Joseph Goins reported his cellphone and wallet were stolen from his residence at 517 Lincoln Ave on 9/5/14 between 4pm and 5pm. He stated on that
day Danielle Leasure came to his house and was there for about an hour. He stated he went to the bathroom and when he returned he found his cell
phone and wallet gone as well as Danielle. He stated the phone was a black Solixphone ($100) and his wallet was a brown leather wallet with duct tape
holding it together. He stated the wallet contained his I.D. only. Goins stated he did not observe Danielle steal his items but stated she was the only
person at his house at the time. He stated he wants her at least barred from his residence. He provided a written statement.
Ofc attempted to contact Danielle for questioning but failed. If contacted ofc will question her about this matter and bar her from 517 Lincoln Ave.

Ofc received a theft packet from Walmart LPO Don Barton. The report accused an Angela Peterson of theft. Barton stated he observed the female make
a selection and conceal at the time but did not stop her after she passed all final points of sale for questioning. After reviewing the video, ofc could not
match the female in video with the BMV photo for the O/L provided. Ofc believes the female that committed the theft used Peterson's O/L. Ofc did not
recognize the female in the video to positively identify her. No charges will be pursued by this ofc until she can be identified. Nothing further at this
time.

Ofc. was dispatched to 318 E.Seventh St. ref. a theft. Ofc. spoke to Angelica and Matthew Martin who stated someone had gotten into there white
1999 Mercury Mountaineer(Y377329) and stolen Matthew's camo tri-fold wallet with his O.L., S.S.Card, and Hungtington M.C. Debit Card(which
Matt cancelled) and Angelica's light blue Nike bookbag with misc school supplies. They advised that they had parked the Mountaineer in the rear of
their residence around 8:00PM. They advised they thought it had been locked. They advised they have security cameras. Ofc. observed on camera
around 1:26AM a male subject come down the alley and get into there vehicle. They advised they would get Ofc. a copy of the video. Ofc. was unable
to identify the subject. They advised they are insured by Personal Services Ins.Co.

Ofc dispatched to 101 University Dr, OUC, reference a theft complaint. Upon arriving, Ofc contacted Tonya Stewart who advised sometime between
2230hrs yesterday and 1230hrs this date, her black HP laptop with Beats audio valued at $2000 was stolen from her home. Stewart advised she has
been having a Brittany Chapman stay at her home recently and she left around 1230hrs this date with an Arianne Welch. She believes either Chapman or
Welch took the laptop.
Ofc attempted to contact Welch but received no answer. A message was left. No recent contacts were found on Chapman and Stewart couldn't advise a
number or location she could be.
Ofc attempted to locate the item at Cashland at 25 N Bridge St to no avail. Ofc advised the employees to BOLO for the item. Investigation continues.

on 09/08/14 Randy Pollock was taken into custody hiding along Paint Creek off Copperas Mountain Road concerning an aggravated robbery warrant
stemming from #14-15709. Mr. Pollock was transported to the county jail and also served with CRB1301414 charging a probation violation stemming
from an original charge of obstructing official business ($5,000 bond) and CRB1402093 charging failure to appear on an original charge of Disorderly
Conduct-Intoxication ($150 bond). Mr. Pollock was held in lieu of bond pending his appearance before the Court on 09/09/14.

Charles Fields contacted Ofc. at the LEC. Mr. Fields stated he previously lived with Amanda Howard at 214 Scioto, but moved out within the past
two weeks. Mr. Fields stated he works for a construction company which build CVS buildings in Minnesota. Mr. Fields stated he travels back to
Chillicothe periodically. Mr. Fields stated Ms. Howard had used his PNC credit card on several occasions without his permission while he was in
Minnesota, dating back to 3/27/14. Mr. Fields also stated Ms. Howard is in possession of his check book and she had wrote two checks, forging his
name, without his permission.
Mr. Fields stated Ms. Howard knows his credit card number and the credit card was in his possession when the unauthorized transactions were made.
Mr. Fields stated his card was used on 3/27/14 to pay the Time Warner Cable bill ($168.43) and several charges to speak with an inmate in jail from
4/24/14 to 7/5/14 (total of $312). Mr. Fields also stated Ms. Howard wrote a check for $500 to Jerry Hice for the rent payment and a $115 check to the
Chillicothe Water Company, both without his permission.
Ofc. obtained copies of Mr. Fields bank statements and the two checks. Ofc. observed the above transactions to be made on the same dates the credit
card was used in Minnesota. Ofc. also observed that Ms. Howard's name was not on the bank statement.
Mr. FIelds stated he did not want to file charges at this time, but wanted all of his belongings back from Ms. Howard.
Ofc. reviewed the TPO Ms. Howard has against Mr. Fields, which stated Mr. Fields may contact Ms. Howard only to get his belongings from her.
Ofc. advised Mr. Fields to contact Ms. Howard to get his belongings.
Ofc. contacted Ms. Howard who stated she did use Mr. Fields credit card for those transactions and did write the two checks. Ms. Howard stated she
had Mr. Fields permission because he was in Minnesota and the the rent and cable bills needed paid. Ms. Howard also stated she had Mr. Fields
permission to use his credit card for the above transactions. Ms. Howard stated she would allow Mr. Fields to come to the house to gather his
belongings.

