THE PHILIPPINE POSTAL CORPORATION IN ,
DAVAO CITY REGARDING THEIR SALARIES AND RETIREMENT BENEFITS AND THE
LACK OF ACTION OF THE SAID GOVERNMENT AGENCY ON THESE COMPLAINTS.
