Dear Sir,


Now after the first hundred days, when your mind is poised to look forward with
concrete action plans, I am to place before you some suggestions primarily in
the context of giving some extra-dignity to the soldiers who are ever vigilant on
the frontiers to safeguard our nation. These are suggestions from a novice, much
like the squirrel of the legendary fame who had ventured to help Lord Rama for
bridging the southern sea at Ramesvaram.
I. Ksi the Pivot of Your Dreams on Ganga

1. As a citizen who shares your dreams, it becomes apparent that your dreams
for Varanasi extend far beyond the horizons of even modern creations like
Lavasa and the nation is eagerly praying for your success.
2. To my mind our soldiers are the best option to make the ever failing dreams
on Ganga a success and deployment of DSC shall give our Jawans a new
dignity and honor.
3. Your visit to Japan and the news about the likely customization of Kyoto in
Varanasi has electrified the masses with a new dream on Ksi, truly a
modified Ksi, Ksi expressing itself through your vision.
4. As you must be well aware, Ksi in fact means the third eye between the eye
brows ( ) and the geometry of the jn chakra suggests two

petals like the two banks of the Ganges. It will be great if the Kyoto
customization in Kasi can be accomplished over an Ajna Chakra (eye brows)
model across the Ganges a new city on the other bank connected by AUM
bridges.
5. A design that immortalizes the siddha precepts on Ksi shall be hailed by the
punyabhmi and the masses alike and it can also drive an awareness to keep
the city clean and sacred in the days to come.
6. The sacred geometry of the Sri Chakra with sacred angles of 72

appropriate corrections for the current cosmos configuration and the known
sacred geographical aspects of Kasi can also be incorporated in the
customization of Kyoto for Kasi or the impending modification of Ksi to meet
your great dreams.
II. DSC Deployment for the Namo Ganga Project
1. Media reported today that during the last 30 years, 29000 crores rupees have
been spent in trying to clean the Ganga 1000 cr in a year. Also, the
honorable Supreme Court of India has aired a criticism of "200 years" on the
plans placed before it.
2. A new impetus can be given to the Namo Ganga Project (NGP) if DSC can be
deployed under able and experienced leadership for both 'Clean Ganga' and
'Kyoto cusomization for Kasi'.
3. DSC can be trained to infuse a persuading spirit into the low literacy masses
and also in generating a literacy movement along with Clean Ganga. It is
needless to mention that Ganga can continue remain clean only if Saraswati
manifests on the banks as awareness and literacy.
4. If not the whole project along the Ganges, DSC can be tried over a particular
segment so that a later review can be made based on succes or failure. Jai
Jawan Jai Kisan will become a reality if DSC can be deployed along the
Ganges corridor for a complete transformation of the society. Even the anti-
social viruses like rape and caste based atrocities can be eliminated with the
use of DSC as a tool for social transformation along the Ganges.
5. DSC command & control can be made immune to civilian interference by
deploying senior retired personnel or even the serving officers to this sacred
objective and the centre may exercise effective control as well.
III. DSC to reform the BSF and CISF
1. I am not a soldier in uniform and yet I am to place before you some
suggestions because I had the opportunity to listen to an able soldier, Major
General Prakash C. Panjikar (Retd) during my visit to Lavasa where he hold
the position of Vice President.
2. It was an occasion of evening tea together but it opened my eyes towards the
immense wastage of talent happening in our country with the soldiers
retiring after short service commission. The Defence Security Corps (DSC),

the arm of the Indian Army offered immense scope for expansion to take up
even the task of BSF, CISF, ITBP etc provided they are given the professional
leadership of serving Army Officers so that they are led from the front....
3. DSC versus other forces presents a poor contrast of the soldiers versus
constables and the 'Jai Jawan' of our minds can be given an additional lease
of carrier if the Short Service Commission (SSC) can be integrated with
conditional service extension in BSF, CISF etc. It presents an opportunity to
exploit the skill development mix of grooming and exposure to action
which has already taken place in the army.
4. DSC can rejuvenate the paramilitary forces of course with the rider that the
soldiers may find the IPS leadership incompatible and hence the Government
may have to restructure the system to enable serving Army Officers
leadership to DSC integrated BSF, CISF etc.
5. Ancillary benefits may include, larger recruitment under the SSC, enhanced
attraction for Army if the second phase can be provided with near home town
posting by choice, more efficient and productive use of grooming under SSC,
overall quality improvement in paramilitary operations, civilian non-
interference with control & command of BSF, CISF etc.
6. Larger participation of the people with Sena spirit can lead to improved
national character and a better value system.
7. Increased casualty of BSF men on the borders and the CISF battering by the
Maoists may be matters of concern before the Government. DSC can be an
alternative if the serving Army Officers' leadership can be made available.
Perhaps DSC in the new role presents before us a new idea for which the
time has come to enthuse our young generation into joining the Armed
Forces.
8. DSC under retired or serving army officers for Namo Ganga can be used as a
trial run to examine the scope of reforming the paramilitary forces as well.
I take this opportunity to wish you great sucess in making the dreams on
Kasi and Ganga a reality. It is my intuitive feeling that the soldiers, our ex-
service men in large numbers are waiting for a call from you to take a leap...
I have no idea at all about the DSC and yet the few thoughts that Major
General Panjikar (retd) had shared with me had been inspiring to make this
note for your attention. I am marking a copy to him as well so that he can
share the details with your office.