Ofc. reviewed the text messages which showed Ms. Aldrich text message Ms. Adams on this date telling her she was a bad parent, she was no longer
going to be involved with Adalynn's school, her son was a piece of shit, etc. Ofc. did not observe any messages which were threatening. Ofc. also

Ofc. was dispatched to 284 Long St., reference to Roger Knwolton's mother causing a problem.
Ofc. and Ofc. Stansberry had previously been to the residence for a disturbance and Mr. Knwolton was arrested for an active warrant. Mr. Knwolton
had given his money to Tara Payne and told her to give it to his mother (Debra Hager-Kitzmiller). See Ofc. Stansberry's report #14-16258.
Ofc. contacted Ms. Hager-Kitzmiller who was standing on the sidewalk outside of 284 Long St. Ms. Miller stated that she was there to get Mr.
Knwolton's money from Ms. Panye, but she was refusing to give it to her.
Ofc. contacted Ms. Payne who provided Ofc. with the money. Ms. Payne stated that she did not want to answer the door because Ms.
Hager-Kitzmiller tends to cause problems with her. Ms. Payne stated that she wanted Ms. Hager-Kitzmiller barred from her property.
Ofc. provided the money to Ms. Hager-Kitzmiller. Ms. Hager-Kitzmiller was advised that she was now barred from 248 Long St. Ms.
Hager-Kitzmiller became upset with Ofc. and stated her son is always the one getting arrested and Ms. Payne does not because the cops like her. Ms.
Hager-Kitzmiller was advised to leave the property, was warned for her conduct and she then left the premises.
Ms. Payne was cooperative and did not cause any problems.

Ofc. was dispatched to 94 W. Fifth St., reference to neighbor smoking marijuana.
Ofc. contacted Charles Robinson who stated that for the past several weeks the male who lives about his apartment has been smoking marijuana and
the smell has been coming into his home. Mr. Robinson stated he has children and does not want them around this behavior. Mr. Robinson stated he did
not know who the male who living there, but there is constant traffic coming in and out of the apartment.
Ofc. made contact with a male subject in the apartment on the west side of of the building and up the stairs. When the male opened the door, Ofc.
could smell marijuana coming from the apartment. The male would not tell Ofc. his name or let Ofc. inside of the home. When Ofc. attempted to look
inside of the apartment, the male slammed the door in Ofc. face and locaked. The male refused to then reopen the door.
Ofc. ran two license plates of vehicles on the street, which Mr. Robinson stated he watched the males walked into the upstairs apartment. GHC161
(2007 white Lincoln SUV), which comes back to Shawn Skees and FMK9964 (2000 black Dodge truck) which comes back to Chase Hough. When Ofc.
ran Mr. Skees license plate through LEADS, his photograph shows him to be the male who answered the door at the upstairs apartment.
Ofc. attempted to contact the landlord, Virginia Roberts, however, she did not answer. Ofc. left her a voice mail advising her to contact Ofc. about this
incident.
Ofc. will forward a copy of this report to the narcotics detectives.

Officer was dispatched to 35 N. Rose St in reference to a Domestic Dispute. Officer made contact with Lynne Mackin at the rear of the property who
advised her live in boyfriend, Daniel Akehurst, assaulted her. Lynne advised Daniel has been drinking and his drinking has been causing issues. Lynne
advised Daniel left to get more beer and when he returned with more beer she went to pour them out. Lynne advised Daniel then pushed her on the bed
and punched her on the right side of her head near her ear and slapped her on her right arm. Lynne advised she then tried to leave in her car and he blocked
her in from leaving and that was when she called the police. Lynne advised Daniel also tried to get her keys from her and he re opened a small cut on her
finger that was bleeding now. Officer observed the blood on her finger and slight redness on her right arm and photographed her injuries. Lynne denied
EMS to be dispatched to the scene.
Officers made contact with Daniel and advised him of his Miranda Rights which he advised he understood. Officer observed Daniel's eyes to be blood
shot/glassy, could smell a strong odor of an alcoholic beverage coming from his person, his speech was slurred, and he was unsteady on his feet. Daniel
denied hitting Lynne.
Officer arrested Daniel for Domestic Violence and Assault and he was transported to Ross County Jail until his Municipal Court date in the morning.
Officer had dispatch run Daniel's CCH and observed no prior convictions to enhance the Domestic Violence charge.
Lynne completed a written statement and she was advised on how to obtain a TPO and was provided with all Domestic Violence packets.

Officer was dispatched to 94 N Brownell St. reference to a Domestic Dispute. Upon Arrival officer contacted Andrea and Willard Henry. Willard
advised his wife of 15 years found out he had an affair with another women and they had been arguing for a couple days. Willard advised he arrived home
this morning to find Andrea had slurred speech and was unsteady on her feet and when asked what her problem was Andrea advised Willard she had
taken a bunch of prescription medication and didn't want to go on living. Willard called 911 for medical assistance.
Officer spoke to Andrea who was alert , talking and sitting in her bed. Andrea wouldn't advise why she wanted to end her life other than she found out
Willard had cheated on her. Andrea advised she had taken 30 Clonazepam .5 mg and 30 Cyclobenzaprine 10 mg. Andrea walked from the residence and
left with F.D medics who transported her to ARMC. Andrea and Willard advised there was no physical altercation only verbal arguing. Nothing further.

09/08/2014 and did not see anyone damage the car. She is having management check to see if the incident was caught on video. Ofc. will check with them

Ofc was dispatched to 17 N Brownell St ref a domestic dispute. Ofc arrived and contacted Elizabeth Hughes and Brian Gibson. Ms Hughes stated she
came home from picking up an application from CMHA this morning, and when she returned home, Mr Gibson was upset. She said he was mad at her
for leaving their 2 toddlers with him while she went to CMHA and he had a "hangover". She said he was yelling and pushing her and she wanted him to
leave.
Mr Gibson said he was stressed out and had just lost his job and he and Ms Hughes were arguing about not having any money now and outstanding
bills and possibly getting evicted. He said he and Ms Hughes have been together for over 9ys and have 2 small children together. He said he wanted to
leave the house and take a walk to calm down and did not want to argue in front of the kids.
Mr Gibson departed the area on foot to his mother's house prior to Ofc departure, all calm on Ofc departure, nothing further.

Freddie Motley stated he was asleep in an upstairs bedroom when he heard a loud bang downstairs. Motley stated he woke up and started
downstairs. Motley stated he saw a male subject he is familiar with running along the south side of his house. Motley stated he then looked into the
kitchen to see his two back doors had been kicked in. Glass was lying on the kitchen floor. Motley stated he looked into the living room to see his flat
panel TV missing from the wall. Motley stated he ran outside to see his friend Charles Parkham running towards the front of the home. Motley stated
Parkham told him he had just taken his TV and he would pay him back for the broken window. Motley stated Parkham told him that he was "high on
crack" and needed more money so he could get more crack. Motley stated Parkham then fled the scene.
Motley stated he then saw his TV sitting along the alley at the rear of his home. Motley retrieved his TV and called police. Motley stated he and
Parkham used to be friends and he is absolutely sure it was Parkham who broke into his home and took his TV.

Ofc. was dispatched to Valero 228 N.Bridge St. ref. a dog bite. Ofc. spoke to Tommy Culver who stated he was riding his bicycle in the N/S alley
between Hirn and Scioto Av. Mr.Culver stated a white and brown dog which he believed was part pitbull came running out of the yard and bit him on
both legs(PHOTOS). Mr.Culver stated he got away and got to Valero where he called the police. Mr.Culver took to where the dog attacked him. Ofc.
observed a brown and white dog in the backyard which appeared to be a mixed breed dog and Mr.Culver advised that it was the dog that had attacked
him. Ofc. advised Mr.Culver to get medical treatment for the bite wounds and he advised he would. Ofc. advised Mr.Culver that Ofc. would recontact
him ref. the medical diagnosis.
Ofc. made contact with owner of the dog Danyelle Lett. Ofc. advised Ms.Lett that her canine had attacked and bitten someone. Ofc. advised Ms.Lett
that the canine would have to be quarantined for 10 days and had her sign the Ross Health District Form. Ofc. will forward a copy of this report and
form to Environmental Health Services. Ofc issued Summons/Citation5680 for Dog at Large to Danyelle Lett with a Municipal Court date of 9-19-2014
at 9:00AM. Ms. Lett said that she understood. She was also advised that further charges could be filed should her dog get loose again.

Officer was dispatched to the area of 141 South Mulberry Street in reference to a white male in the street yelling, cursing, and using racial slurs. Upon
arrival Officer saw a white male in the yard of 151 South Mulberry whom Officer thought was Eric Bently but it was one of his brothers whom Officer
could not remember his name. Officer saw that person yelling but Officer could not understand what he was saying. Officer contacted him and asked him
what was happening and Officer explained to him why I was there. He told Officer he was yelling at a guy on the roof next door but Officer did not see
any one. Officer then asked him his name and he did not give it. Officer asked him again and again he did not provide his name. At that time he was
arrested for Obstructing Official Business and then said he was Wayne after he wife, Jennifer Mitchell yelled Wayne after he was arrested.
Stanley Wayne Mitchell was arrested and taken to cruiser 14.
Officer then contacted Melissa Austin, Stanley's mother who stated he had got mad and started yelling. She was asked about the person the roof and said
some one was up there earlier working but has long left.
Officer then spoke with Jennifer Mitchell, Stanley's wife who said everything was fine and that they was suppose to stay over for the night because
their house was getting bombed for insects. She advised Melissa started the argument with Stanley and he went off.
The caller and witness, Gary Detty whom lives at 138 South Mulberry stated he heard screaming coming from outside. He went to see what the
screaming was and saw a white male with no shirt and shorts standing in the middle of Mulberry Street yelling, "white power, death to all niggers". That
person he was referring to was Stanley Mitchell.
Officer transported Stanley to the Ross County Jail for Obstructing and he was also issued a Disorderly Conduct, ticket number 6180, for creating a
condition which is physically offensive to person(s).
He will be held in lieu of bond on the Obstruction charge in the Ross County Jail and has a court date on both charges on September 10, 2014 at 9am in
the Chillicothe Municipal Court.

Ofc responded to the area of Mosher Alley under the viaduct in reference to a subject sleeping on the sidewalk.
Upon arrival Ofc located Brian Adams passed out in the parking lot under the viaduct. Ofc had to shout Brian's name several times in order for him to
respond to this Ofc. Brian's clothing was disheveled and covered in dirt. Brian had a strong odor of an intoxicating beverage on or about his person, had
slurred speech, glassy blood-shot eyes, and was very unsteady on his feet. Brian stated he has consumed at least (7) beers this date and believed he had
been sleeping in the parking lot for approx (1) hour. Brian stated he resides in Bainbridge, OH and had no one sober to care for him.
For the safety of Brian, he was placed under arrest and transported to RCJ where he was issued MM citation #6113 charging Disorderly Conduct
Intoxication with Court Date: 09/19/2014 at 9am.

Officer responded to 151 S Mulberry St reference to a 911 call from a small child advising parents were fighting. Upon arrival contact was made with
the caller Aiden Mitchell and his mother Jennifer Mitchell who were asked to exit the house and speak with officer alone in which both complied. Officer
asked what had happened for Aiden to call 911? Aiden advised his mother Jennifer and father Stanley had been arguing and he became afraid calling 911.
Officer asked Aiden if his parents had hit each other and he advised no just screaming at each other.
Officer spoke to Jennifer who advised she and Stanley had been arguing as they always do however didn't know her son called 911 and that Stanley left
on foot prior to officer arriving to cool down. Ms. Mitchell wouldn't go into detail of why she and Stanley were arguing. Officer observed no signs of
abuse on either Aiden or Ms. Mitchell. Aiden and Ms. Mitchell advised they were fine at this time and didn't need police assistance. Nothing further.

Narrative
On 09/09/14 local attorney Michelle Rout contacted detective advising that she was hearing unconfirmed reports that Linda Patrick was in a Columbus
hospital in a life threatening condition that may have been the result of an assault at the hands of her boyfriend, Eric Hott. Ms. Rout advised that Mr.
Hott was reportedly telling people that Ms. Patrick fell down a flight of stairs and there was also word that he may have delayed summoning medical
treatment. Ms. Rout suggested that detective speak with Betsy Mossbarger, a friend of Ms. Patrick's family.
Detective spoke with Ms. Mossbarger, who advised that she had been in contact with Ms. Patrick's brother, Carl Patrick, and former boyfriend, Eddie
Nunley. Ms. Mossbarger advised that Ms. Patrick was currently on life support at Grant Medical Center after having had an operation to relieve
bleeding on her brain. Ms. Mossbarger advised that an infection had now set in and Ms. Patrick was not expected to survive.
Ms. Mossbarger advised that Mr. Patrick told her that he believed that his sister's condition was the result of being physically assaulted by Mr. Hott
and that it was his understanding that Mr. Hott had his sister in bed at their apartment for two days before calling for EMS. Ms. Mossbarger advised
that it was her understanding that EMS was notified on 08/30 or 08/31 and that Ms. Patrick was flown by medical helicopter to Grant due to her life
threatening condition. Ms. Mossbarger advised that she had no idea why Mr. Patrick felt that his sister had been assaulted or why law enforcement had
apparently not been notified to this point.
Detective contacted Carl Patrick, who advised that it was his understanding that Mr. Hott was reporting to hospital staff that his sister got drunk and
sustained the brain injury in a fall. Mr. Patrick confirmed that he had not actually talked with Mr. Hott and did not know of anyone who had actually
talked with Mr. Hott.
Mr. Patrick advised that Mr. Hott and his sister were very heavy drinkers and had a long history of domestic violence against one another. Mr. Patrick
initially advised that he had never witnessed the fighting between the two, but would see the trauma afterwards when talking with his sister. Mr. Patrick
later in the conversation indicated that he had witnessed "mutually combative" drunken fighting between his sister and Mr. Hott during their
relationship.
Mr. Patrick pointed out that Mr. Hott did not visit his sister until four days into her stay at Grant.
Mr. Patrick advised that his estranged wife, Kathy Nichols, was close friends with his sister and also told him that his sister's relationship with Ms.
Hott was very abusive. Mr. Patrick advised that it was his wife's understanding that Mr. Hott kept his sister in bed for three days before calling for EMS
and that she was then transported to Adena Regional Medical Center and soon after transferred to Grant. Mr. Patrick advised that his sister had been at
Grant for 12 days and had undergone brain surgery to relieve the bleeding on the brain, had developed infection in her head and was on life support. Mr.
Patrick confirmed that hospital officials had talked with family members about discontinuing life support, but that he was not yet ready to do that. Mr.
Patrick advised that it was his understanding that should his sister survive, she would remain in a vegetative state.
Mr. Patrick advised that his wife reportedly spoke with his sister the day before the alleged fall and saw that she had a nose bleed and was "not right"
mentally at that time.
Detective contacted Kathy Nichols, who confirmed that Ms. Patrick called her two days prior to EMS being called to her home and her being
transported to Adena and on to Grant. Ms. Nichols advised that Ms. Patrick told her at the time that Mr. Hott had hit her "a litle bit ago" and knocked
her from one room to another. Ms. Nichols advised that Ms. Patrick told her that she wasn't feeling right so she went straight over to Ms. Patrick's
apartment. Ms. Nichols advised that Mr. Hott was not present and although she saw no obvious injury, Ms. Patrick was complaining of pain in her head
and was holding her head. Ms. Nichols advised that Ms. Patrick appeared altered mentally and declined to go to the hospital
Ms. Nichols advised that she returned to the apartment the following day and again Mr. Hott was not present. Ms. Nichols advised that she and Ms.
Patrick were to go to the food pantry and Ms. Patrick was still complaining of head pain. Ms. Nichols advised that she witnessed Ms. Patrick vomiting
and still lacking mental sharpness, and she again refused medical attention. Ms. Nichols advised that she brought Ms. Patrick back home and learned two
days later that she had been transported to the hospital.
Ms. Nichols also described how Ms. Patrick and Mr. Hott were both very serious alcoholics and nearly constantly fought with one another. Ms.
Nichols advised that Ms. Patrick always had signs of fighting such as black eyes, busted lips, bumps and bruises. Ms. Nichols advised that she knew of
the fights being mutually combative, it was just that Mr. Hott was larger and more powerful than Ms. Patrick.
Detective obtained from the Chillicothe Fire Department the enclosed EMS run sheet from 08/28/14 at 6:17am. The medics notes indicate that they
arrived to an unresponsive patient and were informed by an unnamed roommate that he was getting ready for work and found the patient unresponsive.
The roommate reported that Ms. Patrick consumed a bottle of vodka the previous evening. Ms. Patrick was transported to Adena and her condition did
not change en route. The medics did not observe any trauma to Ms. Patrick.

Ofc was dispatched to 612 Arch St in reference to a theft of medication complaint. Ofc contacted Jeanette Y Bumgardner (home health care nurse)
who stated Gingerlyn Summer was missing her medication. Ms Bumgardner stated Ms Summer takes several different medications and they were stored
in a locked tackle box. Ms Bumgardner stated she was there last night until 9:30pm and the box was still there then. At 9:45am on this date she returned
and found the box missing. Ms Summer was inside the residence the entire time and stated no other persons had entered her residence. Ms Bumgardner
stated Ms Summer has, in the past, hidden her medication box to prevent any thefts and she believes this is what has occurred on this occasion. Ofc and
Ms Bumgardner both looked through Ms Summer's residence, but were unable to locate this missing box. Ofc checked and found no signs of forced entry
on the residence. Ms Bumgardner attempted to question Ms Summer about possibly hiding the medication box, but stated Ms Summer may not
remember doing anything due to her mental state. At this time, Ofc does not believe a theft has taken place.

While working as Chillicothe Metropolitan Housing Authority Security in Sherman Park, ofc contacted Aaron Knox, Ryan Knox and Shawn Withrow
coming from 805 Sherman Park. Ofc contacted them and identified himself as an ofc. Ofc verified they were all barred from all Chillicothe Metropolitan
Housing Authority properties by Ofc Hansen on 6/25/14 (RPT# 14-11308). They were arrested for Criminal Trespass and transported to the RCJ,
where they will be held in lieu of bond until their court appearance on 9/11/14 at 9am. Nothing further.

Officer was dispatched to the rear parking lot of Sack N Save in reference to a person possibly passed out in a green Ford. Upon arrival Officer saw
the green Ford with Stanley Mitchell in the driver seat with his head laying on the door with the window down. As Officer approached, Officer noticed
the vehicle was not running and Stanley had woke up. He advised he was waiting for his wife to get out of the store. Officer asked him if he had
consumed any alcohol or drugs and he said he smoked a "joint" this morning. He was also asked where the keys were and he said in the passenger seat
which he found under a stack of clothing. Mr. Stanley was then asked to get out of the vehicle and perform several field sobriety tests which he agreed
too.
Officer had him perform the HGN, and on the HGN Officer got no clues but he had to be told the instructions several times because he wanted to
argue with Officer. He was then given the instructions and asked to perform the One Leg Stand. Again he wanted to argue with Officer and when he
started the test, he placed his foot down once. Officer then instructed and had him perform the Walk and Turn. Once again he wanted to argue with
Officer. While performing the test he had to steady his balance once on the turn and once on the walk back to the start. Officer did smell a slight odor of
alcohol on his person. About this time his wife Jennifer Mitchell had walked up and advised she was in the store with Stanley's brothers Matthew
Mitchell and Eric Bentley was with Jennifer.
Officer discussed this incident with Sgt. Dubay and felt that Officer did not have enough to charge Stanley with Physical Control. Although he had a
very slight odor of alcohol on his person and he admitted to smoking marijuana earlier in the day. Officer advised him he was free to leave since his wife,
Jennifer was a valid driver and agreed to care for him.
Stanley then started to yell at Officer. He was told to leave but he continued to accuse Officer of picking on him. Officer again asked them to leave
and Matthew, Eric and Stanley started complaining about Officers. Stanley would not stop yelling at Officer(s) and they were again told to leave.
Stanley continue to yell at Officer, stating he did not care if he was arrested for a minor misdemeanor. Since it was apparent that Stanley could not
be controlled and he failed to listen to any of Officer's warnings Officer walked up to the passenger side of the car and arrested Stanley. He was walked
back to the cruiser and Eric and Matthew started yelling and rushed up behind Officers. Officer did not hear what they were saying however both took
an aggressive stance as if they were wanting to fight both myself and Sgt. Dubay.
Stanley was arrested for M4 disorderly conduct intoxication (persisting). He was placed in cruiser 14 and Eric and Matthew were told to leave.
Jennifer then drove off with them. Prior to Eric and Matthew departing with Jennifer, Officer could see Eric walking over toward Sgt. Dubay but could
not hear what he was saying. Officer also heard someone yell something along the lines of "fuck you Dubay you ain't shit".
Officer took Stanley to the Ross County Jail and while in the Jail he stated that Officer would not slam the older brother the way his younger
brother was; he would pop up. He also said if Officer was not wearing a badge like Batman it would be a different story. He said that Officer had better
hope not to run into him anywhere off duty.
Stanley will remain incarcerated in lieu of bond pending his court date on 9/11/14 at the Chillicothe Municipal Court.
Officer collected his pocket knife and it was placed in the knife locker for safe keeping.
At this time Ofc has nothing further.

Ofc responded to 127 Cedarwood in reference to a Diana and James Hovater being threatened by their daugher, Angela Hovater.
Ofc contacted Diana and James. Diana stated that she and Angela were involved in a heated verbal argument. Diana stated James was outside at the
start of the argument but came inside for the end of the argument. Diana stated Angela was angry about an eviction notice. Diana stated that during the
argument Angela stated "if you touch my stuff I'm going to get a gun and shoot you both". Diana stated the argument continued and Angela again made a
remark about getting a gun and shooting both James and Diana. Diana stated Angela then stormed out of the house and walked towards the Manor Park.
Ofc obtained written statements from both James and Diana.
Ofc found Angela sitting at the Manor Park. Ofc asked Angela what had just taken place on Cedarwood. Angelas stated she was involved in a verbal
argument with her mother and father. Angela denied making any threats and stated he parents always
lie to her and about her. Angela had nothing else to say.
Ofc placed Angela under arrest for two counts of Domestic Menacing and transported her to the RCJ where she will remain until her appearance in
court on 9/11/14.
Ofc provided James and Diana with information about Domestic Violence and obtaining a protection order.

While on patrol in the area of Renick Ave and Akron St Officer discovered a 1 year old child later identified as Damen Whitaker standing in the alley
behind 162.5 Renick Ave with no parents. Officer took custody of the child and waited for a few moments not hearing no one yelling or searching for the
child officer took the child and contacted the resident at 162.5 Renick who was in the garage. Officer noted this address had no fenced in yard. Officer
contacted Gina White who advised she was the mother of Damen and thought the child was sitting in his stroller just out side the door of the garage while
she was cleaning out the garage. Officer observed no signs of abuse or neglect. Officer contacted Amy Isaac of Children's Services and advised her of the
incident. Officer and Ms. Isaac believe this was an unfortunate incident and was not neglect by the parent. Officer will leave a copy of this report with
Children's services. Nothing further.

Officer was dispatched to 350 E Main St reference to the Air 1 Auto & towing shop revving engines and disturbing the peace. Upon arrival officer was
contacted by Scott Glenn who advised he was awaken by Justin Johnson of Air 1 Auto Shop revving engines. Officer contacted Mr. Johnson who
advised he had to move a vehicle that has loud exhaust to be worked on. Officer advised Mr. Johnson of the complaint of the neighbor and advised him as
long as he was conducting business and keeping his neighbors in mind there wasn't much Officer could do. A short time later officer was called back to E
Main St. and contacted Scott Glenn and Brian Jones who both requested charges filed against Mr. Johnson for Disturbing the Peace. Mr. Glenn and Mr.
Jones advised after officer left Mr. Johnson started up a vehicle that had loud exhaust and revved the engine unnecessarily loud and stated to them that
this officer told them he could do what ever he wanted due to him having a business. Mr. Glenn and Jones provided Written statements. Officer issued
MM citation 5162 to Mr. Johnson charged with Disturbing the peace "business". Mr. Johnson was explained, signed for and given his copy with a
Municipal court date of 09/19/2014 at 9:00 am. Nothing further.
